The article outlines the footprint of international economic interests under state socialism, and considers in more detail the economic integration of the postcommunist countries into the world system in the post-1989 period of the building of capitalism. The focus of the article is on the extent of economic globalization of countries and their economic corporations. It is contended that the globalization of capitalist companies and the direct role of global economic forces had little importance under state socialism. Since 1989, policy in the former state socialist countries has been geared to “joining” the world system, optimistically its core. Important differences have developed between the postsocialist states with respect to economic penetration and exposure to the world market. The outcomes have not fulfilled the expectations of early advocates of transformation and entry to the world economy. Although the new member states of the European Union have entered the world economy as formal members of the “core,” they are not economically equal to the dominant “old” members of the EU. In all the postcommunist countries, there is an absence of large scale global companies, of comparable levels of innovation, research and development. Russia is a resources rich country, a “hybrid” social formation containing elements of state economic control, national capitalism, and global capitalism. I conclude that the semi periphery is not a transient category in the world economy; it has potential for persistence and renewal. 相似文献

The 2004 Orange Revolution failed to skyrocket Ukraine into the ranks of consolidated democracies. Some previous research claimed that, in the similar case of post-Rose Revolution Georgia, its vague democratic perspectives can be explained by, among others, a negative impact of politically biased US democracy assistance programs. This article examines five groups of US programs (electoral aid, political party development, legislative strengthening, NGO development and media strengthening) implemented in Ukraine in 2005–2010, and concludes that US diplomatic support for the pro-Western “Orange” leadership did not translate into political bias of US-funded democracy assistance programs. 相似文献

AbstractThe Russian Revolution is analysed in this paper in the context of a conjuncture dominated by counterrevolution. Beginning with the repression of the 1850s, a process of permanent counterrevolution has become the over-determining trend of social-political history. The Russian Revolution was subject to several distinct aspects of this process. First was external counterrevolution, the attack on it from the outside. Whilst Anglo-America was the main bulwark organising it, the Nazi/fascist counterrevolution and invasion of the USSR was an example of counterrevolution that ran out of control and ended in a defeat in Europe that was only overcome through a long and risky Cold War. Internal counterrevolution affected the Russian Revolution as part of a longer process of adjusting socialist theory to successive defeats. In the Soviet case, Socialism in One Country was the decisive mutation in this respect and must be viewed as the decisive component of the triumph of counterrevolution. After the war, Anglo-America adjusted the counterrevolutionary strategy to surgical excisions of socialist tendencies until the USSR, isolated and ideologically exhausted, collapsed. Even so, several of its legacies continue to be relevant, notably the nationality policy and internationalism. Also, today’s information revolution casts a new light on the Soviet planning experience that must be studied now that capitalism is slipping into a systemic crisis. 相似文献

AbstractSusan Buck-Morss’s argument that the Haitian Revolution embodied the most universal aspect of the French Revolution, namely the quest for universal freedom, relies on the supposed references to Haiti in the master–slave dialogue in Hegel’s Phenomenology of Spirit. The revolution’s lodgement at the core of this foundational text of Enlightenment universalism is, for her, about as convincing a demonstration as one can have of the universal significance of the Haitian Revolution. Marxists have opposed her venture, and demonstrated their hostility to post-colonial thinking, principally by claiming that the master–slave is an expression of European class conflict. This paper agrees with Buck-Morss that the Haitian Revolution critically affirmed the principle of universal freedom and, indeed, pushed the revolution in France and Europe in a radical direction. A better affirmation of the universal significance of the Haitian Revolution than the thoughts of Hegel is possible. The latter do not actually provide such affirmation, because racism, Eurocentrism and a hostility to political radicalism are fundamental aspects of Hegel’s thought. The alternative affirmation can be found in Marxist analysis. This paper outlines such an analysis, and concludes that post-colonialism of Buck-Morss’s sort is no substitute for the perspective provided by historical materialism. 相似文献

