A prominent American specialist on legal affairs in the former Soviet Union and Russia comments upon a case study focused on managerial strategies to privatize a large industrial conglomerate. Efforts to prevent outsiders from buying the enterprise are likened to “poison pills” used in the United States to thwart hostile corporate takeovers. The commentary includes references to the tradition of corruption in Russian bureaucracy before and after the October Revolution and notes the difficulties encountered by Western lawyers advising foreign investors in recent years. Globalisation continues to stir debate. One burgeoning theoretical perspective is the “global capitalism school” (GCS), anchored around the writings of William Robinson. The GCS argues that globalisation marks a new epoch as nationally-based elites are no longer the central locus of power in world order with the rise of a “transnational capitalist class” (TCC). Jeb Sprague’s edited volume, Globalization and Transnational Capitalism in Asia and Oceania, is the first book-length study testing key tenets of the GCS in the Asia-Pacific, and therefore fills a crucial gap. In this review article, it is argued that this book does not overcome what I believe are some key theoretical and empirical problems in the GCS, from not taking the state seriously to a dearth of corporate ownership data to demonstrate the existence of a TCC. To argue this, the article draws upon chapters in the book itself that are critical of the GCS, as well as from empirical research on corporate ownership and nationality. Nevertheless, it is concluded that this book is essential reading for anyone interested in the GCS, as well as the broader theoretical implications and empirical impacts of globalisation in the Asia-Pacific region.  相似文献

Relying on ethnographic data, this article critically analyses the pro-mining position adopted in Chile's Atacama Region by a group of Diaguita women who benefited from a corporate social responsibility (CSR) programme to revive indigenous culture. While the desire to escape from poverty (salir adelante, moving forward) appears as the main reason for participating, the benefits generated a sense of indebtedness resulting in allegiance to the company. The investigation also shows how this programme played a part in building a scenario in which indigenous females perform subjects apparently more suited than men to the neoliberal and multiculturalist governmentality of the Chilean State, whose politics favours mining.  相似文献

ABSTRACT

Since its privatization in 1995, Kazakhstan’s largest steel mill has been in a restructuring process characterized by workforce reduction, augmented pressure on remaining jobs and labour conflict over wages, work conditions and corporate social responsibility. In 2013, in an attempt to re-establish harmonious relationships with workers, management invited the mill’s former labour aristocracy to join a newly established veterans’ council, a forum resembling traditional aksakal councils, to discuss the company’s difficult situation. In the context of a banquet in honour of the veterans, tradition became the contested terrain over which labour and capital struggled to endorse their own visions of the industrial future. As corporate capitalist visions of efficiency and professionalism, ethno-national concerns for harmony and stability, and practices rooted in the Soviet labour legacy clash, tradition is staged by actors as a practice which can either affirm or challenge industrial leadership in a labour conflict.  相似文献

This article examines the links between the creation of a post‐revolutionary Mexican culture and the maintenance of traditional forms of cacical control. Taking as a case study Luis Rodríguez, a cacique from the state of Oaxaca, it is argued that he utilised state notions of indigenismo and indigenous cultural production to assert and maintain his position as the strongman of the Mixe ethnic group. However, despite the employment of state discourses, Rodríguez’s fiefdom was never subsumed into the corporate revolutionary state. Rather, these claims of ethnic unity were used as a smokescreen to deter state intervention. As a result, Rodríguez was forced to use intimidation and violence to control pueblos outside his immediate sphere of influence during the 1940s and 1950s.  相似文献

ABSTRACT

This paper contributes a genealogical perspective to the social sciences study of robots in Japan, proposing a widely applicable research on “robot cultures.” The author discusses the corporate and governmental strategies and mechanisms that are shaping a national robot culture through establishing robot “lineages” and a national robot history which can have significant implications for both humans and robots. The paper contributes discussions on monozukuri (manufacturing) and Nihonjinron (theories on “Japaneseness”) to the existing anthropological consideration of robots, by examining links between monozukuri and robots, robot genealogy, popular culture and robots, and different social rituals and sites that help the enculturation of robots. The paper draws attention to the power relations and hegemonies of robot culture which also imply the existence of plurality and diversity that will require further scholarly attention as the robot phenomenon unfolds.  相似文献

ABSTRACT:

In the 2012 Korean presidential election, both liberal and conservative parties fought their campaigns on the slogan of “economic democratization,” marking a strong departure from past presidential elections and the growth-first policies of the then-incumbent conservative administration. Both parties pledged to tackle growing social polarization and the concentration of economic power by reforming the corporate governance of Korea's large, family-led conglomerates (chaebol), to the degree that chaebol reform itself became synonymous with economic democratization. This focus led to a series of heated exchanges among liberal-left reformers about the vision of economic democratization being promoted, with one camp favoring the creation of a “fair market” through the restructuring of the chaebol and another promoting the protection of the chaebol’s management rights over their affiliates as a desirable strategy for the creation of a Korean welfare state. This essay examines the long-standing tensions between these two liberal-left perspectives and argues that the capital-centric and market-based visions these camps promoted risk confining intellectual debate over the meaning of economic democracy within boundaries that serve dominant political interests.  相似文献

