This article outlines the recent development of Chinese political studies spawned by the transformation of Chinese politics in the post-Mao era, with its focus mainly on contributions from the Chinese scholarship. After a close examination of the applicability of the western theories on the transforming politics in China, it reviews the indigenous methodologies, the theorizations on the Chinese Communist Party, the state-society relationship analysis, and research on the central-local relationship. Referring to the original works in different periods, the article generally portrays the indigenous contributions of the Chinese academia, and illustrates the essential connections between real politics and theoretical progress.

After prolonged stagnation in the 1980s and early 1990, Greece during the past decade or so has experienced a change from its post-war statist economic policy paradigm towards a liberal model. Focusing on political and political-economic aspects, this article gives an account of the reform of state interventionism in the 1990s. Different hypotheses are consistent with explaining distinct aspects of this policy change. The general interest and Europeanisation hypotheses are mainly borne out by macroeconomic stabilisation measures, but they cannot explain failure or delay in structural adjustment. The latter are better understood on the basis of public choice institutionalism and approaches emphasising uncertainty.  相似文献

The Gaullist settlement of 1958 reconfigured the political institutions of France, introducing into the republican mainstream a new form of leadership politics. Adapting the literature on political opportunity structure (POS) theory, and using the French left as a case study, can help us understand how political parties, ideology and leadership adapt to political institutions and norms. It also illuminates what the consequences are of such adaptation in the contemporary period, particularly as regards the institutionally bound roles of political 'character', protocol and discourse. The paper appraises the relevance and appropriateness of POS theory to leadership politics in France.  相似文献

High-performing economies in the Asia-Pacific region together with only mediocre economic development in Latin America prompts the question of what explains differential economic growth rates among developing countries. Combining a statist perspective with Olson's theory of interest group formation, this research hypothesizes that nations with weak distributional coalitions will more likely experience high growth and state intervention will be effective. Using a longitudinal research design, this secondary analysis involves a comparative and interactive examination of eight Asian-Pacific and twelve Latin American countries. By considering the role of the state in interaction with distributional coalitions in society, the results indicate that approximately two-thirds of the variance in national economic growth is explained.  相似文献

ABSTRACT

Since the advent of democracy in the 1990s, the South African political settlement has ushered into policy a progressive framework for the realization of socio-economic rights, enshrined by the Constitution. However, this political settlement has failed to translate into an economic and social settlement that results in just livelihood strategies and equitable service delivery that addresses historical grievances. Inadequate implementation of socio-economic policies designed to address injustice has contributed to weakening vertical cohesion between state and society. Analysing these two core conflict issues, access to service delivery and livelihood strategies, this article argues that the interaction of the political settlement and the ability of institutions to deliver effectively has negatively affected state-society relations and the legitimacy of the reconciliation agenda meant to support inter-group cohesion.  相似文献

Government agencies service interest groups, advocate policies, provide advice to elected officials, and create and implement public policy. Scholars have advanced theories to explain the role of agencies in American politics, but efforts to test these theories are hampered by the inability to systematically measure agency preferences. We present a method for measuring agency ideology that yields ideal point estimates of individual bureaucrats and agencies that are directly comparable with those of other political actors. These estimates produce insights into the nature of the bureaucratic state and provide traction on a host of questions about American politics. We discuss what these estimates reveal about the political environment of bureaucracy and their potential for testing theories of political institutions. We demonstrate their utility by testing key propositions from Gailmard and Patty's (2007) influential model of political control and endogenous expertise development.  相似文献

Neither the major assumptions of developmental statist theories nor their revised arguments (e.g. network and internal organization theories) can persuasively elucidate the South Korean state's strong autonomy vis‐à‐vis the capitalist group in establishing and implementing economic/ industrial policies. A more relevant elucidation can be made by attending to the following three points: 1) one can more clearly show the former's autonomy in relation to the latter by examining discordant rather than amicable aspects of the relationship between them; 2) the strength of the East Asian state's autonomy lies not in its inherent, absolute cohesiveness but in its ‘political integrating power'; 3) in interpreting the state's strong autonomy vis‐à‐vis society, more research on political and administrative factors (rather than economic ones) need to be conducted. Also important are the behaviour of political and administrative agents who operate institutions and various interactions among them. To enforce these points, this article analyzes the political aspects of the state‐capital relationship while the South Korean government established anti‐chaebôl policies to restrict economic concentration via big businesses.  相似文献

