As a contemporary means of political communication, those memoirs of participants that offer insights into the formulation of public policy are significant resources for researchers. This is even more so when a range of accounts can be examined together and their assertions tested against each other. The development, implementation and ultimate failure of the Poll Tax is a key element of recent British political history. While historians will eventually have access to the official record, and journalists provided daily coverage at the time, politicians' memoirs can be used by political scientists to describe and then evaluate the operation of the policy‐making process. The Poll Tax is a highly instructive example of the chaos that can result if any political system produces a policy which is under‐researched and not subjected to searching evaluation in parallel with its development. Traditional frameworks for assessing policy implementation have been developed almost exclusively in the context of market‐based, pluralist democracies. This research explores policy processes in more diverse contexts, testing the applicability of existing implementation measurement models in the socio‐political context of a post‐Soviet country. Fieldwork conducted in Ukraine examines the factors affecting implementation of the Simplified Single Tax policy and considers the impact of formal and informal institutions on policy processes and small business conditions. Results include an expanded model for assessing policy implementation in non‐pluralist conditions, an original contribution to the fields of policy, small business, and development studies. The research further contributes to the literature concerning policy transfer, policy advocacy, and tax reform in developing nations. For theoreticians, this research may inform design considerations when conducting policy research outside of a pluralist democracy. For practitioners, it may inform efforts to mitigate implementation obstacles in diverse socio‐political contexts.  相似文献

This article presents an original model of policy making by multiparty coalitions at the international level. Specifically, it analyses how domestic institutions serve parties in enforcing policy compromises onto national ministers negotiating legislation in the European Union (EU). In contrast to existing research on coalition politics, the model accounts for the benefits of not only legislative but also executive institutions and incorporates opposition parties as pivotal actors under minority governments. Ministers propose policy positions at the EU level that represent domestic coalition compromises when cabinet participation, executive coordination and parliamentary oversight of EU affairs make it cheap for coalition partners to challenge the minister's position and when ideological divisiveness increases the incentive to do so. Statistical analyses of 1,694 policy positions taken by ministers from 22 member states in the Council of the EU provide strong empirical evidence for the model. The results support the claim of executive dominance in EU policy making but also highlight that, where institutions are strong, ministers represent domestic coalition compromises rather than their own positions.  相似文献

This article takes a new approach to international regulatory cooperation by developing a concept of the depth of cooperation, jurisdictional integration. A dataset of international competition policy agreements is compiled and ranked against an ordinal index of the depth of de jure cooperation in enforcing competition policies. There has been both a deepening and broadening of de jure cooperation over time. Statistical analysis finds that common membership of the Organisation for Economic Co‐operation and Development is a strong predictor of the depth of agreements to cooperate in enforcing competition policies; that we can be confident that the depth of agreements is low when signatories' substantive competition laws are dissimilar; and that the depth of de jure cooperation is a strong predictor of whether an agreement is “intergovernmental” or “transgovernmental.” The article puts forward a new way to map and measure international regulatory cooperation, and a new variable for use in research on its causes and consequences.  相似文献

This article addresses debates on the formulation of public policy, building upon a body of literature which has focused on the interconnectedness between the venues of policy action and the way issues are defined. It does so by focusing on the strategic role of policy actors in a policy subfield and their attempts at manipulating either frames or venues in order to shape policy. The novelty here consists in pointing to the involvement of regulators in such strategic action. An emerging body of research has indeed shown that the activity of formally independent regulators is not necessarily limited to the implementation of delegated regulatory competencies and that they are increasingly engaged in policy‐making activities. Thus, by resorting to the agenda‐setting and framing literature, the article sheds light on novel pathways through which regulators intervene in policy‐making activities, making a claim that they have very good ‘tools’ at their disposal in order to shape policy. These dynamics are examined in the case of the last piece of the EU's pharmaceutical framework – the 2004 Directive on Traditional Herbal Medicines – which provoked intense debate among manufacturers of herbals, retailers, consumers, and both EU‐level and domestic‐level regulatory authorities.  相似文献

The article proposes a set of tax administration performance measures and contrasts them with measures actually used by the Chilean tax administration agency. The goals assumed for the tax administration agency (TA) are to maximize tax revenue collection and provide quality services to taxpayers. Ideal performance measures (PMs) would measure the deviation of actual outcome from a best‐practice standard, given the value of all variables affecting organisation performance that are outside management control. The key challenge is to build and calculate these best‐practice outcomes. In Chile the PM in use, for the first goal, is the ratio of actual to potential tax revenue collection. This PM does adjust revenue collection for variations in the tax structure and rate, but it fails to control other variables that affect performance such as the TA budget and per capita income. The PM in use, for the second goal, is taxpayer satisfaction measured through sample surveys. This seems the appropriate PM, as quality of taxpayer services depends directly on the TA efforts to improve them. Copyright © 2005 John Wiley & Sons, Ltd.  相似文献

