The role of government partisanship in the era of retrenchment is debated. It is argued in this article that partisanship matters for only some aspects of policy. Irrespective of ideological bending, governments accommodate structural pressure as well as short‐term electoral interests to keep the economy on track and implement austerity measures in labour market policy that, in effect, reduce union resources and capacity to mobilise. But only governments of the right exploit structural stress to pursue long‐term interest in curbing the institutional privileges of unions. Aligning short‐ and long‐term interests is easier for social democratic governments during economic expansion, whereas governments of the right have an easier time aligning interests in periods of structural pressure. By analysing a sample of Danish labour market reforms, this article shows that today social democratic governments still defend the institutional privileges of unions and discusses the comparative significance of the Danish case.  相似文献

Studies have shown how women are underrepresented in senior executive positions in public and private organizations. Equal representation matters both for reasons of performance and legitimacy, and, to understand the mechanisms behind the glass ceiling, we explore if the women making it to the top of the Danish civil service differ from the men who do so. We want to understand if senior executive positions require something different of women than men. Using a dataset consisting of the entire career trajectory of all senior civil servants in Denmark, we find that, on numerous human capital dimensions, the women and men making it to the top are quite similar, for example, in terms of tenure and educational level. However, we find on the one hand that men are more often employed in the most prestigious departments and, at the same time, it seems that men with a profile deviating from the norm are more likely to make it to the top than women. This may indicate that the most prestigious positions – also in terms of early-career positions – are less accessible to women, and that women are less willing to apply for jobs outside their usual domain, or that those responsible for recruitment are less willing to take a chance on a woman with a slightly unorthodox profile. Hence, our study indicates that greater interest should be paid to the dynamics keeping women at lower levels of the hierarchy and possibly to encourage them to apply for top positions.  相似文献

This paper reports new time-series for the numbers and sizes of churches in Denmark over a 715-year period. Per capita, the new series are termed church densities. A pattern emerges in the series that corresponds to the main development in the economy: until 1750, the economy was in the traditional steady state, where church densities were high and did not decline substantially. Modern development set in after 1750. Since then, church densities have declined more than five times. Moreover, capacity utilization of church rooms has declined, which means that the reduction in the demand for churches must have been even larger. We argue that this large decline is caused by a fall in religiosity that is caused by economic development as measured by the rise in incomes. In parallel with similar transitions in other sectors, e.g., the Agricultural Transition, it is termed the Religious Transition.  相似文献

This paper takes an initial step in integrating insights from two sets of literature which have focused on central aspects of development with unfortunate independence. It highlights politically valuable resources, which are identified in the political economy literature, and shows that the informal sector literature provides ample evidence that these resources in general are (i) scarcely available to informal entities, (ii) poorly valued in their possession, and (iii) more often collectively unexploited by them. Overall, there seems to be an important though neglected bias in how the political system in less developed countries formulates, crafts, and implements policy.  相似文献

In this essay, I argue that the gap between 'citizen' and 'alien' has been shrinking in both American and German law. Despite the recent hostility toward immigrants and aliens in both countries, the longer-term tendency has been to grant aliens greater rights. In part this is because the courts have moved to a more functionalist and prosaic perspective and away from grand theories of citizenship and rights. In part, however, this development also points to the reduction of solidarity within these societies and the decline in the power and viability of citizenship as a political and socioeconomic category. The result has been a gain in 'recognition' but at the expense of 'redistributive' politics.  相似文献

While many coordinated market economies have responded to internationalization by regulation that creates dualization between insiders and outsiders, the Nordic countries have opted for an embedded flexibilization in which strong unions and cooperative employers have combined flexibility and equality. However, in recent years, the Nordic countries have come under pressure from an EU-induced dualization that has institutionalized mobile low-wage workers as an outside group. This article presents case studies of how Denmark and Sweden have responded to these challenges. While political processes have been different in the two countries, pressure from EU regulation and changes in employers' incentive to compromise implies that there is now a specific category of low-wage workers in both countries' otherwise egalitarian labor markets. The article, thus, contributes to the literature on dualization by highlighting the pressure coming from EU regulation rather than national policy.  相似文献

