Models are used in many policy arenas to predict the future consequences of current decisions. A model is typically viewed as a rational, objective means of processing complex information to predict future conditions. With respect to socioeconomic modeling, policy scientists have found that models frequently do not live up to these promises – they often incorporate the modelers' biases, are difficult for decision makers to use, and do a poor job of point predictions. While awareness of these characteristics of socioeconomic models has increased, less attention has been paid to such factors in environmental modeling. This paper explores the implications of policy scientists' observations about socioeconomic models for the use of water quality models environmental decision making. For example, the relatively simple task of modeling for an estuarine waste load allocation decision incorporates judgment in model choice, calibration, and use. More complex watershed models involve even more choices that have implications for decision making. Thus, environmental models are not strictly technical inputs to the policy process. Model users, regulators, and the public should be aware of the judgments and uncertainties involved in surface water quality modeling so that model results are used appropriately in the decision-making process.  相似文献

This paper reviews the major issues posed by scenario-based simulation modeling in the policy process, using agricultural policy as an example of a complex decision arena. Policy is seen as a process by which decision makers use the instruments under their control to approach the general goals of society. Models can help to choose instrument settings, evaluate policy options, and assess their appropriateness to a particular situation. But they cannot design policy; the interactions between policy makers and models are critical if modeling is to be useful in the policy process. Policy models must be oriented to the factors that focus and constrain judgments in the real world, as well as toward the substantive problems motivating analyses. These include the actors within the system, as well as the geographic and disciplinary contexts of the problems. Scenario-writing provides a way of ordering understanding and judgment about different phenomena to help users interact most effectively with a model and to insure that the perspectives of the model are most appropriate to the needs of the decisionmaker. It is an iterative and evolutionary process which can provide a great deal of insight into the assessment phase of policy design.  相似文献

Collaborative modeling offers a novel methodology that integrates core ideals in the policy sciences. The principles behind collaborative modeling enable policy researchers and decision makers to address interdisciplinarity, complex systems, and public input in the policy process. This approach ideally utilizes system dynamics to enable a multidisciplinary group to explore the relationships in a complex system. We propose that there is a spectrum of possibilities for applying collaborative modeling in the policy arena, ranging from the purely academic through full collaboration among subject matter experts, the general public, and decision makers. Likewise, there is a spectrum of options for invoking collaboration within the policy process. Results from our experiences suggest that participants in a collaborative modeling project develop a deeper level of understanding about the complexity in the policy issue being addressed; increase their agreement about root problems; and gain an appreciation for the uncertainty inherent in data and methods in studying complex systems. We conclude that these attributes of collaborative modeling make it an attractive option for improving the decision-making process as well as on-the-ground decisions.  相似文献

While policy advocates can help bridge the divide between evidence and policy in decision making by focusing on ambiguity and uncertainty, policy makers must also play a role by promoting and preserving deliberative processes that value evidence as a core element in leveling raw constituent opinion, ultimately resulting in a better‐informed electorate. Building on existing research and analytic capability, state legislatures can increase the demand for and delivery of relevant information, giving the institution the capacity to keep abreast of research in critical public policy areas. By implementing data and time‐conscious evaluative frameworks that emphasize evidence‐based decision making and longitudinal cost–benefit analytics at critical policy‐making junctures, the institutional culture can become less unpredictable and the “rules of the game” can be more transparent. In 2015, Mississippi's legislative leaders created a system to review requests for new programs and funding using such an evidence screen.  相似文献

Abstract. This study is an attempt to explain redistributive policy changes in democratic political systems. The two major competing paradigms of such determinants are the 'political environments matter' hypothesis and the economic resources model. This study attempts to show that there is an interdependent or exchange relationship between the choices of the policy makers and the policy takers, and that the periodic elections and the parties are important institutional mechanisms which make the exchange relationship possible. Several propositions about the conditions of policy change emerge from the assumptions about the behaviour of the policy makers and the policy takers. These propositions along with those emerging from the socio-economic and the political factors are tested using data from 21 contemporary democratic regimes beteen 1952–1980. The two dependent variables in the model are expenditures on the direct transfers to the households, and revenue from the direct taxes. Multiple regression analyses are utilized in the statistical tests. These analyses confirm the contention that political exchange plays an important part as a determinant of policy outcomes. It explains as much, if not more, variation in the model as the socio-economic or political environment variables.  相似文献