Abstract

Voters typically observe macroeconomic outcomes in order to evaluate government performance. However, during crises, when the clarity of economic responsibility is poor and the economy is in recession, citizens need additional sources of information in order to form a reasoned opinion. Government policy response is one such source. This study shows on a sample of 24 European nations from 2004, 2009 and 2014 that in the post-crisis period, economic policies have emerged as one of the key predictors of vote choice, with government decisions to pursue fiscal austerity leading to significantly lower levels of incumbent support. Furthermore, the paper tests the possibility that the effect of austerity is conditioned by the clarity of responsibility. In multilevel systems, where policies are externally imposed, voters could be expected to hold incumbents less accountable for unpopular measures. The analysis, however, provides no evidence that policy effects depend on the extent to which national governments share policy responsibilities with supranational and intergovernmental institutions. Accountability for policy actions is primarily attributed at the domestic level as voters are able to identify the decisional role of national governments.  相似文献

Many concerned with how government functions consider creating competition between bureaucracies an attractive option. Others are skeptical of what impact rival agencies have when they are operating within a political context. Reflecting these discrepant viewpoints, some scholars believe that regulators will compete vigorously for resources and responsibilities; others assert that agency members will act passively as they attempt to protect their autonomy. To assess these contrasting perspectives and determine why competitive agency structures might exist, the following analysis examines one of the classic situations where agencies can serve as functional substitutes: the relationship between the United States Forest Service and the National Park Service. The results demonstrate that agencies put far more weight on autonomy than competition. The principal advantage of functional rivalry for politicians—at least where federal lands are concerned—is to expand the choice set of alternatives available to them.  相似文献

There is increasing concern about the impact of corporate power on Australian policy making. This article examines the dynamics of corporate influence by examining the battle between big business and small business over “unfair contract” laws. It explores whether big business exerted disproportionate power, and if it did whether it was structural, ideational, or instrumental power. It finds that while recent scholarship has been focused on structural and ideational sources of power, there is strong evidence of a narrowly conceived instrumental power exerting considerable influence within both of the major parties. Further, it concludes this form of instrumental power presents the most serious threat to democratic policy making.  相似文献

During a crisis, the public expects the government to handle the situation. In parliamentary democracies, these expectations are directed to the cabinet and its ministers. Cabinet ministers are expected to be highly involved in policy making under their jurisdiction and in general. During periods of politics as usual, ministers differ in their policy involvement. This paper asks whether that changes during a crisis. Based on an analysis of cabinet ministers in Israel during the first wave of the COVID19 crisis, this paper finds that ministers’ policy involvement during a crisis is relatively low. Most ministers are little involved in issues outside their jurisdiction. Ministers less central to the crisis management are also little involved in issues under their jurisdiction. Ministers central to the crisis management are highly involved in introducing decisions on issues under their jurisdiction, but not necessarily in other aspects of policy making. These findings have implications for issues of accountability and trust.  相似文献

Political science literature tends to depict the role of ideas in policy in two distinct ways: as strategic tools mobilised by agents to achieve pre‐given preferences; or as structures imposing constraints on what is considered legitimate or feasible. Discursive institutionalism seeks to combine these insights, suggesting that while actors are indeed constrained by deeply entrenched ideas, they nonetheless enjoy some autonomy in selecting and combining ideas. This article seeks to further develop this approach in two ways. First, it identifies three discursive strategies through which policy actors can selectively mobilise ideas: they may foreground one level over others; exploit ambivalence in public philosophies; or link programme ideas over time by invoking ‘policy legacies’. Second, the article elucidates the mechanisms through which such strategic selections can in turn modify existing public philosophies and programme ideas, thereby influencing policy change. These claims are examined by comparing discourse on immigration policy liberalisation in Germany and the United Kingdom between 2000 and 2008. Evidence is found of all three discursive strategies. Moreover, the article shows how, in the German case, these discursive representations led to longer‐term adjustments in underlying programme ideas and public philosophies on immigration.  相似文献

This article explores the question of why coalition partners negotiate and publish coalition agreements before entering into a cabinet and why the content of these agreements varies so widely. Some scholars suggest that coalition partners draft agreements for electoral purposes, while others suggest that coalition agreements can be used to commit to policy negotiations. Although both sides of the debate have uncovered supportive evidence, the literature remains in disagreement. This article provides new organisation of previous work on agreements and develops two alternative theoretical arguments about the crafting of coalition agreements. It is argued here that coalition partners consider both electoral and policy motivations during the drafting of agreements and that the dominance of one of these motivations is conditional on the degree of issue saliency and division between partners. Empirical support is found for the theoretical argument that coalition partners include low saliency issues in the coalition agreement on policy dimensions on which they are less divided, and that coalition partners include high saliency issues in the coalition agreement on policy dimensions on which they are more divided.  相似文献