The Danish parliament is renowned for its influence over Danish European Union (EU) policy. Contrary to popular belief, this strength is now in question. The most central feature of the Danish EU decision‐making model is parliamentary control over the executive expressed in political mandates before Council meetings. In 1973, this was a perfectly reasonable way for the Danish parliament to influence EU policy. Today, the status of the Council has changed, severely challenging the ability of the Danish parliament to secure influence over EU policy. This article demonstrates that the Danish European Affairs Committee is aware of the changes in European decision‐making, and that the lack of adaptation, despite this knowledge, is due to structural and cultural barriers to learning in the Danish Folketing. This study reveals that our understanding of particular responses to the pressure of Europeanization is enhanced when the conditions for learning and ‘non‐learning’ are spelled out.  相似文献

Abstract

Though poststructuralist and postmodern critiques provide a powerful tool for deconstructing contemporary power relations, when they are overextended, they lose their subversive edge and actually begin to serve the development of new forms of social domination. Taken as an example, Baudrillard's theory of postmodern society reflects this very tendency. While on the surface Baudrillard has abandoned the hierarchies of modernity upon which order and domination have depended, his critique reintroduces its own countersubversive hierarchy upon which a postmodern order depends. As parts of a postmodern conceptual framework, these hierarchies serve to expand the system of domination manufactured in contemporary communications industries and to undermine resistance through the production of simulated social and political realities.  相似文献

Social Democratic parties struggle to maintain their strong electoral position, as political competition has shifted from the traditional left-right dimension to the cultural dimension. This has led to a debate on what would be the most viable electoral strategy for these parties in terms of adjusting their policies. Some propose a “New Left” policy platform that combines social investment and progressive cultural policies; others an “Old Left” policy platform that combines traditional redistribution policies and social-conservative cultural policies. We conducted a survey experiment to test the effects of these two platforms on support for the Norwegian Labour party. Our results show that the New Left platform is more popular among current Labour voters and voters from competing left-wing parties, and the two policy platforms are equally popular among the total electorate.  相似文献

The use of politically appointed ministerial advisors has increased noticeably in many Western countries, but we know little about how this development has affected the civil servants recruited on merit. The article asks whether political appointees accentuate or blur the line between politics and administration. Do political appointees take over political-tactical advice and leave policy advice to the permanent civil service, or do they cause permanent civil servants to be even more influenced by political considerations? And do political appointees make it easier or more difficult for the permanent civil service to be politically responsive? A Most Similar Systems Design comparison of Denmark and Sweden allows an assessment of the effects of political appointees. It is found that a large number of political appointees decreases functional politicisation of the permanent civil service; that functional politicisation tends to crowd out tasks related to more classic policy advice; and that functional politicisation increases political responsiveness.  相似文献

The entry of gig-platforms to labor markets world-wide has caused significant frictions with national institutions and regulators, including trade unions. In this article, we compare the interactions between taxi and food delivery platforms with the industrial relations (IR) systems of Denmark and Sweden, where we observe isolated instances of unions striking collective agreements with platforms. We assess and compare platform strategies and interactions with IR system agents, using an RIT-framework (rulemaker-intermediary-ruletaker) which considers how rulemaking capacity is allocated within the Nordic IR systems. We detect both IR system evasion and integration in Denmark and Sweden, with significant variation in causes and mechanisms. We find that IR system integration can be explained by public backlash, pressure from IR system insiders, and gaining first-mover advantages. Our findings shed light on integrative mechanisms of the Nordic IR systems allowing us to identify and discuss future challenges posed by the platform economy.  相似文献

