The political effects of the Great Recession on southern Europe were substantial. The rapid economic deterioration of Portugal, Italy, Greece and Spain from 2008 onwards was accompanied by an increase in citizens’ dissatisfaction towards national political institutions. The sources of political mistrust in the southern periphery were of a political and economic nature. Using quantitative data from EU member states from 2000 to 2015, this paper evaluates the suitability of competing theories in explaining this shift in political attitudes in southern European countries. It first hypothesizes that political mistrust is explained by citizens’ rationalist evaluations of changing macroeconomic performance. It also hypothesizes that political mistrust changes according to institutional performance. The paper argues that economic crises act as an external shock that places politics, politicians and institutions in the spotlight as a result of citizens’ deteriorating performance of the economy. The findings suggest that unemployment, public debt and political corruption are key variables in understanding short-term changes in political mistrust.  相似文献

Democracy affords citizens the ability to influence policy through participation in elections and through direct political action. Though previous scholarship evaluates the impact each strategy has on outcomes, little if any work exists that examines how one strategy, direct action, affects success in the other, elections. This study analyzes the relationship between land occupations and the electoral success of the Workers' Party in Brazil between 1996 and 2006. It finds that the relationship varies in presidential and mayoral elections depending on income inequality and incumbency. Once the PT captures the presidential office in 2002, these effects disappear, suggesting that the effect of political protest also depends on who is in office.  相似文献

In 2008 the Spanish economy sank into recession, returning to growth in 2014. This paper explores the policies that were pursued by two successive governments to escape the recession. It comments on one of the most contentious strategies, that of austerity, and underlines the constraints on policy imposed by membership of the European Monetary Union (EMU) and a decentralised state. The Great Recession and accompanying austerity policy were associated with huge social and economic costs. Policy targets on the debt and deficit were not met. This experience, together with the broader sluggish growth in Europe and the political consequences associated with austerity, pointed to the need for a new policy mix.  相似文献

This article summarizes a discussion by a panel of leading experts on Soviet energy analyzing the consequences of the accident at the Chernobyl' nuclear plant in the Ukraine on April 26, 1986.

The near-term economic costs associated with clean-up, relocation, and compensating for losses to electricity supplies are significant but manageable. The longer-term effects will focus on likely modifications in Soviet strategies for the nuclear industry, which may shift emphasis back towards conventional fuels and conservation.

The political consequences were managed fairly well by the leadership. Consistent with Secretary Gorbachev's policy of glasnost' (openness) more information has been available on this event than was the case in previous analogous situations. PRD politicians and officials widely use clientelism to structure their relationships with citizens. This is due not only to the entrenchment of clientelism in Mexican politics or to high rates of poverty and inequality, but also to the limited institutionalization of democratic rules inside the party. The last stems largely from the party's electoral strategy in its formative years, and has resulted in uncontrolled factional battles that play out through clientelism. The Brazilian PT faced external and internal conditions quite similar to those of the PRD, but its early focus on organization building and policy change allowed it to avoid clientelism to a greater degree. This analysis problematizes the trend of using minimalist definitions that assume clientelism to be nondemocratic because these approaches result in conceptual stretching and decreased explanatory power.  相似文献

Tackling redistributive expansion in developing countries, this paper explores broader political consequences of social assistance programmes. Drawing from the Turkish case, where social welfare expanded since the 2000s, it examines attitudes of social assistance beneficiaries towards transition to presidentialism, which was approved in a referendum in 2017, and took effect in 2018. Using the results of an original survey, it indicates that social assistance benefits played a significant role in increasing support for presidentialism, by garnering votes from opposition voters, especially those with high-risk perceptions, in return for benefits. Given the character of Turkish presidentialism, devoid of vital checks and balances, the findings reveal that incumbents can mobilise support by using redistributive instruments in the context of democratic backsliding.  相似文献

This article tests the effects of a new electoral system in Hungary that was introduced by the governing FIDESZ party in 2011. We are especially concerned with the shape of single-member district (SMD) level electoral competition following a significant transformation that tends to be viewed as serving FIDESZ's goal of preserving its constitutional majority. The results show not only transformation of Hungarian electoral politics between 2010 and 2018 elections but also the fact that the return of bipolarization is far from reality in Hungarian electoral politics. On one hand, the reform resulted in an increased number of districts with clear dominance of the two strongest parties nationally, but on the other hand, this trend was connected to asymmetrical bipartism, with clear advantage of the FIDESZ. Furthermore, there was a persistently high number of SMDs where the competition took place between the FIDESZ and one of the third-place parties.  相似文献

Southern European welfare states are under stress. On the one hand, the recession has been causing unemployment to rise and incomes to fall. On the other hand, austerity has affected the capacity of welfare states to protect those affected. This paper assesses the distributional implications of the crisis in Greece, Spain, Italy and Portugal from 2009 to 2013. Using a microsimulation model, we disentangle the first-order effects of tax–benefit policies from the broader effects of the crisis, and estimate how its burden has been shared across income groups. We conclude by discussing the methodological pitfalls and policy implications of our research.  相似文献

How does national crisis management affect the electoral fortunes of coalition governments? Drawing on micro-level data from just before the 2009 federal elections in Germany, this article investigates how voters' evaluation of specific policies against the global financial crisis affected approval of and voting intentions for the then-governing grand coalition. We find that voters in favour of the two most prominent anti-crisis policies, the car-scrap bonus and the public guarantee for banks, were more likely to approve of and to vote for the two incumbent parties. These evaluations of specific policies influenced individuals' vote choice in addition to their assessments of the economic situation more generally and in addition to party identification. This suggests that even in the greatest economic turmoil with blurred political responsibilities, government parties can win or lose voters through the implementation of specific economic policies.  相似文献

Uruguay, defining itself as the “Switzerland of Latin America”, took the Swiss model (collegial executives and direct democracy) as an example when building its own political institutions. Despite the similarities of these institutions, the results were quite different due to the different context. The comparison between the institutions in these two isolated countries highlights the ways in which the same institutions may produce different results and evolve in distinctive ways. This is important to recognize as foreign models and experiences continue to inspire policies. Contrary to common arguments presented in the literature, even in such a “most likely case”, institutions cannot simply be copied. Institutional effects are context‐dependent and we need to pay attention to this interaction. This article provides new evidence showing that universalist institutional arguments can be misleading.  相似文献

This paper argues that although our understanding of politics in colonial New South Wales in the period after 1856 has increased in recent times there is little appreciation of the political rhetoric employed to justify those politics. It contends that the key to understanding that rhetoric is an appreciation that politics was not understood in terms of institutional design but focused rather on the quality of political leaders. In particular, as exemplified by the case of Henry Parkes, it involved being British and being able to work British institutions. This emphasis on personal politics, rather than institutional matters such as the creation of checks and balances, helped to shape the nature of democratic institutions in Australia. In particular it encouraged a form of democracy that concentrated power. The refusal of members of the Legislative Council to oppose the Influx of Chinese Restriction Bill is an early indication of the consequences of that form of democracy.  相似文献

This article traces the expansion (and contraction) of the Aboriginal and Torres Strait Islander franchise for Commonwealth, state and territory elections, and to a lesser extent local government elections; it outlines the arguments made for (and against) Aboriginal enfranchisement; and it examines alternative accounts of what drove the expansion (and contraction) of the vote. It pulls together data on Aboriginal enrolment, political awareness and party support, particularly in the Northern Territory. And it examines divergent views about the consequences of Aborigines having the vote: claims that the franchise is an empty formality; claims that it has allowed Aborigines to be manipulated; and claims that it has generated benefits — symbolic, expressive and instrumental.  相似文献
