Abstract

This paper reflects on responses to Bangladesh’s Rohingya refugee crisis in the weeks that followed the increased numbers of Rohingya refugees who arrived from Myanmar after 24 August 2017. Drawing on literature on the local and international dimensions of humanitarianism, and the analytical lens of performance, it explores narratives of helping in relation to the shifting character of Bangladesh’s civil society, changing expressions of local and international religious sentiments, and the importance of understanding both formal and informal responses historically in the context of Bangladesh’s own experiences as a country born from a crisis in which citizens became refugees fleeing state-sponsored violence.  相似文献

Abstract

Taking Syria’s armed conflict as a case study to illustrate the processes of normative contestation in international relations, this article is interested in re-examining the typology of Russia as a ‘rising power’ to account for ‘rise’ in a non-material dimension. The article integrates the concept of ‘rising power’ with the literature on international norm dynamics to reflect on the rationale for Russia’s engagement in Syria despite adverse material preconditions. It will argue that Russian norm divergence from alleged ‘Western’ norms illustrates Moscow’s ambition to co-define the conditions for legitimate transgressions of state sovereignty.  相似文献

Abstract

Established development organisations face a long-standing legitimacy crisis for not living up to the expectations once set. Meanwhile, thousands of small-scale, voluntary development organisations – referred to as Private Development Initiatives (PDIs) – have joined the field of international development. In this article, I examine the legitimacy of their acts from a local government perspective based on an analysis of four dimensions of legitimacy: regulatory, pragmatic, normative and cognitive legitimacy. The study took place in May 2017 in the Kenyan coastal county of Kwale. A range of government officials were interviewed on how they perceive the interventions of international development organisations in general, and Dutch PDIs in particular, and on their cooperation with these development actors. The study shows that, although many of these PDIs operate in areas that fall under the responsibility of the local government, most of them have a rather limited cooperation with the local government, putting their legitimacy in the eyes of local government officials at stake.  相似文献

Abstract

This essay looks at why, how and with what degree of success the international community has applied its recognition policies in the post-Soviet space. The essay addresses the issue from a normative perspective by comparing these policies with alternative policies on recognition that have arisen in Soviet and post-Soviet debates. A basic distinction is made between four normative positions. The essay compares the kind of just cause these positions claim to defend, the motives of those supporting each of these positions, the likelihood of success in achieving the stated objective, and the consequences and drawbacks inherent in each of these positions for post-Soviet conflicts over sovereignty generally and more specifically for the Georgian–Abkhaz dispute.  相似文献

Norm contestation by local actors has emerged in recent years as an explanation for the failure of norm diffusion. This article contributes to the literature on norm contestation by analysing how norms diffused by the Organisation for Security and Cooperation in Europe (OSCE) pertaining to election observation and free and fair voting are re-constituted and contested by domestic actors in Kazakhstan. The study contributes to the idea of ‘constitutive localisation’ by emphasising a more fundamental level of disagreement beyond just congruence between the diffused norm and local beliefs; by demonstrating contestation can occur in the later stages in the norm diffusion cycle; by focusing on the micro-politics of contestation by local actors involved in the implementation of diffused norms; and by revealing how norm contestation is not necessarily a process of emancipatory politics, but a strategic act to serve authoritarian consolidation. Utilising a four-fold framework, the analysis illustrates how norms, while initially accepted by Kazakhstani authorities, are reconstituted through political discourse and/or practice, creating the moment of contestation. While this contestation is instrumentalised by political elites for their own advantage, it also remains an important element of agency within a normative order which they had little previous control over.  相似文献

Abstract

This paper explores the relationship between the arts and the growing research literature on social indicators in the United States. Building upon research and theory that identifies the need for indicators of “social health” that are broader than traditional measures of economic well‐being, this paper suggests that the arts are particularly useful terrain for conceptually extending quality of life research. After illustrating the broad range of thinkers who have argued that arts benefit society, the paper provides an overview of the various forms of arts data that are currently collected. Focusing on recent efforts to evaluate the quality of life within local communities and recent research on arts education, the paper suggests that scholars need to focus on building a clearer framework that connects arts data with the broader arguments about the social contribution of the arts. The paper concludes by identifying diversity, creativity, community, and participation as examples of concepts that can link existing arts data with the widespread belief in the democratic value of the arts, and argues that quality of life research needs to incorporate key community “assets”, including participation and practice in a vibrant arts world, into both the methodological and normative framework for defining social health.  相似文献

