How do social movements form their political strategies? The relevant theory pays considerable attention to structure, and argues that when political opportunities are open, movements are more likely to opt for a systemic political strategy; when they are closed, movements are expected to take a more revolutionary turn. However, political opportunities can make some options appear more ‘realistic’ and others less so, but movements don't always behave ‘realistically’. They might explain when movements are more likely to mobilise and what repertoires they adopt once they do so, but they do not account for what happens earlier on: by what mechanisms the movements form their political strategies. Exploring the case of the cocaleros of the Chapare, this article argues that more emphasis should be placed on mechanisms that are internal to the movements, such as: (a) the resonance of other political experiences at home and abroad, (b) internal struggles for ideological hegemony, and (c) the political formation of their grassroots.  相似文献

We investigate the evolution of political campaign coverage through a content analysis of the topics highlighted in newspapers' agendas during three presidential elections in Chile. Results show an expected increase in the space allocated to the politicians' private lives (privatisation) by 2009, but no change in the attention given to individual politicians' political traits (political competence). Coverage of candidates' campaign strategies had increased markedly in media agendas by 1999, and by 2009 in politicians' agendas. These changes are consistent with some of the recent transformations of political communication in Western democracies, within the framework of the so‐called ‘mediatisation’ of politics.  相似文献

An American political scientist surveys local political reforms in Russia as they were proposed in 1988-1989 and implemented in 1990-1991. Using the city and provincial governments of Yaroslavl' as a case study, the author examines whether old political elites have shown themselves capable of adapting to the new political rules and retaining influence over local decision making. The paper then assesses differences in the strength of this influence in rural and urban areas and consequences of the power struggle between old and new political elites for Russian President Yel'tsin's reform program. This article reevaluates the first phase of Taiwan's democratization process (1914-1986) by exploring the similarities and differences between oppositional political organizations under Japanese and Kuomintang (KMT) rule. Employing a parallel structure, the article compares two distinct periods of time, 1914-1937 and 1977-1986. Including the Japanese colonial era in the evaluation of Taiwan's democratization process makes it possible to examine long-overlooked issues in Taiwan's political development such as the question of continuity and disjuncture. The author argues that the Japanese colonial era should be recognized as the starting point of Taiwanese political activities and the era of KMT one-party rule that followed as a re-colonization of Taiwan (lasting from 1947 until the early 1980s). The author's analysis reveals that (1) Taiwanese political opposition during both eras originated within rather than outside repressive political frameworks and that moderate opposition organizations emerged as the best possible reaction given those circumstances; (2) domestic organizations had a greater impact on the Taiwanese polity and society than those in exile; and (3) peaceful approaches were an important alternative to revolutionary movements. The author recounts the story of Taiwan's democratization process (until 1986) through the careers of two long-neglected moderate political activists, Lin Xiantang (1881-1956) and Kang Ningxiang (1938-).  相似文献

Abstract

Americans knew little about Vietnam when they assumed command of the Indochina War in 1954. There were no American scholars who devoted their careers to its study, and, with the exception of Virginia Thompson's French Indochina and a few other works, there was no American body of work on the subject. And so, to better understand the political and social forces confronting them, Americans took possession of the entire French work on Vietnam as part of their legacy of war. Thus, as the first American scholars began to study the Vietnamese revolution, they built on the foundation laid by decades of French scholarly effort.  相似文献

This article is the first to explore and compare the dynamics of party-building between the three main political forces that competed for power during the last decade in Ukraine – Viktor Yushchenko's Nasha Ukrayina (Our Ukraine), Yulia Tymoshenko's Batkivshchyna (Fatherland), and Viktor Yanukovych's Partiya Rehioniv (Party of Regions). We show that their political trajectories can be explained by differences in their organizational structure and distribution of resources within the party's leadership. When a party depends on resources linked primarily to one individual, it will develop a personalized decision-making structure advantaging its leader, and the party's fortunes will be tied to the popularity (or lack of same) of the leader. By contrast, when a party relies equally on resources from several groups, a more consociational style of decision-making is likely to emerge. Using Ukraine as a case study, the article shows that personality-led parties will be more vulnerable to defections and less capable of absorbing potential competitors. On the other hand, coalition-led parties are better capable of surviving defeats, maintaining internal cohesion, and merging with like-minded parties.  相似文献

Trotsky, an eight-part miniseries made in 2017 for the centenary of the Russian Revolution, has recently been made available on Netflix for global audiences. This article analyses Trotsky through the theoretical lens of neo-Eurasianism, especially as developed by the political theorist Aleksandr Dugin. Dugin's philosophy posits a civilisational divide between the “Atlantic” values of secularism, open markets, cosmopolitanism and sexual profligacy represented by the Anglo-Atlantic cultural sphere, and the “Eurasian” values of authoritarianism, cultural conservatism and religious nationalism present in a revived Russia. I argue that Trotsky's interpretation of Leon Trotsky's legacy reflects the popularisation of Dugin's neo-Eurasianist political philosophy in Russia. The article covers some of the key historical events depicted in Trotsky, discussing their accuracy with reference to existing academic biographies of Leon Trotsky. I then discuss the series’ apparent fixation on the Jewish heritage of Trotsky (who was born Lev Bronstein), which has been the focus of much of the media coverage of the series, before addressing the fraught place that Trotsky occupies in Russian historical memory. I then move on to a discussion of the political philosophy of neo-Eurasianism and its relevance and application to the political climate of modern Russia. Finally, I consider what Dugin has said about Trotsky himself. Despite (or perhaps because of) its distortions of history, the series serves as a fascinating reflection of the values and political climate of modern Russia.  相似文献

