This article is about the place of lobbying by the Catholic Church in contemporary Australian federal politics. It builds on some previous attention by political scientists to Catholic political campaigning (eg, Hogan 1978, 1993 ; see also Byrnes 1993 ), but it is more comprehensive. Discussion of such lobbying uses various terminology and, like much lobbying, it can be viewed in a normative sense either favourably or unfavourably, as democratic or undemocratic. During the parliamentary debate in December 1996 on the anti‐euthanasia private members bill introduced by Kevin Andrews, for instance, Nick Dondas (Country Liberal, Northern Territory) alleged that ‘the debate has been driven by the Catholic community of this country’. To which his Catholic colleague Tony Abbott (Liberal, New South Wales), alleging that Dondas had blamed the bill on the ‘Catholic lobby’, responded that ‘those comments were beneath him’. 1  相似文献

Northern Ireland is a bicommunal society in which Protestantsare numerically dominant; Roman Catholics constitute virtuallyall of the remaining population. On the island as a whole, Protestantsare heavily outnumbered; the Republic of Ireland (the "South")has a population that is about 96 percent Catholic. Social segregationof the two northern communities is relatively distinct, andthere is little crosscutting between groups that might lessenbicommunal conflict. A reciprocal relationship exists betweenthe social system and political structures. Northern Irish politicalinstitutions followed the Westminster model, which facilitatedthe political exclusion of Catholics and impeded social as wellas political integration. The bicommunal social structure hasimpeded the development of more accommodating political structures.Geographic issues and external linkages compound the politicalproblem. Northern Irish politics can be viewed as a "dual dyad"in which the United Kingdom and the Republic of Ireland arecritical components. Psychological dimensions of Northern Irishbicommunalism further exacerbate the conflict.  相似文献

This article examines the conditions that appear to have influenced political preferences of Poles during the presidential election in November 1990. The first section offers a short introduction to the political and economic situation of Poland after the rise to power of Solidarity. A short presentation of the main candidates, Walesa, Mazowiecki and Tyminski, and their political profiles is also provided here. Then results from a survey conducted one week before the first round of the presidential elections are presented and discussed. It is concluded that there were some systematic differences in socio-economic status and values of the supporters of the main candidates. Specific features of Mazowiecki's electorate were: high social position, high level of education and high income. Typical values for this group were political and economic liberalism. Characteristic of Walesa's electorate were a low level of education, higher age, and an occupation as a small businessman. Conservative Catholic morality, anti-Semitism and pro-market attitudes were overrepresented among Walesa's supporters. Tyminski's supporters, finally, were disproportionately working class and young persons. His electorate was anti-liberal in both the political and the economic meaning of the word. His supporters were often opponents of traditional Catholic morality.  相似文献

This article examines the religious beliefs underlying the political ideology of Ulster's fundamentalist politician, Ian Paisley. Paisley claims to follow the Reformation tradition in both his theology and political beliefs, and cannot be understood without reference to this tradition. Adopting an apocalyptic world view from Reformation Protestants such as Knox, Paisley views the Roman Catholic Church as the Harlot of Babylon condemned in Revelation, and this belief underlies his anti-Catholicism. This world view shapes Paisley's understanding of politics because he follows Knox in believing that the political community has a covenantal relationship to God requiring complete repudiation of Roman Catholic 'idolatry'. Paisley invokes the Scottish covenanting tradition as a model for Protestant political activity in Ulster, advocating resistance against any attempt to show political favour to the Roman Catholic Church.  相似文献

Historically, the city has been the natural habitat for innovations in political and religious ideas and the locus of politico-religious organization and associations. But the proximity to the centers of military power and of religious orthodoxy have rendered the social movements based on these ideas ineffective. The movements which led to political transformations come from marginal settlements and tribal organizations. Ideas and actions relating to location and habitat are examined briefly. Moving on to the modern period it isnoted that almost without exception Islamic political ideas related implicitly to an urban setting. In particular, we examine some of the political ideas of Sayyid Qutb which have been influential among more recent radical Islamic groups in Egypt. These relate to theformation of an Islamic vanguard, separating itself from the prevalent jahiliyya (state of error and ignorance) and, following the example of the early Muslims, fortified with faith, wage a jihad (holy war) to conquer this jahiliyya. Some implications of these ideas for urban social relations and for location and space are examined.  相似文献

We examine the recent debates about governance, focusing particularly on the World Bank and identify certain factors which have in recent years moved the Bank's thinking beyond narrowly economic notions of development. Our account is tentative and we suggest further avenues of research. We try to connect the Bank's thinking systematically with key features of liberal discourse and suggest that thiscan do much to illuminate practice. We illustrate this with a discussion of the growing relationship between the Bank and NGOs, to contribute to forms of analysis which go beyond the ideas vs. interests polarities that still inform so much of contemporary social and political theory.  相似文献

