Abstract

Regional institutions in the Asia-Pacific have been of limited efficacy. Asian members of organizations such as ASEAN and APEC have insisted that these institutions not infringe upon their sovereign rights. The basic norms, rules, structures and practices supporting these organizations have, to varying degrees, reflected this concern. A number of factors contribute to explaining this regional reluctance to create effective multilateral institutions. This paper argues that the single most important factor is the concern of most East Asian states with domestic political legitimacy. Drawing on the work of Muthiah Alagappa and Mohammed Ayoob, the paper demonstrates that a significant majority of the states of East Asia see themselves as actively engaged in the process of creating coherent nations out of the disparate ethnic, religious and political groups within the state. As a result, these states are reluctant to compromise their sovereignty to any outside actors. Indeed, the regional attitude towards multilateral institutions is that they should assist in the state-building process by enhancing the sovereignty of their members. As an exceptional case, Japan has encouraged regional institutionalism, but it has also been sensitive to the weaknesses of its neighbours, and has found non-institutional ways to promote its regional interests. The incentives to create effective regional structures increased after the Asian economic crisis, but Asian attempts to reform existing institutions or create new ones have been undermined by the issues connected to sovereignty. East Asian states recognize that they can best manage globalization and protect their sovereignty by creating and cooperating within effective regional institutions. However, their ability to create such structures is compromised by their collective uncertainty about their domestic political legitimacy. In the emerging international environment, being a legitimate sovereign state may be a necessary prerequisite to participating in successful regional organizations.  相似文献

Research on government formation in parliamentary democracies has presented contradicting evidence on the role of political veto institutions and parliamentary polarization on the formation of cabinet types. Institutional rules may either provide significant leeway for political parties or seriously constrain them when forming sustainable coalitions. In contrast to previous studies we argue that the effect of political institutions is conditional on the degree of polarization in parliament. We test our hypotheses using original data on 842 cabinet formations in 33 advanced democracies between 1945–2018. In line with previous research, we find that the institutional rules have a pronounced effect on the type of cabinet formed, but that institutional rules moderate the effect of party system polarization. Thus, our findings provide important new insights on cabinet formation which are particularly relevant for today's increasingly polarized parliaments.  相似文献

The Electoral Commission's recently published report Gender and Political Participation captures in a clear and accessible fashion the ways in which gender determines the nature of women and men's political participation in the UK. Analysing existing academic survey research it establishes that there is an overall gender gap in political activism with men more active than women. However, it also finds that there is no gender gap in voter turnout at national, regional, or local elections and that in some political activities, such as signing petitions or boycotting products, women are more likely than men to be active. The report also raises important questions about the consequences - substantive and in terms of legitimacy - of women's lower levels of participation in party politics, and suggests that political parties should ensure that greater numbers of women are elected to our political institutions.  相似文献

Focusing on media discourses, this article maps the communicative reproduction of legitimacy in Great Britain, the United States, Germany and Switzerland. It argues that political communication constitutes a distinctive dimension of legitimation that should be studied alongside public opinion and political behaviour. Research on legitimation discourses can help us understand why the legitimacy of established democracies remains stable in spite of the challenges of globalisation: Delegitimating communication tends to focus on relatively marginal political institutions, while the core regime principles of the democratic nation-state, which are deeply entrenched in the political cultures of Western countries, serve as anchors of legitimacy. These democratic principles also shape the normative benchmarks used to evaluate legitimacy, thus preventing a 'de-democratisation' of legitimation discourses. Finally, the short-lived nature of media interest as well as ritualistic legitimation practices shield the democratic nation-state from many potentially serious threats to its legitimacy.  相似文献

A prominent position in the global justice literature holds that claims of distributive justice are only 'activated' by the densely coercive institutional apparatus of states. I dispute this view in three ways. First, I argue that coercion is either justified by its results and rationale or it cannot be justified at all; as a result, coercive institutions do not demand an independent justification via distributive justice. Second, I contend that because the shape of coercive institutions is the result of political choices that have distributive implications, one cannot make normative judgements without asking why coercive institutions have the shape that they do. Third, even accepting (for the sake of argument) the claim that coercive institutions must be justified by a special focus on distributive justice among those subject to them, I argue that the resulting position does not justify restricting distributive justice to state borders. If (any of) these arguments are correct, it is a mistake to think that a concern with the coercive nature of political institutions legitimates restricting claims of distributive justice to compatriots.  相似文献

