In this study we examine citizens' support for aggressive traffic enforcement strategies and discuss whether the implementation of two different types of traffic enforcement decreases public support. We also examine whether citizens' perceptions of crime, quality of life, and the police are influenced by an increased police presence in their neighborhood. The public opinion data presented here are taken from two experimental target areas and one comparison area. Overall the findings suggest that citizens strongly support aggressive traffic enforcement practices and that the implementation of such strategies does not reduce their support. Residents of areas where police are using these types of tactics do not think that the police are harassing them. Citizens living in one of the experimental areas are significantly more likely to support the police, and think that the police work well with the neighborhood. Residents of the areas that experienced two types of aggressive enforcement, however, did not think that crime had decreased, nor that quality of life had improved. We discuss implications for the use of these strategies and for community policing in general.  相似文献

Public beliefs about psychological issues relevant to the legal system have been demonstrated to often be misconceived, but the endorsement of such beliefs in law enforcement samples is largely unknown. This study was the first to compare psycho-legal beliefs between law enforcement officers and the general public in the UK. Participants were presented a 50-item questionnaire measuring five psycho-legal topics; police procedures, courts, tough on crime, mental illness, and memory and cognition. Despite direct involvement and relevant experience, law enforcement officers endorsed just as many empirically contradictory beliefs as those who were not law enforcement officers. Further, law enforcement officers were more confident in their responses. This research has implications for identifying areas of limited knowledge within police samples that can be targeted by police education.  相似文献

Citizen police academies (CPAs) are popular programs developed by police departments with the twin goals of educating the public about law enforcement and improving police-community relationships. Citizen police academies can help law enforcement agencies by providing them with graduates who may support police departments through volunteering, crime reporting, advocacy, and crime prevention. CPAs may aid citizens by providing them with opportunities to work with the police to make their communities safer. During the course of the citizen police academy, not only will participants have opportunities to learn more about the police depar'tment and their communities, but they may be given opportunities to patrol with police officers, solve mock crime scenes, or attend moot court. This study examines citizen police academies in Tennessee and provides an exploratory investigation of the programs and its participants. Data obtained from 31 police departments indicate CPA programs with more than a 20 year history in Tennessee. Results of a pretest and posttest of 4 citizen police academies’ participants found that attending these programs significantly and positively changed participants’ familiarity with the police chief, local law enforcement, community crime, and the criminal justice system.  相似文献

Our paper presents the results of a meta-analytical review of street level drug law enforcement. We conducted a series of meta-analyses to compare and contrast the effectiveness of four types of drug law enforcement approaches, including community-wide policing, problem-oriented/partnership approaches that were geographically focused, hotspots policing and standard, unfocused law enforcement efforts. We examined the relative impact of these different crime control tactics on street-level drug problems as well as associated problems such as property crime, disorder and violent crime. The results of the meta-analyses, together with examination of forest plots, reveal that problem-oriented policing and geographically-focused interventions involving cooperative partnerships between police and third parties tend to be more effective at controlling drug problems than community-wide policing efforts that are unfocused and spread out across a community. But geographically focused and community-wide drug law enforcement interventions that leverage partnerships are more effective at dealing with drug problems than traditional, law enforcement-only interventions. Our results suggest that the key to successful drug law enforcement lies in the capacity of the police to forge productive partnerships with third parties rather than simply increasing police presence or intervention (e.g., arrests) at drug hotspots.

