This case study reports an innovative e‐government experiment by a local government in Seoul, South Korea—Gangnam‐gu. A new local political leadership in Gangnam made strategic use of e‐government applications to exert greater political control over the local civil service bureaucracy. The authors find that e‐government applications possess political properties that can be applied effectively by the political leadership as instruments to improve control over the government bureaucracy as well as to enhance essential government accountability and transparency. The political circumstances underlying e‐government development as well as its impact on local government are reported, along with key variables associated with this innovation and directions for future research.  相似文献

Several state and local government organizations lobbied Congressduring the formation of the Help America Vote Act (HAVA). Thisarticle distinguishes between "general" government organizations(those that represent the general interests of state and localgovernments) and "functionalist" organizations (those that implementspecific programs or functions). Whereas generalists soughtto advance "spatial" interests, functionalists sought to advance"administrative" interests. We also apply theories of congressionalorganization and committee leadership to explain the accessof state and local governments to Congress and their influenceover policy. The organizations had more access to, and influencein, the House Committee on Administration than in the SenateRules and Administration Committee. This article traces the development of approaches to outsourcing by successive Australian governments from 1995. The analysis focuses on strategies initially adopted for the outsourcing of government information technology (IT) services and, subsequently, includes the market testing approach adopted for the outsourcing of both IT and corporate services. The framework for analysis has been based on theories of privatisation developed by Feigenbaum, Henig and Hamnett (1999). This framework offers insights into the goals and strategies employed by commonwealth government that underpin their approaches to sourcing of services for their public sector. The article concludes by discussing some of the unresolved issues associated with the failure of government to formally evaluate the impact of their outsourcing policies.  相似文献

Contrary to budgetary incrementalism, disproportionate information processing theory revealed that budget outcomes show episodic but dramatic changes as well as stabilized ones. A relatively less explored question is why such budget punctuations occur. Disproportionate information processing theory suggests that decision‐makers' lack of information processing capacity and institutional frictions are the main reasons for budget punctuations. Empirical analyses imply that governmental expenditures are exposed to varying levels of available information and institutional frictions and patterns of budget punctuations differ across the different types of governmental expenditures. The findings in this paper reveal that whether enhanced staff assistance for individual legislators can increase or decrease budget punctuations highly depend on the programmatic and institutional nature of state government sub‐functional expenditures.  相似文献
