Can civilians caught in civil wars reward and punish armed actors for their behavior? If so, do armed actors reap strategic benefits from treating civilians well and pay for treating them poorly? Using precise geo‐coded data on violence in Iraq from 2004 through 2009, we show that both sides are punished for the collateral damage they inflict. Coalition killings of civilians predict higher levels of insurgent violence and insurgent killings predict less violence in subsequent periods. This symmetric reaction is tempered by preexisting political preferences; the anti‐insurgent reaction is not present in Sunni areas, where the insurgency was most popular, and the anti‐Coalition reaction is not present in mixed areas. Our findings have strong policy implications, provide support for the argument that information civilians share with government forces and their allies is a key constraint on insurgent violence, and suggest theories of intrastate violence must account for civilian agency.  相似文献

Police violence is not uncommon in America, and the risk of civilians' being killed by police is considerably higher here than in similar countries, making it a major public health issue. For Black Americans the risk is significantly higher. In this study, we analyze the political determinants of police killings of Black Americans, with a specific focus on corruption in American states. Our evidence suggests that police can kill Black Americans with impunity because of a lack of accountability—exemplified by corruption—that is largely determined by political influences. Our findings point to ways in which the responsibility for police violence and killings is deeply rooted and influenced by the values of the wider society.  相似文献

When authoritarian regimes break down, why does communal violence spike and why are some locations more prone to violence than others? To understand violence during transitions, it is necessary to understand what sustains order when regimes are stable. While existing theories attribute order to formal or informal security institutions on their own, I argue that intercommunal order obtains when formal and informal security institutions are aligned. During authoritarian breakdowns, the state's coercive grip loosens, exposing mismatches between formal and informal institutions and raising the risk of communal violence. Formal‐informal mismatches emerge in communities accustomed to heavy state intervention since they will have developed more state‐dependent informal security institutions. I apply an instrumental variables approach on a nationwide dataset of village‐level data to show that prior exposure to military intervention, proxied by the distance to security outposts, led to Indonesia's spike in violence during its recent democratic transition.  相似文献

Although extensive research analyzes the factors that motivate European parties to shift their policy positions, there is little cross‐national research that analyzes how voters respond to parties’ policy shifts. We report pooled, time‐series analyses of election survey data from several European polities, which suggest that voters do not systematically adjust their perceptions of parties’ positions in response to shifts in parties’ policy statements during election campaigns. We also find no evidence that voters adjust their Left‐Right positions or their partisan loyalties in response to shifts in parties’ campaign‐based policy statements. By contrast, we find that voters do respond to their subjective perceptions of the parties’ positions. Our findings have important implications for party policy strategies and for political representation.  相似文献

What effect, if any, does the extent of economic inequality in a country have upon the political engagement of its citizens? This study examines this question using data from multiple cross‐national surveys of the advanced industrial democracies. It tests the theory that greater inequality increases the relative power of the wealthy to shape politics in their own favor against rival arguments that focus on the effects of inequality on citizens' objective interests or the resources they have available for political engagement. The analysis demonstrates that higher levels of income inequality powerfully depress political interest, the frequency of political discussion, and participation in elections among all but the most affluent citizens, providing compelling evidence that greater economic inequality yields greater political inequality.  相似文献

The Dictator Game, Fairness and Ethnicity in Postwar Bosnia   总被引:1,自引:0,他引:1  
This study considers the effects of ethnic violence on norms of fairness. Once violence is a foregone conclusion, will cooperative norms ever (re‐)emerge beyond ethnic boundaries? We use an experiment that measures how fairly individuals in a postconflict setting treat their own ingroup in comparison to the outgroups—in this case, examining the behavior of 681 Muslims, Croats, and Serbs in postwar Bosnia‐Herzegovina. To assess fairness, we use the dictator game wherein subjects decide how to allocate a sum of money between themselves and an anonymous counterpart of varying ethnicity. We find that the effects of ethnicity on decision making are captured by our experiments. Although results indicate preferential ingroup treatment, the incidence and magnitude of outgroup bias is much less than expected. We conclude that norms of fairness across ethnicity are remarkably strong in Bosnia, and we take this to be a positive sign for reconciliation after violent conflict.  相似文献

We study effects of wartime violence on social cohesion in the context of Nepal's 10‐year civil war. We begin with the observation that violence increased levels of collective action like voting and community organization—a finding consistent with other recent studies of postconflict societies. We use lab‐in‐the‐field techniques to tease apart such effects. Our causal‐identification strategy exploits communities' exogenous isolation from the unpredictable path of insurgency combined with matching. We find that violence‐affected communities exhibit higher levels of prosocial motivation, measured by altruistic giving, public good contributions, investment in trust‐based transactions, and willingness to reciprocate trust‐based investments. We find evidence to support two social transformation mechanisms: (1) a purging mechanism by which less social persons disproportionately flee communities plagued by war and (2) a collective coping mechanism by which individuals who have few options to flee band together to cope with threats.  相似文献