Consumer DNA products, such as databases that allow the public to explore familial relationships, have recently been used by police to assist in investigations. This has moved the collection of DNA used in criminal investigations away from the limitations of criminal databases and has opened up ethical concerns regarding privacy and consent. This study explored public attitudes and support towards police use of consumer DNA databases in investigations to assess whether different crime types or moral and attitude alignments influenced the level of public support of police using these consumer products. An international survey of 438 adults, using theory and scales pertaining specifically to retributive punishment and attitudes towards law, courts and police, found that moral alignment and attitudes did influence the level of public acceptability towards police usage of these techniques and that support did vary based on crime type. This research found that higher levels of public support was given for the most serious case types explored (sexual assault and homicide). Participant support for police access to private DNA databases by case type was as follows; 83.5% for sexual assault, 83.2% for homicide, 85.2% for identifying unidentified human remains, 62.8% for robbery and 58.9% for illicit drug related cases. Small to medium effects sizes were observed for these results. Although these findings provided context towards public attitudes, further research specific to international attitude differences and variance between serious crime types and public acceptability could further develop these findings.  相似文献

Most studies concerning police-community relations have operationalized support for-law enforcement agencies in unidimensional terms. The present study dissects the notion of support for the police into two distinct dimensions: efficacy and image. Efficacy includes perceptions of the police ability to protect citizens, solve crime, and prevent crime. Image includes perceptions of friendliness and fairness of the police. A series of conventional individual-level and contextual variables are modeled in an effort to explore their relative influence on citizen perceptions of police efficacy and image. Data gathered from a national telephone survey of 1,005 citizens reveal that support for local police is both complex and multidimensional. Moreover, the results demonstrate that efficacy and image are independent dimensions, and that each is susceptible to quite different ratings depending upon which independent and dependent variables are modeled. The use of police in schools has increased dramatically in the past 12 years, largely due to increases in US Department of Justice funding. This study used data from the School Survey on Crime and Safety to assess the extent to which the addition of police in schools is associated with changes in levels of school crime and schools responses to crime. We found that as schools increase their use of police, they record more crimes involving weapon and drugs and report a higher percentage of their non-serious violent crimes to law enforcement. The possibility that placement of police officers in schools increases referrals to law enforcement for crimes of a less serious nature and increases recording of weapon and drug offenses requires that more rigorous research be carried out to assess more carefully the school climate and school safety outcomes related to this popular and costly practice.  相似文献

Despite having the potential to affect cooperation and support for law enforcement, community preferences for police training are generally unstudied. This paper seeks to understand (1) general community preferences for police training for responding to mental health crises, (2) where the public prioritizes this mental health crisis training relative to racial bias training, and (3) whether these preferences vary depending on respondent demographics and risk factors for police contact. Survey data from a general sample of Portland, Oregon residents (N = 259) shows public support for police training on responding to mental health crises, but the public as a whole is split over whether mental health, or racial bias training, should be prioritized as the best use of police training time. Logistic regression analyses demonstrate three main findings regarding the impact of respondent characteristics on preferences for police training: (1) black respondents appear concerned that, by drawing attention to mental health crises, police will be more limited in their responses to racial bias; (2) respondents facing the greatest, and those with the least, amount of risk in police/citizen encounters are most supportive of mental health crisis training; and (3) mental illness itself does not appear to affect support for police mental health crisis training. These differences in support for training need to be understood before law enforcement can cultivate community support for police officers and their training practices.  相似文献

This study is part of a larger research project on police crime in the United States. Police crimes are those criminal offenses committed by sworn law enforcement officers who have the general powers of arrest. Profit-motivated police crime involves officers who use their authority of position to engage in crime for personal gain. This study reports the findings on 1,591 cases where a law enforcement officer was arrested for one or more profit-motivated crimes during the seven-year period 2005–2011. The profit-motivated arrest cases involved 1,396 individual officers employed by 782 state, local, special, constable, and tribal law enforcement agencies located in 531 counties and independent cities in 47 states and the District of Columbia. Our data is the first systematic study of profit-motivated police crime. The study describes the nature of this form of police misconduct in terms of several dimensions, including the characteristics of police who perpetrate these crimes, where it occurs, the specific criminal charges, and the contexts within which profit-motivated police crime is punished through police agencies and the criminal courts.  相似文献

