This article provides a comparative conceptual analysis of the logic of populism and the logic of (constitutional) democracy. Populism is defined as a thin-centered ideology which advocates the sovereign rule of the people as a homogeneous body. The logic of this ideology is further developed in reference to the work of Carl Schmitt and is shown to generate all the characteristics typically ascribed to populism. The logic of democracy is analyzed on the basis of the work of Claude Lefort and defined as a regime in which the locus of power remains an empty place. This analysis replaces the widespread model of constitutional democracy as a paradoxical combination of a constitutional and a democratic pillar. This two-pillar model fails to appreciate the internal coherence and some of the main features of the (constitutional) democratic logic. Thereby, the two-pillar approach gives rise to an understanding of populism as continuous with the democratic promise of constitutional democracy. In contrast, our analysis explains populism as the closure of the empty place of democracy. This highlights the antagonistic discontinuity between the logic of populism and the logic of democracy.  相似文献

This paper argues that the notion of a ‘Keynesian revolution’ in economic policy in twentieth-century Britain as commonly presented in the literature is misleading. The conception of such a revolution is dependent on implausible notions of how economic policy is made, above all on an exaggeration of the role of economic theory. It is contended that such a stress on the theory allegedly adhered to by policy makers is complicit with some common socialist arguments on the role of ‘ideology’ in policy making, and that this leads to an inadequate analysis of the constraints facing socialist economic policy.  相似文献

In recent years, communitarianism has turned bioethics away from an overwhelming emphasis on liberal individualism. Growing emphasis on the common good has created no few dilemmas for medical practitioners used to weighing the interests of their patients above all else. Three cases exemplify the conflict between community and individual interests. The first is the Israel Patient Rights Act (IPRA), a first of its kind statute that allows hospital ethics committees to impose lifesaving treatment on competent patients who refuse medical care. The second case investigates the medical treatment of wounded soldiers and suggests that community based obligations may, in some circumstances, allow physicians to give priority to treating compatriots over non-compatriots. The last case discusses force feeding political detainees. While many physicians are resolved to preserve a hunger striker’s right to refuse food, many state governments are equally resolved to feed them. Hunger striking sets the stage for a classic battle between respect for autonomy and concerns about the public welfare that communitarian principles can help resolve.  相似文献

Amitai Etzioni’s communitarian perspective offers a comprehensive approach to international affairs in addition to offering guidance for domestic policy. His argument that a focus on traditional “realist” concerns for a nation’s security and interests (“security first”), combined with a dialogue over competing moral imperatives, is more likely to lead to the emergence of an idealist end state--a sustainable international community. His emphasis on gradualism--of breaking apart complex policy goals into small, discrete steps--comes from his assessment that this is a better way of promoting lasting change in the international system. His perspective does not fit neatly into any of the dominant U.S. foreign policy approaches, but his ideas have formed part of the foreign policy debate for the last fifty years.  相似文献

The history, nature and scope of citizen naturalisation tests are briefly examined in this article, as well as their political and social applications. A comparison of tests from the United States, the United Kingdom, the Netherlands and Germany highlights the ways in which these tests are used as immigration controls rather than as a way to establish preparation for citizenship. The difference in the content of the tests also reveal alternative conceptions of citizenship including authoritarian, liberal and neo-communitarian.  相似文献

The literature on populism used to depict the phenomenon as an alternative to the standard path from traditional to modern society; as a way to enfranchise the underclass; or as an anomaly vis-à-vis class politics and liberal institutions. More recently, the debate has shifted into something of a terra incognita as a result of the growing interest in the connection between populism and democratic politics. One of the more intriguing contributions to this debate is an article by Margaret Canovan, if only because it makes this unknown territory less confusing. Her argument draws from Michael Oakeshott's claim that political modernity is characterised by the interplay of two distinct styles – the politics of faith and the politics of scepticism . She renames them the redemptive and pragmatic faces of democracy and suggests that populism arises in the gap between them. This establishes a relation of interiority between populism and democracy. The former will follow democracy like a shadow. At times, however, the theoretical status of the gap is somewhat uncertain, as it seems more appropriate for thinking politics (particularly radical politics) in general. The political valence of the shadow could also be specified further to show the undecidability between the democratic aspect of the phenomenon and its possible ominous tones. This paper looks into this in some detail to engage in a friendly interrogation of Canovan's claims.  相似文献

This article explores the recent rise of populist politics from the perspective of Karl Polanyi's theory of the ‘double movement’. It firstly introduces Polanyi's understanding of interwar populism, and relates this to his broader critique of liberal economic thought. This framework is then used to analyse three prominent explanations for populism which emerged in the wake of the UK's 2016 EU referendum: globalisation; cultural reaction; and social media. I show how each of these explanations exogenises contemporary populist movements, narrating them as something external to the liberal economic restructuring pursued globally since the 1980s. Failing to diagnose adequately the causes of contemporary populist movements, which lie in this utopian attempt to treat labour as a commodity, they cannot support an intellectually coherent progressive response to Brexit. Finally, I outline a political agenda centred on labour de‐commodification, which could directly address populist grievances and reclaim the discourse of ‘taking back control’ for the left.  相似文献

网络民粹主义是社会底层通过互联网的技术赋权与话语赋权,以话语策略生产参与公共政策的博弈,如参与公共事件舆论、社会运动等,集体聚合来影响行政权力。网络民粹主义在本质上仍然为民粹主义,其具有民粹主义反抗精英、推崇人民、批判性、暴戾性、非理性的基本特征。结合网络民粹主义反话语表征,可以发现其内在机理与背后折射出当前社会的发展弊端。以此提出改善民生、阶层糅合,话语融合、平衡阶层,完善网络法律法规建设,网络社会组织的赋权,提升公众参与网络舆论表达的实践能力来对网络民粹主义的滥觞进行消解,从而使公共政策能够真正回归至公共利益的诉求。  相似文献