This contribution presents the German state of the art of economic approaches to politics. First, the basic model, the research areas, and the analytical tools used by these approaches are briefly introduced. Second, for each sub-field of political science, the German contribution is presented in relation to the international state of the art. While German scholars hesitated to engage in public choice and positive political theory in the beginning, we nowadays find many contributions from this perspective in the fields of electoral studies, the European Union, and veto player analysis.  相似文献

This article looks at the erosion of democratic practice enacted by "New" Labour in Britain under the leadership of Tony Blair. Building on the internal reforms of the 1980s, the process of Labour Party "modernization" has created an exclusive, top-down managerial style of leadership. This type of party leadership and management has far-reaching implications for British politics more generally, not least the role of political parties. The current crisis of the Conservatives and the destruction of representative democracy within the Labour Party pose serious questions regarding the medium-term future of parties as voluntary membership organizations. These changes are placed in the context of a possible longer-term transformation of British political structures in order to exchange the long-established administration of the Conservative Party for a new type of governmental machinery. The aim is not a new "traditional" party of government, but a partyless formation built around a dominant central presidential figure and his office—a change which necessitates abolishing the Labour Party and social democracy as they currently exist. It is argued that this anticipated remedy to a protracted crisis of the British state accords closely to the requirements of neoliberal economic management, while drawing upon developments in the wider global environment. However, if this is to succeed, Blair's "modernizing" tendency needs to be able to articulate a coherent ideology that strikes a popular chord. Thus far, Blair's managerial approach to politics may have scored a few points against the old party ideologies, but it has also undermined attempts to promote an alternative ideology—even one of a "partyless" nature.  相似文献

Scholars and policymakers prescribe legal titling to improve prospects for economic development and political order. However, a public choice literature exists that has long recognized that self-governance often works well and that the state may not be able to improve upon local economic institutions at reasonable cost. Although the implication that legal titling should proceed with caution is seemingly straightforward, the literature on legal titling does not take anarchy seriously as a policy option. In addition, there is a public choice literature that presumes the state is the most important source of property rights. This essay fills this gap in the property rights literature by applying the concept of “efficient anarchy” to legal titling in Afghanistan. Original fieldwork evidence from rural Afghanistan suggests that anarchy of land governance is a better option than legal titling. The essay concludes by opening up the black box of state building by explaining why it often makes sense to sequence improvements in political capacity and political constraints prior to investing in legal titling.  相似文献

Editor's Note: The International City/County Management Association (ICMA) celebrates the 100th anniversary of its founding in 2014. This article is the first of several that will appear during the next year about the council‐manager plan to commemorate ICMA's 100th anniversary. Three contemporary leadership challenges face local governments today. The first encourages department heads to more actively work the intersection between political and administrative arenas. The second promotes collaborative work, synchronizing city and county boundaries with problems that have no jurisdictional homes. The third argues that citizen engagement is no longer optional—it is imperative—and that connecting engagement initiatives to traditional political values and governing processes is an important mark of successful community building. These three leadership challenges stem from a widening gap between the arenas of politics and administration—that is, between what is politically acceptable in public policy making and what is administratively sustainable. The gap is fueled by conflicting trends experienced locally and common internationally. Failure to bridge this gap between political acceptability and administrative sustainability results in decreasing legitimacy for governing institutions and increasing challenges.  相似文献

The European debt crisis has impacted on electoral politics in most European states, but particularly in the Republic of Ireland. The severe nature of the economic crash and the subsequent application of austerity policies have brought large fluctuations in political support levels, with the three parties that have dominated the state since its foundation – Fianna Fail, Fine Gael and Labour – all being adversely effected. The extent of these changes is highly controlled both by geography and by class, with political allegiances proving to be highly fluid in certain parts of the state. Growing support levels for left wing parties and groupings, but most notably Sinn Fein, appear to be moving Irish politics away from the old “Civil War” style of politics and bringing it more into line with the traditional class cleavage politics of continental Europe.  相似文献