Scholars interested in the promotion of “good governance” and those interested in transnational advocacy networks both are concerned with the potential power of external actors to alter domestic political structures. This article analyses the networks promoting neo-liberalisation and democratic practices in Indonesia's forestry sector as rival transnational networks. The analysis finds that the Asian economic crisis and collapse of the Suharto regime provided a political opening for alliances between the two rival networks that helped to bring down the ruling oligarchy in timber, but the power of domestic oligarchs controlling the sector remains strong. In brief, there are limits to the power of both external networks vis-à-vis domestic power relations. Given the financial resources and constraints on non-governmental organisations, they may be unable to alter the deep structures of capitalist accumulation and distribution based in Indonesia's forest resources.  相似文献

Changes in gender roles are related to larger developments in the spheres of social modernization and discipline. As Ottoman society evolved into a nation through the nineteenth century, women's roles in contemporary epic literature were reassigned to domestic life, showing them protecting the hinterland and nurturing younger generations in order to satisfy the state's growing need for manpower. Gradually, Ottoman women lost whatever autonomy they may have had over their bodies, and their status vis-à-vis the state was redefined. This article examines the female characters in modern Ottoman epic literature so as to explore the reflections in this literature of the social and political transformations that occurred during the last quarter of the nineteenth century. It aims to reveal the ways in which heroic female figures created before or at the beginning of the autocratic reign of Abdülhamid II (r. 1876–1909) changed into domestic characters as the social skeleton of the regime became apparent.  相似文献

In That Smell and Notes from Prison, Sonallah Ibrahim engages literary and feminist discourses in his political narrative against the Nasserist regime and the culture of commitment (iltizam) of the 1960s. Ibrahim's antihero is a newly released writer who is faced with the challenges of overcoming his failure to connect with women and society, and find a motivation to write. He realizes that most readers, writers and critics are not in favour of his literature of exposé, which refuses to depict or treat the ugly reality as a beautiful one. In foreshadowing the 1967 defeat and the impotence of Arabs, That Smell and Notes from Prison warns of a prolonged cultural and literary decay should political corruption override basic human and women's rights in the Arab world.  相似文献

The literature on correct and consistent voting has focused on issue‐opinions and argument‐positions when examining whether vote decisions correspond to individual political preferences. However, the question whether vote decisions align with basic political values has largely been neglected so far. This paper introduces a novel measure named value consistent voting. It finds that, in Switzerland, around 25% jettison their basic political values when deciding on proposals. Using multilevel regression analysis of survey data, this paper investigates the determinants of value consistent voting. Three theoretical approaches are tested; the sophistication, identification and ambivalence hypotheses. The results show that political sophistication and identification foster value consistent voting. Moreover, there is an interaction between education and adhering to the preferred party’s vote recommendation. This finding supports the thesis that highly educated citizens use heuristics most efficiently. However, the more ambivalent people are, the more often they vote against their basic political values.  相似文献

Norwalk, Conn.: EastBridge, 2002. xxxvii + 371 pp. Since independence from Great Britain in 1948, Burma (Myanmar) has remained one of the most strife-torn but little-researched countries in Asia. This is especially notable in military affairs. As a result, these two ground-breaking books on the Burmese armed forces by American political scientist Mary Callahan and Australian military analyst Andrew Selth fill a long-standing void in Asian studies. They are essential reading for anyone seeking to understand the complex sociopolitical problems of this deeply troubled land. In spite of the unpopularity of the armed forces implied in the titles of both books, they should also be required reading for the country's ruling officers, who have dominated Burma's political destiny for over four decades. Indeed this very scarcity of independent studies, especially those conducted in the field, symbolizes the twin lack of political space and depths of social malaise that have long existed within the country. There is nothing that is necessarily unique about Burma's postcolonial challenges of transition to a modern nation-state. What, perhaps, is more outstanding is how little these issues have been directly discussed among the leading protagonists themselves.  相似文献

Abstract

Why has an increase in personal piety among Indonesia's Muslims not translated into electoral gains for Islamic political parties? To help explain this conundrum, this article focuses on the role of Indonesia's mass Islamic social organisations, Nahdlatul Ulama (NU) and Muhammadiyah. Using a political economy lens, it argues that control over state resources and the provision of social welfare facilities have helped political parties maintain power over the years and that NU and Muhammadiyah have at times played important mediating roles in this process. Extending this analysis into Indonesia's contemporary politics, it then proposes that since 2004 in particular, the health and education facilities provided by NU and Muhammadiyah are becoming less important to ordinary people in relation to the services provided by the state. It concludes that this trend has weakened the ability of these organisations to channel public support to political parties/candidates and is one reason why Islamic parties have not been able to capitalise on increased religiosity in the social sphere.  相似文献

