Abstract

The UK Independence Party (UKIP) has moved from being a single-issue party par excellence to a broader party of protest, taking advantage of wider feelings of discontent and disconnection. However, the 2016 referendum on UK membership of the EU fundamentally challenged its development and operation, by removing a core part of the party’s rationale and identity, and radically shifting the overall political landscape. This paper considers the re-positioning through the referendum period, both rhetorically and organisationally. Drawing on party press releases and media coverage, the paper argues that UKIP has become caught in a set of multiple transformations, pushing it in the longer term towards a more conventionally populist position in a way that carries important resonances for other Eurosceptic parties across the continent.  相似文献

This article addresses the psychological dynamics between internal political efficacy, emotions and support for populism. Contrary to the extended idea that populism is associated with low levels of political competence, it is argued that individuals’ self-competence beliefs enhance populist attitudes. Individuals who conceive themselves as able to understand and participate effectively in politics are more critical towards politicians and more prone to consider that citizens could do a better job. The article also hypothesises that internal efficacy enhances the likelihood of experiencing anger, which in turn promotes populist attitudes. Experimental and comparative observational evidence shows robust direct effects of internal efficacy over populism, as well as a smaller indirect impact via feelings of anger. These findings raise important questions regarding the nature of populism and how to fight it in our emancipated and information-intensive democratic systems.  相似文献

This paper theorizes contemporary institutionalized forms of denunciation, or what I call ‘denunciatory technologies’. Denunciatory technologies are mechanisms that allow citizens to report one another to the state for a wide range of wrongdoing, such as welfare fraud. The scarce literature on such initiatives relies heavily on concepts of neoliberalism to explain their emergence and operation. I first argue that a focus on neoliberalism fails to recognize these technologies as a sophisticated type of statecraft that promotes public sensibilities. I then offer a more robust account of denunciatory technologies. Rather than relying on an analysis of neoliberalism, I argue that these technologies fuse the policing of political criminals like the ‘welfare cheat’ to the very notion of ‘public good’, and refract vertical populist energies back onto the population. I conclude that, through such technologies, publics become an integral tool in their own governance.  相似文献

This article investigates the impact of populist messages on issue agreement and readiness for action in 15 countries (N = 7,286). Specifically, populist communicators rely on persuasive strategies by which social group cues become more salient and affect people's judgment of and political engagement with political issues. This strategy is called ‘populist identity framing’ because the ordinary people as the in-group is portrayed as being threatened by various out-groups. By blaming political elites for societal or economic problems harming ordinary people, populist communicators engage in anti-elitist identity framing. Another strategy is to blame immigrants for social problems – that is, exclusionist identity framing. Finally, right-wing political actors combine both cues and depict an even more threatening situation of the ordinary people as the in-group. Based on social identity theory, an experimental study in 15 European countries shows that most notably the anti-elitist identity frame has the potential to persuade voters. Additionally, relative deprivation makes recipients more susceptible to the mobilising impact of the populist identity frames.  相似文献

Abstract

Concerns are raised repeatedly about the quality of televised debates. Both a country’s electoral system and the presence of populist candidates have been argued to influence the deliberative qualities of these debates. By using an extended version of the Discourse Quality Index, this study conducts a content analysis of 12 televised election debates in Germany, the Netherlands and the United Kingdom between 2009 and 2015. Against expectations, results show that politicians in multiparty systems do not justify their policy positions more and are not more respectful in the televised debates. Rather, this study uncovers a clear populist challenge to key deliberative debate qualities across party systems. Left- and right-wing populist politicians adopt more positions without proper justification, and the presence of right-wing populists in the televised debates increases the number of disrespectful interactions, lowering the deliberative qualities of the televised debates in different electoral contexts.  相似文献

ABSTRACT

Although scholarship on the general ideological orientation of right-wing populist parties is well established, few scholars have studied their ideas about gender. De Lange and Mügge therefore ask how differences in ideology shape right-wing populist parties' ideas on gender. Drawing on the qualitative content analysis of party manifestos, they compare the gender ideologies and concrete policy proposals of national and neoliberal populist parties in the Netherlands and Flanders from the 1980s to the present. They find that some parties adhere to a modern or modern-traditional view, while others espouse neo-traditional views. Moreover, some right-wing populist parties have adopted gendered readings of issues surrounding immigration and ‘Islam’, while others have not. The variation in stances on ‘classical’ gender issues can be explained by the genealogy and ideological orientation of the parties, whereas gendered views on immigration and Islam are influenced by contextual factors, such as 9/11.  相似文献

