ABSTRACT

Networks of organizations involved in public policy implementation require strong interaction, concerted action and high degrees of collaboration to be effective. However, little is known about how different types of organizations involved in implementation of multi-sectoral social policies interact in these networks. In this article the relationship between organizational characteristics and network position is explored, as well as how the intensity of collaborations can also determine organizations’ involvement in networks. The nature of funding (public/private) and the remit of activity of organizations are found to determine their influence and importance in social policy networks. Furthermore, the network position of the organizations also depends on the level of intensity of their interactions. These results can guide public administrators when developing and promoting networks to involve a particular type of actor and also policymakers as to which types of ties are more aligned with the implementation of a particular policy.  相似文献

Abstract

This article (and more broadly this special issue) indicate that various types of policy networks, including governance networks, social networks, proto‐networks, and issue networks are defining the way that policy processes take place in various parts of the world. By focusing on network behavior in Africa, eastern Europe, and Denmark, it is clear that interorganizational cohesion, accesibility, trust generation, and “framing” issues are central to understanding network policy outcomes. Important implications regarding links between network characteristics and democracy are also suggested.  相似文献

Policy networks are advanced as an alternative to the Westminster model of the UK polity but the theory lacks an internal dynamic and has typological problems. This article applies Peter Hall's (1993) concept of 'social learning' to policy networks and maps the networks found in two case studies of British economic policy making: Hall's own study of the shift from Keynesianism to monetarism in the 1970s and the author's research on the advent of 'Keynesian-plus' in the early 1960s. The article advances three main propositions. Firstly, that integrating the concept of social learning can dynamize the policy network model. Secondly, the case studies suggest that different network configurations are associated with different orders of policy change but that Hall's definition of 'third order change' may be too restrictive. Thirdly, policy networks can be much more complex and fluid then is generally claimed, sometimes becoming so extensive that they might be termed a 'meta-network'.  相似文献

The paper analyses the changes within two policy domains in one French city. The aim is not so much to demonstrate the role of policy networks but to stress the importance of their articulation within a given political space. The paper does not conclude on the emergence of a new type of network governance but rather shows how urban political élites have deliberately encouraged the formation of policy net-works in Rennes. That strategy makes sense in their attempt to strengthen an urban collective actor. Policy networks therefore should not be analysed autonomously as their impact is largely shaped by the interest and collective goals of the existing regime of governance in Rennes.  相似文献

This article discusses the occupation of an oil-related structure called the Brent Spar in the British sector of the North Sea by Greenpeace protesters in 1995. Shell intended to 'dump' the buoy in the deep North Atlantic. The aftermath of the occupation and associated publicity was a change of policy about the disposal of the Spar by Shell, Europe's largest multinational company. The article considers alternative explanations for policy change – most importantly the influential propositions by Baumgartner and Jones (1993). The general importance of their work means that the opportunity is taken to set out their themes at some length, but the particular case suggests that their notion of change stemming from a redefinition of the problem may only imperfectly fit sudden policy changes of the Brent Spar type. The article argues that their 'venue shopping' concept better illuminates the case – but the significant venue change was geographical – i.e. from Britain to Germany – rather than institutional – i.e. from a policy community to an issue network. The case study superficially accords with an influential body of literature in the 1980s and 1990s that sees outcomes as changing through the mobilization of a wider range of participants in issue networks, but it is argued that there is no automatic link between an expanded roster of participants and outcomes if the decisive decision-making power is retained in the original closed system. The case study suggests there can be an illusion of an issue network when the dominance of a policy monopoly is publicly challenged – but where decision-making power is retained among original participants.  相似文献

Policy network analysis has been criticized for failing to adopt a sufficiently dynamic approach to the study of policy-making processes. There have been, however, a number of studies illustrating how policy networks change, recognizing that they are not static entities but respond to changes in the policy environment. This article applies policy network analysis to the negotiation of plans to implement the 1994 EC Packaging and Packaging Waste Directive in the UK and provides a further contribution to the literature on the formation and transformation of policy networks. The analysis reveals significant changes in the structure and operation of the policy network during the period studied. The reasons for such changes confirm those put forward by other policy network analysts, such as the power of the actors involved and conflicts between them. Other reasons include the role of the government and the tight schedule laid out by the directive.  相似文献

