In the 1980s, the process of convergence between culture and development began to emerge in the context of post-colonialism and changing geopolitical realities. Later on, along with increasing multilateralism, The United Nations Educational, Scientific and Cultural Organization (UNESCO) eventually became the main actor in promoting culture as a fourth pillar of sustainable development. The paradigm shift in the heritage-development agenda is examined in the context of growing aspirations of non-Western states to play an active role in the global heritage regime, and the interests and strategies of UNESCO’s secretariat and the member states. At first, heritage and development were perceived as separate or opposed fields. Recently, a sustainable development framework emerged as a new global development model. UNESCO has engaged in the shaping of the United Nations (UN) 2030 agenda, and advocated a pragmatic approach to heritage. This paper examines the evolution of ideas and concepts linking ‘development’ and ‘heritage’ forged at the forum of UNESCO as part of its Culture and Development framework. The role of the Global South in the paradigm change is highlighted.  相似文献

In the throes of war, protecting such cultural heritage as the Bamiyan Buddhas, the Mostar Bridge, the Timbuktu libraries and Palmyra supposedly is a priority on the international public policy agenda; but government responses so far have been limited to deploring such destruction. This article explores the evolving, albeit contested, norm of the ‘responsibility to protect’ (R2P) and its relevance for cultural heritage. There is no need for a hierarchy of protection – civilians or culture – because the juxtaposition is as erroneous as choosing between people and the environment. This essay begins with a discussion of cultural heritage and defines the scope for the application of any new international normative consensus. It then explores why R2P, in the original concept of the International Commission on Intervention and State Sovereignty (ICISS), is an appropriate framework for thinking about cultural protection, despite considerable political headwinds. It then examines the current opportune political moment and existing legal tools. Finally, there is a brief consideration of the obstacles facing the creation of a better framework for cultural protection in zones of armed conflict.  相似文献

The Saudi-led military intervention into Yemen began on 26 March 2015, and it has largely been supported by the international community despite resulting in the world’s largest current humanitarian disaster. The paper explores the emergence of the failed state concept, particularly as it has impacted the norm of sovereignty. It shows how being defined as a failed state can undermine the norm of sovereignty. This article argues that Saudi Arabia has utilised the failed state concept to legitimise its military intervention into Yemen by framing the intervention as necessary to establish a strong executive power and protect the Yemeni people.  相似文献

This paper examines the history of the restoration, or more accurately, reconstruction of Bagrati Cathedral in western Georgia. Constructed in 1003, Bagrati Cathedral is an important cultural monument in the political and architectural history of Georgia. Destroyed by an explosion in 1691, the cathedral was inscribed on UNESCO’s World Heritage List in 1994 in its ruined state. However, the Georgian government under President Mikheil Saakashvili and Georgian Orthodox Church (GOC) officials made the reconstruction and reconsecration of the cathedral a priority. The reconstruction of Bagrati Cathedral, completed in September 2012, brought the differing aims of Georgian politicians, GOC officials, and architectural historians – the major players in the process – into sharp focus. This paper maintains that the rebuilding of Bagrati Cathedral was part of Saakashvili’s political agenda, which merged with the interests of the GOC and worked against the objectives of architectural historians and the aims of academic principles of restoration and preservation. The result is that Bagrati has been rebuilt but is under threat of removal from the World Heritage List. The story of Bagrati’s reconstruction has implications for the future of monument preservation and restoration in Georgia.  相似文献

ABSTRACT

Organisational scholars argue there are two distinct types of conflict found in the private-sector workplace. One is referred to as task conflict and the other relational conflict. We use their insights to devise our own measures of conflict on local elected councils. As opposed to ‘task conflict’ we use the term ‘policy conflict’ and keep the same nomenclature ‘relational conflict.’ We will contend it is important to not conflate the two. In this work, we test our unique operationalisations of conflict on an established measure of Governing Board Effectiveness. Because of concerns over using the same survey instrument to measure both explanatory variables and the dependent variable we also test our thesis regarding two-dimensional legislative conflict on entirely exogenous measures of ‘healthy cities.’ We find that higher levels of policy conflict comport with good governance outcomes, while relational conflict provides no measurable benefit.  相似文献

Throughout 2012–15 several actors were advocating that culture be explicitly integrated within the post-2015 UN development agenda. My article offers an anatomy of the recent international mobilisation in order to understand the cleavages and the contrasting visions. In doing so, it seeks to analyse the policy process through which the agenda is made, why and how a critical mass of actors is attempting to embrace the inclusion of culture in the post-2015 agenda and the political reactions vis-à-vis this mobilisation. The article argues, on the one hand, that the promotion of culture in the post-2015 agenda is largely based on UNESCO’s will to advance its policy agenda and enhance its position within the UN system and, on the other hand, that this mobilisation lacks political support from the most influential governments; therefore its chances of success are more than contingent.  相似文献

