ABSTRACTThe study of legitimacy in situations of conflict and peacebuilding has increased in recent years. However, current work on the topic adopts many assumptions, definitions, and understandings from classical legitimacy theory, which centers on the relationship between the nation-state and its citizens. In this introduction, we provide a detailed critical overview of current theories of legitimacy and legitimation and demonstrate why they have only limited applicability in conflict and post-conflict contexts, focusing on the three main areas that the articles included in this special issue examine: audiences for legitimacy, sources of legitimacy, and legitimation. In particular, we show how conflict and post-conflict contexts are marked by the fragmentation and personalization of power; the proliferation and fragmentation of legitimacy audiences; and ambiguity surrounding legitimation strategies. 相似文献

Whether or not to grant ‘amnesty’ has been a contentious policy issue in a wide range of settings, from human rights violations to draft avoidance to library fines. Recently, the idea of amnesty has come to structure many debates over irregular immigration. While amnesty’s meaning is usually treated as self-evident, the term in fact signifies in a variety of normative directions. This article employs amnesty as an optic to examine accountability questions that structure normative debates over irregular immigration in liberal states. It distinguishes among conceptions of amnesty emphasizing forgiveness, erasure and vindication, and argues that developing a vindicatory account of amnesty is both particularly difficult and particularly necessary in the immigration setting. 相似文献

The impetus for this national objective has been recent budgetary innovations aimed at far-reaching implications for a healthy national economy, including meaningful development. This article evaluates these innovations with a view to finding out the extent to which such forces of innovation have improved overall public financial administration, as well as the masses' living conditions via development. ABSTRACTIn this article, Forchtner investigates the construction of an ‘ideal’, extreme-right, ecologically sensitive subject. A concern for the natural environment is in no way new to the extreme right, and has long been part of its ideological make-up. In particular, claims that the laws of nature are applicable to the social world and that a community is embedded in an ecosystem have long been features of a right-wing ecological imaginary. Through an analysis of all the articles on a paradigmatic ecological issue, biodiversity, published in Germany’s exemplary extreme-right magazine preoccupied with ecology, Umwelt & Aktiv (Environment & Active), this cultural imaginary is reconstructed. Included in it as key themes are human responsibility for environmental degradation, the ecological value of flora and fauna, and criticism of modernity’s levelling tendencies (both biologically and culturally). Taking responsibility for the community’s Heimat (homeland) is, consequently, a crucial element for this subject: a subject who aims for purity, order and the stability of ecosystems. 相似文献

The Association of South East Asian Nations (ASEAN) escalated its community building project significantly over the last decade, culminating in the launch of a reformed and substantially integrated ASEAN Community at the end of 2015. This article considers what might follow from this newly reformed and rhetorically people-focused version of ASEAN for matters of sexual orientation and gender identity and expression (SOGIE). In claiming to be people-oriented and people-centred, and by developing a regional rights regime, ASEAN opens itself to standards by which it can be measured and held to account. We critically review ASEAN 2025: Forging Ahead Together, and consider civil society's response, focusing on the critique offered by the ASEAN SOGIE Caucus, the peak civil society organisation for ASEAN SOGIE matters. We focus on three themes: identity, visibility politics, and rights. We argue that while ASEAN falls short of its own rhetorical standards, these same standards support a politics which keeps rights in contestation, enabling civil society to push for accountability to international standards, and a more democratic politics. 相似文献

This article argues that cognition is central to performance in emergency management. Cognition is defined as the capacity to recognize the degree of emerging risk to which a community is exposed and to act on that information. Using the case of Hurricane Katrina to illustrate the collapse of the standard model of emergency management without a clear focus on the role of cognition, the author reframes the concept of intergovernmental crisis management as a complex, adaptive system. That is, the system needs to adjust and adapt its performance to fit the demands of an ever-changing physical, engineered, and social environment. The terms of cognition, communication, coordination, and control are redefined in ways that fit the reality of practice in extreme events. A reframed intergovernmental crisis management system may be conceived as a dynamic interorganizational system that is characterized by four primary decision points: (1) detection of risk, (2) recognition and interpretation of risk for the immediate context, (3) communication of risk to multiple organizations in a wider region, and (4) self-organization and mobilization of a collective, community response system to reduce risk and respond to danger. 相似文献

