This research note examines parties' campaign strategies in the 2015 Swiss elections. We base our analyses on a collection of more than 5000 party advertisements, which were published in the forefront of the national elections in more than 50 daily and weekly national and cantonal print media. By comparing the amount of party and candidate ads, as well as the content and nature of the political advertisements, we explore the degree of professionalization of electoral campaigns in the most recent federal elections in terms of nationalization, coordination and personalization. First results show that although national campaign coordination exists, Swiss elections are to a considerable extent still cantonal and personal affairs.  相似文献

Swiss Federalism from a Comparative Perspective ‐ Dealing with Reform Obstacles In the first part of this introductory contribution, the authors present the content of this special edition as well as the individual articles and their main findings. The contributions are organized along three main comparative themes: the international and inter‐temporal comparison of Swiss federalism, the comparison of the constituent units from an institutional point of view, and the comparative analysis of their functioning in specific policy areas. In the second part of this article, the authors develop three theses concerning reform obstacles and opportunities of Swiss federalism related to polity, politics, and policy. They argue that federalism reforms are difficult to undertake given the conjunction of both centrifugal and centripetal dynamics. However, reforms are facilitated in Switzerland because institutions of federalism hardly ever turn into a politically contended issue and because federal conflicts and reform obstacles can be avoided by means of informal coordination.  相似文献

This research note focuses on Switzerland's relationship with the EU, and the role direct democracy plays in this relationship. Specifically, the research question asked is whether behaviour on the part of the campaigners can be understood through the lens of Riker's so‐called dominance principle: “when one side successfully wins the argument on an issue, the other side ceases to discuss it” (Riker 1993: 81). One corollary of the dominance principle is that there will tend to be a concentration on a smaller and smaller number of arguments over the course of a campaign, because campaigners are induced to focus on a small subset of issues, their “winning issues”. On the basis of a data set consisting of campaign advertisements appearing in Swiss newspapers in the four‐week periods before the EU‐related 1992, 2000 and 2001 votes, the analysis actually shows little evidence of any concentration of arguments. The research note concludes by considering some implication of this for Swiss direct democracy.  相似文献

Immigration is a prominent and contested global topic of contemporary politics. Several recent popular votes targeting migration such as the minaret initiative, the automatic deportation initiative, and most recently the vote on “mass immigration”, evoke however the impression that Switzerland sets particularly harsh standards in migration policy. Based on historical evidence on Swiss migration policy making and comparative analyses on current cantonal integration policy outputs, I argue that ‐ while far from being a new phenomenon ‐ immigrant scepticism has become a more relevant factor of Swiss migration policy making than ever. Yet, immigration and immigrant scepticism do not only challenge direct democratic Switzerland, but all destination countries of immigration.  相似文献

Studying the Swiss national elections 2003, we find a pronounced gender gap in the SVP vote ‐ women are significantly less likely to vote for this party than are men. In order to explain this gender gap, this article combines two innovative approaches. On the one hand, it links the literature on gender gaps with research on the New Right. On the other, it makes a distinction between the conditional and compositional effects of explanatory factors. Our analysis reveals that conditional effects are of greater relevance than compositional ones. Explanatory factors regularly applied in research on the New Right have a conditional effect inasmuch as they only have an effect on male voters, but cannot explain the behaviour of women. This, in turn, also highlights the importance of a gender‐specific focus for further research.  相似文献

Two challenges stand out in the study of deliberation: the development of appropriate methodological tools and the development of more unified analytical frameworks. On the one hand, analysing deliberative processes is demanding and time‐consuming; hence we tend to have only few and non‐randomly selected cases at the group or context level. In addition, the real world of deliberation presents us with a complex matrix of nested, cross‐classified, and repeated speakers. This article shows that Bayesian multi‐level modelling provides an elegant way to tackle these methodological problems. On the other hand, we attempt to enrich comparative institutionalism with individual characteristics and psychologically relevant variables (such as group composition). Focusing on Swiss and German parliamentary debates we show that institutional factors ‐ in particular, consensus systems ‐, the gender composition of committees and plenary sessions, and age matter for the quality of deliberation. Furthermore, we also show that partisan affiliation ‐ government or opposition status of MPs ‐ affects deliberative quality and can refine institutional arguments. We conclude that a multi‐level approach to deliberation focusing on contextual and actor‐related characteristics and using Bayesian hierarchical modelling paves the way toward a more advanced understanding ‐ and methodological handling ‐ of deliberative processes.  相似文献

