Why fight secession? This paper is a case study on this question, asking why the North chose to fight the South in the American Civil War. It tests a theoretical prediction that economic motivations were important, using county-level presidential election data. If economic interests like manufacturing wished to keep the Union together, they should have generated votes to do so. That prediction is borne out by the data, and explanations other than Northern economic concerns about Southern secession appear unable to explain the results, suggesting that economic motivations were important to support for fighting the South.  相似文献

This analysis addresses the question of how different levels of culture were used in the Cold War by political and civil institutions to influence public opinion in Western Europe, and, more specifically, in Germany. It illuminates how what are commonly defined as ‘cultural exports’ or ‘cultural propaganda’ refer to a highly heterogeneous and complex group of governmental and non-governmental agents, actions and motivations. While governmental exports focused increasingly on highbrow products such as book and art exhibits, manifestations of popular culture were only admitted if they revealed a specific educational purpose. It can be argued that high culture provided the basis for much Cold War propaganda as much as the Cold War manipulated representations of high culture. Competing against communist claims that America had no high culture, US Cold War programs invoked previous instances of high cultural exchange, particularly with Germany. In doing so, they sealed and politicized a cultural partnership that had been in existence for almost 100 years.  相似文献

ABSTRACT

From the time of his nomination as the Democratic Party's 2008 presidential candidate onwards, Barack Obama was the target of a panoply of political attacks. Conservatives, Republicans and even some Democrats played on his alterity in a way that previous non-white political hopefuls, particularly the Reverend Jesse Jackson, had not had to endure. If the intricate twists and turns of Obama's past did not make those attacks particularly surprising, the way in which he chose to deal with them was. In what stands as a deliberate pre-emptive attack, Obama used two substantive texts, Dreams from My Father and The Audacity of Hope, to create and shape a historical narrative of his own past in such a way as to present himself to the US voting public as a truly American figure, worthy of the presidency. By the time he was running for high office, therefore, Obama had already used his knowledge of the discipline of history to create a usable past with which he and his supporters could denude many of those political attacks of their potency, whether they were focused on the years of his upbringing in an Islamic state, his familial ties to Kenya, his religious background or his purported links to radicalism.  相似文献

The press was outraged in the 1970s when investigations exposed the CIA’s use of American journalists as undercover informants during the Cold War. This was treated as a shocking break in the traditional line between journalism and government. A study of journalist Carl W. Ackerman’s activities in the Great War, however, reveals such cooperation had precedents. While reporting oversees, Ackerman, later dean of Columbia Journalism School, worked behind the scenes with officials to shape and promote the Wilson administration’s foreign policy. This paper is a first step to understanding that pervasive, close relationships between journalists and government were well established at the beginning of the twentieth century.  相似文献

In 1880, the Tsuu T'ina Nation (then the Sarcee band) staged a small, armed protest known as the ‘Sarcee War’, in Calgary, Alberta, to demand food and a separate reserve from the Siksika, with whom they had been assigned land. This paper argues that this protest reveals the material and political roots of Aboriginal citizenship: a fragmented and differentiated political body, unified through contingent agreements. The Tsuu T'ina actions, the choice of location and their specific demands reveal an assertion of rights that differ from the ‘standard’ idea of Canadian citizenship (then and now) and articulate a complex process of ‘othering’ and belonging.  相似文献

ABSTRACT

The end of the Cold war has seen an explosion in Holocaust history, and some significant changes in the main historiographical explanations. The ‘return of ideology’ that began displacing the ‘functionalist’ or ‘structuralist’ dominance of the 1980s remains strong. But it is being supplemented by very detailed regional and local studies, by analyses of different experiences of ghettoization in different places, and by a focus on the widespread plunder and corruption that accompanied the killing process. This enormous attention to detail reveals that the Holocaust unfolded differently in different places; but it also demonstrates the existence of an overall framework in which all the operations took place, what we might call an ‘antisemitic consensus’. Simultaneously, historians have broadened the discussion of the Holocaust, situating it into a transnational or world-historical context of imperialism and colonialism. Stone outlines in broad brush some of these themes, and asks what effects they have had and will continue to have on Europeans' self-understanding in an age in which the post-war anti-fascist consensus has been dismantled while Holocaust-consciousness is officially enshrined into European identity.  相似文献

Advertising today has become an intrinsic part of modern culture. Apart from the obvious and tangible extolment of the virtues of a product and/or brand, more insiduously and less tangibly, advertising plays a key role in the functioning of social attitudes and values. This paper examines how advertising discourses in India, in particular the hugely successful and representative Woman of Substance’ ad campaign in the magazine Femina, transforms the manifold attitudes and qualities of the woman into commodities to be marketed; and how the ad campaign positions the woman within the nexus of her social interactions. The paper traces the economic and socio‐cultural changes that have characterised India's transition towards an open market economy to situate the role that advertising discourse plays in urban India today in the representation of the ‘Woman of Substance’. These changes have occurred in a relatively short space of time and have interacted profoundly with advertising discourse. This can best be seen in the fact that an urbanising trend in India has diversified the range of approved cultural models available to women in the search for what has come to be fashionably referred to in recent times as ‘lifestyles‘exemplified both in the ‘Woman of Substance’ ad campaign, and the magazine itself, Femina.  相似文献