Public involvement in environmental policy analysis and planning may be in some cases for the purpose of incorporating public values and preferences in decision making. Narrative policy analysis is put forward as a method, which is particularly useful to the practice of public involvement for maintaining a juxtaposition of views throughout the policy development and planning process. It is argued that this process may facilitate the consideration of public preferences in a decision-making process. This can be achieved through the joint development of a meta-narrative.  相似文献

Developing countries increasingly participate in transgovernmental networks of global regulatory governance, but they do so in different ways. This article aims to provide an explanation for this variation for two of the major emerging powers in the world economy, Brazil and China, in their transition toward more active players in the global competition regime. Distinguishing between bilateral and multilateral transgovernmental networks and examining the domestic factors conditioning the transition of their national competition agencies from rule-takers to rule-promoters or rule-makers through these networks, the article makes theoretical contributions to the linkage between transgovernmentalism and the regulatory state. I argue that differing political needs and the incomplete process of regulatory state formation push domestic agencies to join transgovernmental networks, with a need for greater legitimacy steering the Brazilian regulators to multilateral networks and facilitating their transition from rule-takers to rule-promoters. The Chinese agencies' primary need for expertise rather than legitimacy, by contrast, led them to pursue technical assistance and cooperation via bilateral relationships. The Chinese approach has slowed its transition from rule-taker to rule-promoter where its norms and practices are aligned with the established powers. Such approach will further impede its transition into a global rule-maker in areas of competition law and policy where China's preferences diverge.  相似文献

There is a joint development towards Europeanisation of public policies and an increasing visibility and politicisation of European issues in EU member states. In this context, the degree of fit between individuals’ policy preferences and European norms could be expected to influence support for the EU: this support might increase when Europeanisation makes the desired policies more likely, and decrease when it hinders these policies. Multilevel analyses of the 2014 wave of the European Election Study confirms the existence of such instrumental support for the EU. The findings demonstrate that this support is shaped by policy preferences on state intervention, immigration, moral issues and environmental protection. The results also show that the impact of these policy preferences is modulated by the level of integration of the designated policy, by the weight of the policy issue in the country and, in some cases, by the level of individual political knowledge.  相似文献

The case study is based upon documentary sources and oral accounts of the role that trees might play in high country land use. Criticized for its generally positivist and technocratic orientation, the literature of public policy analysis has begun to generate proposals that would create a convergence between the field and the wider movement for a post-positivist restructuring of social inquiry. Ironically, critics have often focused on policy science as the epitomy of positivism and technocracy, giving little attention to the actual position of the figure responsible for the term - Harold D. Lasswell. Centering on Lasswell's key concept of contextual orientation, this article argues that, despite positivist influences, he developed an approach to inquiry and a proposal for a policy science profession which together clearly transcend positivism and technocracy- which, indeed, anticipate recent post-positivist proposals. Implications for policy analysis of a project of contextual orientation are also considered, along with problems in Lasswell's focus on professionalization.  相似文献

When rapid economic growth catapults a country within a few years from the margins of the global economy to middle power status, does global regulatory governance need to brace for a challenge to the status quo? To answer this question, we extend the power transition theory of global economic governance to middle powers: A rising middle power should be expected to challenge the international regulatory status quo only if increasing issue-specific strength of its regulatory state coincides with preferences that diverge from the preferences of the established powers, which are enshrined in the status quo. We examine this argument empirically, focusing on South Korea in the realm of competition law and policy. We find that South Korea, a non-participant in the international competition regime until the 1980s, developed in the 1990s substantial regulatory capacity and capability and thus “spoiler potential.” At the same time, however, its policy preferences converged upon the norms and practices established by the United States and the European Union, albeit with some distinct elements. Under these conditions, we expect a transition from rule-taker to rule-promoter. We find that South Korea has indeed in recent years begun to actively promote well-established competition law and policy norms and practices – supplemented by its distinct elements – through technical assistance programs, as well as various bilateral channels and multilateral institutions. The findings suggest that the power transition theory of global economic governance is usefully applicable to middle powers, too.  相似文献

In policy analysis, studies on policy termination are rare. This article offers such a study. It presents the story of how, despite attempts by the government to terminate it, Dutch nature policy on ecological corridors continued to be implemented by regional governments and in the field. A case analysis is presented that integrates theories and insights not only from the termination literature but also from the literature on implementation. The different factors identified in the literature that enable or constrain implementation and termination have served as a basis for developing possible explanations of the case study. They cannot, however, serve as generic theories with predictive power. Policy termination as well as policy implementation are highly contextual processes and the question which factors will enable or constrain policy termination and implementation can only be answered on a case by case basis.