Many observers suggest that white evangelical Protestant churches serve to mobilize their members into politics, while others argue that they encourage withdrawal from political life. This paper reconciles these two claims. I hypothesize that the time members of evangelical Protestant denominations spend in service to their church comes at the expense of participation in the wider community, contrary to the way mainline Protestant and Catholic churches foster civic activity among their members. However, I further hypothesize that the tight social networks formed through this intensive church activity can at times facilitate rapid and intense political mobilization. Data from the Citizen Participation Study supports the first hypothesis, while applying King's method of ecological inference to two elections in Alabama supports the second.  相似文献

Nineteenth-century America witnessed two major waves of populist mobilization. The first started in late 1840 in response to the massive influx of immigrants, predominantly from Catholic Ireland. The second occurred in the 1880s and 1890s, provoked by large-scale structural changes affecting rural America. Both movements promoted a far-reaching social and political reform agenda, which they believed would restore the country to its foundational roots: evangelical Protestantism directed primarily against the Catholic “invasion” in the first case, Jeffersonian republicanism directed against the collusion of money and politics in the second. Although both movements failed to realize their goals, they had a profound and lasting impact on the evolution of American identity. Nineteenth-century American populism thus offers a useful model for understanding present-day populist mobilization in Western Europe.  相似文献

This article engages with the thought of Augusto Del Noce (1910–1989), the most important Italian Catholic philosopher and political thinker of the 20th century. The focus is on how Del Noce came to elaborate a Catholic ‘modernity,’ bridging a positive encounter between Catholicism, democracy and freedom. This philosophical project had a considerable impact on modern Italian culture and politics. At the theoretical level, the argument is embedded within the larger aim of recognizing attempts within Catholic philosophy to articulate an Italian political trajectory that does not simply accept the tale of a singular path to modernity based on the Enlightenment model but instead tries to articulate an alternative vision of the modern, grounded within a transcendental perspective.  相似文献

Abstract

This paper examines the relevance of Boltanski and Thévenot's newly translated book, On justification, to the analysis of political ideas and political action. While situating the work of the authors within its initial intellectual context, namely the ‘economics of conventions’, it shows that one of the key contributions of the ‘sociology of justification’ lies in the answers it brings to two fundamental, as yet unresolved, questions in political science and political sociology: first, how is it possible to identify those ideas which are politically relevant? Second, how is it possible to capture the dynamics of public ideas? After outlining the sources of the quandaries faced within political science and political sociology as regards these two questions, the conceptual framework of Boltanski and Thévenot is presented and explained, and research perspectives suggested. This article argues that On justification provides a highly engaging, stimulating and empirically useful contribution to current debates in social and political theory around the dynamics of political arguments and ideas.  相似文献

The Africans     
A virtual consensus exists that Catholics fare worse than Protestants in the N. Ireland labour market. The political implications of this imbalance have been extensive since the present bloody conflict has its origins in a civil rights campaign that demanded an end to Catholic economic and social disadvantage. A range of contrasting studies has attempted to explain the cause of unequal performance between Catholies and and Protestants in employment. This paper surveys the robustness of these investigations which are categorized under: (1) political explanations; (2) quasi-human capital studies; and (3) econometric and statistical assessments. It is suggested that each category has some merits, but none on its own is convincing. The paper concludes that we should adopt an eclectic apparoach to explaining the better employment position of protestants.  相似文献

To listen to the critics, one would think that the nation's social welfare programs were an abject failure–ungovernable, unaffordable, and undesirable. But though widely believed by Americans of every political persuasion, the perception of failure is false. As the authors demonstrate, America today has all the institutions of a mature welfare state, while still regarding "welfare statism" with deep suspicion. The authors seek to explain this paradox and to set the record straight about the actual workings and accomplishments of the nation's welfare programs – social security, public assistance, and medical care –and it shows that the gloom and doom that surround so much public discussion in this area stems from simple, attractive–and false–ideas about what these programs are and how they work. Above all, they argue that American social welfare policy has been shaped by certain enduring commitments which most Americans believe in whether they realize it or not.  相似文献