Despite political scientists' growing appreciation of the ways in which institutions influence political processes, the “new institutionalism” has so far had a limited impact on the comparative study of welfare state development. This article discusses some broad issues concerning institutions and public policy by exploring the implications of one set of institutions — those associated with federalism — for the politics of social policy. Federal institutions encourage three distinctive dynamics: they influence the policy preferences, strategies, and influence of social actors; they create important new institutional actors (the constituent units of the federation); and they generate predictable policymaking dilemmas associated with shared decision-making. Comparisons between social policy development in Canada and the United States are used to demonstrate that while federalism clearly matters, how it matters will depend on the characteristics of a particular federal system and the ways in which federal institutions interact with other important variables.  相似文献

This article is an introduction to a new and promising alternative to dominant reductionistic, utilitarian and instrumental political theories. ‘Cultural Theory’, or ‘Grid-Group’ analysis has been developed by the British anthropologist Mary Douglas and transferred to political science by the American political scientist Aaron Wildavsky. Starting from two dimensions - ‘group’ (group strength) and ‘grid’ (the number of rules that influence the individual space of action), there exist four main forms of human interaction or ways of life - individualism (markets), sectarianism (egalitarism). collectivism (hierarchy) and fatalism (slavery) which can be applied to all kinds of societies, organizations and individuals. These cultures are then used to predict political action (politics), institutions (polity) and results (policies). The article shows how the theory is built up and where it comes from, and then concentrates on important logical and empirical problems that so far remain unsolved.  相似文献

In this article cutback management is defined as the effort of cabinet ministers to facilitate budgetary cutback decisions through institutional change. Institutions are conceived as formal and informal rules for budgetary decision making. The article presents a sketch of the ways in which successive Dutch cabinets over the 1975–98 period attempted to cut back the expenditures of central government by institutional change and outlines the results that were achieved. The article focuses on three institutions: (1) macrobudgetary norms, (2) rules of budgetary discipline, and (3) procedures for the preparation of cutback decisions. The article identifies two kinds of effective resistance against cutbacks: (1) political resistance emanating from cabinet ministers and (2) bureaucratic resistance emanating from the administrators of executive agencies. It analyzes how the various forms of institutional change affect these forms of resistance and evaluates the results of the cutback effort.  相似文献

Fraudulent elections can reduce citizen trust in elections and other political institutions. But what about the impact of contentious elections that resolve successfully, leading to democratizing change? Do national movements toward democracy trump individual experiences with electoral manipulation? Using public opinion survey data collected before and after the 2004 Orange Revolution in Ukraine, we evaluate changes in voter confidence in electoral practices, political institutions, and democracy. Although national trends show increased voter confidence overall, subnational variation suggests pervasive partisan differences in opinions about election quality and institutional confidence. Remarkably, we find that direct exposure to fraud matters far less than anticipated; voters who were personally exposed to fraud felt no more or less confident than their co-partisans. We show that partisanship and the national electoral context may interact in ways that complicate the effects of democratizing elections, suggesting important avenues for future research.  相似文献

Abstract

This article looks at current policies concerning the civic and political participation of youths, women, migrants, and minorities in the European Union. It highlights the ways in which active citizenship and civic engagement have become a political priority for European institutions. Representation of local policy actors at the supranational level and strategies for the inclusion of civil society provide a platform for evaluating the impact of Europeanization at the national and subnational level. The article focuses on key discourses and narratives associated with specific policy frames (e.g. European citizenship, European social policies, and the European public sphere (EPS)). Some of the key questions addressed by the article are: What are the strategies that are employed, both by the European institutions in Brussels and organized civil society (OCS), to enhance participation and reciprocal communication? What vision of governance do practices such as active engagement and civil dialogue represent? Drawing on current theories of governance, our article contributes to the debate about the EPS by evaluating the role of OCS in bridging the gap between European institutions and national polities. Equally, our focus on traditionally marginal groups provides a platform for assessing the institutionalization of the ‘European social dimension’.  相似文献

