This paper explores access to health and education for disabled youth in sites with and without community rehabilitation workers (CRWs). A cross-sectional survey using a structured questionnaire was undertaken in nine sites in South Africa, and a snowball sample of 523 disabled youths of both sexes, aged between 18 and 35 years, was selected. The survey found that a significantly larger proportion of disabled youth living in sites with CRWs were seen by health care workers at home, and that there was a large difference in educational access between sites with and without CRWs. CRWs are well positioned to promote equal citizenship for disabled youth through service learning with occupational therapy final year students to improve access to health and education, so that barriers to their participation in economic development are removed.  相似文献

This article questions whether the European Union (EU) strategy of using free trade agreements (FTAs) as tools of democracy promotion is, currently, normatively coherent and legitimate. It focuses on FTAs with proximate autocracies and makes four main claims. First, FTAs raise significant legitimacy concerns in that they can ordinarily be expected to generate both economic ‘winners’ and ‘losers’ in the target country without democratic processes in place to legitimate these costs. Second, the EU risks empowering autocrats (rather than catalysing democratic transition) in the way it negotiates FTAs. Third, ‘leverage’ strategies of withholding or suspending cooperation as a result of violations of democratic and human rights norms are applied inconsistently by the EU, undermining leverage credibility. Fourth, the best-case impact of regulatory convergence with the EU acquis communautaire on the democratic character of sector-level policymaking is mixed: increased transparency and accountability can improve democratic credentials, while, paradoxically, increased stakeholder participation is normatively suspect in the absence of a democratic framework.  相似文献

The humanitarian aid sector faces a growing skills shortage, at a time when it aspires to expand the scale, quality, and impact of its response to humanitarian needs. Rapid staff turnover has been identified as one of the major constraints on both staff capacity building and organisational learning. A study undertaken for Oxfam GB supports previous findings that traditional human-resource practices in the humanitarian field, with many staff employed on short-term contracts, have inhibited skills development and constrained programme and organisational learning.  相似文献

In this study, we explore the long‐term effectiveness of the mediation of hierarchical workplace conflicts by comparing and analyzing participants’ perceptions of short‐term and long‐term mediation effectiveness. Specifically, we surveyed supervisors and subordinates to determine the extent to which they perceive mediation to be effective one year after the conclusion of the process. In this study, we distinguish between mediations that result in a continuing employment relationship versus exit mediations, which occur when employees end their employment. We collected data from real workplace mediation cases in the Netherlands. Our results show a general positive relationship between short‐term and long‐term mediation outcomes. Supervisors and subordinates, however, perceive the long‐term outcomes somewhat differently, with supervisors perceiving greater compliance with the agreement than did subordinates after one year. We found no significant difference in perceptions of long‐term effectiveness between exit and nonexit mediations. In the article, we discuss the implications of our findings for mediation theory and practice.  相似文献

Founded in 1951, War on Want is a UK‐based NGO committed to the alleviation of poverty with strong roots in the labour movement. War on Want's programme on the Global Workplace provides trade unionists with a range of practical skills and knowledge about international development issues. Part of the programme involves a ‘Global Workers' Forum’, which takes grassroots trade union activists from the UK to a similar sector or even a plant owned by the same employer in the South. The aim is to enhance participants' understanding of the impact of globalisation on the industries in which they work, establish relationships that can act as starting points for global action, and encourage participants to spread the message within their own unions. There is also a website which raises awareness of the global economy and encourages activists to make links and undertake joint action. It is essential that now, as never before, trade unionists should work together as an international force to challenge globalisation and fight for the recognition of workers' rights. The Global Workplace suggests that showing global solidarity to workers around the world can help trade unionists rise to this challenge.  相似文献

This article develops issues raised in H`ans Buwalda's article, ‘Children of war in the Philippines?s. It considers the training of indigenous workers in mental-health care in areas of recent or continuing armed conflict. It explores the possibilities of combining Western therapeutic techniques with local and culturally appropriate ways of working. It stresses the need to acknowledge and address the emotional impact of the work and participants' own concerns, and discusses the kind of support which workers need. It looks at teaching methods and course content, with a view to creating a safe atmosphere and an interesting programme, taking into account cultural considerations. This article examines emergent forms of political subjectivity amongst subordinate social forces, focusing on how ‘unprotected’ workers in household relations of production can become political subjects antagonistic to world order. For unprotected workers the very lack of institutional protection makes articulating political demands risky. At the same time, the need to conceptualise the manner in which the workers in the households and in proximate forms of social relations of production become political subjects is increasingly urgent. The article begins by articulating a conception of the public sphere relevant to the forms of political subjectivity examined. The argument then proceeds to situate the family in the global political economy. Next, the article examines the circulation of women between the household and proximate forms of social relations of production. It is in this circulation that unprotected workers produce potential and emergent counter-public spheres needed for the forms of political subjectivity that challenge the dominant forces in world order.  相似文献

The proliferation of corporate codes of conduct generates both alliance and tension between trade unions and NGOs that deal with workers' rights in the global economy. Alliance, because trade unions and NGOs share a common desire to halt abusive behaviour by multinational companies and a broader goal of checking corporate power in the global economy. Tension, because unions and NGOs have differing institutional interests, different analyses of problems and potential solutions, and different ways of thinking and talking about social justice in the global economy. There are fears that codes of conduct may be used to undermine effective labour law enforcement by governmental authorities and undermine workers' power in trade unions. The substance behind the rhetoric on this new generation of corporate codes of conduct is certainly open to question. However, this paper argues that, given unions' weak presence in the global assembly line and the rapid‐response capabilities of many NGOs, such codes are a valuable asset. Trade unions and NGOs still have more in common with each other than either has with corporations, governments, or international organisations that see free trade and free‐flowing capital as the solution to low labour standards. But both need to be clear‐eyed about their differences and their proper roles as they navigate the opportunities and challenges that lie ahead.  相似文献