The analysis of such experience may allow to identify what works and what does not work in introducing the practices of anti-corruption screening of draft laws and other normative acts in various environments and settings, as well as contribute to dissemination of best practices in the countries of the region and elsewhere.This article seeks to analyze and demonstrate the extent of practical implementation of corruption risk assessment of draft and enacted legislation in three post-communist countries, the problems encountered and solutions identified. As Pussy Riot has changed the face of political protest in Russia, to the south, Ukraine has seen the emergence of Femen, famous for their topless protests against everything from sex tourism and trafficking to hot water shut-offs in Kyiv to sexism in the Ukrainian government to Putin's visits to Ukraine. Their concurrent appearance in the post-Soviet sphere encourages a discussion around the mobilization of sexuality as protest in the region. Both groups appropriate sexual language and imagery as well as physical sexuality in protest of their current regimes. This article engages the question of similarities between the two groups’ efforts and considers what differences structure their political goals and philosophies. What potential does the global visibility of these groups have to influence an emerging women's movement, and, more generally, how can sexuality be harnessed as a unifying force in anti-government activism in post-socialist Russia and Ukraine? 相似文献

AbstractThis article is an intervention in some controversies concerning the role of the Communist International in and outside China. It seeks to tackle the inappropriate denial of its guidance and aid to the Chinese Revolution. In doing so, this paper makes several arguments. First, it argues that the Communist International provided the Chinese Revolution with valuable guidance, support and assistance. These contributed tremendously to the Communist Party of China’s birth, development, consolidation and maturation and advanced its theoretical self-consciousness. Second, while the Communist International gave its guidance in the sincere hope that the Chinese Revolution would benefit from correct theories and advanced experiences, it absolutised the theoretical conceptions of the classical Marxists and the Russian experience. This led to mistakes or misjudgments that deserve an accurate evaluation. Third, the Communist International was itself conducting theoretical exploration, and was generally able to adjust its own theories and change its strategies. Fourth, for all the Communist International’s guidance, the universal tenets of Marxism had to be integrated with the concrete practice of the Chinese Revolution, and it was the ability of Chinese communists to Sinicise Marxism–Leninism in what amounted to a theoretical revolution under Mao Zedong’s leadership that accounts for the revolution’s ultimate victory. 相似文献

This paper represents an attempt to study national identity in the post-Soviet context through the lens of everyday life practices. Building on ideas of banal nationalism and consumer citizenship, and with support of empirical evidence collected in L'viv, Ukraine, this paper demonstrates how national identity becomes materialized in everyday life through consumption practices and objects of consumption. While exploring objects and practices that are not originally national in scope but infused with national meanings by ordinary people, it will be shown how consumption becomes an arena for the expression and renegotiation of national self-portraits. Differences in national meanings among residents of L’viv belonging to two different language groups will highlight the diversity of ways and means by which people express their national sensibilities. By exploring national meanings in everyday consumption practices of Ukrainian citizens, this study aims to provide an alternative perspective on post-Soviet nation-building and contribute to the current debate on the position and identity of the Russian-speaking population of Ukraine. 相似文献

What effects does a revolution have on the stability or change of a hybrid regime? Has the Ukraine's regime changed since the 2014 revolution? To answer these questions I examine the changes in formal and informal institutions and the quantitative and qualitative composition of elites after the change of power in Ukraine in 2014. I argue that despite greater than in the post-orange period quantitative renewal of elites, qualitative change has not occurred. Meanwhile, the old operational code, or modus operandi, of elites' political culture, composed of clientelism, secretive deals and quota based nominations to government positions continues to operate. The lack of elites' renewal and the dominance of informal rules over formal procedures – two factors that keep the institutional core of Ukraine's hybrid regime unchanged. 相似文献

In developing countries, the fight against corruption entails purges of political and business elites and the restructuring of electoral, financial, and social provision systems, all of which are costly for the incumbents and, therefore, unlikely without sustained pressure from civil society. In the absence of empirical analyses, scholars and practitioners have, therefore, assumes that civil society plays an unequivocally positive role in anti-corruptionism. In this article, we challenge this dominant assumption. Instead, we show that, under certain conditions, an engaged non-governmental community may, in fact, undermine the fight against corruption. Using the data from forty interviews with anti-corruption practitioners in Ukraine and Russia, as well as primary documentary sources, we present two models of anti-corruptionism whereby active civil engagement produces suboptimal outcomes. One is faux collaboration, defined as a façade of cooperation between the state and civil society, which hides the reality of one-sided reforms. The other model is that of non-collaborative co-presence, whereby the governance role is shared by the government and non-governmental activists without compromise-based solutions. In both cases, civil engagement helps perpetuate abuses of power and subvert such long-term goals of anti-corruption reforms as democratization and effective governance. 相似文献