The present study explores how similarity in policy preferences within pairs of organisations in service delivery networks (that is, goal consensus) is related to existing bilateral interorganisational relations. We distinguish between different types of interorganisational relations and hypothesise that stronger relations are positively associated with goal consensus. A social network analysis is performed using data on 546 ties in two complete service delivery networks in a medium-sized city in the Netherlands. Results indicate that the strongest association is between goal consensus and types of interorganisational relations that imply more strategic information exchange between members of the organisations – especially managerial interaction.  相似文献

This paper takes a comparative case–study approach, located within the literature on policy networks, to organic agriculture policy in the United Kingdom and Ireland since the late 1980s. An examination of policy development for the organic sector focuses primarily on regulatory arrangements. The core of the analysis applies some prominent themes in the policy network literature to the organic sector: the debate about sectoral and sub–sectoral networks, the relationship between networks, context and outcomes, and the role of the state and ideas in promoting policy change.  相似文献

This article surveys the ways that regional economic forecasting and policy analysis models have been used to provide information as an input for policy decision making in the public and private sectors. The major areas are as follows: forecasting and planning; economic development; transportation; energy and natural resources; taxation, budget, and welfare; United States policies; and environmental policies. The survey indicates that, while analysis and research may be required to prepare for a model simulation, the predicted economic effects of a policy can be very important information as an input for a wide range of policy decisions.  相似文献

With growing attention on formulating the “right” policies and programs to address climate change, the contribution that policy work will make in fostering adaptive capacity needs to be examined. Policy capacity is crucial to policy formulation and should be at the heart of climate mainstreaming. There are six hypotheses about the nature of climate-based policy work based on a survey conducted of Canadian federal and provincial government employees in the forestry, finance, infrastructure, and transportation sectors. To measure the simultaneous effects on perceived policy capacity, an Ordinary Least Squares regression was conducted. Among the key findings was that the increased demand for climate change science within an organization resulted in a decreased perception of policy capacity. Policy work was largely focused on procedure activities rather than on evaluation. The model found that networking was critically important for perceived policy capacity. Effective policy formulation will involve the participation of others normally not associated with traditional policy work. Evidence-based policy work illustrates that policy success can be achieved by improving the amount and type of information processed in public policy formulation.  相似文献

The increasing emphasis on the need for evidence-based policy indicates the continuing influence of the 'modernist' faith in progress informed by reason. Although the rationalist assumptions of evidence-based policy making have been subject to severe challenge from constructivist and post-modernist perspectives, it is argued that the attempt to ground policy making in more reliable knowledge of 'what works' retains its relevance and importance. Indeed, its importance is enhanced by the need for effective governance of complex social systems and it is argued that 'reflexive social learning' informed by policy and programme evaluation constitutes an increasingly important basis for 'interactive governance'. The expanded use of piloting of new policies and programmes by the current UK Government is considered to provide limited scope for evaluation to derive reliable evidence of whether policies work. There is a need for greater clarity about the role of evaluation in situations where piloting essentially constitutes 'prototyping'. More emphasis should be placed on developing a sound evidence base for policy through long-term impact evaluations of policies and programmes. It is argued from a realist position that such evaluation should be theory-based and focused on explaining and understanding how policies achieve their effects using 'multi-method' approaches.  相似文献

A dialectical model of policy networks is deployed to analyse policy change in the area of GM crops in the UK. The model uses an analysis of the interaction between agents and structure, network and context and network and outcomes to understand and explain how policy change has occurred. A key advantage of the model is that it increases understanding of network transformation, explanation of which has been an alleged weakness of the policy network approach. However, this case study does throw up some weaknesses with the model, including the tendency of the model to emphasize the role of 'insider' agents and downplay the role of 'outsiders' in the policy process.  相似文献

