Transnational collaboration between regulatory agencies has proliferated rapidly within the last three decades. However, given that information regarding the motives, trustworthiness, and capabilities of potential partners is typically imperfect, decisions about with whom to collaborate are inevitably characterized by a degree of uncertainty. To better capture these dynamics, this article uses a network analytical perspective and hypothesizes that agencies are more likely to form agreements with agencies to whom they are already indirectly connected (transitivity), that are highly connected (preferential attachment), or with whom they share tie-characteristics (assortativity). To test these hypotheses, a stochastic actor-oriented model is used to analyze an original, self-coded data set in which bilateral information exchange agreements between national securities agencies (n = 143) are mapped out over a 18-year period. The results show that the formation of agreements between regulatory agencies is driven by (i) the number of shared partners (i.e. triadic closure); and (ii) similarity regarding agency characteristics (i.e. homophily). 相似文献

After decades of military rule, internal conflict, and international isolation, Myanmar has embarked on a course of institution building. In light of Myanmar's low rating on the World Bank's Worldwide Governance Indicators (World Bank Group), the nation faces an enormous challenge in developing public institutions that meet its needs and expectations. This challenge includes development of institutional capacity that will allow Myanmar to participate in international economic affairs. A step in this direction involves the creation of a securities exchange market mechanism. The current study considers the establishment of the Securities and Exchange Commission of Myanmar (SECM) to support securities regulation. It applies a novel organization level of analysis strategy that considers SECM as a ‘pocket of effectiveness’ (POE) in the context of a low-performing public institutional setting in terms of the good governance criteria of responsiveness, accountability, and transparency (RAT). While the study finds evidence of progress in building Myanmar's securities regulation, it also finds limits in RAT development that challenges the SECM's potential designation as a ‘POE’. Based on feedback from proximate stakeholders in the daily work of the SECM, recommendations are offered for revised policies and practices in order to resolve them. 相似文献

AbstractThe practices of high-frequency trading (HFT) are dependent on automated financial markets, especially those produced by securities exchanges electronically interconnected with competing exchanges. How did this infrastructural and organizational state of affairs come to be? Employing the conceptual distinction between fixed-role and switch-role markets, we analyse the discourse surrounding the design and eventual approval of the Securities and Exchange Commission’s Regulation of Exchanges and Alternative Trading Systems (Reg ATS). We find that the disruption of the exchange industry at the hands of automated markets was produced through an interweaving of both technological and political change. This processual redefinition of the ‘exchange’, in addition, may provide a suggestive precedent for understanding contemporary regulatory crises generated by other digital marketplace platforms. 相似文献

Community‐based organisations (CBOs) play a key role in Malawi's multi‐sector programme for responding to the HIV/AIDS pandemic. In this programme they are funded in a demand‐driven manner—which means that only those areas that apply for funds to CBO services are blessed with programme benefits. This paper argues that this funding mechanism is not conducive to either distributing CBO services to areas most in need or enhancing downward accountability. Because areas most in need of services generally also lacked the capacity to attract project funding, the programme did not reach them. Instead, it tended to reach those areas with the greatest capacity to attract funding, though not necessarily the greatest need for it. Furthermore, those CBOs that were funded were unable to facilitate collective action in their communities because of elite capture of decision making. The programme, however, was relatively responsive to the communities' thematic demands. Thus, all in all, the elites were relatively more successful in representing the communities' wishes than in caring for all geographical areas in their constituencies. 近年来,一些典型腐败大案要案中,"裸官"腐败的现象较为严重。"裸官"腐败的黑洞,不在"裸",而在"逃"。"裸官"腐败的生成主要源自理想信念缺失,监管制度存在漏洞,"裸官"出逃的高收益、低成本等多因素的驱动。因此,有效治理"裸官"腐败现象,要在强化制度反腐的同时,更加注重制度防腐。一是注重制度建设,不断提高"裸官"腐败的预见性;二是加强监管,大力提升"裸官"腐败的防范性;三是协作联动,全面强化"裸官"腐败的控制性。 相似文献

This article analyzes the genesis of certificates of participation (COP) in the municipal securities market. We document the trend in the use of COPs and illustrate problems in the market through case studies of the Richmond Unified School District default and the Brevard County referendum crisis.