This article examines efforts to increase taxation of highly concentrated, undertapped income and profits in Latin America in the aftermath of structural adjustment. Argentina has advanced further than Chile in two policy areas: corporate taxation, which taps firm‐level profits; and tax agency access to bank information, which helps reduce income tax evasion. These outcomes are explained by drawing on the classic concepts of business instrumental power, which entails political actions, and structural power, which arises from investment decisions. In Chile, strong instrumental power removed reforms in both areas from the policy agenda. In Argentina, much weaker instrumental power at the cross‐sectoral level facilitated corporate tax increases. Bank information access was expanded after Argentina's 2001 crisis weakened the financial sector's instrumental power and reduced structural power.  相似文献

Two senior CIA economists analyze the status of interrepublican economic relations in the former USSR from the fall of 1991 through July 1992. Critically assessed are Russia's role in forcing adjustments in other republics' economic policies, their failure to agree on an economic union in 1991, and efforts to cooperate in 1992. Strategies to cope with mounting debt, new currencies, reliance on barter, and severed supply links are then examined, as are prospects for near-term stabilization of interrepublican trade (including prices) and longer-term outlook for the republics in light of ongoing discussions on a ruble zone. An American sovietologist assesses the economic pressures on the constituent republics of the Soviet Union from the outset of the Gorbachev era through early December of 1991. Following an overview of the center-periphery relations within the command-administrative system in the early 1980s, the author evaluates the impact of perestroyka on republic economies prior to the political transformation of the governments in the 1990s. The implications for territorial integration in the wake of the coup in August 1991 and the subsequent efforts to structure a new economic union between the republics are presented and analyzed in the concluding section. To what extent are Russian state agencies involved in predatory behavior, and what are the determinants of their activities? Analyzing a novel data-set comprising 312 cases of illegal corporate raiding (reyderstvo) between 1999 and 2010, this article identifies a shift both in the regional and sectoral distribution of raids over time, as well as an increasing participation of state agencies in criminal raiding attacks. Using panel regression analysis to look at the determinants of increasing state involvement, this article shows that election results for the ruling president and his party, as well as the degree to which elections are manipulated throughout Russia's regions, are significantly and positively correlated with the number of raids in a given region, while regions with governors that have stronger local ties are characterized by a smaller number of attacks. A potential interpretation of these findings is that the federal center may tolerate a certain degree of predatory activities by regional elites, as long as these elites are able to deliver a sufficiently high level of electoral support for the center, with the effect being weaker in regions where the governor is interested in the long-term development of the regional economy.  相似文献

This paper analyses the impact of intensified international competition on the German corporate governance system by investigating corporate governance and corporate strategy at Bosch. Being a non-listed but highly internationalised company, the case study of Bosch allows one to disentangle the effects of financial and product market globalisation. In order to assess theoretical claims about convergence of German corporate governance towards Anglo-Saxon patterns or continuing divergence – put forward by convergence theory and the ‘Varieties of Capitalism’ approach – four dimensions of corporate governance and strategy are investigated: internationalisation strategy, industrial relations, portfolio policy and product market strategy. The paper argues that international competition in isolation leads to a reinforcement of traditional features of German corporate governance. It finds that Bosch has internationalised vigorously, but followed its traditional style of internationalisation, that co-management of the employees has not come under pressure, that long-pursued diversification attempts have been continued and that Bosch has deepened its product market specialisation.  相似文献

Two American specialists on Russia report the results of two nationwide surveys conducted in that country in 1992 (N = 1,393) and 1993 (N = 1,598). Focus was on rates and types of political activism and their correlation with attitudes toward economic and political reform. Conclusions are that different types of political activism attract different constituencies. People with higher income and occupational status participate in a wide range of activities but are significantly less likely than others to vote. Those with less to gain from the transition are more likely to vote—perhaps a legacy of communism—but take part less in activities which demand high levels of commitment and resources. Following the 1997 Asian financial crisis, the regulatory system involving governance of the corporate sector was subjected to major legislative and institutional reforms, primarily in response to exposures of serious cases of corruption and abuse in the financial sector by well-connected businesspeople. However, the 2008 global financial crisis indicated continued occurrence of irresponsible forms of corporate development and practices, underscoring structural weaknesses within the regulatory system in spite of these reforms. This article argues that the reforms that had been introduced ignored how state-business nexuses shape the way firms operate, a core reason for the persistence of unproductive and speculative forms of corporate development, grand corruption and cronyism. Utilising Malaysia as a case study, this article indicates that institutional reforms involving devolution of power to regulatory institutions are imperative to provide them with the autonomy to objectively institute prudential controls and indict errant firms that violate legislation overseeing corporate activities.  相似文献

