The Conceptual History of Social Justice

Social justice is a crucial ideal in contemporary political thought. Yet the concept of social justice is a recent addition to our political vocabulary, and comparatively little is known about its introduction into political debate or its early theoretical trajectory. Some important research has begun to address this issue, adding a valuable historical perspective to present-day controversies about the concept. This article uses this literature to examine two questions. First, how does the modern idea of social justice differ from previous conceptualisations of justice? Second, why and when did social justice first emerge into political discourse?

社会不公并不是处于转型期的社会主义国家独有的现象,西方发达国家同样也面临着不少与社会公正有关的难题。尽管社会主义国家在转型过程中出现的社会不公现象,无论是在实质上还是在形式上,都不同于西方发达国家,但从西方的经验中,我们不难发现一些有益的启示。     

Evaluation and Social Impact Measurement Amongst Small to Medium Social Enterprises: Process,Purpose and Value

In recent years, the imperative to communicate organisational impacts to a variety of stakeholders has gained increasing importance within all sectors. Despite growing external demands for evaluation and social impact measurement, there has been limited critically informed analysis about the presumed importance of these activities to organisational success and the practical challenges faced by organisations in undertaking such assessment. In this paper, we present the findings from an action research study of five Australian small to medium social enterprises’ practices and use of evaluation and social impact analysis. Our findings have implications for social enterprise operators, policy makers and social investors regarding when, why and at what level these activities contribute to organisational performance and the fulfilment of mission.

性别平等是社会公正的重要内容和基本要求.新中国成立以来特别是改革开放30年来,随着经济发展和社会进步,我国在促进男女性别平等和妇女发展方面卓有成效.但不容讳言,还存在许多深层次矛盾和问题.为此,需要政府、社会和妇女自身三个层面共同努力,齐抓共管、相互协调,有效促进性别平等和妇女发展,实现社会公正.     

Race,Medicine, and Social Justice: Pharmacogenetics,Diversity, and the Case of BiDil

In this article, I probe an example of high‐technology medicine as a case study in the problems of the regulation of advancing technology. Specifically, I address the implications of pharmacogenomics—an emerging form of population‐based health care intervention—for public policies designed to eliminate racial disparities in health. Using the case of BiDil, a historical precursor to pharmacogenetic technology, I offer a framework for further studies of high‐technology medicine in which policy analysis is part of a social review based on the justice standard of ex ante mutual advantage. It is the contention in this article that the most just and reasonable deployment of pharmacogenomics is as a compensatory tool to alleviate health disparities.

公共政策对于社会公正的实现具有重要意义，这种意义首先发生于体制层面。在界定公共政策体制内涵的基础上，通过实现社会公正的责任体系找到公共政策体制与社会公正之间的关联逻辑，并从公共政策体制构成出发分析二者关联的具体内容，同时从宏观上考虑到公共政策在实现社会公正中所遭遇的悖论，提出：体制性思考是解决悖论的钥匙，良好的公共政策体制有利于实现社会公正。     

马克思主义公正观及其对实现社会公正的启示

我国社会主义核心价值观的确立离不开马克思主义公正观的指引。因此,正确地解读马克思主义公正观对于我国构建公平正义的和谐社会具有十分重要的指导意义。目前,我国正处在新的历史阶段,解决社会领域涌现出的不公正问题,实现社会公平正义是新时期全面建成小康社会的关键。因此,必须深入研究马克思主义公正观,促进经济持续稳定发展,全面深化政治改革,构建完备的社会管理体制,推动树立社会主义核心价值观。     

公共行政中的社会正义

在公共行政中强调社会正义是当今国际社会的一个重要话语,由于中国近现代以前的政府行政过程中社会正义的色彩甚为淡漠,因此,具有普适性的社会正义观念对于中国公共行政具有深刻的现实意义.目前,社会正义在中国公共行政中难以通过制度性的规定体现在公共政策之中,其原因在于公共行政中的党政不分.在法制不完善的情况下,党政主要负责人个人的意愿很容易替代公众的愿望.此外,政府通常是依据"红头文件"来实施公共行政,在缺少不同意见时,如何体现社会正义是中国公共行政实施过程中需要认真考虑的问题.     

Transitional Justice and the Reform of History Education

Where does history education fit into transitional justice andhow can it contribute to the goals of transitional justice?The contemporary understanding of transitional justice has broadenedto encompass more than just prosecutions, reparations, preventingimpunity, and building rule of law. Transitional justice goalsnow extend to truth telling, restoring the dignity and preservingthe memory of victims, building peace, creating respect forhuman rights and democracy, and to reconciliation. Tools forachieving these goals now include truth commissions and commemorations.But this list has not until now included how the historicalnarrative of the group(s) involved in conflict must change asa part of transition; and education, while often invoked whenthe topic of ‘never again’ is raised, has been largelyabsent from the transitional justice discourse. Neither thelarger education system nor the teaching of history –both what is taught and how – has been considered by theinstitutions transitional justice has aimed to reform. Thisarticle considers why history education matters, what conditionscomplicate its reform and what recommendations can begin tobe offered with regard to the relationship between history educationand transitional justice.

社会公正:政治认同的制度性资源

在现代社会,政治认同是政权稳定的基础.要提高民众对政治系统的认同度,需要整合政治认同资源.政治认同资源主要由意识性、制度性和功绩性资源组成,其中,社会公正作为制度性资源对保持政权的持久延续具有决定性意义.因此,执政者要想长久地获得民众的政治认同,保持政权持久延续,必须以政治认同为尺度,在政治、经济、法制及教育制度建设中体现社会公正.     

中国传统的社群正义观念:主要特征与社会根源

民众正义观念是普通民众内心中所持有的、用来衡量社会资源的分配状况是否合理的"标尺"。如果以社会成员结合形式的不同为划分标准,民众正义观念可以分为社群正义和社会正义两种类型,两者在主体、客体、原则,以及比较对象选择等维度上具有明显差异,分别对应着传统与现代两种不同的社会形态和社会结构。社会的现代化必然会要求社群正义向社会正义观念的转型,而只有系统比较当前的正义观念与传统社群正义观念之间的差别,才能全面了解正义观念的现代化程度及其影响因素。系统"还原"传统社群正义观念的主要特征、阐释其社会根源具有极为重要的意义,这不仅是测量当前的民众正义观念在现代化的道路上究竟走了多远的前提,也是正义观念现代转型问题研究的"原点"。
