Local governments make a significant annual investment in arts and cultural development programmes. However, the practicalities of measuring the return on this investment have been largely overlooked by researchers, and investigations into return on investment have frequently focused on the economic return. Here, it is argued that intrinsic social and cultural returns on investment are equally important. A further issue is that measurement frameworks have often taken an outputs-based approach, seeking to evaluate the performance of one-off events rather than measuring the outcomes or impact of the total investment in arts and cultural development over the life of a policy or strategy. This paper therefore takes a broader, outcomes-based approach and offers a practical evaluation framework. An implementation-ready method is presented which will allow local government policy-makers to provide evidence of medium- and long-term outcomes and impacts of their arts and cultural development programmes and weigh this against their investment.  相似文献

Institutions are frequently thought of as ‘socialising’ member states into pre-established norms. However, this influence is not necessarily a one-way street; members can also affect institutions, whether individually or collectively. This article analyses the behaviour of two emerging powers – Brazil and China – within the field of international development. What roles have these two states played in shaping global development norms? The article examines the key motivations, positions, and initiatives taken by Brazil and China, with special reference to the UN development system (unds). Whereas Brazil and China’s early behaviour within the unds diverged significantly, in the post-cold war period both have become increasingly interested in – and capable of – influencing UN norms. However, despite greater involvement in UN development negotiations, these countries’ leverage in normative debates originates outside of the unds, through their South–South cooperation programmes. The current diversification of platforms through which the norms of international development are negotiated may enhance the influence of emerging powers, although their ability to channel this influence effectively will depend on their capacity for norm entrepreneurship, rather than mere norm blocking.  相似文献

The objective of this analysis is to assess the impacts of export expansion, inward FDI, domestic investment and labour on the growth of China's Eastern, Central and Western regions using panel data over the period 1984 to 1998. A major contribution of the study is its tests for the presence of interregional spillover effects. The study indicates that both inward FDI and domestic investment stimulate growth in all three regions and for the PRC as a whole and that export expansion stimulates the growth of the PRC, Eastern and Central China, but not the West. Labour enhances the growth of the more traditional Western region, but not the more capital intensive Eastern seaboard or the PRC in its entirety. Finally, output growth spills over from the East to Western and Central China and from the Central area to Western China. These results are fully explained in the text.  相似文献

China tends to be a dominant figure in the literature on global land grabbing. It is either cast as a major land grabber in distant places such as Africa, or as a key player in crop booms elsewhere because it provides for massive market demand, such as for soya from South America. These are all important issues and are well covered in the literature. However, the crop booms inside China that involve transnational capital and investors – and have provoked conflict around land politics – have been overlooked. Spotlighting the issue of land grabbing inside China reminds us that capital accumulation is principally interested in geographies and settings where it can generate profit – regardless of nationalities, boundaries, structural or institutional conditions. This paper hopes to contribute towards a more refined picture of global land grabbing.  相似文献

The rise of China as an economic and political ‘driver’ of the global economy may presage a new phase of globalization. This paper postulates the emergence of this new phase – a ‘Global-Asian Era’ (GAE) – as a ‘working hypothesis’. It suggests that such an era is likely to be distinct from any of the earlier phases of globalization, and China's global footprint, in terms of its business, economic and political actions and their geopolitical implications, is likely to be markedly different from what has gone before. The paper sketches the reasons for these differences before turning to a discussion of the nature and dynamics of a possible future GAE. Paying particular attention to the developing world, the paper then explores some of the evidence that could be marshalled in support of the hypothesis. It outlines a series of vectors (trade, aid and energy security) along which it is possible to discern some of the ways in which an emergent GAE could be seen as impacting on the developing world. The paper argues that, at least for these vectors, a China-driven GAE is likely to provide dangers as well as opportunities for national development projects.  相似文献

