Chinese Public Diplomacy toward Europe： Goals, Progress and Challenges

As a leader of international public opinion, Europe often dictates the Western view of China. Unfortunately, Europe has long been one of the regions that hold the most unfavorable view of China. To deploy political influence, economic competitiveness, an attractive image and moral force in diplomacy, as Chinese President Hu Jintao advocates, China must heed Europeans’ perceptions and establish a stable and positive image of China in Europe through public diplomacy. Since Chinese public diplomacy has not yet achieved encouraging results in Europe, China has to review and improve its efforts.     

Great Reform of China＇s Diplomacy

With the implementation by China of the policy of reform and opening to the outside world, China＇s diplomacy has undergone a great reform of profound significance, and has made outstanding achievements. China＇s development and its diplomacy supplement, enrich and promote each other. The former provides good conditions for the latter＇s development, while the latter safeguards China＇s sovereignty and territorial integrity, creates a peaceful international environment for the country＇s cause of socialist construction with Chinese characteristics, and makes remarkable contributions to the great undertaking of reform and opening-up and the Four Modernizations.     

How Can China, the U.S. and China＇ s Neighbors Interact Positively？

New DevelopmentsBefore the 2008 financial crisis,and especially before the U.S.began its return to Asia,relations between China,the U.S.and China's neighbors in East Asia were not a major issue.However,since 2010,relations have been stirred up.Take the Cheonan incident,the shelling of Yeonpyeong Island,the Diaoyu Islands dispute between China and Japan,the Huangyan Island confrontation between China and the Philippines,and the South China Sea issue,for example.Sino-U.S.relations have grown more complex,and sovereignty disputes between China and some of its neighbors have intensified.At the same time,relations between the U.S.and most of China'sneighbors have improved.The U.S.' decision to pivot to Asia contains many objectives.     

Greater Periphery and China, the U. S. and Neighbors

Lu: The world situation tends to be relaxed generally. Big powers often interact, especially in Asia, because China is developing and Asia is developing as well. When we review peripheral and regional situa- tions, we can see it. In China's concept of diplomacy, periphery is put at the foremost position and China's periphery is in a sense the U. S. US-Viemam Security Cooperation： Development and Prospects

Given the increasingly intense Sino-American strategic dynamic in the Asia-Pacific region and Sino-Vietnamese disputes over the South China Sea, the United States and Vietnam are gradually promoting a ＂comprehensive cooperative partnership＂ driven by realistic benefits. Progress on US-Vietnam security cooperation not only affects the two countries＇ strategic military plans, but also exerts considerable influence on the overall geostrategic environment in the South China Sea region.     

China and Asia： Prospects for Common Development

Asia’s rise has caused waves in terms of both geopolitics and the global economy in the 21st Century. Its rise is also poised to heavily influence future global growth. Many scholars are talking about the eastwards migration of global power and debating who will emerge as a leading power in Asia. While the rise has caused rifts in regional cooperation mechanisms it has also created many channels for Asia’s development path. How should we look at Asia’s rise? How can we ride these changes and how can we create a win-win situation for all Asian countries? How do we ensure that Asia has a bright future? These questions merit the careful attention of academics in political and economic fields in China, Asia and the rest of the world.     

Relations between China and CEE Countries： Development,Challenges and Recommendations

In China＇s diplomacy, the term ＂Central and Eastern European countries＂ （CEE countries） refers to a geographic area. It alsocontains multi-dimensional political concepts of ideology and geopolitics. During the Cold-War era, CEE countries included all socialist countries in Europe other than the Soviet Union.     

Sino-Canadian Energy Relations： Opportunities, Challenges and Development Path

Global oil markets are increasingly jittery because of the recent political turbulence in North Africa and the Middle East,prompting China to seek more cooperation with other countries in the field of unconventional energy resources.Considering form the perspective of a hedging strategy,China should expand its cooperation with developed energy-exporting countries.China and Canada are highly complementary in the areas of energy exploration and mutual trade and this provides a broad space for their energy cooperation.However,up until now,this potential has not yet been fully explored,and there have been few substantial achievements in bilateral energy cooperation.Various reasons,including economical and political,can be attributed to this.The Chinese government and enterprises should both make efforts to overcome obstacles and make good use of all advantages to further develop energy cooperation with Canada,so as to realize greater energy politics and economic interests.     

Getting China Right： The Chinese World Order and Asia-Pacific Regional Integration

Is a rising China good for the stability and integration of the Asia-Pacific region？ The dominant point of view in the Western world is a resounding no. However, that realist point of view, based on the very different experiences of Europe, is not appropriate in the Asia-Pacific context. Area studies are a useful tool to achieve a better understanding of the Asia-Pacific situation. This paper attempts to prove that a rising China will be good for the stability and integration of the Asia-Pacific region through the lens of historical, economic and security analyses. First, history shows that once China is strong and stable, order of the Asia-Pacific region is preserved. Second, with China＇s economic cooperation with neighboring countries, especially after its entry into the World Trade Organization （WTO）, China＇s economic integration with the Asia-Pacific region has been enhanced. Third, regional security has been assured by a peaceful and strong China. Finally, the paper comes to the conclusion that a stable and strong China is beneficial for the overall stability and integration of the Asia-Pacific region.

一、对越经贸取得的成果与问题 云南省红河州与越南接壤,辖13个市、县,共154个乡(镇),413万人口,面积近3.3万平方公里,边境线长达848公里,是中国云南省对越贸易的重要地州。1989年以来,红河州与越南贸易始终保持两位数增长;1991年首次突破亿元人民币大关;1992年至1995年是红河州对越贸易大幅度上升时期,进出口总额平均每年增长40％左右。