This paper documents the early evolution of UK organic food and farming policy networks and locates this empirical focus in a theoretical context concerned with understanding the contemporary policy-making process. While policy networks have emerged as a widely acknowledged empirical manifestation of governance, debate continues as to the concept's explanatory utility and usefulness in situations of network and policy transformation since, historically, policy networks have been applied to "static" circumstances. Recognizing this criticism, and in drawing on an interpretivist perspective, this paper sees policy networks as enacted by individual actors whose beliefs and actions construct the nature of the network. It seeks to make links between the characteristics of the policy network and the policy outcomes through the identification of discursively constructed "storylines" that form a tool for consensus building in networks. This study analyses the functioning of the organic policy networks through the discursive actions of policy-network actors.  相似文献

This article examines the implementation of privatization policies in two 'Next Steps' agencies. This is discussed with reference to the broader theoretical and empirical questions of how do institutions change and when are political actors constrained in implementing their policy choices. Cortell and Peterson's framework for explaining institutional change, and the concept of intra-state policy networks are used to analyse the cases. The differential outcomes identified illustrate how constraints operate and how these may be overcome by strategic actors to produce change. Constraints in these cases arose from fragmentation and dependence in central government, from differing institutionalized beliefs and from the development of intra-state networks between the departments and agencies. The paper concludes by suggesting that the type of intra-state networks created through agencification can be seen to have an effect on policy outcomes and are worthy of more detailed research.  相似文献

The policy network approach is widely recognized for its ability to describe different networks. Adding the concepts ‘policy image’ and ‘cleavage in the party system’ makes it possible to explain policy network change as well as policy change. This argument is supported by a comparison of the Danish decision in 1960 to straighten Denmark's largest river, the Skjern River, to gain farmland, and the 1987 decision to restore the river and recreate the wild nature of the river valley. The fight over Danish nature has historically been a fight between a land reclamation network and a nature protection network – two networks trying to promote different policy images. Coupled with a new (environmental) cleavage in the party system, new policy images connected to the Skjern River decisions led to radical policy changes.  相似文献

Transaction cost economics is used to defend and develop policy network theory. Networks, like markets and hierarchies, are a form of governance structure. As one form of network, policy communities develop and survive because they reduce transaction costs that would otherwise threaten the exchange of resources between government and pressure groups. Policy communities alter outcomes and should be an important part of the explanation of public policy. Whilst of general relevance, the argument is illustrated with particular reference to the frequently hostile but ultimately successful negotiations between the British Medical Association and the Ministry of Health prior to the creation of the National Health Service in 1948.  相似文献

This article analyses the impact of metagovernance on the functioning of local governance networks. It does so by comparing the functioning of four local governance networks in the field of local employment policy in Denmark. Between 2007 and 2009, two of these networks were linked to jobcentres in which the municipality and a state agency shared responsibility for employment policy, while the other two were linked to jobcentres in which the municipality had full responsibility. We explore two types of metagovernance that the local governance networks were subject to: general, hands-off metagovernance consisting of the assignment of full responsibility to the municipality alone, or of shared responsibility to the municipality and the state jointly; and tailored and fine-tuned metagovernance directed towards only one or a few networks and their corresponding jobcentre(s). Our findings suggest that, as network governance becomes a mature phenomenon, the importance of metagovernance increases, particularly for strategic reasons. More specifically, we find that the functioning of local governance networks is only marginally affected by acts of general, hands-off metagovernance, such as the different organisational set-ups ascribed to the jobcentres. More influential are the hands-on network management tools, such as direct consultancy. Hands-on metagovernance instruments, however, are more costly for the metagovernor. Whichever tool is applied, the local actors' responsiveness to metagovernance is significant for the outcome.  相似文献

Having explained their adoption, analysts are now trying to understand how EU environmental policies have subsequently evolved over time. In 2003, David Vogel famously speculated that having overtaken the US in the environmental race to the top, EU policies would also eventually succumb to policy gridlock, that is, neither expanding nor dismantling. Empirical research has since confirmed that EU policy expansion is in decline, but less is known about why dismantling has also been very limited. This article breaks new ground by reconfiguring dismantling—a concept developed for national policy systems—to explain the various dismantling strategies deployed at EU level (1992 to 2016). It finds that the absence of significant dismantling is due both to the symbolic nature of early dismantling attempts and the failure of more recent attempts to build coalitions that overcome institutional obstacles to policy change in the EU.  相似文献