Crime scholars and practitioners have argued that police actions should be focused on high-risk crime places rather than spread thinly across the urban landscape. This review examines five randomized controlled trials of the effects of concentrating police enforcement efforts on crime hot spots. The findings of these evaluations suggest that focused police actions can prevent crime and disorder in crime hot spots. A meta-analysis of the effect sizes from the five experiments reveals a statistically significant mean effect size for hot spots policing interventions; this suggests overall reductions in citizen calls for service in the treatment hot spots relative to the control hot spots. These studies also suggest that focused police actions at specific locations do not necessarily result in crime displacement. Although these evaluations reveal that these programs work in preventing crime, additional research is needed to unravel other important policy-relevant issues such as community reaction to focused police enforcement efforts.  相似文献

Despite enhanced forensic collaborations between law enforcement agencies and universities, crime scene management remains a domain seen more as technical than scientific, largely carried out by sworn police officers qualified as scene of crime officers (SOCOs), confining forensic graduates to specialized expertise fields. Under such circumstances, we must ask ourselves why and how do we provide a generalised dedicated course to academic pupils who are not primarily intended to join such teams, excepting sometimes to assist them on a specialized field (explosion, arson, etc.)?Currently in Quebec, forensic graduates cannot join crime scene units attached to police forces, mainly because of unions, which argue about the need to be an experienced police officer before qualifying for a crime scene course.Based on the operational experience of the author, who created the foundational graduate forensic programme in Quebec, Canada, this paper will explain why such an academic course is still of high importance, its rationale within an academic curriculum, its goal and its implementation. Challenges are still to be considered, but selected feedback from students who understood that the aim of this course is distinct from their formal support disciplines, encourage such an approach.  相似文献

Crime statistics from the Indianapolis Police Department are interpreted inlight of news reports and interviews. A shift from proactive enforcement (vice, traffic, and juvenile arrests) to reactive enforcement (taking citizen crime reports) begins in the mid-1950s. If they do report offenses, police are blamed for failing to control crime. Eventually, if they fail to report offenses, they are chided for being unresponsive to citizens. Even homicide statistics get manipulated as police are caught in political cross-pressures. It is concluded that police would be better off if relieved of responsibility for defining the size and shape of the crime problem.  相似文献

This paper explores some of the more recent developments within crime mapping and the broader application of geographical information technology within law enforcement. The information technology (IT) revolution and the reduction in computing costs since the 1980s has brought a range of analytical tools within the budgets of most police services, and one of the most significant changes has been in the way that spatial data are handled. Law enforcement has strong geographic currents at all levels of the organisation, and this paper examines three applications of geographical information systems (GIS) within policing: hotspot mapping; CompStat; and geographic profiling. The paper concludes by discussing the future training needs using a simple model of intelligence-led crime reduction. This model suggests that training for managers to enable a greater understanding of the analyses presented to them, and how to use mapping to further crime prevention and reduction, may be as important as increasing the technical ability of crime analysts. The challenge for the immediate future of crime reduction practice in law enforcement is less to worry about the training of analysts, and more to address the inability of law enforcement management to understand and act on the crime analysis they are given.  相似文献

This paper examines whether campus police legitimacy relevance varies across different crime contexts. 519 respondents from 31 undergraduate sections at a public university rated campus police legitimacy as well as their willingness to report a campus crime to the public safety department. Students were assigned to different crime vignettes, involving experimental manipulation of crime type: petty theft, indecent exposure, aggravated assault, and gun possession on a college campus. Results indicate general support for the procedural justice model, specifically the invariance of the influence of legitimacy on reporting. This paper argues for increased specificity in measurement of cooperation beyond general willingness to assist, or a single crime context.  相似文献

There has been much debate regarding basic police training and its effect on the attitudes of police recruits. Some critics argue that academy training creates negative attitudes in police recruits that favor arrest and crime attack orientations. The data presented in this article suggest that police recruits from a large urban police training program possess attitudes unfavorable toward crime attack or strict enforcement policing roles. The article examines a Los Angeles Police Department recruit training class, and the perceptions these recruits have toward selected policing roles. The study suggests police recruits do not perceive their role as simply being one of crime attack and strict enforcement.  相似文献