Do public employees vote more frequently than private employees? The turnout of public employees has been of central interest to public choice scholars for almost a century. Utilizing a government records dataset that is not subject to over-reporting and differential social desirability bias, we find that public employees voted 11–12 percentage points more than their counterparts in the private sector. In a multivariate analysis, however, the effect is only four to five percentage points greater for local government public employees, which is in the lower range of previous studies. We are able to distinguish between local government and central government employees and show that the latter vote two percentage points less than the former. Controlling for the specific type of educational background does not explain the public–private turnout differential. Finally, the effect of working and voting in the same municipality is larger for local government employees than other citizens. This is in accordance with their greater incentives as they elect their future employer, though the effect size is surprisingly small.  相似文献

A key element in determining the prospects for success in transforming totalitarian political systems into democratic political systems is the extent to which the armed forces can be included in the democratisation process and brought under constitutional, civilian and political control. In the aftermath of the 1998 financial crisis in Moscow and the probable retreat of democracy in Russia, this utterly critical question assumes even more importance. This article is concerned with the problem of devising a new system of civil—military relations for a democratising post-Soviet Russian state, particularly the relevance of the German citizen in uniform model to the armed forces of the Russian Federation. After a brief history of the German system of civil—military relations, the author proceeds to analyse the German model in detail. The paper then assesses the current context of the Russian state, society and armed forces before evaluating the prospects for the successful application of the German system of civil—military relations to Russia. The author concludes that the German system is inapplicable because Russia does not presently possess the socio-political structures and norms to sustain such a system of civil—military relations. However, the article proposes an immediately viable third strategy for democratising Russian civil—military relations which does not rely either on the inappropriate German model or on meekly managing the intolerable status quo.  相似文献

Do the antitrust law enforcement activities of the US Department of Justice act as exogenous “technology shocks” or as “markup shocks” limiting market power and promoting economic growth? We analyze annual time series data from 1947 to 2003 on three measures of federal antitrust intervention: the ratio of the Antitrust Division’s budgetary expenditures to GDP as well as the numbers of civil and criminal antitrust cases instituted. We find that changes in the levels of these policy variables act like negative technology shocks and that the negative effects are transitory; antitrust policy generates no subsequent offsetting increases in productivity.  相似文献

The rise of China has changed the global balance of power, which could also have an impact on the international development of political science scholarship. Very little attention, however, has been paid to the impact of China’s rise on the development of political science within China. This article examines how the rise of China has posed serious challenges to political studies in China. It addresses critical issues concerning the contemporary features and strategic direction of the discipline. It first analyzes three different meanings of what constitutes China’s political studies and discusses three different intellectual production models. It then highlights the dilemmas that political science faces in China, and exposes problems of and obstacles to its development, such as an unwarranted sense of pride, the bureaucratization of the scholarly community, and, critically, the absence of democracy and academic freedom. The paper examines and engages several ongoing debates on China’s political studies. In responding to the debate over whether it is desirable for Chinese political studies to move towards scientification, this paper presents four arguments for a balance between science and the humanities and outlines four strategies for achieving this balance. It also examines the debate on the localization of Chinese political studies and the doctrine of China’s uniqueness; and points out that the rise of China requires Chinese political studies to be cosmopolitan, global and universal, but the current regime is interested in reproducing the discourse of China’s uniqueness to maintain its political legitimacy.  相似文献

Theories of economic voting and electoral accountability suggest that voters punish incumbent governments for poor economic conditions. Incumbents are thus expected to suffer substantially during significant economic crisis but their successor in office will face the difficult task of reviving the economy. The economic crisis may, therefore, negatively affect government parties in subsequent elections even though the economic conditions may, to a large degree, have been inherited from the previous government. It is argued in this article that economic conditions play an important role in such circumstances as they place specific issues on the agenda, which structure the strategies available to the parties. Therefore, the article studies the 2013 Icelandic parliamentary election in which the incumbent government parties suffered a big loss despite having steered the country through an economic recovery. While perceptions of competence and past performance influenced party support, three specific issues thrust on the agenda by the economic crisis – mortgage relief, Icesave and European Union accession/negotiations – help explain why the centre‐right parties were successful in returning to the cabinet.  相似文献