Can deliberative mini-publics contribute to deepening the democratic dimensions of electoral democracies? The question is framed in this article using a problem-based approach to democratic theory–to count as democratic, political systems must accomplish three basic functions related to inclusion, communication and deliberation, and decision making. This approach is elaborated with an analysis of a real-world case: a deliberative mini-public with a citizens’ assembly design, focused on urban planning convened in Vancouver, Canada. This example was chosen because the context was one in which the city's legacy institutions of representative democracy had significant democratic deficits in all three areas, and the mini-public was a direct response to these deficits. It was found that Vancouver's deliberative mini-public helped policy makers, activists and affected residents move a stalemated planning process forward, and did do so in ways that improved the democratic performance of the political system. Depending on when and how they are sequenced into democratic processes, deliberative mini-publics can supplement existing legacy institutions and practices to deepen their democratic performance.  相似文献

Areas of limited statehood where the state is absent or dysfunctional are rarely ungoverned or ungovernable spaces. The provision of rules and regulations, as well as of public goods and services – governance – does not necessarily depend on the existence of functioning state institutions. How can this be explained? To begin with, we identify functional equivalents to state institutions that fail to govern hierarchically. Moreover, we focus on informal institutions based on trust that are endogenous to areas of limited statehood. Personalized trust among community members enables actors to overcome collective action problems and enhances the legitimacy of governance actors. The main challenge in areas of limited statehood, which are often characterized by social heterogeneity and deep social and cultural cleavages (particularly in post‐conflict societies) is to move to generalized trust beyond the local level and to “imagined communities among strangers,” despite dysfunctional state institutions. We propose two mechanisms: First, the more group‐based identities are constructed in inclusive ways and the more group identities are cross‐cutting and overlapping, the more they lead to and maintain generalized trust. Second, experiences with fair and impartial institutions and governance practices – irrespective of whether state or non‐state – also lead to generalized trust beyond the local level and allow for the upscaling of governance.  相似文献

ABSTRACT

In recent years, social movements have taken to the streets to protest various forms of economic and racial injustice. However, these attempts to exploit the political opportunities public spaces afford have been compromised by the increasingly private nature of “public” spaces. What has changed is the rise of privately owned public spaces (POPS), areas that appear to be public, but in fact are owned by corporations that prohibit a range of activities, including political protest. This article argues such restrictions of public space are not limited to POPS. Rather, they are just one expression of a far more pervasive phenomenon, novel variations on centuries-old practices by which common or public land has been enclosed. I suggest that four forms of enclosure -for profit, of behavior, of community, and of the public realm- degrade the status of public institutions and insulate private interests from counter-mobilization by groups pursuing egalitarian ends.  相似文献

Historians have documented that in medieval Europe, bargaining over the loyalty of lay magnates and high clergy was most intense during successions and that this often forced monarchs to give political concessions. We argue that matters related to succession predict short-term power-sharing concessions by rulers but that – because they do not permanently alter the balance of power between ruler and elite – they only trigger lasting changes of political institutions if these changes are in the mutual interest of the ruler and the elite groups. It follows that successions are unlikely to have long-term effects on representative institutions but that they may consolidate the rules regulating succession (the succession order). Using the natural deaths of monarchs as an instrument for successions, we confirm these claims with a new dataset that includes fine-grained data on succession and parliament-like assemblies in 16 European polities between 1000 and 1600. These findings shed new light on the development of representative institutions in medieval Europe, on the changes in succession orders that brought about clear rules about primogeniture and on the political leeway of legislatures in authoritarian regimes more generally.  相似文献