This research note presents three newly interconnected and expanded datasets on interest groups’ (IGs) access to the Swiss political decision‐making process: (1) extra‐parliamentary committee seats occupied by IGs (1980, 2000, 2010), (2) parliamentary (committee) seats occupied by IG representatives (1992‐2015), and (3) consultation replies submitted by IGs (2008‐11). We show that the Swiss system of interest intermediation adapted to the multiplication and organizational consolidation of citizen groups, which defend non‐producer interests and do not provide selective benefits to their members (e.g. environmental groups). The share of access granted to citizen groups has increased in both the administration and parliament, across all federal departments and most legislative committees. Moreover, citizen groups benefit from a larger share of access in the recently revitalized parliament, compared to the administration. This suggests that economic groups’ decline in power is also related to the rise of citizen groups.  相似文献

The purpose of this research note is to examine if the attitude toward science of the Swiss citizens is related to their confidence in Swiss institutions, precisely in political institutions. Based on the results of one survey (Eurobarometer 2001), we show that the attitude toward science is moderately related to the confidence, that the number of significant relationship of each institution depend on the level of confidence of the institution, and that we distinguish two types of relation: linear and inverted U‐shaped.  相似文献

Automatic approaches to coding party manifestos and other political texts have become more widespread. This research note addresses the question to what extent the source language of a text affects the results. To do so, Swiss manifestos in German and French are coded automatically, comparing a keyword‐based dictionary approach and Wordscores. Because of language differences, both stemming and particularly stop words are important to obtain comparable results for Wordscores. If both are used, the predicted scores are almost identical in both languages. With the right preparations, the challenge of language differences can thus be overcome.  相似文献

This research note presents an innovative dataset of Swiss MPs’ interest ties between 2000‐2011. The longitudinal analysis shows that the average number of interest ties per MP has more than doubled: from 3.5 in 2000 to 7.6 in 2011. Since the mid‐2000s, public interest groups have accounted for approximately one out of two ties between MPs and interest groups, showing the strongest increase during the period. However, when looking at the most present individual groups, important business groups dominate and appear well connected with the governmental parties of the political right. Finally, interest groups are also able to forge themselves a strategic presence within the parliamentary committees that are the most relevant for their policy issues. Next research steps include the assessment of the (un)biased access of interest groups to the parliamentary venue and their policy influence.  相似文献

Prior to its full membership in the United Nations, Switzerland was an active observer and even an active member of many specialized UN agencies. However, ten years ago, Swiss voters finally approved full UN membership and in 2002, behavioral data started to become available on Switzerland's involvement in the major UN assemblies. Switzerland was admitted to the UN General Assembly (UNGA) as a full member on September 10th, 2002 and was elected to the newly created UN Human Rights Council (UNHRC) in 2006. Switzerland wished to be an active partner in both of these assemblies. In this research note we describe, based on novel data collected on the UNGA and the UNHRC, how Switzerland positions itself in the “orchestra of nations.”  相似文献

The issue of the impact of tax competition between the cantons has been quite present in the public discussion, especially in relation with the reform of the Swiss system of financial equalization. The connection between the degree of direct democratic rights and the intensity of tax competition ana‐lysed by Feld (1997) seems to be particularly interesting for political science. Differently to the approach of Feld (1997) this research note examines it with regard to the tax policies in the cantons. In addition, a less criticized way to measure the institutions of direct democracy is used and the research period is extended. The analysis shows that there is a trade‐off between the exit‐ and the voice‐option. In other words: those cantons that have well developed direct democratic institutions, are less affected by the pressure of tax competition. As a consequence of the perceived influence, their citizens do less probably move to an other canton as a reaction to a heavy tax burden.  相似文献