‘Gastronationalism’ is the idea that there are distinctive and authentic national food cultures that are threatened by the forces of globalisation. It is a myth: there are no unique or authentically distinctive national culinary cultures. But the idea of gastronationalism is a powerful one that can have important political effects, as Brexit shows. In this article, I chart the rise of British food with regard to Britain’s historical relationship with Europe and the EU. I consider how different understandings of British food culture—one more nativist, one more cosmopolitan—have played a symbolic role in the debate on Brexit, before considering the broader relationship between contemporary populist nationalism and gastronationalism.  相似文献

Despite the increasing interest in populism, there is a lack of comparative and longterm evidence on the electoral performance of populist parties. We address this gap by using a novel dataset covering 92 populist parties in the European Parliament elections from 1979 to 2019. Specifically, we provide aggregate data on the electoral performance of all populist parties as well as the three ideational varieties of populism, i.e. right-wing, left-wing and valence populist parties. We show that there is significant variation both across countries as well as between the ideational varieties of populism. Most notably, while the success of left-wing and valence populists is concentrated in specific areas, right-wing populist parties have consolidated as key players in the vast majority of EU countries.  相似文献

Abstract

Affordability, a key factor in the housing search process, becomes critical when locating rental housing in opportunity-rich areas. The Housing Choice Voucher (HCV) program accommodates low-income households searching for housing and encourages recipients to reside in low-poverty areas. Affordable neighborhoods that are accessible to public transportation are often found in distressed areas, and not all HCV recipients succeed in locating qualified housing. To address these challenges, a housing search framework is developed to assist HCV households in the housing search process. This framework builds on the methodology of the U.S. Department of Housing and Urban Development (HUD) for the Location Affordability Index and Affirmatively Furthering Fair Housing assessment tool by creating multivariate indices that incorporate housing supply, accessibility to opportunity, and neighborhood conditions. The framework serves as a foundation for an online housing search application for public housing authorities to further fair housing goals, HCV recipients to locate qualified housing units, and local governments to assess affordability and opportunity.  相似文献

This article explores the recent rise of populist politics from the perspective of Karl Polanyi's theory of the ‘double movement’. It firstly introduces Polanyi's understanding of interwar populism, and relates this to his broader critique of liberal economic thought. This framework is then used to analyse three prominent explanations for populism which emerged in the wake of the UK's 2016 EU referendum: globalisation; cultural reaction; and social media. I show how each of these explanations exogenises contemporary populist movements, narrating them as something external to the liberal economic restructuring pursued globally since the 1980s. Failing to diagnose adequately the causes of contemporary populist movements, which lie in this utopian attempt to treat labour as a commodity, they cannot support an intellectually coherent progressive response to Brexit. Finally, I outline a political agenda centred on labour de‐commodification, which could directly address populist grievances and reclaim the discourse of ‘taking back control’ for the left.  相似文献

How do radical right populist parties influence government policies in their core issue of immigration? This article provides a systematic analysis of the direct and indirect effects of radical right anti-immigration parties on migration policy reforms in 17 West European countries from 1990 to 2014. Insights from migration policy theory serve to explain variations in the migration policy success of the radical right. While previous studies mostly treat migration policy as uniform, it is argued that this approach neglects the distinct political logics of immigration and integration policy. This article reveals significant variations in policy success by policy area. While immigration policies have become more liberal despite the electoral success of the radical right, when the radical right is in government office it enacts more restrictions in integration policies. Accordingly, anti-immigrant mobilisation is more likely to influence immigrants’ rights than their actual numbers.  相似文献

Abstract

Born in 2009, the Five Star Movement (FSM) has been one of the most electorally successful European populist parties since 2013. While its classification as a populist party is unanimously accepted, some have considered it close to left-libertarian positions, others as an anti-immigrant far right party, and still others have simply deemed it as unclassifiable. This article sets out to shed light on this question, using the official documents issued by the party since 2009, posts retrieved from Grillo’s blog during three electoral campaigns, and the opinions of the party’s supporters as expressed in three surveys in 2013, 2014 and 2016. Although displaying a clear anti-establishment identity, in economic terms it presents left-of-centre positions inconsistently mixed with more conservative proposals, while on the issues of citizenship and immigration, it has an elusive positioning, mixing national securitisation and international humanitarianism. The conclusions highlight the eclectic nature of FSM’s populism.  相似文献

Can the diffusion of broadband internet help explain the recent success of populist parties in Europe? Populists cultivate an anti-elitist communication style, which, they claim, directly connects them with ordinary people. The internet therefore appears to be the perfect tool for populist leaders. This study shows that this notion holds up to rigorous empirical testing. Drawing on survey data from Italy and Germany, a positive correlation is found between use of the internet as a source of political information and voting for populist parties. By instrumenting internet use with broadband coverage at the municipality level, the study then demonstrates that this relationship is causal. The findings suggest that part of the rise of populism can be attributed to the effect of online tools and communication strategies made possible by the proliferation of broadband access.  相似文献