There exists a gap in our understanding of what citizen satisfaction evaluations actually represent. While recent years have witnessed a move away from performance‐based models to cognitive‐implicit models of citizen satisfaction, the inherent political nature of government, its institutions, and services has been largely ignored. Drawing on the functional responsibility chain between political principals and governmental, public‐service‐delivering institutions, we outline a theory of citizen satisfaction that accounts for the political nature of these institutions. In the context of two consecutive general elections, we find a partisan bias in citizen satisfaction with government and the legislative branch, but not for institutions that are more clearly separated from national government. These mixed findings are suggestive of a dispersion effect of the partisan bias in citizen satisfaction, namely, that citizens are less likely to use their partisan lenses in cases where the responsibility of political principals is dispersed across multiple actors.  相似文献

When Denmark became a member of the European Community in 1973, political institutions as well as private business had to and did in fact make adaptations to the new and unaccustomed political environment. With the exception of the Common Market Committee of Folkelinget , however, the Danish polity did not change much with regard to the EC until the late 1980s when the Community gained new momentum. Now, traditionally corporatist patterns of decision-making are adapting to a European polity much more complex and pluralist by nature. Political and administrative institutions are developing new ways of influencing EC policies, though their lobbying activities still remain basically ad hoc and reactive. As to private interests, agriculture occupies a unique position with its long tradition of aggressive lobbying, while lobbying by manufacturing companies is still in the making. However, an overall weakening of national corporatist patterns of decision-making in response to the integration process, which one might perhaps have expected, has not taken place. Rather, we observe a strengthening. Thus, our case poses questions as to the relevance of existing corporatist notions for an understanding of the general nature of the policy-making process in the Community and the prospects for interest organizational centralization at the European level.  相似文献

While research has provided evidence that culture and institutional performance shape individual level trust in political institutions, scholars have neglected to adequately estimate the effect of political institutions and macroeconomic conditions on trust. Using data from the World Value Surveys for eleven Latin American cases, we test if countries with “partyizing” electoral systems - those with rules that encourage voters to hold the party, not individuals, accountable for government performance - experience lower levels of distrust in political parties and the legislature in times of poor economic conditions than those countries with “personalizing” electoral rules. Our analysis shows that the macro political and economic context largely conditions the impact of culture and institutional performance on political trust.  相似文献

Amidst increasing and seemingly intransigent inequalities, unresponsive institutions, and illegible patterns of social change, political theorists are increasingly faced with questions about the viability of democracy in the contemporary age. One of the most prominent voices within this conversation has been that of Sheldon Wolin. Wolin has famously argued that democracy is a ‘fugitive’ experience with an inherently temporary character. Critics have pounced on this concept, rejecting it as an admission of defeat or despair that is at odds with the formation of democratic counter-power. In this article, I push back against this view of fugitive democracy. I do so by contextualizing the idea within Wolin’s broader democratic theory, and especially his idea of the ‘multiple civic self’, in order to give a more coherent form to a conception of citizenship often concealed by the attention given to the supposedly momentary nature of democracy. This all too common misreading of fugitive democracy has significant stakes, because it shapes not only how we approach Wolin’s impact as a political theorist, but also how we approach practices of democratic citizenship and how we think about political theory and political science’s relationship to those practices.  相似文献

This article argues that we should take more seriously the role of intermediaries in relationships between states and citizens in the global south. More specifically it holds that the practice of mediation, the third party representation of citizens to states and vice versa, is a widespread and important political practice in this context. Largely distinct from the contentious politics and popular mobilisation of social movements, mediation is more a politics of negotiation and bargaining by representatives. Developed as an emergent analysis from multiple case studies, mediation is a broad concept that includes practices that at other times might be described as lobbying, clientelism and coercion, but that we conceptualise in terms of claiming legitimacy to speak for the poor and marginalised, and theorise in terms of a democratic deficit between formal political institutions and these groups. In addition to identifying different kinds of mediators, the article categorises mediation in terms of the orientation and nature of various mediatory practices. Lastly, the article identifies at least three explanations for mediation including the endurance of pre-democratic political relations and practices, new forms of social exclusion in post-colonial democracies and the erosion of state authority brought about by neo-liberal policies and globalisation.  相似文献