Does United Nations peacekeeping protect civilians in civil war? Civilian protection is a primary purpose of UN peacekeeping, yet there is little systematic evidence for whether peacekeeping prevents civilian deaths. We propose that UN peacekeeping can protect civilians if missions are adequately composed of military troops and police in large numbers. Using unique monthly data on the number and type of UN personnel contributed to peacekeeping operations, along with monthly data on civilian deaths from 1991 to 2008 in armed conflicts in Africa, we find that as the UN commits more military and police forces to a peacekeeping mission, fewer civilians are targeted with violence. The effect is substantial—the analyses show that, on average, deploying several thousand troops and several hundred police dramatically reduces civilian killings. We conclude that although the UN is often criticized for its failures, UN peacekeeping is an effective mechanism of civilian protection.  相似文献

Gender inequality and violence of indigenous women began during the high level of European colonial penetration. This process was continued and maintained by the creation of federal Indian legislation. In order for this process to take hold, indigenous men were forced to perpetuate the same type of gender inequality that was practiced by the new Americans. Consequently, indigenous women were displaced from their indigenous purpose and relegated to an unfamiliar, inferior and often subjugated position to Indian men and to whites. As a result of this treatment, the relationship between American Indian men and women changed dramatically, contributing to a higher level of conflict and gender inequality within and outside of tribal governments. This article examines factors that gave rise to the inequality of Indian women and offers suggestions on how American Indian women can achieve a level of equality and still not sidestep the larger issue of tribal sovereignty.  相似文献

Traditional theories of democracy suggest that political representation of excluded groups can reduce their incentives to engage in conflict and lead to lower violence. However, this argument ignores the response of established elites when (1) their interests are threatened by the policy stance of new political actors and (2) elites have a comparative advantage in the exercise of violence. Using a regression discontinuity approach, we show that the narrow election of previously excluded left‐wing parties to local executive office in Colombia results in a one standard deviation increase in violent events by right‐wing paramilitaries. We interpret this surge in violence as a reaction of traditional elites to offset the increase in outsiders' access to formal political power. Consistent with this interpretation, we find that violence by left‐wing guerrillas and other actors is unaffected and that violence is not influenced by the victory of right‐wing or other new parties in close elections.  相似文献

Ethnic inequality has been argued to have numerous pernicious effects. Among other things, scholars have argued that it breeds political violence, destabilizes democracy, and impedes economic development. While the arguments developed by these literatures implicitly assume that ethnic inequality increases the degree to which individuals identify with their ethnicity, this assumption has yet to be tested empirically at the individual-level. This paper argues and empirically demonstrates that between-ethnic group inequality does strengthen ethnic identities. However, we also find that the magnitude of its effect weakens as inequality within ethnic groups increases. That is, individuals identify most strongly with their ethnic identity when ethnicity is reinforced by economic inequality. Using the Afrobarometer, we provide the first cross-national empirical test of the effect of ethnic inequality on the strength of ethnic identities at the individual-level. Our dataset covers 21 sub-Saharan African countries and 85 ethnic groups. Results strongly support our hypothesis.  相似文献

This article offers a first subnational analysis of the relationship between states' dynamic control of Internet access and their use of violent repression. I argue that where governments provide Internet access, surveillance of digital information exchange can provide intelligence that enables the use of more targeted forms of repression, in particular in areas not fully controlled by the regime. Increasing restrictions on Internet accessibility can impede opposition organization, but they limit access to information on precise targets, resulting in an increase in untargeted repression. I present new data on killings in the Syrian conflict that distinguish between targeted and untargeted events, using supervised text classification. I find that higher levels of Internet accessibility are associated with increases in targeted repression, whereas areas with limited access experience more indiscriminate campaigns of violence. The results offer important implications on how governments incorporate the selective access to communication technology into their strategies of coercion.  相似文献

While attacks against members of the LGBT community are increasingly covered as hate crimes and are widely viewed as a form of repression, attacks on women are almost never covered as violations of human rights. We propose that until violence against women is recognized as a form of repression and a threat to the physical security of women, we cannot expect much to be done to prevent it. We posit that policies aimed at preventing violence against women are unlikely to come about unless this abstract concept is connected, through a connection frame, to concrete crimes against women. We conducted a framing analysis of news coverage of all confirmed femicides in Massachusetts in 2013 and find that while journalists have the potential to draw these connection frames, they seldom put these killings in the context of violations of women’s rights.  相似文献