中国的住房制度改革是渐进式的,渐进式的房改避免了激进式改革中因利益关系迅速调整而引发的社会震荡,较好地实现了房改深化、经济发展和社会稳定的共同目标。根据不同时期中国住房制度改革的背景和特征,可以将其划分为四个阶段,即初步实践阶段(1980年6月—1994年6月)、综合配套阶段(1994年7月—1998年6月)、全面推进阶段(1998年7月—2007年7月)和结构调整阶段(2007年8月至今)。在对各阶段的房改政策进行梳理、分析与评介的基础上,可以发现:政府在房地产市场中的有效介入,居民住房消费梯度观念的形成,房地产开发商责任感的增强,分层住房供应体系的完善,全国住房普查的适时开展以及其他配套改革的整体推进,将是影响今后中国住房制度改革的顺利推进和在全国范围内实现"住有所居"目标的关键。此外,受社会经济发展状况和资源环境条件的制约,中低收入家庭的居住问题往往表现出住房支付能力不足的特征。因此,如何完善住房保障体系,为中低收入家庭提供满足其基本生活需求的居住条件是构建和谐社会的重中之重。  相似文献

This article analyses the role that British conservative tabloid newspapers play in promoting penal populism and delegitimising liberal prison reform initiatives. Principally, we consider how different sections of the British press reacted to the then Prime Minister David Cameron's prison reform speech of 8 February 2016. The analysis illustrates how different newspapers cohered around two diametrically opposing interpretations of the scandalous state of the prison system, reflecting distinctive penal philosophies and moral positions. In the context of penal populism and the populist furies unleashed by the Brexit campaign, the central research finding is that the comparatively passive and equivocal support offered by the broadsheets was no match for the vitriolic attack mounted by the conservative tabloids on the ‘soft justice’ parts of Cameron's prison reform agenda. We conclude by arguing that the stark lesson to be learned is that the scandal‐ridden prison is a particularly toxic issue marked by serial policy failure. Consequently, in a febrile, intermediatised penal populist context, why would any political leader take on the manifest risks associated with embarking on liberal prison reform?  相似文献

Rural homeownership is promoted in the United States by mortgage insurance programs administered by the federal government. We analyze the choice between assistance offered by two such agencies: the Federal Housing Administration and the Rural Housing Service (RHS). We find applicants are sensitive to the relative annual mortgage insurance premiums and guarantee fees. However, there are also persistent racial differences as well as institutional effects. We also find the application and origination process is substantially longer in the RHS program, but variation in closing times does not clearly impact mortgage choice.  相似文献

Populism has leapt from fringe protest to shaping, even dominating, mainstream politics in just a few years. Behind this political and social upheaval is an economic and political settlement that has failed to deliver good jobs, life chances and sustainable communities in many parts of the country, particularly outside urban centres. The failure of mainstream political parties to build a new settlement following the financial crash in 1998 has left a vacuum which now threatens the foundations of liberal, representative democracy. Progressive politicians need to build a new pluralist settlement based on a radical devolution of power that allows decision making to become less remote, more responsive and brings capital under greater democratic control.  相似文献

Abstract

Several scholars claim that racial and ethnic discrimination in housing is now relatively infrequent and has little impact on the lives of black and Hispanic households. They conclude that money spent on fair housing enforcement will do little or nothing to help people in these groups. This article examines these claims.

The article concludes that these claims are not consistent with the evidence, which shows that discrimination in housing is still a common experience for blacks and Hispanics and that the cost of discrimination is still high. Moreover, discrimination constrains the opportunities of people in these groups to go to good schools, to find jobs, and to accumulate home equity. Thus, improved enforcement of fair housing legislation not only promotes principles that are at the heart of our democracy but also attacks one pillar of the system that perpetuates large intergroup disparities in earnings and wealth.  相似文献

As the phenomenon of populism is in the preliminary stages of exploratory research, the present study involves an empirical investigation involving a case study of the United States, India, and Brazil to examine whether a correlation exists between populism and management of COVID-19. The study adopts the ideational approach of populism as a set of ideas or discourse to review how core conceptual features of populism have impacted on management of COVID-19. The study has two main objectives: (1) to examine whether populism in the United States, India, and Brazil has determined “a populist response” to the pandemic in dealing with the health crises and (2) to explore the management of COVID-19 in the states led by right-wing populism and the commonality of populist approaches adopted in handling the health crisis. Comparing the three states' statistical data of management models, the study has argued that common populist mechanisms such as distrust for experts, contempt for institutions, and suspicion of “others” have guided the US, India, and Brazilian leadership response to COVID-19. It further argues that leadership in the United States, India, and Brazil has prevented effective management by politicizing the crisis, aggravating social polarization, and contradicting expert advice. Moreover, populist and nationalist orientation of the leadership has evaded responsibility in these states with the leadership blaming ethnicities for spreading the virus and by weakening societal solidarity.  相似文献
