中国社会结构转型、家庭结构功能变迁与儿童福利政策议题

本文首次从宏观社会环境、微观家庭结构功能地位变化与各式各样困境儿童形成、分类角度，从社会政策、社会福利、社会保障、社区福利、家庭福利、妇女福利与儿童福利关系的角度，从纵向历史比较与横向国际比较角度，探讨世界和中国儿童福利发展的普世性、结构性规律，目的是将儿童福利政策框架设计与儿童福利服务体系建设议题纳入国家宏观社会发展议程，为儿童少年缔造无忧无虑的生活和“生活化”、“儿童化”的儿童福利体系与政策框架，构建“中国特色”的家庭福利、妇女福利与儿童福利体系，实现构建和谐社会的最高目标。     

Pathways of Change: Organizations in Transition

This article discusses and illustrates organizational changes as initiated by ownership transition. It develops and elaborates three different pathways that organizations might follow through the process of transformation from government departments to state‐owned enterprises, and then to privately‐owned companies: the incremental, radical and reductive pathways. The research reported here is based on 11 case studies of New Zealand privatized companies. The pathway approach develops and extends existing models of transitional organizational trajectories, emphasizing the importance of antecedent conditions of organizational development, current environmental patterns and the strategic choices of the government and new owners.

<正>How to mobilize world countries to work together in addressing global climate change is now another focus of world attention.This is a major milestone in the history of human social development and progress in modern times and also a tremendous,complex and systematic project.Its success or failure depends not only on the transformation of the traditional old model of high-emission and high-growth development,which is formed in the industrialization process over a long period of time,into a new model of low-emission and high-growth development,which is adapted to the change of the times and the ecosystem.It also depends on the political will of countries around the world to jointly attach importance to and participate in tackling global climate change,and on more awareness and consensus among them to the importance and urgency to meet the challenge.Against this background,it is highly necessary to shape a multidimensional strategy for international cooperation and work out supplementary policies and practical measures.     

城市化进程中乡村社会结构变迁和文化转型--转型期温州农村社会发展考察

本文用经济学和社会学相结合的方法,系统考察城市化进程中温州乡村社会结构变迁和文化转型,认为农村城市化的过程,既是一个原有的乡村社会结构的分化过程,也是用新的城市文化和社会规范,对社会个体进行重新整合的过程.然而在乡村城市化过程中,由于分化和整合的不连续,不可避免地会产生各种矛盾和冲突.     

Income Convergence, Capability Divergence, and the Middle Income Trap: An Analysis of the Case of Chile

The adoption of a free market model in the early 1970s reinforced Chile??s specialization in natural resources, particularly in mining. At the same time, it set the stage for successful diversification within natural resources creating pockets of excellence. This resulted from a combination of foreign direct investment (FDI) spillovers, technology and knowledge transfer, adequate firm capabilities, and strategic government intervention. During the 1990s, the country witnessed solid growth and income convergence with the developed world, followed thereafter by a deteriorating performance. This reflected a growth-reducing structural change visible in the limited capacity of the natural resource industries to generate broad-based upgrading. Recent government initiatives have placed the focus on vertical industrial policy fostering innovation and knowledge. These efforts are limited by low levels of research and development (R&D) expenditure, a lack of an innovation culture in the private sector and overall low social capabilities. The stagnation of Chile at middle income levels remains a distinct possibility unless concerted efforts are undertaken to promote broad-based upgrading.     

国家与儿童：社会转型期中国儿童福利的理论框架与政策框架

儿童是家庭的瑰宝,民族的希望,国家的栋梁,社会的未来,祖国的明天,人类最宝贵的财富。儿童与国家关系既是个经典的理论议题,又是重大的现实问题和政策问题。在社会结构转型和社会现代化背景下,中国困境儿童群体和儿童福利理论、政策框架议题成为社会政策议程的优先议题,本文首次概要建构儿童福利的理论框架与政策框架,探讨理论框架与政策框架的现实意义和社会意义,为少年儿童身心健康成长指明未来发展方向。     

中苏转型期文化管理体制的教训

马克思和列宁曾严厉谴责书报检查制度;甚至在十月革命后,列宁也曾遭受书报检查之害.由国内战争转变为国内和平,实现人民的言论自由权利是可能的也是必要的."言禁"的文化思想管理体制严重阻碍文化的发展,障碍国家进步.要代表中国先进文化的前进方向,就应该逐步改革不适应时代要求的文化管理体制,而文化管理体制的改革有赖于政治体制得到合理的改革.     

对东欧、中欧和东南欧国家社会转型的考察和思索

中东欧、东南欧地处三大文明的交汇处,社会发展受制于各种文明以及承载这些文明的东西方大国.这里的国家近二十年的社会转轨从本质上说就是从东方文明向西方文明位移的过程.但是,由于受不同文明和不同大国的影响程度不同,还由于国家大小、民族宗教构成和经济发展程度不同,中东欧、东南欧国家的社会转型也更加丰富多彩.近距离地接触这些国家,可以清楚看到它们社会转轨程度的不同梯度,还可以感受到这种转型背后的影响因素.     

乡镇体制变迁的思考--"后税费时代"乡镇体制与农村政策体系重建

上世纪50年代从乡镇政权体制向人民公社体制的转变,主要是出于国家工业化从农村获取资金的需要;建国以来的乡镇政权体制的变迁是以农村的微观经济组织和其他微观社会组织的变化为基础的;目前乡镇政府已经失去为国家现代化筹集资金的功能,也不能满足农村经济和社会发展的需要,所以改革势在必行;明确新的职能,建立提供高效服务的体制,改善乡镇党委的领导,应是近期乡镇改革的方向;完善乡镇治理结构,实行金融优先的微观组织再造,理顺农村土地产权关系,完善农村现代制度体系,修改<土地承包法>,还土地权益于民,建立以土地产权收益为财政基础的村民自治,等等,是目前农村改革的几个着力点.

Do Relative Income and Income Inequality Affect Consumption&quest; Evidence from the Villages of Rural China

This article examines how a household's consumption rate is affected by its relative income and income inequality within a community. Based on the theory of social status seeking in consumption, we test hypotheses related to these factors using a unique panel data set of rural households in China observed within a few hundred villages between 2003 and 2006. We find that the household's consumption rate is negatively related to the relative income position after controlling for the absolute income, and positively related to the income inequality of the village. We confirm these with different measurements of relative position.     

社会工作介入少年司法制度之探究

中国少年司法制度的改革与完善离不开专业社会力量的参与和介入,而社会工作专业尤其是司法社会工作的快速发展为其介入少年司法制度提供了可能。然而在司法实践中人们对社会工作专业介入少年司法过程的必要性尚未形成清晰的认识。对此问题的讨论,必须从宏观上关注三个问题：一、少年司法的指导理念;二、少年司法的法律依据;三、少年司法制度构建的社会条件。然后再观察社会工作的专业属性是否与之契合并是否能够服务于中国少年司法制度的完善。同时社会工作介入少年司法的具体领域也需要进一步探讨。