International statebuilders’ strategy to achieve a peaceful and multi-ethnic Kosovo has shifted from the top-down institutionalization of a multi-ethnic society in the UNMIK period (1999-2008), to the neutral and technical administration of society, with a focus on the reduction of the ethnic divide (EULEX and ICO after 2008). However, despite this evolution in the understanding of statebuilding, this article identifies a dominant sentiment among practitioners of both periods, shared also by academic scholars: further international assistance is key to building a truly inclusive peace. It is argued that this shared assumption rests on the belief that the problems in Kosovo are caused by ethnic thinking—a psychosocial dysfunction. This psychosocial framing of the problem—no matter whether the solution is a process of promoting or de-emphasizing ‘ethnic’ differences—involves a constant and endless international management of Kosovo.  相似文献

This article analyses intervention and statebuilding as shifting towards a posthuman discursive regime. It seeks to explore how the shift to ‘bottom-up’ or post-liberal approaches has evolved into a focus upon epistemological barriers to intervention and an appreciation of complexity. It attempts to describe a process of reflection upon intervention as a policy practice, whereby the need to focus on local context and relations – in order to take problems seriously – begins to further undermine confidence in the Western episteme. In other words, the bottom-up approach, rather than resolving the crisis of policy practices of intervention, seems to further intensify it. It is argued that the way out of this crisis seems to be found in the rejection of the aspiration to know from a position of a ‘problem-solving’ external authority and instead to learn from the opportunities opened up through the practices of intervention. However, what is learnt does not seem to be able to fit into traditional modes and categories of expertise.  相似文献

This article discusses the Royal Navy (RN)—Royal Air Force (RAF) feud concerning the use of air power in the round through an investigation of each service's appreciations of the lessons being learned about air power during the Spanish Civil War. It reveals that despite such bodies as the Joint Intelligence Committee existing, for the processing of operational and strategic intelligence, there was very little that was joint about the way air power lessons were being used to inform RN and RAF interwar preparations for future conflict. Not only were the RN and RAF rivals, which dragged out the process and skewed the results so that they became useless for planning, but in that non-joint age each service could use the results for its own separate purposes and avoid any synergy among the services for operational and strategic effectiveness.  相似文献

The European Union (EU) stands out among the major trading powers for its significant and dramatic response to new demands for access and participation in its external trade policymaking process. A spectacular range of mechanisms designed to increase the involvement of civil society organizations, including non-governmental organizations (NGOs), have been introduced recently. This article examines whether these new political opportunities in the EU have an impact on the trade processes and policy outcomes by revisiting a case that has been celebrated as indicative of the potential of global civil society to promote social justice—the Access to Medicines campaign. The findings show that although NGOs were instrumental in providing education, raising awareness, and giving a voice to broader societal concerns about the social and health-related aspects of the proposed trade deals, their impact on policy outcomes was limited. EU policymakers did not pursue policies that placed public health concerns over stringent intellectual property right protection, despite NGO involvement in the external trade policymaking process. I argue that the robust liberal and legal epistemic foundations of the international trade regime effectively hamstrung NGO efforts to move the external trade policies in more sustainable and just directions. These findings have broad implications for the power of epistemes and their ability to enable and delimit NGO agency in global economic governance.  相似文献

The Egyptian-inspired revolution that overthrew the Imamate in Yemen in September 1962 presented British policy makers with a series of acute dilemmas. While the defence of Aden was regarded by the Chiefs of Staff as central to the protection of British interests in the Middle East, the means by which this was to be achieved exposed deep cleavages among policy-makers chastened by the experience of Suez. While officials in Whitehall condoned a series of official covert operations along the Federation border with Yemen they remained strictly controlled and defensive in nature. By contrast, a group of influential Conservative MPs, having already engaged in what might be termed para-diplomacy that effectively stymied British recognition of the new regime in Sana'a , looked to extend British clandestine activity to include direct aid to, and training of, the Royalist Forces deep inside Yemen itself. With the initial support of key Middle Eastern potentates, a private mercenary organization emerged that, while enjoying the tacit encouragement of some in Whitehall, acted above and beyond the control of London in support of what they considered to be Britain's interest, an interest which, despite the huge political and diplomatic risks involved, came to enlist the help of Israel. At a time when much academic attention has been focused on the rise of the private military organization, the debates over their efficacy, both political and moral, as a tool of foreign policy can be traced to events in the mountains and deserts of the Yemen over four decades ago.  相似文献

