信息化时代的来临使得我国国家安全从内涵到外延都发生了巨大变化,各种可以预见和难以预见的风险因素明显增多,这增加了国家安全工作的难度,集中表现为对形势把握、结果预测以及方案备选的不确定性增加。大数据技术在信息收集、储存和信息分析方面的优势有助于减少这一过程中的不确定性。本文首先分析了总体国家安全的新形势下暴力恐怖主义等新增风险的不确定性及其表现,然后,通过对大数据技术相关优势的探究,认为大数据技术在缓解我国反恐决策中的不确定性存在巨大潜力,并认为,新颁布的《反恐怖主义法》为大数据技术作为管理工具在国家安全领域应用以及这一过程中存在巨大挑战和限制奠定了重要的制度框架。
