This article explores the implementation of Convention 182 on the Worst Forms of Child Labour in the mining sector in Burkina Faso. It highlights key lessons from a project funded by DFID and Save the Children UK and implemented by COBUFADE, a Burkinabe NGO. Children were found to be important and capable actors in the fight against child labour, notably in research and lobbying, and the article explores the role that civil society can play in taking local voices to national policy makers and in linking the different actors implicated in Convention 182.  相似文献

Rice banks are increasingly used in South-East Asia as a means of addressing seasonal food crises facing poor communities. Despite general agreement about the effectiveness of community-managed rice banks in improving food security, there has been almost no research into their effectiveness in reaching the poorest, or the prospects of sustainability linked to regular repayments of rice. Concern Laos sought to answer these questions through community mobilisation, forming rules and regulations to encourage the participation of the poorest, developing simple tools and procedures in line with existing community capacity, and building greater community capacity. Other challenges remain, such as changing the prevailing ‘relief’ mentality, ensuring women's participation, and establishing regular savings schemes, in order to enhance the effectiveness and sustainability of the rice banks.  相似文献

At its Ninth Summit in October 2003 the Association of SouthEast Asian Nations (ASEAN) announced its intention to createan ASEAN Community based upon three pillars: ASEAN EconomicCommunity, ASEAN Security Community and an ASEAN Socio-CulturalCommunity. A year later ASEAN established the Vientiane ActionProgramme to realise this goal. The official discourse of communitybuilding is complemented by a vibrant academic debate over whetherASEAN's norms indicate that it is a nascent security communityready to transform itself into a fully-fledged security community.In this article I argue that ASEAN has never been a nascentsecurity community but has instead been a security regime andtherefore its norm compliance does not provide evidence of communitybuilding. If ASEAN is to form a security community then newsocialising norms will need to emerge, which will need to includethe active involvement of regional civil society organisationsin order to bring plurality to ASEAN decision making. This article looks at the lessons learned in reviewing two long-running international campaigns, one to promote breast-feeding in Ghana, and the other against the use of child labor in the carpet industry in India. In particular, it focuses on understanding the nature of campaigns and what makes them effective. It asserts that campaigns are not linear or mechanistic, but need to be understood as passing through various stages and requiring different kinds of action at different levels and at different times. The variety of work and skills thus required makes it vital that the various organizations involved collaborate with each other. In particular, grassroots mobilization has a role that is often forgotten in bringing about sustained policy change.  相似文献

International efforts to resolve the Somali crisis have foundered on one central paradox: the restoration of state institutions is both an apparent solution to the conflict and its most important underlying cause. Somalis tend to approach disarmament and demobilisation—two central pillars of the ‘state-building’ process—with the fundamental question: who is disarming whom? If the answer threatens to entrench unbalanced and unstable power relations, then it may also exacerbate and prolong the conflict. In this paper, the authors examine disarmament and demobilisation initiatives from southern Somalia, Puntland and Somaliland. In southern Somalia, externally-driven disarmament and demobilisation initiatives in support of successive interim ‘governments’ have been widely viewed with suspicion and alarm. In Somaliland and Puntland, Somali-led, locally owned efforts have achieved a degree of success that can be instructive elsewhere. The authors conclude that conventional international approaches to ‘state-building’ in Somalia must be reassessed—notably that security sector issues must be treated not as a purely ‘technical’ issue, but as an integral part of the political process.  相似文献

Most writing on international mediation has tended to focus on either efforts by representatives of powerful states or of international organisations such as the United Nations. This study suggests we might benefit from looking at the mediatory role of small states in a relatively little studied but crucial forum. The writer draws of his personal experiences and the existing literature to examine the case of a few key states in the Madrid Review Conference of the CSCE. These states are suggested to have been primordial to the success of this conference, against all the odds given the Afghanistan and Polish crises of the early 1980s. The paper also discusses the extant literature on small states and mediation to make a plea for a more empirical approach to this area of conflict resolution.  相似文献

We argue that certain important democratic practices and elements of pluralism are lasting features of political systems in many poor countries. Because of state weakness, such arrangements work to the benefit of both elites and citizens. The broader citizenry and civil society enjoy significant political freedoms and greater access to foreign aid. Elites tolerate these limited civil liberties and regular elections because they produce few costly consequences due to state incapacity. We evaluate this theory of ‘uneven pluralism’ in poor countries using evidence from a paired comparison of Mali and Kyrgyzstan. These two countries have experienced significant political turbulence, but on balance have shown a persistent and robust commitment to a free press, transparent elections, and respect for freedom of association. Our theory suggests that uneven pluralism is likely to continue in countries like Mali and Kyrgyzstan, even as significant limits on judicial independence, persistent corruption, and lack of government transparency make democratic consolidation unlikely.  相似文献

This article examines Oxfam GB's learning from its attempts to improve monitoring and evaluation (M&E) processes within a global advocacy campaign. It outlines the Climate Change campaign team's practical experience of piloting different approaches to M&E, and the lessons emerging from the process. The experience suggests that while some ‘traditional’ elements of M&E are helpful in advocacy work, a greater focus on light, real-time monitoring systems is necessary. The findings highlight the organisational as well as methodological challenges of integrating M&E into advocacy campaigns: without a culture that rewards reflection and learning, improvements in staff capacities or data-collection systems will not be sustained. Indeed, the process of improving M&E practice mirrors that of an advocacy campaign itself, requiring analysis of power relations, opportunities, and constraints; monitoring of progress; and adapting plans on the basis of on-going learning. Finally, the article suggests possible ways forward, based on experience.  相似文献