Policy design as a field of inquiry in policy studies has had a chequered history. After a promising beginning in the 1970s and 1980s, the field languished in the 1990s and 2000s as work in the policy sciences focused on the impact on policy outcomes of meta-changes in society and the international environment. Both globalization and governance studies of the period ignored traditional design concerns in arguing that changes at this level predetermined policy specifications and promoted the use of market and collaborative governance (network) instruments. However, more recent work re-asserting the role of governments both at the international and domestic levels has revitalized design studies. This special issue focuses on recent efforts in the policy sciences to reinvent, or more properly, ‘re-discover’ the policy design orientation in light of these developments. Articles in the issue address leading edge issues such as the nature of design thinking and expertise in a policy context, the temporal aspects of policy designs, the role of experimental designs, the question of policy mixes, the issue of design flexibility and resilience and the criteria for assessing superior designs. Evidence and case studies deal with design contexts and processes in Canada, China, Singapore, the UK, EU, Australia and elsewhere. Such detailed case studies are necessary for policy design studies to advance beyond some of the strictures placed in their way by the reification of, and over-emphasis upon, only a few of the many possible kinds of policy designs identified by the 1990s and early 2000s literature.  相似文献

ABSTRACT

The formation of Fascist Italy's international imaginary in the 1930s tells a fascinating story of growing global political ambition, of constant recalibration in the face of seismic geopolitical shifts and, in the end, a (frustrated) pursuit of symbolic primacy. Kallis discusses two different Fascist projects underpinned by this imaginary: first, the political project of internationalization promoted through instruments such as the Fasci Italiani all'Estero (Italian Fasci Abroad) and especially the Comitati d'Azione per l'Universalità di Roma (CAUR), as well as through direct diplomatic and political ties with an expanding circle of regimes in Europe and overseas; and, second, the pursuit of a deeper sense of historic-cultural primacy, linked to the idea of ‘Roman universality, which became the discursive lynchpin of the ill-fated plan to host a 1942 world’s fair in Rome (EUR/E42). The transformation of Fascism from a hyper-nationalist phenomenon into a force actively seeking international diffusion and finally ‘universality’ can be understood as a reflexive adjustment of Fascism’s ideological-political horizon, driven as much by new geopolitical opportunities and frustrations as by conquering ambition and ideological continuity. In fact, Italian Fascism’s trajectory from CAUR in the 1930s to EUR/E42 in the war-torn 1940s, unfolding against a backdrop of growing antagonism between Italy and Nazi Germany for global influence, retained a primary symbolic point of reference: the ideological, political and cultural-historic estate of the ‘myth of Rome’ as a symbolic discourse of trans-temporal and -spatial primacy.  相似文献

In her introductory essay to this special issue on refugees and xeno­phobia--in which the articles focus primarily on asylum-seekers,2 mostly in the United Kingdom, but also in France and Ireland--guest editor Liza Schuster draws on the work of the contributors and on her own research in Britain, France, Germany and Italy to address the treatment of asylum-seekers by European states. European liberal democracies share a common commitment to granting asylum to those in need of protection, a commitment made legally binding by signing the 1951 Geneva Convention relating to the Status of Refugees. They also share a commitment to principles of equality and non-discrimination. However, in recent years European states have embraced practices that permit discrimination against and unequal treatment of asylum-seekers, and recent British government proposals threaten the 1951 Convention itself. Schuster interrogates some of the underlying assumptions of asylum policies in the United Kingdom in particular, but also with reference to other European states, arguing that common-sense assertions of the ‘need for control’, which underlie the differential treatment of asylum-seekers in particular, are expressions of a racism at the heart of European states. She further argues that, at the border, racism intersects in a complex and shifting way with class and gender, creating a hierarchy of the excluded. Following a discussion of racism and these other modalities of exclusion, Schuster examines practices through which this racism is articulated.  相似文献

This article explores the use of political memory in examining, and providing indicators for, everyday processes of peacebuilding in divided societies, using Northern Ireland as a brief case study. Adopting a position critical of many formal peacebuilding indicators, the article argues for the utility of informal, ‘high resolution’ indicators that can be supplied by examining localized and everyday forms of post-conflict memory. In so doing, the article views the ‘dealing with the past’ and reconciliatory paradigm of social memory in identity driven conflicts as being inadequate for this purpose, and instead posits a more nuanced form of examining memory as a political arena. A case study of political memory in east Belfast is introduced to illustrate both the need for nuance in highlighting localized activity, and need to better reflect a complex and ambiguous peacebuilding environment. Suggestions for methodological approaches geared to capturing processes of everyday political memory, and how these processes can inform praxis, concludes the study.  相似文献