Fifty-five years ago the Republic of Indonesia was founded on the motto Bhinneka tunggal ika (unity in diversity). Today unity has all but disintegrated as separatism and ethnic conflict tear at the nation's political and social fabric. This paper explores the historical foundations of ethno-nationalism with reference to the perspectives of Riau Malays. It argues that current conflict is not the result of recent phenomena, as is so often reported in the media, but is the surfacing of fault-lines that have long lain beneath the seemingly unified nation-state. Since 1945 and the declaration of Indonesian independence, unity has been achieved by Jakarta's imposition of order on the periphery. By analysing the relationship between the centre and periphery through the eyes of Riau Malays, a much clearer account of power emerges. This paper briefly highlights Riau accounts of the struggle for independence (1945–65), shows how atavism and indigenism have been symbolically and ritually realized on the ground (1965–97) and examines some key developments in Riau after the fall of Suharto (1997–2001). Despite recent changes, the politics of diverse peripheries have become localized, indigenized and fragmented, and alternatives to a Jakarta-centred vision for Indonesia's future are as marginalized as ever. 相似文献

Many contemporary mysteries feature bureaucrats struggling with difficult ethical dilemmas. Should they lie? Disobey an order? Use physical force? Break the law in order to catch a criminal? In addition to their entertainment value, mysteries offer untapped opportunities to reflect on the moral conflicts faced by civil servants. In this article, the author analyzes the work of 12 modern mystery writers whose protagonists include police detectives, a medical examiner, a prosecutor, a park ranger, and a fire chief. Several types of bureaucrats are identified including moralists, pragmatists, and rogues. The author then links these types to broader ethical philosophies, such as actutilitarianism, rule‐utilitarianism, ethical egoism, and Kant's categorical imperative. He concludes that mysteries can be an effective teaching tool for courses in ethics and public administration. 相似文献

This article focuses on diachronic and synchronic variation in Norwegian electoral turnout from 1945 to 1991. The model contains aggregate data divided into two-year intervals with regions as cross-sections. The impact of both socio-economic and political variables is tested. The two-dimensional view on turnout variation makes it possible to distinguish between short-term and long-term effects, as well as between national versus local factors. In contrast to related studies, this analysis actually tests for causality relationships between different political variables. The empirical results indicate that an increase in either national unemployment or regional income contributes to an increase in turnout rates. Electoral participation is also positively related to Labour support, industrial employment and strike activity. 相似文献

This article analyzes why institutional crises are bound to happen and how they impact on national intelligence systems’ development. Punctuated Equilibrium theory is reviewed and employed to explain one institutional crisis in each of Brazil, Colombia, South Africa, and India. In Brazil, the case study is the fall of the Brazilian Intelligence Agency (ABIN) director in 2008, following the Satiagraha operation conducted by the Federal Police Department (DPF). In Colombia, the 2009 wiretapping scandal known as chuzadas is examined. In South Africa, the investigation in Project Avani (2006–8) is reviewed. Finally, in India the case study is the intelligence crisis following the Mumbai terrorist attacks in 2008. We found that institutional crises are inevitable because there are tensions between security and democracy, both being co-evolutionary dimensions of successful contemporary state building. However, the impacts of such crises vary across the four cases pending on three variables: (1) degree of functional specialization inside the national intelligence system; (2) degree of external public control over the national intelligence system; (3) whether effectiveness, legitimacy or both were the main drivers of the crisis. Our analysis of the four case studies suggests that the amount of positive institutional change in the aftermath of an intelligence crisis is greater in countries with more functional specialization and stronger external control mechanisms. 相似文献