A retired CIA analyst of the Soviet economy presents a comprehensive and in-depth comparison of diverse Western estimates of the size and rate of growth of Soviet military expenditures from the mid-1950s through 1990. Analyzing the explicit criteria and implicit assumptions that underlay the compilation of these estimates, the author evaluates the relative veracity of divergent claims. The article then examines alternative claims about the impact of Gorbachev and giasnost' on our understanding of Soviet defense expenditures, and explores the extent to which Soviet leaders themselves knew how much they were spending in this area. Despite phenomenal mobile telephone sales and a reputation for technological innovation, Japan lags behind many other countries in the application of IT technology. In part, this may be attributed to a telecommunications industry which lacks competition, with a conventional corporate culture; but this is insufficient to explain all the factors behind Japan'slackluster performance. In the following article, Shinji Fukukawa, CEO of the Dentsu Institute for Human Studies, describes the history of IT in Japan and makes an international comparison of the development of IT. He argues that unless Japan manages to catch-up quickly with those IT-proficient countries, it may be too late and she will be left behind. Nevertheless, the future is not bleak, and if vital policy measures are implemented; the markets deregulated; the corporate culture changed; and societal knowledge of IT improved; Japan may still succeed in the IT revolution.  相似文献

Using the example of the present casualization of labor the following article demonstrates the ??surplus value?? of a perspective on corporate activities that is enriched by insights gained from the field of the sociology of labor. Beginning with a reconstruction of the state of the art on casualization processes of dependent labor it is shown that there has indeed been an intense discussion about the erosion of the so-called standard employment relationship (Normalarbeitsverh?ltnis) and the advancing casualization of dependent labor. The question regarding the casualization of the corporate activities, however, has hardly been recognized. The article will demonstrate that there actually is an ongoing casualization of corporate activities. Moreover, the vital factors for casualization processes in corporate activities will be elaborated. Subsequent to these points, the text raises the question of the implications of a ??twofold?? casualization of labor and its social mediations. In a final step, the article focuses on the systematic-methodological potential of founding research in a theory of practice.  相似文献

Legal process outsourcing (LPO) refers to the contracting of legal work from regions where it is costly to perform, such as the US to areas where it can be performed at a significantly decreased cost. LPO has been made possible by the disaggregation of the legal processes into discrete units, each of which can then outsourced to cheaper service providers. Anecdotal evidence suggests a variety of benefits such as financial gains, opportunities to perform “global” work in a corporate atmosphere and acquisition of important skills and training that enhances the prestige of the host country lawyers. In India, which has played a significant role, LPO firms are viewed as important catalysts in the transformation of the country’s highly stratified legal profession based on social identities. This qualitative study, based on 38 interviews, concludes that the corporate culture was an attractive proposition for lawyers from non-elite backgrounds; however, the commodification of offshored work led to a deprofessionalisation of lawyers, reducing them to “glorified clerks.” As a result, LPO firms only provided parallel avenues for career mobility but did not destabilise the local legal market which at its core remains socially networked.  相似文献

Although many EU‐countries have reduced corporate taxes in the recent years, there is still a substantial variance between the 12 oldest EU‐member states. This contribution revisits this variation and analyses the determinants of corporate tax reforms and their magnitude from a perspective which is new in two respects: First, we combine logistic panel regression and fsQCA analysis allowing for an integration of qualitative assessments of tax reforms in the QCA analysis. This adds to the existing studies on tax reform which almost exclusively rely on regression techniques. Second, we focus on the time period 1998‐2011 where we expect tax competition to be especially intense. The results of our analyses confirm the major impact of tax competition on national corporate tax policies. This relationship dominates the regression analyses as well as the fsQCA. Furthermore, our findings allow nuancing the existing results on the influence of institutional constraints and partisan politics.  相似文献

While the Internet is now a component of people's everyday lives and is becoming more and more convenient, it has also brought about various problems and adverse effects that could be damaging to human rights, corporate interests, and even national interests. In order to address these problems and adverse effects, countries have recently begun to establish national boundaries over the Internet to control it. This article will consider whether countries are capable of establishing sovereignty over the Internet. To this end, first the scope of national sovereignty in terms of the physical entities that make up Internet services, namely, providers, users, network equipment, and network facilities will be defined. Then the four methods for establishing national sovereignty over the Internet from the perspective of social phenomena will be examined. In addition, in examining whether it is possible for countries to secure the power to levy taxes over the Internet, the article will consider the requirements for countries to establish sovereignty over the Internet. Finally, an explanation and attempt to elucidate a new phenomenon involving the movement of corporate earnings to the cloud will be offered.  相似文献