Abstract.  This article addresses the question of how far turnover among those who make policy is relevant for understanding changing policy views. Does age or generation determine changing attitudes about policy making, or does the period in which new policy makers get dominant positions determine changes in attitudes? The research is based on a survey conducted in 1989, and repeated in 1996 and 2000, among local politicians and senior administrators in Sweden, the Netherlands, Russia, Lithuania and Belarus. The conclusion is that period-effects account for a large portion of attitude change among local policy makers. This can be explained by their perceptions of the urgency of policy problems with which their municipalities are confronted.  相似文献

The article explores the policy decision making relevance of the fairly well documented phenomenon that individuals tend to move towards riskier decisions after group discussions (risky shift). Four hundred and thirty two policy decision makers and managers from various parts of the world participated in the research. Somewhat contrary to the risky shift-literature, the findings show consistent moves towards greater risk-avoidance if problems are important and if decision makers are initially less cautious. The findings suggest a contingency theoretical explanation of risk-proneness and risk-avoidance in groups rather than universalist assumptions of risk behavior in groups.  相似文献

We provide an explanation why centralisation of political decision making results in overspending in some policy domains, whereas too low spending persists in others. We study a model in which delegates from jurisdictions bargain over local public goods provision. If all of the costs of public goods are shared through a common budget, policy makers delegate bargaining to ‘public good lovers’, resulting in overprovision of public goods. If a sufficiently large part of the costs can not be shared, underprovision persists because policy makers delegate bargaining to ‘conservatives’. We derive financing rules that eliminate the incentives for strategic delegation.  相似文献

How do ruling policy paradigms persist over time and why do they often undergo significant internal ideational changes? While the impact of Peter Hall's approach to policy paradigms on the study of governance has been immense, there is a burgeoning consensus that a “Kuhnian” understanding of paradigms makes punctuated equilibrium style shifts the only game in town. While Hall's approach can account for inter‐paradigm change with reference to exogenous shocks, it does not allow for significant ideational shifts to occur intra‐paradigm. To remedy this, we place ideational power dynamics at the heart of the study of policy paradigms. We demonstrate the general applicability of our approach by examining the evolution of British macroeconomic policy‐making since 1990. We show how key policy‐makers were able to employ their institutional and ideational power to reinterpret and redefine the dominant neoliberal understanding of the economy to match their own specific ideas and policy priorities.  相似文献

This article applies the concept of local policy networks to understand the emergence of local governance in France and Britain. Although the concept of policy networks needs to be used with caution, it is a useful way of mapping out the complex interdependencies of local decision makers in both states. Traditional approaches to central‐local politics in Britain and France emphasised the contrasts between the two countries, and while these continue, Cole and John argue that recent institutional and policy changes suggest a convergence to a more complex institutional environment and more decision making based on networks between organisations.  相似文献

Abstract. Competition policy has become a salient issue in the last decade. The purpose of this article is to widen discussion amongst political scientists of an issue that has been dominated by the disciplines of economics and law. The concept of a competition policy is the foundation stone of the entire European Union. It lies at the very heart of efforts to establish a common market and within the EU competition policy arena the decision making powers have laid firmly with the supranational institutions. This article provides an overview of the issue; it traces the constitutive foundations of policy and discusses the functions of the core EU competition policy actors. It is primarily concerned with the European Commission, in particular, DGIV. The paper accounts for DGIV's metamorphosis in the 1980s and the myriad of problems now confronting its procedures and efficiency in the 1990s. Whether these defects can be resolved will ultimately determine the fate of DGIV. Arguments for institutional reform are raging through the European institutions and DGIV provides no exception. The paper concludes with a discussion on the plausibility of the creation of an independent European Competition Office, modelled on the role of the German Federal Cartel Office.  相似文献

The process of national welfare reform has been overtaken by local reform as states implement experimental programs under federal waivers. Most of these initiatives attempt to enforce work or otherwise control the lives of the dependent in return for support. Research, which traditionally stressed the social and economic aspects of welfare or poverty, must be reoriented to address the administrative issues raised by the emerging paternalism. A combination of field interviewing and analyses of reporting data can track implementation and connect program operations to outcomes. Such research assesses program performance less definitively than experimental trials do but is more useful to operators and more relevant to current program goals. The frontiers of welfare research, like welfare policy, are institutional.  相似文献

The policy network approach and the networks model are the most recent conceptual frameworks to be applied to the policy‐making processes of the European Union and are regarded by many as the most appropriate. This article, while acknowledging their appeal, puts forward a sceptical view about the usefulness of their application to the EU. Three contentions are advanced about these approaches: first, that the fluidity of EU processes eludes their capture; second, that they are insufficiently sensitive to the EU's institutional complexity and fail to recognise the importance of EU institutions; and third, that they underestimate the difficulty of delineating networks involving the EU.1  相似文献