Abstract

China’s massive ‘Belt and Road Initiative’ (BRI) – designed to build infrastructure and coordinate policymaking across Eurasia and eastern Africa – is widely seen as a clearly-defined, top-down ‘grand strategy’, reflecting Beijing’s growing ambition to reshape, or even dominate, regional and international order. This article argues that this view is mistaken. Foregrounding transformations in the Chinese party-state that shape China’s foreign policy-making, it shows that, rather than being a coherent, geopolitically-driven grand strategy, BRI is an extremely loose, indeterminate scheme, driven primarily by competing domestic interests, particularly state capitalist interests, whose struggle for power and resources are already shaping BRI’s design and implementation. This will generate outcomes that often diverge from top leaders’ intentions and may even undermine key foreign policy goals.  相似文献

The purpose of the present paper is to determine the changes of the sector and industry structure of FDI and to confront the observed patterns with the hypotheses or predictions derived from the IDP model. At the heart of the IDP model lies the concept of net outward investment (NOI). The NOI position (NOIP), broken down by the main sectors and component industries of the Polish economy, is analyzed for the period of 1996–2016. We develop a conceptual framework of the sectoral shifts in the composition of NOIP along its different stages. Subsequently, our panel regression analysis indicates that the relative share of a sector in inward and outward FDI stocks is positively related to its level of technological intensity and its level of service intensity.  相似文献

China's socioeconomic crisis before 1978 and its success over the past two decades can be viewed as a zigzag process of politicization and depoliticization of the economic state. By summarizing the Chinese experience, this article shows the importance of a specific pattern of general public policy (GPP) in determining the nature of a policy system. China's economic and serialized reforms since 1978 are reviewed in order to illuminate the current situation and future direction of the nation. The changes have undermined the economic state by creating a trend of de-economicization in the Chinese government. If economic reform and social change are to continue smoothly, another transfer of state emphasis to more balanced development is required.  相似文献

Conclusion This paper has attempted to analyze the effect of the development of the financial sector, as reflected by the extent of financial deepening, in the economic development of countries. The Theoretical framework integrating financial growth to real growth is basically an adaptation of the Gurley-Shaw theory of finance in the development context, but with emphasis placed upon the supply-leading role of the financial sector. The empirical results of this study although not conclusive, indicate that financial deepening leads to a higher rate of capital accumulation and a higher level of per capita income. The lack of definitiveness of our evidence in support of the financial theory of economic development is due to a lack of comparable data on financial institutions, other than banks, for the different countries. Thus, although our study lends support to the supply-leading thesis, further judgement of the thesis must await more detailed empirical analyses.  相似文献

This article seeks to accomplish four tasks. It explores the historical relationship between the financing instruments that dominated different phases of the evolution of the UN development system and the understanding of the concept of multilateralism. Bearing in mind this historical context, it seeks to analyse the defining characteristics of multilateral finance in the context of the UN, in particular the characteristics that make a financial instrument more or less multilateral. It then explores a number of new financial instruments and their possible impact on the future shape multilateralism takes in the UN system. The article concludes with some thoughts on financing for a new multilateralism. In order to go beyond the core/non-core stalemate, it is necessary to develop a new variable geometry based on function, which brings into play assessed, negotiated pledges, voluntary core and non-core instruments.  相似文献

This article critically interrogates current policy-sector approaches to culturally sensitive development and the manner in which culture has been conceptualised within the post-2015 development agenda-setting process. By providing a brief interpretive summary of academic debates surrounding culture and development, an analysis of how ‘culturally sensitive’ practices have been pursued within the policy sector, and an examination of the insufficient consideration given to culturally sensitive development within post-2015 agenda setting, I argue that much uncertainty remains around how to translate complex academic understandings of culture and development into policy responses. Following this, I provide one case study drawn from the small, low-income country of Laos to suggest possibilities as to how culturally sensitive development may be better conceptualised and implemented within a post-2015 global development era.  相似文献

This paper examines Chinese perspectives on global governance, an area in which China has increased substantially the depth and breadth of its participation. The paper attempts to draw a mainstream perspective to inform our understanding of some key aspects of China's foreign policy. It demonstrates that while China's statist preference appeals to some Third World countries, such a preference leads the country to clash with the West over how to tackle global issues collectively, particularly over humanitarian intervention. While the Chinese perspective is in the process of evolving and far from reaching maturity, it is questionable whether the global community led by the West would find the Westphalian practice that China embraces admirable.  相似文献