Focusing on the relationship between education and tolerance toward ethnic out-groups in the Danish public, this analysis presents evidence in support of the argument that an important mechanism behind the positive impact of education on tolerance is cognitive constraint: Academic education promotes the ability to connect ideas, and minds equipped with this ability will tend to generalize the norms of the prevailing democratic culture to include ethnic relations. This tendency is particularly apparent when political orientations of the liberal left are added to common democratic norms. The constrained mind that holds left-leaning political beliefs is compelled to express ethnic tolerance. On the other hand, constrained minds permit themselves to be intolerant only when subscribing to right-wing political ideas explicitly at variance with liberal democratic ideals. Interestingly, cognitive constraint is high also in the minority among people lacking in academic education that scores high on tolerance. Compared to their less tolerant peers, the members of this minority are much more likely to be involved in political organizations, for the most part at the ideological left. This indicates that in Denmark such organizations serve a function that in terms of fostering ability to connect ideas is equivalent to the function of academic institutions.  相似文献

The federal government has, relative to other areas of social welfare program activity, been especially slow in the development of employment and training policy. The reasons for this can be found in terms of an understanding of the most basic American political and economic ideas. The history of federal initiatives in employment and training policy is traced briefly and the impact of certain American political ideas on this pattern of development is analyzed. Particular attention is given to the issues of coordinating of employment and training programs and the increased role of the state and private sector in designing and managing such programs. It is suggested that in light of certain historic American political patterns, there might be costs to moving in commonly sought after ways that are not readily evident.  相似文献

The article reviews ‘ideational’ analysis and theory in political science. It argues that this is an important area of research limited by lack of a clear sense of what ideas in politics are and of how to analyse them as directly as possible. It is argued that political science should learn from the ‘rhetorical turn’ in various areas of the social sciences, developing ways, appropriate to political science, of analysing the language, rhetoric and argumentation of political and policy discourse in its governmental contexts. Such an approach rests on a strong sense of the dynamic, contested and creative nature of political activity.  相似文献

The dominance of the Roman Catholic Church in Ireland has been challenged by rapid socioeconomic change. To counter emerging secularist trends, anti-abortion activists pressurized the political parties to agree to hold a referendum for a constitutional amendment to ban abortion. Opposition to the referendum, and party divisions, led to the active involvement by the Catholic Church and the hierarchy in the campaign. Although the amendment was passed, the intervention of the Church has not been beneficial to it as an institution. This is the first time since the establishment of the Irish state that a significant cleavage has emerged around a religious issue. The referendum reflected a change in Irish politics—new divisions had emerged, based on age, class, religion and place of residence. This change is now having an impact on the political parties.  相似文献

Political trust has in previous studies mainly been associated, either positively or negatively with a set of political variables, such as subjective knowledge of and interest in political issues, political efficacy, national pride, post-materialist values and corruption permissiveness. More recently, it has been debated whether or not indicators of social capital also have an impact on political trust. It has been argued that social capital helps to sustain civic virtues and that lack of it will create democratic problems like political dissatisfaction and declining political participation. While trends in social capital seem stable and high at the aggregate level in Finland, the level of political trust has varied to a much larger degree. In this article, indicators of social capital, political variables and social background variables are set against the Finns' trust in politicians and the parliament as well as their satisfaction with democracy. The analysis shows that social capital, as defined by a set of variables comprised of interpersonal trust and voluntary organisational activism, does not, en bloc, prove to be a powerful predictor of political trust. However, when the social capital items are examined as single factors, interpersonal trust seems to have strong impact on all levels of political trust, while the influence of voluntary organisational activity is less evident.  相似文献

This article examines the attitudes of Spanish adolescents towards Gypsies, the most discriminated group in Spain, by looking at two distinct attitudinal components: the first, the cognitive component, was studied by measuring a willingness to extend twelve rights to Gypsies; the second, the affective component, by assessing a liking for this group. The research demonstrated that the adolescents' willingness to extend rights to Gypsies was greater than their liking for them. Furthermore, the adolescents were more willing to extend social rights than political ones. Older adolescents, females, those with higher self-esteem, greater political experience, a more resolute endorsement of democratic norms and a stronger identification with a group of friends presented more positive attitudes towards Gypsies. On the other hand, adolescents who were more supportive of violent groups, more strongly identified with the Catholic Church, other religious groups or a soccer team showed more negative attitudes towards Gypsies.  相似文献

Abstract: Although a familiar figure in the history of ideas, Malthus has been trivialized, misunderstood and ignored, particularly as a political thinker. Yet his most famous work, the Essay on Population , was conceived and gained recognition as a contribution to a passionate political debate. His major feat—the powerful introduction of an ecological viewpoint into political and social theory—was later over-shadowed by the theory of evolution and the eventual decline of biologically oriented ideology. With the current resurgence of biology as a basis for social science and political ideology his work has a new relevance. In its content and development Malthus's thought is both rich and complex, while his argument provides a useful eighteenth-century parallel to the modern'ecological'debate. The'dismal parson'deserves resurrection as a major figure in the history of political theory.  相似文献