The research suggests there is a gap in the peace studies and conflict resolution literature, with little representation or understanding of Chinese perspectives. In a project to address this gap, the researchers conducted interviews individually with 30 participants identified as ‘ emerging leaders’, who came from diverse universities and parts of the Peoples’ Republic of China. This paper reports on the language used by young emerging leaders to talk about conflict, the main concepts that were discussed and what meanings may be communicated in the context of contemporary China. The research method was developed in collaboration with Chinese academics, was elicitive and dialogic, used context-grounded vignettes of conflict scenarios and aimed to build a foundation for deepening dialogue and engagement. The findings are important theoretically for a more inclusive peace and conflict studies literature and have practical implications for the way in which relationships with China may best be approached.  相似文献

Abstract

Since the Saudi-led coalition (Coalition) began its military campaign in Yemen in March 2015, upwards of 13,000 Yemen civilians have been killed, including nearly 2000 women and 3000 children. Additionally, Coalition aerial attacks have intentionally targeted Yemen’s civilian infrastructure, economic infrastructure, medical facilities and cultural heritage. Combined with the ongoing air and naval blockade, which has impeded the ability of Yemenis to access clean water, food, fuel and health services, the violence visited upon Yemen has created near-famine conditions. Furthermore, United Nations Children’s Fund (UNICEF) predicts another imminent outbreak of cholera, with the potential to be as deadly as last year’s which infected more than one million children and killed a child every 10?minutes. Through engagement with genocide studies literature, this article applies a holistic conception of genocide to the Coalition military campaign. It finds that the Coalition is conducting an ongoing campaign of genocide by a ‘synchronised attack’ on all aspects of life in Yemen, one that is only possible with the complicity of the United States and United Kingdom.  相似文献

Conflicts and politics in organizations are common in both the public and private sectors. However, there are few comprehensive studies regarding the relationship between politics, conflicts, and outcomes in the public sector. Therefore, this study sought to empirically explore the relationships between organizational performance, organizational conflicts, and organizational politics in the public sector. To analyze the effects of organizational politics and conflicts on performance in government organizations, hierarchical multiple regression analyses were performed. The results indicated that organizational politics and relationship conflicts negatively affect organizational performance.  相似文献

This article analyzes the effects of nationalizing policies of the state, processes of democratization, and uneven socio-economic development on the rise of Kurdish ethno-mobilization led by the PKK terrorist organization since the 1980s in Turkey. Three features of the Turkish modernization context are identified as conducive for the rise and continuation of Kurdish ethno-mobilization: a) a nation-building autocratic state that resisted granting cultural rights and recognition for the Kurds; b) democratization with the exclusion of ethnic politics and rights; c) economic regional inequality that coincided with the regional distribution of the Kurdish population. It is argued that autocratic policies of the state during nation-building accompanied the development of an illiberal democracy and intolerance for cultural pluralism. These aspects of Turkish democracy seem to be incompatible with both the liberal and consociational models of democracy that accommodate ethnicity within multiculturalism.  相似文献

Abstract

This article analyses the shifting rationales for scientific collaboration in the work of the United Nations Economic, Scientific and Cultural Organization (UNESCO) in the science sector in Africa from the late colonial period through to the era of capacity building. Focusing on the late colonial period and the post-independence decades of “national science” in Africa, it analyses UNESCO’s role in science policy, engineering training, and natural resources research. It demonstrates that in the era of national science UNESCO’s activities were couched in the language of independence: developing capacities in the sciences was regarded as the key to obtaining “scientific independence” to match the recently obtained political independence. This marked a significant change from the 1950s when UNESCO based its operations in Africa on collaborations with the European colonial powers. The article argues that the link between scientific independence and political self-determination gave way as UNESCO rebranded scientific capacity-building activities as efforts in the pursuit of an unclearly-defined common good.  相似文献

ABSTRACT

In this article I explore the role of transpersonal consciousness in Peace Education. Following the framework of transrational peace philosophy, I discuss the dynamics between the spiritual and policitary layers and their relevance in preparing for elicitive teaching, curriculum design, and developing pedagogical approaches. I use my personal experiences in elicitive peace education to elucidate opportunities for the practical application of transpersonal consciousness in the classroom. This article concludes that in Peace Education, engaging with the transpersonal layer supports deeper transformations within and beyond the classroom that includes shifting of personal awareness and deepening of perspectives, as well as the capacity for the group to become a resource for learning.  相似文献

International Relations theory has had difficulty explaining the global spread of human rights norms, and in particular the spread of human rights norms in the non-Western world. An exploration of Yemen's integration of human rights-based approaches to economic development into its policymaking gives the empirical foundation to examine the interplay of both norms and self-interest and external and internal pressures in framing such policies. In the case of Yemen, at least, each of these contrasting pairs is to a large degree mutually constituted. Conceptualizing norms and self-interest and external and internal pressures as mutually constitutive differs from the usual contrasts painted between these pairs in international relations theory, but is an important step in moving beyond an impasse among realist, liberal, and constructivist theories and toward a usefully integrative approach.  相似文献

