A prominent Soviet political scientist, who has specialized in comparative politics and theories of transition, argues that Gorbachev's strategy of transition was misguided from its conception, which explains his current travails. Yet the author also argues that Gorbachev's leadership has not outlived its usefulness, for he still has an important role to play in preventing the transition from turning violent, and in facilitating the marketization and democratization processes. The paper outlines and assesses the initial and potential effectiveness of a package of radical economic reforms, adopted by the CPSU Central Committee and Supreme Soviet in late June 1987. The areas involved include the central planning system, the enterprise, territorial versus sectoral management of the economy, the supply system, prices and wages, finance and credit, foreign trade, private and cooperative activity, and agriculture. Problems which may compromise the success of reform efforts, particularly inconsistencies between reform goals and long-established policies, are outlined as well. Gorbachev's economic strategy for the remainder of this decade is analyzed using the information contained in the Twelfth Five-Year Plan covering the years 1986-1990. The plan calls for an acceleration in the rate of economic growth achieved through a modernization of industry, a restructuring of investment, and increased labor effort on the part of the entire labor force. The economic reforms which accompany the plan are fairly modest. Analysis of the plan shows that it is very ambitious, and probably unachievable, although some improvement in economic performance is not excluded. Specialists from three countries report the results of survey research conducted during March-April 2000 in Dagestan. Questions addressed include identification with Russia and with Dagestan, confidence in local, regional, and federal institutions, perceptions of changes in the economy, politics, and cultural life, and perceived threats from external sources. The wage reform, an aspect of perestroyka, is described as it affects industry, and changes in the wage system are outlined. To stimulate better work, wages are being raised and differentials increased; to induce economies in labor, wage increases are to be financed from the enterprise's income. Self-financing and implementation of the reform to date are addressed as well, as are inconsistencies between the wage reform rules on self-financing and those of the Law on the State Enterprise. Finally, problems such as enterprise footdragging and unemployment and prospects for continued reform, inflationary pressure, and worker morale are considered. Support and opposition to perestroyka in the USSR and the U.S. are discussed on the eve of Academician Andrey Sakharov's trip to the U.S. in November 1988. The aftermath of the 19th Conference of the Communist Party, held in Moscow from June 28 to July 1, 1988, is analyzed by eight Western observers. An American sovietologist assesses the economic pressures on the constituent republics of the Soviet Union from the outset of the Gorbachev era through early December of 1991. Following an overview of the center-periphery relations within the command-administrative system in the early 1980s, the author evaluates the impact of perestroyka on republic economies prior to the political transformation of the governments in the 1990s. Based substantially on extensive interviews in Moscow from 1984 to date and current literature as well, the paper traces the recent activities and environment of Secretary Gorbachev's intimate advisors on Soviet economy. Academicians Abel Aganbegyan, Oleg Bogomolov, Tat'yana Zaslavskaya, and Corresponding Member Leonid Abalkin, are singled out as leading members of an informal “economic brain trust.” The roles played by selected institutes of the Academy of Sciences and by its other reform-oriented members (e.g., Nikolay Petrakov and Stanislav Shatalin) are presented in light of Gorbachev's disenchantment with policies advocated by Gosplan or other orthodox state and party organizations. Reforms in remedies for breach of contract emerging under perestroyka have as a main goal a reduction in the use of penalties in favor of compensation for damages. As background to these reforms, the basic principles of the Soviet law of contract damages are outlined, and the law's operation in practice under the traditional planning system is examined. Western economic theories of the choice of contract remedy are used to analyze the underlying causes of the difficulty of measuring and proving damages in the pre-reform system. In order to evaluate our current knowledge of some aspects of the Estonian economy under Soviet rule, this historiographic article reviews a number of available treatments, divided into three subgroups (works by authors in Soviet Estonia, publications by Estonians in exile and recent studies). The article demonstrates that different and contradictory interpretations of the economic development of the ESSR can be found. The author concludes that more detailed estimates of the living standard and economic growth during the Soviet years, which would be the basis of economic history writing, have yet to be established.  相似文献

A leading British political scientist argues that Gorbachev's responsiveness to different opinions and institutional interests has been a necessary part of the Soviet transition. He stresses the importance of Gorbachev's combination of tactical flexibility and movement in a basically liberal direction. One step back has often been followed by two steps forward. The author maintains that Gorbachev's political acumen and international prestige remain significant assets, suggesting that it would be an illusion to imagine that the task of transforming the Soviet system would proceed more smoothly without him. The results of the inaugural meeting of a panel on the Soviet economy, convened by the editors of Soviet Economy, are summarized. The panel noted that 1985 economic performance had been fairly good by recent Soviet standards, although the external trade balance had deteriorated sharply. Turning to the Twelfth Five-Year Plan (FYPXII) and the annual plan for 1986, the panel noted the clearly taut nature of both plans, and the apparent inconsistencies between them. The consensus was that the FYPXII targets would be very difficult to achieve, although outsiders may find it hard to judge due to the inherent ambiguities in measuring quality changes, and the potential for significant hidden inflation in growth statistics. This paper uses a macroeconomic model to evaluate prospects for Soviet economic growth to the year 2000. Because of the considerable uncertainty regarding the ultimate success of Gorbachev's modernization program and reform package, and because of the long time frame of the projection, a single “most likely” forecast cannot be made. Instead, three scenarios were constructed to reflect different degrees of success for Gorbachev's initiatives. The results of these simulations provide insights into what is possible and illustrate the dynamics involved when an economy administered by central planners for nearly 70 years attempts to change its method of operation.