Abstract

Does overseas development aid necessarily translate into more generous national policies for refugees? Evidence from Jordan suggests that this is not always the case. Since the arrival of an estimated 756,000 Syrian refugees, international funding has made Jordan one of the top seven recipients of foreign aid in the world. Despite sustained international financing, however, national policies towards refugees have become increasingly restrictive, especially when it comes to healthcare. Based on fieldwork conducted between 2017 and 2019, this paper argues that Jordan’s healthcare policies towards Syrian refugees are not necessarily correlated to international financing, but are rather the product of political considerations aimed at maintaining domestic stability, increasing bargaining power in the global policymaking arena and resisting international pressures to integrate Syrian refugees. This paper contributes to filling a gap in the literature on the complex and interdependent factors which influence the evolution of national healthcare policies towards refugees in a country not only highly dependent on foreign aid, but also at the geopolitical crossroads of international interests in the Middle East.  相似文献

Institutions are frequently thought of as ‘socialising’ member states into pre-established norms. However, this influence is not necessarily a one-way street; members can also affect institutions, whether individually or collectively. This article analyses the behaviour of two emerging powers – Brazil and China – within the field of international development. What roles have these two states played in shaping global development norms? The article examines the key motivations, positions, and initiatives taken by Brazil and China, with special reference to the UN development system (unds). Whereas Brazil and China’s early behaviour within the unds diverged significantly, in the post-cold war period both have become increasingly interested in – and capable of – influencing UN norms. However, despite greater involvement in UN development negotiations, these countries’ leverage in normative debates originates outside of the unds, through their South–South cooperation programmes. The current diversification of platforms through which the norms of international development are negotiated may enhance the influence of emerging powers, although their ability to channel this influence effectively will depend on their capacity for norm entrepreneurship, rather than mere norm blocking.  相似文献

Abstract

Since the Soviet Union’s collapse, Ukraine, Georgia and Russia have faced the challenge of taking their positions in the politics of international law as part of their transformation processes. Strong dynamics of conflict have shaped these states’ politico-legal actions and interactions, for example, the Russo–Georgian War, the annexation of Crimea and the armed conflict in East Ukraine. This essay explores whether, how and why Georgia, Ukraine and Russia ‘speak’ international law in international politics differently. It discusses conceptual approaches to empirically analysing the processes of translating political preferences into legal arguments as well as how ‘communicators of international law’ in the post-Soviet region use the language of international law differently.  相似文献

SUMMARY

This paper examines the impact of the 1996 Welfare Reform and Illegal Immigration and Immigrant Responsibility Acts on Caribbean immigrants in the United States. Drawing from the conceptual framework posited by Dye's (1984) Elite Preference Modelof policy analysis, the author argues that the three laws have created enormous economic and psychological difficulties among families in the United States. Developing countries in the Caribbean region have been severely impacted by the law since they have had to accommodate returning citizens when they are deported under provisions of immigration policies. The question for consideration by this paper is how may the legal and human rights of deportees be balanced against the rights of the U.S. government to secure its borders and ensure the security of its citizens? The paper also addresses issues of immigration, and international relations particularly the north-south dialogue between powerful developed countries such as the United States and small developing states of the Caribbean.  相似文献

ABSTRACT

This paper discusses local development and various governance strategies that local governments can use to engage actors in rural communities and resources from a broader environment to achieve desired socio-economic outcomes. We ask: How can local governance vary in rural communities? How can governance arrangements lead to contrasting socio-economic outcomes? Our conceptual framework combines a typology of local governance roles with socio-economic outcomes associated with neo-endogenous development theory. We explore culture-based development projects from three rural communities. We find that local governance strategies vary between relatively similar rural communities and that they represent compromises in terms of socio-economic outcomes. Local government in rural communities can act strategically through use of local networks. Local governance here is best understood as an emergent quality of the local context, history, institutions, culture, and, power relations. Therefore, governance strategies in rural contexts should be based on careful reflection on potential roles, trade-offs and desirable outcomes.  相似文献

This article critically examines the concept of 'partnership', ubiquitous in contemporary development aid discourses. It investigates whether the language of 'partnership' signifies a change in aid relations away from the stark exertion of power characteristic of the conditionality decades of the 1980s and 1990s, or, conversely, whether 'partnership' is merely the latest guise behind which power-based relations continue to operate. A conceptual framework facilitates the deconstruction of the recently established 'Partnership for Governance Reform' in Indonesia, posited as a co-operative venture between national stakeholders and the international community. Elements of partnership or of power are sought through an examination of decision-making structures and activities. Findings are of the largely rhetorical and instrumental use of 'partnership' by international actors. Although there is nominal control by Indonesian actors, decision-making bodies are constructed in a manner which ensures that the reform agenda of international agencies remains relatively unchallenged, both in terms of what is included and excluded. Contrary to the official discourse of partnership as encouraging locally formulated reform strategies, the notions of 'partnership' and 'local ownership' simultaneously disguise and legitimise the interventions of international agencies in domestic reform processes, serving to mystify power asymmetry.  相似文献