This article discusses the recent literature on policy diffusion and puts forward a new articulation of its political dimensions. Policy diffusion means that policies in one unit (country, state, city, etc.) are influenced by the policies of other units. The diffusion literature conceptualises these interdependencies with four mechanisms: learning, competition, coercion and emulation. The article identifies a model of diffusion that is dominant in the diffusion literature. According to this model, policies spread because decision makers evaluate the policy implications of the actions of other units. It is argued that the role of politics remains in the background in this model, and the article shows how going beyond a narrow focus on policy adoptions helps us to consider the politics of policy diffusion more explicitly.  相似文献

Knowledge uptake, having decision makers assimilate the ideas of experts, is recognized as an important stimulus to bringing about policy change. This is particularly true in the realm of environmental policymaking, which is characterized by knowledge intensity, complexity, and multifaceted concerns. Using examples from an innovative watershed management organization, this article presents a heuristic for understanding how knowledge uptake occurs within a cycle of organizational reasoning. This cycle is driven by activities that transform data, information, and knowledge and that link specialists with decision makers. The heuristic can be used as a diagnostic tool to identify breaks in the transformation process that impede mandate fulfillment and impair capacity building. Lack of appreciation of the dynamic relationship between data, information and knowledge leads to mistimed and ineffective policy interventions that do not result in the hoped for progress in science intended to underpin policy advances.  相似文献

The purpose of this article is to analyse the institutional aspects of creating effective systems for monitoring and evaluations (M&E) in government‐led rural development efforts in developing countries. We argue that the ultimate challenge of creating effective M&E systems for public policy is not only related to the supply of information and the delivery of new knowledge to policy makers, but more importantly to their demand for lessons learnt about the effects of earlier policies. The challenge, then, is for governments to construct institutional arrangements that support the transformation of policy lessons into policy actions. This article shows that the likelihood of this transformation is closely related to the capacity of institutions to deliver mechanisms for downward accountability and processes for organisational learning. We add to earlier work in this area by considering the conditions under which such a transformation process is more or less likely, given the severe power and information asymmetries that characterise the institutional context of many developing countries' national governments. We use the tools of institutional analysis to examine the incentive structures of the actors involved in two concrete field settings, and assess to what extent these actors are likely to take evaluations seriously. Higher levels of government motivate municipal consolidations as a tool to increase efficiency in the local government sector, yet research shows that consolidations typically fail to deliver the promised spending reductions. Since mergers often require significant changes to institutional structures, one explanation is that local decision makers can substantially influence the outcomes of the consolidation process. To explore this possibility, this article contrasts “encouraged but voluntary” mergers with those that were “forced” on local governments in the state of New South Wales, Australia. Results show that voluntary mergers resulted in a 10 percent decline in total per capita expenditures, but forced consolidations failed to reduce spending across the board. The policy conclusion is that decision makers considering structural reform should invest in obtaining the support and participation of local government decision makers.  相似文献

Public policy decisions are increasingly made by regional governance efforts that involve diverse decision makers from multiple government units within a geographic region. These decision-making bodies face competing pressures to represent regional and local interests. We study how decision makers balance preferences for regionalism and localism within metropolitan planning organizations (MPOs), the policymaking entities that are responsible for implementing U.S. federal surface transportation policy at the regional level. Our model of regional governance relates variation in regional policy outcomes to the incentives of MPO decision makers and the institutional environments in which they interact. Analyzing data from a sample of the nation's largest metropolitan areas, we find that MPOs dominated by elected officials produce more locally focused policies, holding other factors constant, while MPOs dominated by nonelected public managers produce more regionally oriented policies. Contextual factors, as well as the regional governance institutions themselves, further shape the balance between regionalism and localism.  相似文献

Approaches seeking to explain the development of TQM ideas in government are very much ‘business‐centric’. The goal of this article is to show that in reforming the public sector, policy‐makers did not simply follow the lead of the private sector because ‐ in the case of TQM ‐ the private sector was itself, to some extent at least, led by government. In the mid‐1980s, Britain and France launched nationwide ‘quality initiatives’ which provided money for businesses to buy management consulting expertise. Through the implementation of these policies, consultants built channels of communication with the state, and this subsequently opened possibilities for consultants to help transfer TQM ideas from the industrial policy area to the field of public sector reform.  相似文献
