Since 1978 community councils have been able to directly qualify for Northern Territory government funding. Community councils have therefore become instruments for community governance as well as being responsible for delivering municipal services to Northern Territory Indigenous communities. The effectiveness of these councils are influenced by the community/cultural environment and the strategic environment. A community council plays an important role in negotiations between these two environments. The article observes that there is a strong separation of responsibilities in communities between those relating to municipal services and those relating to community/cultural issues and suggests a realignment of supervisory authority and de‐concentration of responsibilities within community councils.  相似文献

Islam generally, and Muslim immigrant communities in particular, have recently been targeted for criticism by Western academics and in popular Western media. This article explores the substance of these criticisms and weighs them against the beliefs and practices of Muslim immigrants in Western liberal democracies. The article addresses three distinct questions. First, what sorts of cultural adaptations is it reasonable for liberal democratic states and societies to expect immigrants to make, and what kinds of adaptation is it unreasonable to demand? Second, how vulnerable are Islamic beliefs and practices to the criticisms commonly leveled against them in the name of liberal democracy and gender equality? Finally, how strong are the parallels between the claims for political recognition and accommodation that issue from immigrant cultural communities and the claims for recognition and inclusion that issue from groups that have historically been marginalized within liberal democratic societies? Although the authors do not dismiss the notion that there may be tensions between the core commitments of liberal democratic societies and some Islamic practices, they conclude that these tensions are exaggerated by Western writers. Muslim communities generally pose no greater challenge to liberal societies than do other religious and immigrant communities. Western writers should be chary of rejecting their claims to toleration and accommodation too swiftly.  相似文献

Abstract

Civic participation and its role in increasing social capital is touted as a key element in the regeneration of urban communities. This approaches assumes that urban communities are homogenized collective interests and misses the diversity of interests that capitalize on the growth of institutionally supplied social capital brought about through redevelopment projects. This article examines the participatory processes in a Southern California urban community using social and cultural capital frameworks to show that resident participation is a classed and racialized project that privileges those with dominant knowledge, cultural awareness and language skills. The field of contestation, or the political space developed by institutional players for urban regeneration also plays a key role in determining who participates and how decisions are made. While civic participation is presented as a process that is democratic and open to all, this article argues that participation exists within a cultural context that much like the ‘hidden curriculum’ in education, privileges the knowledge of dominant groups.  相似文献

This paper addresses the transformations of local cultural governance following the popularisation of the creative city thesis. While the economic impact of the arts in urban settings has been a topic of great interest in recent years and an amply documented theme, little is known about the consequence of such development knowledge and practice on the local cultural policy arena where it takes roots. Moreover, given the popularity and the enthusiasm for such strategies within municipal governments, we have seen a growing tendency to implement the creative city strategy and to formulate cultural policies that follow it in rural and smaller communities which are quite different from the more extensively documented urban and metropolitan cases. Through case studies of three cities in Northern Ontario (Canada), we can identify a number of changes in cultural governance and policy logics. Overall, the creative city narrative appears to be detrimental to typical arts advocacy in smaller communities since it leads to the domestication of the arts.  相似文献

One important way in which individuals and groups express their ideas and principles, and present their proposals and demands, is in the language of identity or difference. They argue that what they value and what they deserve are related to their distinctive identities. Working within the framework of a political theory of recognition, I argue in this article that particular cultural communities may have reasonable expectations that their distinctive identities receive public recognition, and that others may therefore have good reasons to give those identities such recognition. To be specific, I contend that there are distinct and complementary ways in which the state and its citizens should respond to identity-related demands for public recognition. Using terms introduced by Axel Honneth, I argue that the state should give ‘public attention’ to some cultural communities, and that citizens should show one another ‘well-meaning attention’. I conclude that both these forms of attention can be justified by reference to a new, fourth principle of recognition, so long as this is understood as a principle of political inclusion rather than one of cultural recognition.  相似文献

Abstract. Many multiethnic polities suffer from a deficit of citizens' support for their political communities. Hence, their governments may think of political decentralisation as a solution. This article analyses the effects of that policy on citizens' identification with their political communities in Spain: on identification with the Basque Country, Catalonia or Galicia (its most conspicuous 'nationalities') once they have become 'autonomous communities', and on identification with the overall Spanish political community. To study the processes of transformation of such attitudes, nation-building theories are interpreted from the political socialisation approach and applied to the autonomous institutions. It is also suggested that the state strictu senso , by contrast, may be developing an alternative method of forging identification with its own political community. Survey time-series evidence shows that although those autonomous communities are engaged successfully in a local but standard nation-building, the whole political system may be fostering its own diffuse support by recognising and institutionalising cultural diversity and self-government.  相似文献

