THE POLITICS OF MICROPOLICY: INNOVATION AND INDUSTRIAL POLICY IN THE UNITED STATES

The author compares the origins and prominence of efforts in the U.S. to initiate innovation policy and industrial policy. Efforts to develop innovation policy have proven t o be obscure, episodic, relatively noncontroversial, and confined to a narrow political arena. They typically resulted in short-lived spending programs. In contrast, in less than four years the industrial policy proposals introduced have been far more ambitious, generated broad interest groups support and opposition, and sparked vigorous, widely publicized controversy. These differences cannot be explained by differences in analytical difficulties or in the uncertainty of benefits derived. They derive from the failure and success of the two issues to engage politically active constituencies and from the corresponding roles of Congress and the bureaucracy.     

THE POLITICS OF TRAFFIC LIGHTS: PROFESSIONALS IN PUBLIC BUREAUCRACY*

Abstract: This case study explores how organisational professionals cope with politics. It examines engineers responsible for synchronising traffic signals in Brisbane. How do engineers, working with complex statistical models of traffic flow, handle disruptive political demands for a pedestrian crossing or a shopping mall in the middle of an otherwise coordinated traffic signals system? And how do these organisational professionals, committed to installing and operating traffic signals, deal with politicians' recent preference for roundabouts as the preferred traffic control device? Simon's notion of “bounded rationality” is evoked, when it is suggested that traffic engineers deal with politics by restricting their world view to problem-solving rather than system control.     

THE COMPARATIVE POLITICS OF AGENDA SETTING: THE EMERGENCE OF CONSUMER PROTECTION AS A PUBLIC POLICY ISSUE IN BRITAIN AND THE UNITED STATES

This article compares the emergence of consumer protection as an issue on the public policy agendas of Britain and the United States in the 1960s. Similar forces caused the emergence of consumer protection in both cases. Governmental responses to consumer protection issues also have been similar, but distinctive features of each country's political system are evident as well. The analysis draws upon existing consumer protection literature for each country as well as the author's interviews with a number of Britons involved in this policy area. The principal conclusion is that consumer protection gained each country's policy agenda as a discretionary item. Events of the past few years demonstrate that it is not yet a durable agenda item in either case.