ABSTRACT

The recent occurrence of several large-scale crises, such as the Wenchuan and Yaan earthquakes, the Gansu mudslides, the Tianjin port blast, and the Funing tornado, has led decision makers in China to increasingly recognise the need to engage non-government organizations (NGOs) in responding to crises. In this study, we establish a framework to analyse collaboration between government and NGOs during crises. This framework consists of four levels for cross-sector collaboration, and six conditions explaining them. The framework is used to analyse a case study on collaboration between local government and NGOs during the Funing tornado. Collaboration occurred at the information sharing and action coordination levels. We conclude the formal collaboration between government and NGOs in this case was still limited and it was not based on negotiations and interactions. Instead, it was essentially hierarchical and control-oriented. This type of collaboration might have the advantage of responding to crises in an effective way, but it comes at the cost of trust, commitment and reciprocity.  相似文献

In China industrial clusters consisting of small and medium enterprises have been proliferating in areas where private sectors have successfully developed. This study inquires into the process of forming a new industrial cluster and the roles of local and distant urban traders in the garment industry in China. We found that the local marketplace, where enterprise managers can easily purchase materials from and sell products to local traders, plays a critical role in stimulating the entry of new enterprises in the early stage of cluster development. As a cluster develops, however, entrepreneurial ability in producing high-quality products and marketing them to urban traders plays a more significant role.  相似文献

International service learning, a form of service learning where students travel to developing countries to provide community services of varying types, has come to be common practice at universities throughout the Global North. This paper reports and discusses a case study focused on the ethical questions arising from current practice at one Canadian university. The study follows the path students take from their home university to their final placement. In the context of the political economy of North–South relations in a period of neoliberalism, the analysis considers the ethics of power differentials, reciprocity, accountability, student preparedness and qualifications in relation to host communities. The article concludes with a critique of post-secondary institutional involvement with and promotion of international service learning.  相似文献

ABSTRACT

International monetary organisations argue the ‘developing countries’ should foster linkages to the world economy as a means to overcome backwardness. In this article we refute the narrative that Mexico has experienced industrial upgrading. Rather, industrial growth in Mexico over the last 40 years has been shaped by neoliberal economic policies which have turned the Mexican economy into an export-led manufacturing platform designed to supply the North American market, sustained by a precarious labour market. As a result, Mexico occupies the most labour-intensive and low value-added segments of regional production chains. To make this argument, we perform an in-depth analysis of the Mexican automotive industry, demonstrating that instead of being an engine for domestic industrial development, the auto industry has become a dominant economic sector through productive hyper-specialisation concentrated in the northern Mexican border states, a reliance on transnational capital, particularly from the United States, a disconnect with domestic markets, and the super-exploitation of labour.  相似文献

This paper explores recent efforts to ensure the participation of indigenous peoples in the making of the post-2015 development agenda. It is based on an examination of the UN’s global consultation process, conducted between July 2012 and July 2013. Using discursive analysis of consultation findings and reports, we argue that the UN’s approach to participatory development represents a pretence rather than an actual shift in power from development experts to the intended beneficiaries of development. Therefore the post-2015 consultation process aptly illustrates the recurring tyranny of participation, this time at a global level, as the UN maintains control over global development goals. Recognising that it would be unjust to ignore the ability of marginalised groups to challenge the UN’s dominant narratives of development, we suggest that there is still time for indigenous voices to be heard in the build-up to the post-mdg era through ‘invited’ and ‘uninvited’ forms of participation.  相似文献

Abstract

Iterative approaches to development under banners such as ‘thinking and working politically’ and ‘doing development differently’ build upon decades-old commitments to fostering locally led and -owned development. These approaches are increasingly popular with academics and development practitioners. In this paper we argue that outsiders seeking to deliver locally led, politically smart programmes need to either accept that competing priorities, results and values will work to limit the extent of true local ownership, or be sufficiently committed to true local leadership to accept that this may well cut against organisational imperatives. Using the example of the Pacific-based Green Growth Leaders’ Coalition, we discuss how politically tricky partnerships challenge tenets of local leadership and ownership.  相似文献
