US Election and Sino-US Relations

The general elections in the United States this year will elect the first presidentin the new millennium, a third of the senators (34) and all the 435 house rep-resentatives. The event will have a historic importance in the annals of the nationbecause involved will not only be the political fortune and strategic direction of theDemocratic and the Republic Parties but also changes in US foreign policy, Chinapolicy in particular.     

China-U.S. Relations： Moving from Fragility to Stability

China and the United States approached each other and finally established diplomatic relations on the basis of jointly countering Soviet expansion. Since then, this relationship has undergone 30 years of twists and turns and complicated development. At the beginning of diplomatic relations, China- U.S. relations were like an infant teetering along, and every step was linked to the triangle relations between China, the United States and the Soviet Union. Later on when the former Soviet Union disintegrated, the bilateral relationship came across some turbulence, experiencing ups and downs because it lost its strategic common ground.     

Europe-Africa Relations in Transition： From Dependence to Equals？

For a long time, relations between the European Union and Africa are not on an equal footing. As early as half a century ago, the European Community, predecessor of the EU, drove the former colonies of some member states into a framework of “special relationship” with the Community and established a system to keep them dependent on their former European suzerains through unequal trade and aid. Most of those countries that were driven into the system were African states. Such a system demonstrated the one-way control by the developed European countries over the developing African countries. With the continuous improvement of Africa＇s strategic position, ever since 2005, the EU, for its own economic and security interests, has issued with great fanfare policy documents on Africa, adjusting its policy toward the continent and proposing to make the “equal political partnership” between the EU and Africa as the primary objective of its Africa policy. However, due to historical and realistic reasons, it is not easy to achieve genuine equality between the EU and Africa; to make it a reality, colossal efforts have to be made.     

2007： Nonproliferation and Sino-American Relations

The coming five or ten years is a crucial period for China in building a moderately well-off society in an all-round way.The maintenance of a stable external environment during this strategic period of opportunity depends, in a great degree, on the stability of Sino-US relations. At present, the bilateral security relations are the bottleneck for the development of the overall Sino-US relations, mainly because a mutual trust between China and the US in the domain of security has not been established. The United States is the most developed country in the world and the number one energy-importing country. China is the largest developing country and the number two energy-importing country. The energy issue is thus a key issue in Sino-US Relations. The United States has been on bad terms with some energy-rich ＂problem countries＂, while the energy cooperation between China and these countries is starting to go well.