Social interest in problems such as domestic violence is typically motivated by concerns regarding equity, rather than efficiency. However, we document that taking steps to reduce domestic violence by reporting it yields substantial benefits to external parties. Specifically, we find that although children exposed to as‐yet‐unreported domestic violence reduce the achievement of their classroom peers, these costs disappear completely once the parent reports the violence to the court. This suggests that the public has an interest in helping families to overcome their problems in general and to report domestic violence in particular. It also suggests that social and judicial interventions may help combat negative peer effects in schools.  相似文献

Why do some individuals engage in more religious activity than others? And how does this religious activity influence their economic attitudes? We present a formal model in which individuals derive utility from both secular and religious sources. Our model, which incorporates both demand‐side and supply‐side explanations of religion, is unusual in that it endogenizes both an individual's religious participation and her preferences over economic policy. Using data on over 70 countries from the pooled World Values Survey, we find that religious participation declines with societal development, an individual's ability to produce secular goods, and state regulations on religion, but that it increases with inequality. We also find that religious participation increases economic conservatism among the poor but decreases it among the rich. Our analysis has important insights for the debate about secularization theory and challenges conventional wisdom regarding the relationship between religious participation and economic conservatism.  相似文献

Policy debates on strategies to end extremist violence frequently cite poverty as a root cause of support for the perpetrating groups. There is little evidence to support this contention, particularly in the Pakistani case. Pakistan's urban poor are more exposed to the negative externalities of militant violence and may in fact be less supportive of the groups. To test these hypotheses we conducted a 6,000‐person, nationally representative survey of Pakistanis that measured affect toward four militant organizations. By applying a novel measurement strategy, we mitigate the item nonresponse and social desirability biases that plagued previous studies due to the sensitive nature of militancy. Contrary to expectations, poor Pakistanis dislike militants more than middle‐class citizens. This dislike is strongest among the urban poor, particularly those in violent districts, suggesting that exposure to terrorist attacks reduces support for militants. Long‐standing arguments tying support for violent organizations to income may require substantial revision.  相似文献

Abstract

In Red Tape, I do not use the term “arbitrary” in opposition to “systematic”, as is alleged by Harriss and Jeffrey. Arbitrariness accompanies systematic forms of discrimination, and is the result of both, the indifference to outcomes and to the chaotic style of functioning of Indian bureaucracies. Interpreting structural violence, or explaining injustice, requires understanding what the state means to different people. The chief argument that poverty is a form of violence, and represents the killing of the poor, underlines the injustice that results from treating poverty as a biopolitical fact. I employ a notion of politics that is not restricted to parties and mobilization, but which saturates all relations of inequality. Despite voicing dissatisfaction with the analysis presented in Red Tape, Harriss and Jeffrey fail to forward an adequate and coherent alternative.  相似文献

How do parties decide which issues to emphasize during electoral competition? We argue that the answer to this question depends on how parties of the left and of the right respond to economic inequality. Increasing inequality shifts the proportion of the population falling into lower socioeconomic categories, thereby increasing the size of the electoral constituency that is receptive toward leftist parties' redistributive economic appeals. In the face of rising inequality, then, leftist parties will emphasize economic issues in their manifestos. By contrast, the nonredistributive economic policies often espoused by rightist parties will not appeal to this burgeoning constituency. Rather, we argue, rightist parties will opt to emphasize values‐based issues, especially in those cases where “social demand” in the electorate for values‐based representation is high. We find support for these relationships with hierarchical regression models that draw from data across hundreds of parties in a diverse set of the world's democracies.  相似文献

Does nonviolent repression prompt subject groups to obey or rebel? By what mechanism does it do so? To address these questions, we exploit a natural experiment based on a 2009 policy toward the “easement” of checkpoints—nonviolent impediments to movement—in the West Bank. We sample populations across 17 villages (n = 599), beside one checkpoint slated for easement (treatment) and one that will undergo no change (control), before and after the intervention. We then pursue difference‐in‐difference estimation. This design is experimental, as easement was orthogonal to Palestinian attitudes; for robustness, we test our findings against an independent panel (n = 1,200). We find that easement makes subject populations less likely to support violence; we suggest humiliation as the mechanism bridging nonviolent repression with militancy. This warrants rethinking Israeli security policy, as short‐term concerns over Palestinian mobility may be compromising Israel's long‐term interests. By extension, checkpoint easement may positively affect peace negotiations.  相似文献

Public sector organizations concerned about gender inequality have increasingly sought to address the effect of implicit biases on merit‐based employment practices through bias training and affirmative action programs. Applying qualitative content analysis to interviews with 104 managers in three government agencies in which bias training and affirmative action were being implemented, the authors find that many managers acknowledge the existence of implicit biases and their potential to create unequal employment outcomes. However, this recognition of bias does not translate into support for affirmative action, which is seen by many managers to be an unacceptable violation of merit. The authors argue that implicit bias training and affirmative action are unlikely to create a cultural “tipping point” to progress gender equality without a critical reassessment of merit.  相似文献