ABSTRACT

Analysis of how English local authorities (LAs) have fared post large cuts to their funding by the Coalition and now Conservative governments indicates a considerably resilient organisation. Engaging with recent critical strands in the resilience literature this paper, however, queries that resilient LA account. Better consideration of resilience’s repercussions across the landscape of local services provision is needed. The question of ‘resilience for whom?’, drawn from the conceptual literature, is introduced and frames an exploration of the experiences of LA resilience strategies among small charities in deprived areas of London. Deleterious dimensions of resilience are seen in its distancing and de-coupling effects and associated voluntary provider fading. There are losers and a dark underside to explore. Such perspectives add to the local government and austerity scholarship insight as to the noted ‘austerity puzzle’ and a questioning of its tendency towards a ‘great survivor’ account.  相似文献

Recent years have witnessed an increasing concern about the impact of New Public Management (NPM) reforms on public servants' ethics. The academic literature about this topic is still characterized by considerable confusion and the article proposes a falsifiable theory as a way out of this. Specifically, it demonstrates that, when all the claims in the literature are translated into the proposed conceptual framework, they amount to an integrated set of propositions (that is, a theory) about the causal relationship between organizational processes (as changed by NPM-reforms) and public servants' ethics. Such an integrated theory is possible because, although the normative positions taken by the authors are clearly rival ones, their empirical claims are complementary. With the diverse claims thus integrated into one theory, the article provides a basis for empirical research and for the NPM-ethics debate to proceed in a more explicit and systematic way.  相似文献

Rebuilding the local legitimacy of a national army after civil war is an important part of security sector reform (SSR) to help ensure the survival of the institution once the statebuilding bandwagon has moved on. The peacebuilding literature argues local ownership can provide international actors with local legitimacy. This article shows how an international actor can help to legitimise a local institution. Using new empirical material, this article examines the capacity-building work of the United Nations Interim Force in Lebanon (UNIFIL) with the Lebanese Armed Forces, and opens up the ‘black box’ of the micro-processes of SSR. First, it shows how an international actor can build the local legitimacy of a national army over time to build local knowledge and develop strong relationships with key stakeholders at national and civilian levels. Second, it explicates the political tensions that impact local and international agency and create hybrid solutions on the ground. Finally it argues that a successful hybrid solution in peacebuilding is possible when the normative values of the SSR project are accepted by key stakeholders and the local population. The article argues that UNIFIL’s SSR is assisted by the factors of time, flexibility, and pragmatism.  相似文献

Abstract

Western European countries differ according to the ways in which they organise local government, not least in the manner in which mayors are selected and in the mayors’ statutory positions and responsibilities. The question is to what extent is mayoral performance affected by selection procedures and the statutory position of the mayoral office? In two exploratory articles, the results of a number of comparative empirical studies will be presented. In this first part the focus will be on the theoretical and methodological framework of the study, and on the variations in selection procedures and statutory positions. In the second part (to be published in the next issue of this journal) we will relate these findings to evidence on mayoral performance.  相似文献

The subject of women fighting in jihad has been a controversial and under-researched topic in classical and contemporary Muslim religious literature. In general, classical authorities did not see women fighting except in the most extraordinary circumstances yet did not expressly forbid it. Today radical Muslims seeking to widen their appeal have modified these conclusions and made it possible for women to participate together with men on the battlefield and in martyrdom operations. This article looks at the classical religious and legal literature to contextualize the arguments being made for females participating in jihad in contemporary times.  相似文献

The European migration crisis has had a transformative impact on many transit and destination localities in Europe, and in doing so it has mobilised many faith-based communities. This paper analyses the social action of Saint Bernard de La Chapelle, a Roman Catholic parish in northern Paris, which hosts a semi-formal association called Solidarités Saint Bernard (SSB) involved in support and relief activities for indigent migrants in the local area. Based on ethnographic research conducted within the parish and the association, I analyse how the topic of migration has become a point of exchange between the parish community and local civil society, how religious and secular discourses and motivations co-exist within SSB, and how these influences shape SSB’s social action. Through this micro-scale approach, and drawing on Luc Boltanski’s theoretical framework of regimes of action, my aim is to identify conceptual elements to better understand the broad convergence between religion, social action, and migration, and to better understand the relation between charity and justice within faith-based social action in the domain of migration advocacy more specifically.  相似文献

Abstract

Global integration has increased the international linkages of financial markets for emerging market countries. A key channel for the international transmission of inflation and economic cycles is from exchange rate movements to domestic prices, known as exchange rate pass-through (ERPT). This article reviews the conceptual, methodological and policy issues connected with ERPT in emerging market and developing countries, and critically surveys selected empirical studies. A key contribution is to categorise and compare the heterogeneous methodologies used to extract ERPT measures in the empirical literature. Single equation models and systems methods are contrasted; frequent misspecifications that produce unreliable ERPT estimates are highlighted. The discerning policy-maker needs to ascertain by which methods ERPT measures were calculated, the controls and restrictions applied, and the time frame and stability of the estimates.  相似文献