In the aftermath of violent conflict, divided societies have to answer the important question of whether, when and how to address their country’s violent past within their educational system. Whereas some scholars within the field of peace education and transitional justice argue that addressing the violent past in the classroom is important for fostering mutual understanding and empathy among future generations in order to prevent conflict recurrence, other scholars are more sceptical about the need and feasibility of addressing the violent past in schools. They emphasize the possible negative impact in terms of increased tensions within schools and within society more generally. The current paper makes an important empirical contribution to this debate by analysing the views and perceptions on this matter of 984 secondary school teachers in Abidjan, the largest city and de facto capital of Côte d’Ivoire – a country that was recently torn apart by ethnic strife and violent conflict. It emerges that while so far most teachers have shied away from addressing their country’s conflict history in class, it also appeared that many of the teachers were actually in favour of breaking this culture of silence.  相似文献

This paper examines the debates that surrounded the renovation of the royal castle in Krakow during the last decade before World War I. When the Galician crownland took over the castle in 1905, it bore little resemblance to a royal seat, having been used as military barracks since 1846. The debate that followed focused on what should be preserved, what demolished, and what recreated. In this discourse the “meaning” of a historical monument was examined and different interpretations within the circles of architects, preservationists, and artists were propagated. The debate conducted during the meeting of the Central Commission for Research and Conservation of Historic Buildings revealed that the division was not along national lines, but rather among different philosophies of preservation of built heritage. The point made by the paper is that the discourse conducted 100 years ago allows us today to draw conclusions about the role of historical buildings in a national(istic) worldview and examine its inherent contradictions. That is because, I argue, the past as such matters little in the national(istic) understanding, despite its ostentatious interest in history. What matters is the usefulness of historic symbols in the present.  相似文献

The education for peace model (EFPM) presented in this paper was developed within a theoretical framework of complexity science and critical theory and was derived from a review of an empirical research project conducted in a conflict affected environment. The model positions belief systems at the centre and is socioecologically systemic in design to capture the holistic dynamic of education within community. There is increasing interest, in both academic and development communities, in closing the gaps that exist between theory and practice in educational development in conflict affected settings and providing practioners with practical models. This paper makes a contribution in this through the presentation of the EFPM and the theory that informed its development. There are five key components to the EFPM: belief systems, learning experiences, students, teachers and schools. Belief systems are core as knowledge is generated from culture. Learning experiences are viewed as opportunities for growth, and schools are viewed as environments that provide opportunities and engender cultures for learning and conflict resolution. Teachers, drawn from the local community, are co-creators of these cultures, environments and opportunities and agents of effective change.  相似文献

Corruption is a major problem for populations in various parts of the world. This article argues that to understand the problems and dynamics of corruption, we need to understand how discourses and practices of corruption (and anti-corruption efforts) are intertwined with the construction and contestations of identity. Identity politics is a salient feature in peaceful political struggles, as well as in contemporary armed conflicts, which are often characterised by the politicisation of collective identity (ethnic, national, religious) for the violent pursuit of power. The article outlines and discusses four ways in which identity politics and corruption intersect. First, it points to the often blurred lines between private and collective benefit from corruption, revealing the implications of group identity for how corruption is conceptualised. Second, it shows how corruption may exacerbate grievances along identity lines. Third, it highlights how corruption can be used strategically in identity-based conflicts. Finally, it explores how corruption may encourage cross-ethnic solidarity and mobilisation that defy conflict divides.  相似文献

We study the quality of disclosure and the level of accountability of Italian museums using MPADI2 index (Wei et al. 2008; Botes et al. 2013) on a sample of 13 annual reports which, given the legal status of some entities, encompasses the activity of 93 Italian public and private museums, many of which are within the most visited in Italy and worldwide. The results allow for an international comparison with the annual reports of a panel of USA, UK and European museums which have undergone the same MPADI2 analysis, giving an interesting insight about museum different disclosing practices across countries.  相似文献

South Tyrol (Italy), with its three officially recognized language groups (Germans, Italians and Ladins), is a successful model of how a minority problem can be solved. It is based upon the principle of dissociative conflict resolution, which means separating the language groups as much as possible between themselves, as well as the principle of consociational democracy, which focuses primarily on the cooperation between the language groups' elites. In the last few years it has been observed that while the institutional frame has not changed, society has, thereby starting to undermine the existing political and institutional system from below. This concerns mainly the ethnic division, which is being questioned more and more by civil society, as well as aspects of cooperation between the elites. As a consequence of this process, South Tyrol's autonomy is moving toward further integration, with the latter again translating into strengthening the two factors of territoriality and identity.  相似文献