Effective public participation requires methods of policy analysis that can accommodate the discourse of the participants' opinions, preferences and values. This requires analytic methods that retain and convey the social and cultural contexts of the discourse of culturally diverse communities. Narrative policy analysis can incorporate cultural and social diversity within the process of analysing and presenting public preferences. Labov's evaluation model is used as a basis for describing how narrative analysis can be used to identify and present public preferences within a participation process. The value of this approach is demonstrated with reference to a participation process conducted on environmental quality.  相似文献

A number of studies have shown that arts and cultural programs offer multifarious benefits to individuals and communities. However, there has been little discussion in the public management literature regarding access to cultural programs for people with limited disposable income. Although the arts industry is increasingly emphasizing the importance of expanding cultural access for all, we know little about what drives individual nonprofit organizations’ strategies. This article draws on benefits theory and resource dependence theory to explore the relationships between different types of revenue and the extent to which performing arts nonprofits offer free access. The authors use a unique data set compiled by DataArts to test how various types of revenue influence accessibility to the arts and find that performing arts nonprofits receiving grants from local governments, foundations, and corporations offer more free access. The article concludes with a discussion of study implications and an application of benefits theory to other types of nonprofits.  相似文献

Why do some minority communities take up opportunities for education while others reject them? To shed light on this, we study the impact of Jewish Emancipation in nineteenth century Europe on patterns of education. In Germany, non-religious and Reform Jews dramatically increased their rates of education. In the less developed parts of Eastern Europe, Orthodox and ultra-Orthodox communities imposed unprecedented restrictions on secular education and isolated themselves from society. Explaining this bifurcation requires a model of education that is different from the standard human capital approach. In our model, education not only confers economic benefits but also transmits values that undermine the cultural identity of minority groups. We show that it is individually rational for agents who benefit least from rising returns to education to respond by reducing their investment in education. Group-level sanctions for high levels of education piggyback upon this effect and amplify it.  相似文献

Much of the discourse on leadership in sub-Saharan Africa emphasizes leader characteristics, skills, styles, and behaviors, while ignoring the relationships, interactions, practical judgments, and unique contexts that make up leadership in everyday cultural community life. This essay argues that the focus on individual leaders hardly reflects leadership as practice in African communities. An alternative, pragmatic view based on unique historicity and cultural community norms is proposed, one that has a chance of fostering social change and institutional transformation.  相似文献

Abstract

Since the early 1990s, culture has come to be recognized as a significant regional development resource in China. This paper raises the question of whether cultural strategies of development have ameliorated or exacerbated the government's increasing inability to provide for the public's basic needs. Specifically, it asks: what are the implications of China's cultural strategies of regional development for local-level governance? Three case study villages in Guizhou are examined, each revealing different ways that villages have engaged state development strategies, each with different outcomes. I argue that cultural strategies of development in China introduce a capital logic that greatly influences village governance. Cultural strategies create economic value where none before existed and thus initiate new struggles over ownership among villagers, state actors and entrepreneurs. The privatization of cultural resources has presented new challenges to village governance even while it has been promoted as both an answer to the fiscal challenges faced by many rural communities and a key to the establishment of a new kind of rural citizen.  相似文献

Effective communication of information is essential to intelligence work. This paper identifies the main obstacles to good communication: policy-related challenges; cognitive impediments; resource limitations; cultural and structural issues within intelligence communities; and technical information. To illustrate, it examines four cases when poor communication contributed to intelligence shortcomings. Via questionnaire and document survey, the study identifies the current state of practice in UK intelligence communities. The survey of visualization documents currently in use revealed errors against established principles of Information Design. Thus, to ensure better handling and dissemination of intelligence, there is a distinct need to apply Information Design principles.  相似文献

Institutional apologies for historical injustices can be conceived as acts of symbolic inclusion directed to people whose collective experiences and memories of the past have not been recognized in the hegemonic narratives of the past. However, in this article it is argued that such apologies also have exclusionary potential as vehicles of symbolic politics of citizenship in that they may designate the apologizing community, so that it effectively excludes cultural ‘aliens’, like migrants, from the community of ‘remedial’ citizens. The article suggests a crucial point is the rhetoric shifts when one is appealing to both cultural and political solidarity, as when apologizing in the name of the state but simultaneously invoking ‘our’ nation and ‘our’ history. Thus, the increasing number of institutional historical apologies is not necessarily incompatible with the trend of reinforcing the symbolic boundaries around ‘our’ historical–cultural communities that has been visible recently, e.g. in the demands for cultural canons and citizenship tests in many Western societies.  相似文献