Abstract

Regional institutions in the Asia-Pacific have been of limited efficacy. Asian members of organizations such as ASEAN and APEC have insisted that these institutions not infringe upon their sovereign rights. The basic norms, rules, structures and practices supporting these organizations have, to varying degrees, reflected this concern. A number of factors contribute to explaining this regional reluctance to create effective multilateral institutions. This paper argues that the single most important factor is the concern of most East Asian states with domestic political legitimacy. Drawing on the work of Muthiah Alagappa and Mohammed Ayoob, the paper demonstrates that a significant majority of the states of East Asia see themselves as actively engaged in the process of creating coherent nations out of the disparate ethnic, religious and political groups within the state. As a result, these states are reluctant to compromise their sovereignty to any outside actors. Indeed, the regional attitude towards multilateral institutions is that they should assist in the state-building process by enhancing the sovereignty of their members. As an exceptional case, Japan has encouraged regional institutionalism, but it has also been sensitive to the weaknesses of its neighbours, and has found non-institutional ways to promote its regional interests. The incentives to create effective regional structures increased after the Asian economic crisis, but Asian attempts to reform existing institutions or create new ones have been undermined by the issues connected to sovereignty. East Asian states recognize that they can best manage globalization and protect their sovereignty by creating and cooperating within effective regional institutions. However, their ability to create such structures is compromised by their collective uncertainty about their domestic political legitimacy. In the emerging international environment, being a legitimate sovereign state may be a necessary prerequisite to participating in successful regional organizations.  相似文献

Recent years have witnessed many efforts to understand legislative productivity and gridlock. However, despite theoretical and empirical contributions to how preferences and institutions shape political gridlock's level (e.g., Krehbiel 1996, 1998 ) and empirical evidence about how parties may affect political gridlock (e.g., Binder 1999 ; Coleman 1999 ), we lack a comprehensive perspective theoretically and empirically examining preferences, institutions, and parties. We overcome this deficiency by modeling conditions for gridlock as a function of preferences and institutions—incorporating bicameralism and presidential influence—and of parties. By generating equilibrium gridlock intervals for empirical testing using Poole's (1998) common space scores, and showing that gridlock intervals associated with models in which parties have no effect or an agenda-setting role do not explain policy gridlock but that those linked to models with party-unity effects and strong presidential leadership do, we demonstrate the importance of accounting for party and leadership roles in explaining legislative choices.  相似文献

The 'new politics of the welfare state,' the term coined by Pierson (1996) to differentiate between the popular politics of welfare expansion and the unpopular politics of retrenchment, emphasizes a number of factors that distinguish countries' capacities to pursue contentious measures and avoid electoral blame. Policy structures, vested interests, and institutions play a prominent role in accounting for cross-national differences in leaders' abilities to diffuse responsibility for divisive initiatives. One important omission from the 'new politics' literature, however, is a discussion of partisan politics. 'Old' conceptualizations of the political right and left are implicitly taken as constants despite radical changes in the governing agenda of many leftist parties over the last decade. Responding to this oversight, Castles (1998) has recently probed the role of parties with respect to aggregate government expenditures, only to concludethat parties do not matter under 'conditions of constraint.' This article contends that parties are relevant to the 'new politics' and that, under specified institutional conditions, their impact is counterintuitive. In some notable cases the left has had more effect inbruising the welfare state than the right. One explanation for these cross-cutting tendencies is that parties not only provide a principal source of political agency, they also serve as strategies, thereby conditioning opportunities for political leadership. By extension, they need to be situatedwithin the 'new politics' constellation of blame-avoidance instruments.  相似文献