Against a background of high crime across Europe, this paper argues that there is scope for improving police performance in detection. It also suggests that a more balanced approach to crime control is needed, with a shift in policy emphasis toward prevention. Both improved police performance in detection and the approach advocated for increased preventive effort are rooted in science. The specific role of science and technology in the context of crime control is considered and its implications for public policy and police training are briefly discussed. It is suggested that the problem-oriented approach to crime prevention, as increasingly practiced by the UK police and those in other jurisdictions, could be described as approaching scientific method, and perhaps be promoted as such.  相似文献

While a key to law enforcement success is the willingness of the public to cooperate with police, we have limited understanding of how terrorist attacks affect this public readiness. Prior research suggests that terrorist attacks might increase citizen cooperation with police through both prevention efforts and rally effects. We test these assertions with three nationally representative surveys on respondents’ willingness to help police combat terrorism: one before the Boston Marathon bombings and two after. As predicted, public willingness to report suspicious behavior to police increases significantly following the bombings and there is evidence that these increases generalize to ordinary crime. We also find that knowledge of key counter terrorism programs increases after the bombings, effects are somewhat stronger for the New England area than other regions, and the strength of the results are greatly diminished 16 months after the attacks. Conclusions are similar for both panel and cross-sectional analyses.  相似文献

We propose and test a new methodology to assess the public’s criminal justice spending priorities. Respondents are asked to trade‐off alternative crime prevention and control policies as well as a potential tax rebate. In a nationally representative sample, we found overwhelming support for increased spending on youth prevention, drug treatment for nonviolent offenders, and police. However, the median respondent would not allocate any new money to building more prisons and would not request a tax rebate if the money were spent on youth prevention, drug treatment, or police. At the margin, we estimate the public would receive $3.07 in perceived value by spending $1.00 on youth prevention; $1.86 in value for every dollar spent on drug treatment; and $1.76 for a dollar spent on police. However, the public would not spend more on prisons, deriving only 71 cents in value for every tax dollar spent.  相似文献

This article presents data from the completed first wave of a multiwave comparative study of crime, danger, and informal social control that focuses on youth living in three high‐crime neighborhoods in Philadelphia, PA (N= 147). The study is a purposive sample of delinquent and nondelinquent young men and women in one predominantly African‐American, one predominantly Latino, and one predominantly white neighborhood, and researchers have completed in‐depth interviews and self‐reports with each subject. This article focuses on the narratives that youth living in high‐crime neighborhoods build around their contact with police and the strategies the young people propose for crime reduction in their communities. The data illustrate that most youth in each neighborhood are negatively disposed toward police and that this is grounded in the lived experience of negative encounters with law enforcement. However, when youth expounded on what they thought would reduce crime, they overwhelmingly chose increased and tougher law enforcement. We analyze these findings to determine whether support exists for a subcultural approach or a cultural attenuation/procedural justice argument, and we explore the implications of our findings for community‐based crime control.  相似文献

What do policing leaders think and know of forensic science? Beyond crime scene investigators or detectives, how do police senior managers perceive the role, utility and limitations of forensic science? Very few empirical studies have addressed the issue. Forensic scientsts should be concerned about the perception that law enforcement senior managers have of their discipline for two reasons. First, strategic and financial decision-makers are obviously key players in the overall administration and provision of forensic science, either as a supervisor, money provider or as a customer. Second, literature has highlighted that other actors involved in forensic science underestimate the scope and possibilities offered by forensic science, hence limiting its exploitation and potential. Following interviews with 18 police senior managers from Quebec (Canada), this study shows that they generally restrict forensic science to a reactive discipline whose role and utility is to identify offenders and support the Court. This understanding of forensic science, like that of many others including a significant share of forensic scientists, differs from the perception of other police activities in modern law enforcement agencies where proactive action is sought. Considering these findings and the growing body of literature which calls for forensic science to connect more tightly with policing and security, we advocate a more extensive education of police leaders regarding the scope of forensic science.  相似文献