This study analyses the effect of local authorities in the Swiss cantonal parliaments on the allocation of special school costs. The empirical findings show that a higher share of local authorities in the cantonal legislature leads to a higher share of special school costs borne by the cantonal authorities. The effect is stronger for mayors compared to all members of local governments. Hence, mayors have a strong connection with their home municipality and use the political power of the accumulation of mandates for shifting undesirable costs from the local up to the cantonal level. This specific finding does not depend on the overall national constitutional framework, as the introduction of the NFA (Neuer Finanzausgleich) – in the course of which the federal state fully withdrew from financing special schools ‐ has not changed the magnitude of this effect.  相似文献

Disparities between increasing urban economic power and cities' limited political autonomy have put pressure on intergovernmental relations in many countries. Some authors have claimed that this process leads to a strengthening of the position of cities with respect to higher state levels such as regions or the nation state. The aim of this article is to test this hypothesis for the case of Switzerland. In the first part, we show that, due to the existing intergovernmental framework, the current dynamics of urbanisation (which we describe as “metropolization”) have produced specific problems for governance in Swiss urban areas: spillovers in the distribution of costs and benefits, new political cleavages between core cities and surrounding communes, as well as increasing autonomy conflicts between cities and cantons. In the second part, we argue that initiatives taken in order to tackle these issues of urban governance have contributed to transforming Swiss federalism. “Politikverflechtung” is increasing in urban areas. In particular, the new federal urban policy has introduced a new vertical dimension of co‐operation between cities, cantons and the Confederation. Although Swiss cities have gained new influence in the process, we conclude that cantons still hold the key position. Therefore, like other federalist countries, Switzerland has not experienced a considerable strengthening of urban governments with respect to higher levels. Nevertheless, current developments in this area can be seen as a move away from the hierarchical pattern of co‐operative federalism towards a more heterarchical pattern of multi‐level governance in Swiss intergovernmental relations.  相似文献

Drawing on data from various sources, the article assesses the extent of xenophobia and the potential support base for right‐wing extremism in the united Germany. The data shows that West Germany displayed a considerable level of xenophobia before unification, and that at present, Germans in east and west display strikingly similar patterns of hostility towards foreigners. In comparison to their European neighbours, however, the Germans are not markedly different. In addition to levels of education, and placement on a Left‐Right scale, the driving force behind xenophobic attitudes ‐ both in Germany and in other European Community states ‐ are economic and social fears and a perception of relative deprivation.  相似文献

Co‐authorship is an important indicator of scientific collaboration. Co‐authorship networks are composed of sub‐communities, and researchers can gain visibility by connecting these insulated subgroups. This article presents a comprehensive co‐authorship network analysis of Swiss political science. Three levels are addressed: disciplinary cohesion and structure at large, communities, and the integrative capacity of individual researchers. The results suggest that collaboration exists across geographical and language borders even though different regions focus on complementary publication strategies. The subfield of public policy and administration has the highest integrative capacity. Co‐authorship is a function of several factors, most importantly being in the same subfield. At the individual level, the analysis identifies researchers who belong to the “inner circle” of Swiss political science and who link different communities. In contrast to previous research, the analysis is based on the full set of publications of all political researchers employed in Switzerland in 2013, including past publications.  相似文献

This essay wants to indicate elements of a possible approach in forthcoming Swiss social research that could be useful to analyze xenophobic right wing violence and may well be of assistance in the further civilizing and democratization process of modern societies. Working with a limited concept of right wing extremism, different current research approaches in social sciences are taken into attention. Especially those research questions have to be underscored which gave a relevant contribution to the understanding and possibly to the solution of right wing extremism as a social phenomenon.  相似文献