This review of Patten’s Equal Recognition suggests that minority rights can be grounded either in cultural accommodation rights or collective self-government rights. I defend four propositions: (1) individuals’ interests in membership in political communities cannot be reduced to their interests in being able to pursue their own conceptions of the good; (2) liberal states do not have to extend neutrality as equal treatment to self-government claims that intersect with their own jurisdiction; (3) claims for the establishment of public languages and territorial autonomy need to be justified on the basis of self-government rights rather than on grounds of equal treatment of cultural identities; (4) as a condition for their admission, immigrants can be expected to waive collective self-government rights rather than cultural protection rights.  相似文献

Fishing communities are highly dependent on fishing and maritime economies. Regulations and techniques attempt to control quotas, types of fish caught, and the gear utilized in the industry. Furthermore, societal preferences and markets dictate the value of the fish transacted. The purpose of this paper is to analyze the relationship and recent changes between fishing and community development in two fishing communities in Massachusetts: Gloucester and New Bedford. Moreover, I also discuss the role that fish food plays in cities and their foodways. The research asks how these communities have adapted to changes in fishing stocks, techniques, socioeconomic trends and regulations during the last two decades. A resilience public affairs approach centered on seven governance dimensions of fisheries is utilized to analyze the case studies. It is argued that specializing in niche markets, developing adequate industry facilities, and nurturing the cultural aspects endemic to each fishing community has positively influenced the communities' capacity to withstand major societal transformations. The harbor plans for Gloucester and New Bedford provide some plausible directions toward future improvements in the fishing sector.  相似文献

For many historians of Latin America and others, twentieth-century Mexico offers a shining example of a country that has been able to overcome its ethnic divisions. Following a decade of brutal civil war (1910–20) the state devised a range of reforms designed to incorporate previously marginalized sectors of society. Semi-autonomous indigenous communities were singled out for particular attention as rural teachers and cultural missionaries engaged in the dual task of bringing ‘civilization’ to the ‘Indian’ and simultaneously gathering cultural remnants of ‘traditional’ indigenous culture for inclusion within an all-embracing new national culture. Within an environment of mutual understanding and respect, mestizo children in Mexico City, for example, would learn the dances of the Yaquis in Northern Mexico, and Yaqui children would practise the games of Mayas from the South. But what were the motives behind such measures, and how successful were they? Using sport as his focus, Brewster suggests that the political rhetoric accompanying these reforms contained an inner contradiction: the cultural diversity of Mexico's ethnic groups would be celebrated within a homogeneous national culture. He argues that there is little evidence that mainstream mestizo society ever compromised its own values in order to embrace those of its indigenous compatriots. Rather, the underlying trend was one in which indigenous communities were forced to accept an urban-based model of civilized society completely alien to their own. Moreover, Brewster argues, the frequently ostentatious public celebration of indigenous culture, whether in sport, dance or other arenas, rarely moved beyond a level of paternalistic tokenism. Behind the facade of national unity, the reality of ethnic divisions lay hidden, only to re-emerge at the end of the twentieth century to the surprise of a complacent mestizo society.  相似文献

The recent condition of complexity within nation-states, triggered by the visibility of transnational communities and by the political demands of cultural identities, indicates that the traditional tools of national narratives with respect to articulations of identity and membership are exhausted. The debate on postnationalism suggests that unbounding citizenship from its national narrative would create the conditions in which the contentious issues of cultural recognition and representation could be resolved without resorting to the narrow confines of national narratives. This paper argues that that even though the postnationalism debate makes an important contribution in terms of indicating alternative forms of citizenship that are not tied to national discourse, it seriously underestimates the deep political connection between citizenship regimes and national narratives. By separating citizenship from national discourse, the postnationalism debate overlooks the ways in which transnational, ethnic, religious, sexual and other cultural identities interact with national narratives to negotiate their citizenship rights. More importantly, this assumed separation of citizenship rights from national discourse fails to acknowledge that the particular forms of citizenship rights, such as political representation and cultural recognition, and how they are exercised, are intertwined with the cultural hegemony of national narratives. Finally, the tension between citizenship regimes and national narratives provides the political space within which formerly marginalized groups and identities can invoke otherness to negotiate the cultural boundaries of nation-states. In other words, the politics of citizenship invoked by marginalized groups and identities is not simply about legal claims but also includes political attempts to reconfigure national narratives.  相似文献