Crop genetic diversity and poverty are linked: first, resource-poor farmers often maintain genetic diversity; and second, crop diversity, when properly valued by the market, has the potential to alleviate poverty. This article examines this supposition by drawing on three case studies of the intersection of the market with poverty and maize diversity in Mexico. These suggest that the bulk market for maize offers little room for maize landraces (local maize varieties known as criollo maize), in that it does not reward qualitative variation in maize grain and instead presents incentives that make planting ‘improved’ maize germplasm the rational economic choice for small-scale farmers. Meanwhile, attempts to add value to maize landraces via market differentiation have had varying success. Although there is potential for differentiated markets to contribute to successful business models and poverty alleviation, these cases exhibit trade-offs between product consistency, investment of labour and resources, and genetic-diversity conservation.  相似文献

The author describes the evolution of the garment‐manufacturing sector in the district of Totonicapán in the Guatemalan highlands, an area long associated with weaving and related skills. Producers have been shrewd in finding ways to take advantage of changes in the global economy, for instance by importing cheaper fabrics from Asia to reduce the cost of the final products. Producers have thus been able to exploit the domestic and regional market niche for lower‐cost garments than are available in the department stores, adapting their output to respond to fashions and trends. This adaptability has in turn generated more local employment and wealth among home‐based workers and village workers, as well as among townspeople and traders, and a high level of self‐employment. Paradoxically, a factor that has contributed to this situation—as opposed to becoming involved in maquila production—is that the failure of unions to organise the workers in the 1960s eventually brought about more equitable relations between the traditional elite and their former employees and a higher level of mutual dependence than exists in the maquila.  相似文献

The implementation and effective management of watershed-development projects is recognised as a strategy for rural development throughout the developing world. Several government and non-government agencies have launched watershed-development projects to tackle the challenges of soil conservation, improving land productivity, and economic upliftment of the rural poor for efficient use of natural resources. Participatory community-driven institutions of integrated watershed management are considered vital for the sustainability of natural resources. This study focuses on the impact of local institutions on watershed development in India and examines the degree of women's participation in relation to the effective management of natural resources and sustainable development.  相似文献

Good governance is essential for sustaining economic transformation in developing countries. However, many developing countries currently lack the capacity, as opposed to the will, to achieve and then sustain a climate of good governance. This article addresses, from a practitioner's field perspective, the fundamental objectives, principles, and key areas that need to be addressed for developing capacity for good governance. These frameworks are now beginning to be recognised, as both governments and donor institutions attempt to take advantage of the current demand and opportunities for addressing governance deficits. In pursuing capacity development for good governance, developing countries must ensure that such initiatives are comprehensively designed to be simultaneously related to change and transformation at the individual, institutional, and societal levels and to be owned and controlled locally.  相似文献

Patronato de Nutrición introduced a range of 18 optional agricultural technologies in the indigenous community of Chalite, Panama. Three of the technologies were adopted by more than half of the farmers surveyed, while an additional eight technologies were adopted by between 20 per cent and 50 per cent of the farmers. Farmers were more likely to adopt technologies associated with familiar crops, previously promoted by other groups, or requiring limited labour or financial resources. The article shows how development groups can quickly reduce the number of technologies promoted in order to deliver services more effectively.  相似文献

This discussion considers why democracy has not so far led to the creation of impartial, honest and effective state institutions in Mexico, Venezuela and Peru. The explanation offered is essentially historical‐institutional. Non‐impartial (that is, biased) types of governance have a tendency to reproduce themselves over time due to the advantages that they offer to the powerful. However this observation, while true, does not explain why democracy has not done more to bring about the rule of law. The research focuses on Mexico, Peru and Venezuela because these are all cases in which democracy has failed spectacularly to discipline political competition within a framework of law. The Mexico's ruling Institutional Revolutionary Party maintains significant popular support despite conclusive evidence of previous ballot rigging, and continuing evidence of large‐scale corruption. Peru's Fujimori was re‐elected as president in 1995 despite previously using force to close the national Congress. Venezuela's Chavez convincingly won presidential elections in 1998, only six years after leading a coup attempt against an elected government.  相似文献

Over the past two decades, a trend has emerged where US partners and allies look outside of their bilateral relationship with the United States and pre-existing multilateral bodies to join ad-hoc networks. They are joining these networks to both obtain their own security goods and to provide regional public goods. Yet, these ad-hoc networks, or “minilaterals,” often include multiple US allies or shared partners of the United States. For example, the revived Quadrilateral Security Dialogue (Quad) includes Japan, India, Australia, and the United States, encompassing two separate US treaty alliances. Similarly, the tripartite pact AUKUS connects the US-UK transatlantic alliance relationship to the US-Australia alliance in the Indo-Pacific. The newest addition to this growing trend in minilateralism, the I2U2, which redefine the Middle East as West Asia by bringing together the United States, India, Israel, and the United Arab Emirates (UAE), provides additional insight into the benefits of minilaterals as mechanisms for organizing interstate cooperation.  相似文献
