After more than a decade of brutal civil war, which is still not resolved and has left Syria divided in thirds, regional states welcomed President Bashar al-Assad back into the fold in May 2023. The Arab League's decision to reinstate Damascus's membership was the culmination of a slow and fitful process that accelerated when Saudi Arabia took the lead. Still, it is too soon to know whether and how Syrian normalization will evolve beyond its Arab core, especially due to the West's continued sanctions regime. This article analyzes how the evolution of the Syrian crisis, the changing calculus of Arab powers, and American inaction have contributed to Assad's rehabilitation. In conclusion, we consider four areas that will determine the next phase of the normalization process.  相似文献

Abstract

Debates about China's national strategy have surprisingly overlooked an important source: the national strategy as formulated by China's leaders themselves. This article explains how the ruling Communist Party of China formulates its equivalent of a national strategy – defined as the nation's desired end state and guidance on supporting objectives, ways, and means. It explores the current national strategy as published in widely available official documents such as the Communist Party Constitution and Party Congress Work Report, the most recent version of which dates from the 17th Party Congress in 2007. Whilst the desperation of key international Zionist leaders, such as Chaim Weizmann, to field a fighting force against the Nazis consisting entirely of Palestinian Jews is evident in their correspondence, it is difficult to ascertain just how significant the practical contribution of the Jewish Brigade was to the Zionist project. The political effect of activities such as facilitating illegal immigration and, post-war, quietly training Jewish underground forces in Palestine cannot by their very nature be evaluated. Yet perhaps the Brigade's most important contribution to the embryonic state of Israel was the huge leap in political and cultural strength that boasting such a force represented.  相似文献

This paper does three things. First, it offers a critique of the academic literature on the One Nation vote, focusing on the limitations of the work of political geographers and the methodological shortcomings of survey researchers. Second, it re-examines data from the 1998 Australian Election Study in order to explore the demographic and attitudinal forces that both drove the One Nation vote and distinguished it from the votes secured by the Labor Party, the Liberal and National parties and the Australian Democrats; this highlights the importance of gender, geography and class, of political alienation and of attitudes to Aborigines and immigration. Third, it suggests that the basis of One Nation's mobilisation did not lie in concerns about economic insecurity so much as in opposition to 'new class' values, particularly around race. In doing so, it challenges common understandings of the Party's constituency and of its distinctiveness.  相似文献

The democratic deficit, or the gap between citizens' aspirations and their level of satisfaction, is increasing in Latin America. Such dissatisfaction helps to understand many of the region's presidential crises: since 1985, 23 Latin American presidents have left government abruptly. While civil society may have been able to provoke the fall of presidents, it has not managed to avoid the re‐emergence of deep‐rooted political practices under subsequent administrations. Extreme presidentialism, clientelism and populism have re‐emerged strengthened after deep political crises. This article offers some ideas regarding the impact that different types of political leaders can have on how well democracy works.  相似文献

Successful multilateral economic, political or security cooperation as best exemplified by organizations such as the EU or ASEAN invites the question why comparable organizations have never been established in South Asia and the Indian Ocean Rim, two geo-strategically important world regions. This article foregoes political-realist arguments and offers an alternative explanation for the failure of regional multilateralism in those two regions by using the social-constructivist framework of norm localization. This framework, based upon third-generation norm diffusion, provides a new analytical toolbox for analysing the general puzzle why one region may accept a particular norm while rejecting another. Arguing the case for the existence of a special South Asian regional variation of multilateralism which is termed ‘Panchsheel-multilateralism’, the article examines the process of the localization of the global norm regional multilateralism and analyses how this norm became institutionalized in the form of the South Asian Association for Regional Cooperation (SAARC) and the Indian Ocean Rim Association (IORA). The main argument of the article is that the global norm of regional multilateralism has been localized into a principally Indian influenced model of multilateralism, based on the latter’s cognitive prior. Consequently, there has virtually never been room for any genuine multilateral cooperation, while tangible cooperative results are found in the bilateral domain only.  相似文献

As will become clear from the text below, this paper is heavily based on the author's article published in Japanese in March 2009 by Nikkei BP, titled What Breeds Hereditary Politicians? The content of this work was first presented in a lecture that the author delivered in March 2008: Inequality in the Value of Votes and the Future of Japan. The author entreats the reader to bear in mind that although a certain amount of reference information which has subsequently come to light has been added to this paper, for the sake of simplicity, the results of the general election held at the end of August 2009 have not been incorporated (for example, throughout the text the Liberal Democratic Party is cited as the ruling party, as was the case before the general election). However, where appropriate, minimal footnotes have been added regarding the results of the general election and other points judged worthy of note, based on current available information as of September 3, 2009.  相似文献

This article reviews Andrew MacGregor Marshall’s A Kingdom in Crisis: Thailand’s Struggle for Democracy in the Twenty-First Century, a book on how Thailand’s political challenges relate to the Thai monarchy. The review draws comparisons between the excitement surrounding the publication of the acclaimed book The King Never Smiles in 2006 and the recent reaction to the publication of A Kingdom in Crisis. It argues that the book is an important contribution because it informs a wide audience about the damaging political role of the monarchy, but it repeatedly ignores an already existing corpus of literature that deals critically with Thailand’s monarchy. Moreover, its focus on the succession as the key factor in the ongoing political crisis is unnecessarily narrow and should have been complemented by an analysis of structural forces as drivers of change.  相似文献
