President Barack Obama has trumpeted a "new era of engagement" for the United States. The central components of his strategy include a world order characterized by peaceful accommodation between established and rising powers; the collective management of transnational problems; and the overhaul of international institutions to reflect these shifting power dynamics and the new global agenda. Placing less emphasis than his predecessor on the pursuit of American primacy, Obama envisions--indeed, insists-that other global powers assume new responsibilities. Notwithstanding its multilateral instincts, though, the Obama administration is limited in its practical ability to promote and embrace sweeping reforms to global governance. Therefore, rather than casting its lot entirely with universal organizations like the United Nations, the United States will adopt a pragmatic approach to international cooperation that combines formal institutions with more flexible partnerships to achieve US national interests. The balance sheet for Obama's first year in office underscores both the opportunities for and the constraints on global governance reform in the current geopolitical environment.  相似文献

Over the past 50 years, with the improvement of relationship between India and China, the scope of India studies in China's IR research has been broadened and the new areas of studies are being explored. The research agenda of India studies has already extended to the areas like economy, society, culture, security, national strategy and their impact on both bilateral and international relations. In this situation, the focuses of India studies in China's IR research can be mainly identified as follows: reviews on India's social, political and economic systems; analysis on the national strategy and foreign policy; Sino-Indian relations; India's relations with some international organizations. However, even though many fresh progresses have been made in India studies, the India studies in China's IR research still lag far behind the study of other important countries like the U.S., UK, Russia and Japan, and more problems and challenges will face in the coming future. The paper believes that a fuller understanding of India probably will not make China and India close friends, but it definitely will help to prevent them from becoming fierce enemies.  相似文献

China has been constantly deepening and broadening foreign strategy in accordance with the changes of the world situation. With the Fourth Plenary Session of the Seventeenth CPC Central Committee, the Eleventh Diplomatic Envoy Conference and the Central Economic Working Conference as opportunities, the CPC Central Committee has made a series of new explanations and judgements on China's foreign strategy in the new era. China's external work has also entered a new period of great development. China has made substantial progress in countering the international financial crisis, promoting global issues such as climate change, maintaining the steady development of relations with major global powers and solidifying its strategy of reliance on surrounding countries. Yang: There has appeared a tendency of “Peaceful resolution“ and “multilateral cooperation“ in the process of resolving the Korean nuclear issue. By the way, with regard to topic of our present discussion, I think that “multilateralism“ is more proper than “regionalism. “ Multilateralism usually means, “several countries (at least three countries) work out common rules of behavior in order to jointly resolve international issues“ through long cooperation and in institutional patterns. Its concept is not in contradiction with regionalism. Instead of taking geographic factors and scale as standards, it considers the number of participating countries, their interactive pattern and process as the center.Northeast Asian security can‘t excludes the participation of USA-the only outside party. This article examines changes in China’s security perceptions since 1949 and sketches the evolution of China’s grand strategy. In tracing the evolution of China’s security perceptions and grand strategy since 1949, it identifies elements of change as well as continuity. The changes reflect dramatic developments in the PRC’s capabilities and the international circumstances it faces, both of which have shaped the grand strategic choices of China’s leaders. During most of the Cold War decades, a relatively weak China’s vulnerability to serious military threats from much more powerful adversaries led the CCP to adopt grand strategies focused on coping with a clearly defined external security challenge. After the Cold War and especially in the 21st century, an increasingly complex array of internal and external security concerns confronts China’s leaders with new challenges. The paper concludes with a discussion of the significance of the recently established National Security Commission and offers brief observations about its potential significance for the CCP’s leadership in their fight against the new domestic and international security challenges it faces. The novelty of China’s security challenges at home and abroad in the 21st century is a consequence of the end of the Cold War international order and perhaps more importantly, a consequence of China’s successful modernization since 1979.  相似文献

Since formal diplomatic relations between China and Fiji were established in 1975, China has gradually developed its bilateral and multilateral relations with the Pacific islands countries (PICs).
