Editorial Policy

Contemporary International Relations （ISSN1003-3408） is published bi-monthly by China Institutes of Contemporary International Relations since 1990. The purpose of the journal is to provide to the foreign readers a comprehensive view of international politics and international relations as studied by both the researchers of CICIR and those outside. It is designed to be a platform for the foreign readers to understand the strategic thinking of the Chinese scholars on various international issues as well as the analysis made by the Chinese scholars on the Chinese government＇s foreign policies. The journal is mainly policy analysis oriented, but also covers international relation theory studies.

China''s Self-Defined Role in International System

China's Role in the World China has so far joined almost all the post-war inter-governmental organizations as well as international institutions and regimes in other forms. Moreover, according to the economic size without considering the structure of the Chinese economy (e. g. Chinese economy has heavily depended on foreign direct investment and foreign trade),China has continuously risen to the status of one of the largest economies in the world. However, China's joining the international system does not necessarily mean it has been playing its role in the world.     

Trends of Obama＇s Foreign Policy

Different views exist in the Chinese and foreign academic circles regarding the foreign policy that Obama is likely to pursue. Some scholars emphasize the continuity of American diplomacy, saying that the room for policy readjustment is limited, while others stress the transformative nature of American diplomacy, thinking that Bushism has failed and Obama will certainly abandon Bushism in some important policy areas and make a fresh start.     

China-U.S. Economic and Trade Relations： A Win-Win Partnership

Over the past three decades, China-U.S. economic and trade relations have been growing rapidly along with vigorous economic development of China in the course of its reform and opening-up. Economic exchanges and trade between the two countries virtually started from scratch, but now China and the United States have become two of the world＇s largest economies and trading partners. The two economies are more interdependent than ever before, each being the other＇s major partner： China is America＇s second largest trading partner, third largest export market, second largest source of import and largest holder of its treasury bonds; the United States is China＇s largest trading partner, largest export market and third largest outlet for foreign direct investment （FDI）.     

Whither Japan and Its Reletions with China?

Changes in Japanese politics, its domestic and foreign policies, and even its future direction since Prime Minister Junichiro Koizumi took over power, have aroused intense concern worldwide. What all this will mean for its future ties with Beijing, is similarly a hot topic among Chinese scholars. This paper is aimed at offering some of my personal views about it.

People-to-People Exchange and Building a Community with a Shared Future for Mankind

In major-country diplomacy with Chinese characteristics for the new era,people-to-people exchange,political and security cooperation,and economic cooperation are the three pillars of China’s foreign policy.With a people-centered approach as its core,people-to-people exchange focuses on equality and mutual learning and aims at achieving win-win cooperation.Promoting people-to-people exchange is vital to cement the social foundation and public support for China’s foreign relations and promote a higher level of opening-up.1 As pointed out in the 19th CPC National Congress report,in handling relations among civilizations,estrangement should be replaced with exchange,clashes with mutual learning,and superiority with coexistence.Deepening people-to-people exchange is of major theoretical and practical importance to building a community with a shared future for mankind.

Africa and the New World Order-The Role of China in Africa''s Regeneration

Sino-African relations, economic relation in particular, are developing steadily when the continent is trying to rejuvenate. During this process, China is not trying to overthrow the western order. It is more about how to reconcile China＇s scientific pragmatic foreign policy with western humanitarian interventionism. An inclusive world system will be better managed by striking a balance between Chinese pragmatism and U.S. idealism.     

The Core Problem of Chinese Diplomacy

Formerly a great empire but having suffered a long period of oppression by Western imperialists after 1840, China is very sensitive about its autonomy. Currently separated from the modern world order dominated by the West, China needs to integrate itself into this. So, the core problem of Chinese diplomacy is finding a balance between integrating China into the modern world order and maintaining its autonomy. Within this framework, I put forward a new interpretation of Chinese foreign policy since 1949.     

