The hypothesis of inequality as the source of violent conflict is investigated empirically in the context of killings by Nepalese Maoists in their People's War against their government during 1996–2003. The dependent variable is the total number of people killed during that period by Maoist rebels in each of 3,857 villages. Inequality is measured by the Gini, the Esteban‐Ray polarization index, and four other between‐groups indexes. Using models with district fixed effects, and instrumenting for endogeneity of the inequality measures, we find strong evidence that greater inequality escalated killings by Maoists. Poverty did not necessarily increase violence. Education moderated the effect of inequality on killing, while predominance of farmers and of Nepali speakers exacerbated it. We find evidence that more killings occurred in populous villages, lending support to the idea that violence was directed at expanding the Maoist franchise by demonstrating that opposition to the monarchy and elites in power was possible to achieve.  相似文献

This independent report for the Media Standards Trust makes the case for urgent reform of the self-regulation of British press content. It focuses on increasing inaccuracy and invasion of privacy by the press, which also suffers declining public trust. These features are linked to major changes in press technology and economics. Unlike comparable trades and professions, the Press Complaints Commission has not updated its structure and procedures to reflect modern standards of transparency, fairness and accountability. In recent years, transparency has been proposed as the solution to, and the cause of, a remarkable range of public problems. The proliferation of seemingly contradictory claims about transparency becomes less puzzling, this essay argues, when one appreciates that transparency is not, in itself, a coherent normative ideal. Nor does it have a straightforward instrumental relationship to any primary goals of governance. To gain greater purchase on how transparency policies operate, scholars must move beyond abstract assumptions and drill down to the specific legal, institutional, historical, political, and cultural contexts in which these policies are crafted and implemented. The field of transparency studies, in other words, is due for a “sociological turn.”  相似文献

Federal and state government efforts to improve the nation's health focus particular attention on the necessity of increasing the numbers of physicians. Yet, evidence from several studies suggest weak linkages between health and the number of physicians. The present study surveys civilian health and the number of physicians during the period of national mobilization in the U.S. in the 1940's. This period, where low physician/population ratios prevailed for several years, is unique in recent history and provides a useful reference for current health policy. Racism has been in sharp decline in recent decades yet the word, as accusation, is used more than ever. The word/idea needs to be more restrictively defined and kept for when it is really needed. When almost everyone is a racist, no one is. To this end we need to distinguish more clearly between the greater comfort people often feel among familiar people and places and active hostility towards outsider ethnic groups. We also need a more discriminating language to describe the spectrum of discrimination. Prejudice, clannishness—even in some instances discrimination itself—should be regarded as sentiments and behaviours that are distinct from proper racism.  相似文献

A persistent criticism of policy analysis is that it undermines basic democratic institutions and processes by replacing public participation with expert analysis. Many decision makers shun broader participation because of the complexity of an issue or the cost, uncertainty, and delay often associated with public involvement. This article presents a model for the systematic inclusion of public input into relatively complex public policy decisions. It outlines two determinants of success in public participation efforts: the purpose for public involvement and the nature of the issue; furthermore, it applies the model to two issues in recent Utah history that have involved public participation. Using these principles, decision makers should be able to design and implement public participation strategies that both inform the public about substantive policy questions and improve the quality of the final decision.  相似文献

While salient features of the Affordable Care Act include insurance expansions and private coverage reforms, various other provisions are embedded within the law. We focus on a temporary 10 percent fee increase for primary care visits supplied to publicly insured (Medicare) beneficiaries. Using administrative and survey data, we assess the price shock's impact on service volume, physician labor supply, and quality of care. Primary care physicians (PCPs) in independent practices demonstrate, at most, a marginal 2 percent increase in new patient visits while horizontally and vertically integrated PCPs show no change. Both PCP organizational types witness declines in established patient visits, on average, but there is marked heterogeneity: established patient visits increase by 1 to 2 percent among PCPs with fewer Medicare claims in the pre‐period. The Medicare fee bump did not observably impact other labor supply outcomes and quality of care margins. We estimate that the policy introduced a $1.5 billion transfer from taxpayers to providers during the initiative's first three years.  相似文献