Privatization is recommended unconditionally by some scholars as the optimal means for achieving economic development. While privatization can be helpful medicine, it provides no universal cure for all the ills associated with low economic growth. A country's economic and political institutions are intertwined. Mandating privatization without being mindful of both political and economic consequences to such a policy can bring undesirable consequences during and after policy implementation. This paper proposes that to enhance the likelihood of economic growth a leader should blend economics with politics. Sensitive political leadership can stimulate a bonding among citizens, a bonding which can generate the commitment to risk by investing personal savings, to work the long hours which much precede the rewards, and often to be satisfied by a job well done rather than with material reward. Analogous to the chief executive officer of a successful corporation, the effective political leader involves stakeholders, steers decision processes, takes reasonable risks, encourages private investment, and rations public resources according to national priorities. Collective decision-making guided by the political leader, who also acts as a strategic manager during implementation, is offered as a model for development.  相似文献

The article is an exercise in the philosophical anthropology of politics. According to Aristotle, man is a political animal but not uniquely so, whereas, according to Hobbes, politics is artificial and the preserve of humans alone. Both Aristotle and Hobbes draw upon contemporary science. The dominant relevant science today is neo-Darwinism – humans are products of evolution and genetically closely related to the other primates. The argument that chimpanzees are political, thus putatively endorsing an Aristotelian rather than a Hobbesian perspective, is scrutinised. However, at best, chimpanzees are only metaphorically political. While this conclusion may weaken the Aristotelian position, it cannot of itself vindicate the Hobbesian one. The philosophical anthropological endeavour to investigate the relation between politics and human nature still has work to do.  相似文献

Because of the diversity that characterizes politics in Southeast Asia, area specialists hasve lacked a framework for comparative analysis. Drawing on some of the recent transitions literature, this article argues the worth of investigating political regime forms, the extent to which a country's politics are stable or unstable and democratic or authoritarian. It then focuses on three important Southeast Asian countries — Indonesia, Malaysia, and Thailand — analyzing stabilitylinstability in terms of state elites and their rules of the game, while considering democracylauthoriturianism in terms of societal audiences and legitimating "mentalities." Briefly, Indonesia's authoritarian regime (and its strong appearance of stability) is attributed to astute personalist leadership, muted elite rivalries, and control over societal audiences. In contrast, Thailand's unstable democracy emerges from uneven national leadership, perennial elite disunity, and episodic surges in societal pressures. And Malaysia's semi-democratic regime — in some ways bordered by the outcomes in Indonesia and Thailand — is explained by skilful national leadership and sustained elite unity, offsetting the country's ftuctuating levels of societal tensions and claims.  相似文献

The European Union is an example of regionalisation characterised not only by economic integration, but also by a 'spatial politics' aimed at instilling a sense of European identity and citizenship. Spatial politics are discussed here in terms of governance, regional policies and the production of geographical knowledge that reinforce the notion of a diverse but interdependent European space and, hence, political community. The paper examines recent planning concepts and regional development initiatives and their socio-political qualities and, in particular, their contested nature. Critical questions are raised, for example, regarding European spatial planning, its openness to different spatial development options and its apparent domination by 'core' Europe. The author suggests that European spatial politics can potentially contribute to a more cohesive political community, but that this is contingent upon the translation of symbolism into concrete incentives and opportunity structures that promote wider Europeanisation. This also requires forceful institutions, integrating symbolism and clear and effective forms of governance that allow regional diversity to find appropriate political expression.  相似文献

The three levels of government in the U.S. federal system maintain a different set of policy priorities because they operate under varying environmental constraints and resources. Efforts to categorize and specify the politics in terms of policy types have been particularly fruitful at both the federal (e.g., Lowi) and the local (e.g., Peterson) levels. At the state level, however, the typology perspective has yet to be more fully developed. This paper makes a preliminary effort to construct a typology framework in understanding state politics and policy. First, politics can be differentiated between growth and redistribution in the structural economic context. While redistributive politics are largely structured by class-oriented issues, growth politics are predominantly shaped by territorial concerns that temper class and ideological differences. Equally important, the growth-redistribution distinction can be supplemented by the politics of routine services, such as public education. The latter remains dominated by service-provider groups. Moreover, based on an empirical analysis of hundreds of bills in one state legislature, these political differences are found to have contributed to variations in policy consensus among lawmakers as well as interest group representation in agenda setting and legitimation across policy arenas. Our findings also suggest limitations to the typology framework.  相似文献
