After ratification of the European Charter of Local Self‐Government in 1993, Turkey has witnessed major local government reform efforts in 2000s. The policy objectives of these reforms were granting more political, administrative and fiscal discretion to local governments along the principles of democratic decentralization and strengthening accountability linkages between citizens and local governments. We employ a diagnostic framework to analyse the impact of these reforms. Relationships between a variety of firm characteristics and perceptions of government are investigated. Then views about government are considered in connection with firms' commitment to their present location. One finding that is well supported is that taxes and regulations (at least for this sample and within this region) are a source of considerable dissatisfaction. Satisfaction with government services does not come near "offsetting" the displeasure with taxes and regulations. Larger firms are more likely to have unfavorable perceptions of government constraints, but more likely to have favorable views about government services. There is no evidence from this data that high tech firms differ significantly from other firms in their views about government. In regards to implications for business retention, the findings support the notion that state governments seeking to market their state to businesses located elsewhere might turn a greater proportion of attention to businesses currently residing in the state.  相似文献

Abstract: A new method has recently been introduced for selecting members of Victorian hospital committees of management: they are to be appointed by the Minister of Health, instead of being nominally elected by "contributors" to the hospitals. The 1977 Health Commission Act, which contains these new appointment provisions, gives the state government additional powers over the hospitals, and the power to appoint committees of management could contribute to this augmented control. The new method of selection, however, is expected to make little difference in practice to the committees. Neither the former Liberal state government, in framing the Health Commission Act, nor recent official inquiries have considered seriously the capacity of these committees as they are now constituted to maintain a high degree of hospital autonomy, despite the hospitals' heavy reliance on public funds. By leaving undisturbed these inheritors of the voluntary hospital tradition, the former Liberal government, though it has left its Labor successor with some new powers, has left it also with a potential obstacle to implementing the kinds of reforming measures recommended for the state's health services.  相似文献
