Thirty years after the end of the Algerian War of Independence the bulk of the contemporary military documentation has been released, after classification, and is available at the military archives of the Service Historique de l'Armée de Terre at Vincennes. This study re‐examines the French army's pacification policy and its strategy of regrouping the rural population into resettlement centres and re‐evaluates the role of the Sections Administratives Spécialisées (SAS) in administering this resettled population. The speed and scale of regrouping is reconfirmed from army statistical data. The significant critical inspections carried out by the quasi‐civilian Inspection Générale des Regroupements de la Population (IGRP) led to army‐civilian conflict as did the efforts of SAS units to turn this damaging military operation into a more positive rural renovation programme. By the end of the war both the IGRP and the SAS gave ground to military evaluations of the situation and disillusionment crept in as the resettlement programme came to an end. The newly available archival documentation also serves to substantiate the accuracy of Michel Cornaton's pioneering mid‐1960s research on Algeria's centres de regroupement which was carried out in the face of the then prevailing military secrecy.  相似文献

This article summarizes a discussion by a panel of leading experts on Soviet energy analyzing the consequences of the accident at the Chernobyl' nuclear plant in the Ukraine on April 26, 1986.

The near-term economic costs associated with clean-up, relocation, and compensating for losses to electricity supplies are significant but manageable. The longer-term effects will focus on likely modifications in Soviet strategies for the nuclear industry, which may shift emphasis back towards conventional fuels and conservation.

The political consequences were managed fairly well by the leadership. Consistent with Secretary Gorbachev's policy of glasnost' (openness) more information has been available on this event than was the case in previous analogous situations. Abstract

In the summer of 1977, two journalists, John Barron and Anthony Paul, published a book which in the United States was entitled Murder of a Gentle Land and in Britain Peace with Horror. In both cases the subtitle was The Untold Story of Communist Genocide in Cambodia. The authors are both working at the institution, The Reader's Digest, which publishes a monthly appearing in 32 countries in 13 languages. In February 1977 The Reader's Digest published a summary of their book which thus became available to more than 30 million readers all over the world.  相似文献

The paper reproduces the 18 × 18 sector Soviet input-output table for 1988 which became available in the West in April 1990, but has not been published in the USSR. The layout (quadrants) and selected elements of the table are described and briefly analyzed. Because the hitherto unavailable statistics facilitate the analysts of a variety of critical issues such as the price reform, defense expenditures, and private incomes and taxation, the input-output table is regarded as an important contribution as well as a milestone in the gradual process of releasing economic data in accordance with the policies of glasnost'. Trotsky, an eight-part miniseries made in 2017 for the centenary of the Russian Revolution, has recently been made available on Netflix for global audiences. This article analyses Trotsky through the theoretical lens of neo-Eurasianism, especially as developed by the political theorist Aleksandr Dugin. Dugin's philosophy posits a civilisational divide between the “Atlantic” values of secularism, open markets, cosmopolitanism and sexual profligacy represented by the Anglo-Atlantic cultural sphere, and the “Eurasian” values of authoritarianism, cultural conservatism and religious nationalism present in a revived Russia. I argue that Trotsky's interpretation of Leon Trotsky's legacy reflects the popularisation of Dugin's neo-Eurasianist political philosophy in Russia. The article covers some of the key historical events depicted in Trotsky, discussing their accuracy with reference to existing academic biographies of Leon Trotsky. I then discuss the series’ apparent fixation on the Jewish heritage of Trotsky (who was born Lev Bronstein), which has been the focus of much of the media coverage of the series, before addressing the fraught place that Trotsky occupies in Russian historical memory. I then move on to a discussion of the political philosophy of neo-Eurasianism and its relevance and application to the political climate of modern Russia. Finally, I consider what Dugin has said about Trotsky himself. Despite (or perhaps because of) its distortions of history, the series serves as a fascinating reflection of the values and political climate of modern Russia.  相似文献

The dominant paradigm for understanding contemporary Russia holds that Vladimir Putin's tenure in office has been accompanied by a massive influx of former KGB and military personnel – so-called “siloviki” – into positions of power and authority throughout the polity and economy. Claims of extensive elite militarization, however, are largely based on the analyses of only one research program and, moreover, the validity of the estimates produced by that research program is open to question on numerous grounds. In this article, we review existing research on elite militarization in Russia; discuss a series of conceptual and empirical issues that need to be resolved if valid and meaningful estimation of military–security representation is to be achieved; introduce new findings; and evaluate the totality of existing evidence regarding whether the Russian state under Putin deserves to be labeled a militocracy. We find that the most straightforward reading of existing data indicates that the percentage of siloviki in the political elite during Putin's first two terms as president was approximately half of that which has been widely reported in both scholarship and the media, and also declined during the Medvedev presidency. In addition, our analysis of a broader cross section of the elite estimates military–security representation during the Putin presidency to have been lower still. Overall, existing data paint a less alarming picture of the depths to which siloviki have penetrated the corridors of power since 2000 than has been commonly portrayed and thereby cast doubt on Russia's status as an “FSB state.” On the other hand, past trends also provide some basis for expecting that the numbers of siloviki will once again rise during Putin's current presidential term.  相似文献

This article presents and analyzes hitherto unpublished data on the age structure of the population of the USSR and four of its republics. Analysis of the patterns revealed by these newly available data provides a basis for understanding why they had not been published in the USSR in the six years since the census date. The implications of the data for the analysis of Soviet society, its economic potential, and military draft pools are discussed. The Queensland Pacific Islanders' Fund operated between 1885 and the 1900s but is largely unknown today. It was established in the Treasury to facilitate the operation of the Pacific Island Labourers Act 1880 Amendment Act 1885 to safeguard return fares and to ensure that the money due to deceased Islanders was returned to their families. However, over time, because of the high death rates, the wages of deceased Islanders became so substantial that they were able to be used to supplement the administration of the whole labour trade. Money was drawn off to subsidize Islander hospitals and Christian missions, to an extent that in the final 1900s deportation years there was no longer enough money available to pay full fares. The Queensland government seldom returned the full wages to the families of the deceased Islanders and profited largely from their deaths. In today's money, millions of dollars were misappropriated, in similar fashion to wages misappropriated by the same government from Aborigines.  相似文献

While a new working class is in the process of remaking itself in China, the latest trend in labour studies has rejected the Marxist tradition which sees the social relations of production as the point of departure for analysing workplace conflict. According to the new current, influenced by post-structuralism, class is only one of the identities articulated by workers, and it can be understood only with reference to their discourses. By critically evaluating an important book by Ching Kwan Lee (Against the Law: Labor Protests in China's Rustbelt and Sunbelt), this article suggests that her approach generalising workers' protests with the notion of citizenship cannot satisfactorily explain the changing pattern of labour protests in China since 2004. By using fieldwork data and connecting the analysis of the social relations of production with the changing patterns of workers' struggle, this paper argues that migrant workers protests are a significant part of the emerging class conflict in China.  相似文献