Jorge Sanjinés' 1960s films Revolución and Ukamau challenge the class and ethnic hierarchies of Bolivian society by casting the proletarian and indigenous masses as revolutionary liberators. The new national imaginary they evoke is tightly bound to the experimental cinematic techniques they employ, since their rejection of rationalist, realist aesthetics signals a partial undermining of the linear time of the modern nation. Ukamau both recalls and resists previous Bolivian indigenismo, which sought to co‐opt the Indian into a national mestizo consciousness. Its exoticist portrayal of the Indian ultimately limits its political effectiveness, but textual and contextual analyses show subversive Indian agency leaking through.  相似文献

This article addresses the role of natural resources in the protracted conflict between Morocco and Western Sahara. Drawing from literatures of political ecology and political science, the article argues that natural resources have been deeply implicated in the conflict over time, with resource-related developments lending legitimacy to each party in different ways. The complex political economy of resource exploitation and the associated geopolitical enjeux have led to the de facto recognition of Morocco's occupation, and the symbolic aspects of natural resources have lent the Sahrawi cause legitimacy and an important node around which allies can be mobilised. That sovereignty is contested has facilitated a discourse in a different, more powerful way than when it is not in question, particularly in the Sahrawi's capacity to invoke international law to support their case. Drawing on the cases of South Sudan and Indonesia, the article ends with a brief discussion of the potential of the region's high-value resources for peace-making activities.  相似文献

In this article Cristiana Senigaglia seeks to elucidate Hegel's conception of the coup d'état. This is necessary because Hegel did not systematically expound his view in this writings, notably it is not treated in his central work, Die Philosophie des Rechts. But a consistent view can be found in his historical and philosophical writings. The article suggests that Hegel did consider there were circumstances in which a use of force to change an existing political order, or lack of it, were justified. He cited the political chaos in early modern Italy, or the constitutional instabilities in France in his own time as examples where the forces of history justified illegal and forceful interventions, be they from above or below, or the intervention of the decisive historical individual, a Caesar or a Bonaparte. To be justified, in Hegel's view, such irregular actions must be consistent with the contemporary underlying forces driving the historical process: they must have the effect of creating a new, acceptable legal order to replace that which is overthrown; and in consequence must result in a new normalization. In order to be justified, and thus to succeed in the long term, the exceptional situation created by the coup must be temporary and limited. Hegel saw Robespierre and Bonaparte as examples where a justified coup was initiated, but then the will of the initiators became an obstacle to a new normalization.  相似文献

The article focuses on the different effects the formation of national identity had on the development of political democracy in Uruguay and Argentina. Uruguay's process of state building after the civil wars relied on political consensus regarding the rules of the game: the concept of political democracy became an integral part of Uruguay's collective identity. In Argentina, political elites after the civil wars divided on the question of national identity and the substance of political democracy. Uruguay's political identity as a partidocracia [rule by parties] is not a guarantee against authoritarianism, but the country's democratic political culture is resilient, permeating even the armed forces. In Argentina, the exclusionist character of the political process invites authoritarianism, whether of the liberal or populist‐democratic variety. This article focuses, first, on the different models of collective identity that developed after independence; second, on the distinct roles played by the two hegemonic parties in each nation ‐ the Colorados under Batlle and the Radicals under Yrigoyen; and finally, on the authoritarian periods both countries experienced in the 1930s.  相似文献

This article discusses how Greeks perceived Salvador Allende's overthrow, Pinochet's military dictatorship, and US interventionism in Chile. By the end of Greece's dictatorship (1967–1974), left-wing militants emotionally identified with the ‘Chilean tragedy’ through their own experiences of military authoritarianism. Indeed, the Greek Colonels' Junta amplified the 1973 Chilean coup's local impact. Subsequently, during the early Metapolitefsi period (1974–1981), a wide variety of Greek political, social, and cultural actors used the Chilean 1970s as a key reference in the crucial debates that ultimately redefined Greece's collective political and cultural identities.  相似文献

Upon winning the 1996 election, John Howard became the first Australian prime minister to codify his understanding of individual ministerial responsibility by publishing A Guide on Key Elements of Ministerial Responsibility. This article examines how this ministerial code of conduct was applied to significant allegations of ministerial impropriety that occurred during the 1996–2007 Howard era, and highlights the relationship between the media, the Prime Minister's response and the ultimate outcome. It finds that Howard's early rigorous application of the Guide to allegations of conflicts of interest involved political pain and instigated its decline. Howard retreated, redefined ministerial responsibility as requiring deliberate wrongdoing and raised the threshold required for a minister's dismissal. His inability to firmly apply the Guide to instances of ministerial misconduct betrays the traditional view that ministers are responsible for their own actions. The contemporary practice is that ministers do not resign for departmental failures for which they are not personally responsible, irrespective of the gravity of that wrongdoing.  相似文献