The Redirection of US Foreign Strategy against the Background of Globalization

American foreign strategy has had strong continuity since World War Ⅱ despite differences among successive presidents.Donald Trump's 2016 presidential campaign revealed ideas and goals for US strategy and strategy adjustment that differ significantly from those of predecessors.The decline in relative gains and rise in cost for US involvement in globalization are reasons for Trump to redirect US foreign strategy.The relative decrease of both US trade and foreign direct investment in the US,amid security threats and the identity crisis of the American people,has tremendously increased the pricetag for US involvement in globalization.     

＂Great Wall Peace Forum＂ Held at Shanhaiguan

July 29^th, the ＂Great Wall Peace Forum＂ was held at Shanhaiguan, Qinhuangdao City, China. The forum was co-sponsored by the Great Wall Society and China NGO Network for International Exchanges （CNIE）. Chinese experts and scholars from all walks of life, leaders from Qinhuangdao city and Shanhaiguan city and some foreign envoys in China attended the forum. Mr. Xu Jianguo, Vice-President of CNIE and Secretary-General of CAFIU was present at forum.     

A Brief Introduction to China Foundation for International Studies

China Foundation for International Studies （CFIS） is a national non-governmental corporate body formally establinsned in May 1999 in Beijing. Composed by Chinese senior diplomats, well-known experts and scholars on international affairs, and entrepreneurs, it functions under the guidance of the Chinese Ministry of Foreign Affairs.     

Issues Related to EU''s Foreign Policy

The European Union (EU) is widely regarded as an important international actor, and usually referred to as a big power like the U. S. , Russia, China and Japan. So naturally the foreign policy of the EU has caught attention of both officials and scholars over the world. However, the EU is also a combination of sovereign states, its foreign policy is different from others, and perhaps this is often ignored. For instance, unlike a single nation state, the EU's influence and power are different in various policy fields due to its different ways of decision-making and implementation. Also, different from the common currency, the forming of the common foreign policy of the EU doesn't mean the disappearance of respective member state's foreign policy. Only seeing or emphasizing one respect will lead to a misunderstanding of the EU. Moreover, as a unique "supranational and intergovernmental" organization in the world, the EU has too many complex institutions, names and terms. Of course, the situation is not better in the field of foreign policy, and it easily leads to confusion and misunderstanding. It is also necessary to point out that the EU is still in the process of evolvement, and in particular, as one of the major reforms of the EU in recent years, the foreign policy-making mechanism has been in the center of change and adjustment. It is no doubt that this adds to the difficulties of studying and understanding the EU's foreign policy. In a word, the author thinks it is necessary to raise some major issues related to the EU's foreign policy and delve into it in connecting with the EU's current development.

Founded in 1956, China Institute of International Studies （CIIS）, the publisher of China International Studies, is the think tank of China＇ s Ministry of Foreign Affairs. It conducts research and analysis on a wide range of foreign policy issues.

The year of 2013 was a pivotal year for understanding Chinese diplomacy over the coming five to ten years.In 2013,the Communist Party leadership dared to explore new ground and blaze new trails by taking both domestic and foreign policies into account and integrating Chinese characteristics with the necessities of the historical moment.As such,China was able with able to obtain initial results in diplomatic theory with pioneering efforts in practice,thus opening a new page in China’s foreign relations.     

Chinese Trade Unions on the Stage of People-to-people Diplomacy

Cultural Diplomacy and a Harmonious World

The cultural diplomacy of China today has entered into a period of rapid development. Yet there is still much room for improvement in promoting China＇s new diplomatic thinking. In step with China＇s growing economy and increased weight in international affairs, the Chinese government has changed its diplomatic strategy to ＂building a harmonious world.＂ To make this concept more attractive and acceptable to other countries and peoples, China should expand its soft power resources, strengthen international cultural exchanges to draw on the fine achievements of foreign cultures, enhance the influence of Chinese culture worldwide, exploit new channels for international cultural exchanges, develop its cultural industry, and improve its comprehensive power.