AbstractWe held the ‘Revolutions’ conference in 2017 to commemorate the Russian Revolution and redeem the actual record of revolutions in the Third World for the left. A quarter-century after the demise of the USSR, we found liberal capitalist triumphalism unwarranted. Two of the most important expectations to which it gave rise – that the world had become ‘unipolar’ and that it would enjoy a ‘peace dividend’ – remained unfulfilled. Instead, the world became multipolar and the West, led by the United States, engaged in unprecedented economic and military aggression against countries that contested its power. If this were not enough, social unrest and explosions in the First World as well as the Third underlined the relevance of revolutions. To trace their lineage, we recall capitalism’s intimate relation with revolution. It has needed revolutions to usher it into history and to usher it out. In addition to revolutions against developed capitalism, we also underline how important and necessary revolutions against nascent capitalism in various parts of the world have been. The contributions in this volume explore different parts of this lineage and vivify revolutions for our time. 相似文献

Most observers hold a positive view of China's reform since 1978 but are critical of the policies of the era of Mao Zedong, ignoring the inseparable connections between the two. This article argues that the post‐Mao era reform represents both continuity and discontinuity with the immediate past, and a complex mingling of Mao's legacy with new initiatives. The origins of many reform policies, as well as their accomplishments, could be traced back to the Mao era. They were often conditioned by, benefited from, or were built upon the outcomes of Mao's policies. These included the decisions to normalize China's relations with the United States and develop friendship with Third World countries, efforts to decentralize economic power and industrialize China without urbanization, and the move to defeat “capitalist roaders” but call Deng Xiaoping back to office. Overall, the turn toward capitalism of China has proven Mao's foresight, validated his concerns, and may be evidence of the lasting utility of Maoism. 相似文献

The economic growth that has occurred in post-communist Romania has polarised society and greatly increased existing inequalities. The aim of this paper is to investigate regional disparities, to underline the role of governmental mechanisms in smoothing out territorial inequalities, and to examine the possible effects of regional economic disparities on the performance of regional administrations in delivering public services, in the light of the new regionalisation debate. The conclusion is that Romanian counties' institutional performance does not completely correlate with regional wealth; but regional disparities and the mechanisms used to smooth out inequalities have to be taken into account in the public debate concerning further decentralisation. 相似文献

Poland's post-communist development is often depicted as a contrast between a unified, engaged society of pre-1989 and a passive, divisive society of post-1989. What explains the displacement of political solidarity with a fragmented political scene? A factor specific to Poland is rooted in the struggle of Solidarity against communist power. The consequences are subsequent attempts to appropriate the values of Solidarno?? as political capital by competing political voices, leading to contestation about the nature of the country. This normative discourse was evident first in the post-communist divide, between forces stemming from the former communist regime and those affiliated with the opposition. More recently, the saliency of the post-communist division has receded, and a new contested discourse has surfaced among voices coming out of the Solidarity tradition. This rhetoric seeks to define a contrast between a “Solidaristic Poland” dedicated to traditional and Christian values affirming notions of exclusivity and superiority, and a “liberal Poland” dedicated to market and pluralist principles based on competition and individualism. In both political divides, the legacy of Solidarity provides useful political capital to advance distinctive visions of Poland. 相似文献

The attitudes of leaders toward their personal future are very important to domestic and international politics. These views are particularly vital in the case of leaders of non-democratic regimes who could face legal prosecution for their corrupt acts or violations of human rights in their own country and abroad. In spite of these fears, however, the leaders in many authoritarian societies trespass laws, both domestic and international, in order to preserve their power and enrich their families. They expose themselves to the danger of the prosecution after they leave office or lose control of the regime. In this context, the author pays special attention to Vladimir Putin's political future and to the developments in Russia, which favor and disfavor his continued stay in power after 2008. 相似文献

The stalling of civil society development within the Russian Federation and its attendant causes have been a focus of academic study since the collapse of the Soviet Union in 1991. Alongside the emergence of a fragmented and chronically under-funded community of advocacy groups, the literature points to a rejection of democratic structures by the Russian populace and an absence of active civil engagement. Consequently, the international community has sought to bolster the growth and development of the Russian third sector by funding projects and organisations with a view to increasing public participation.Utilising research undertaken in Samara oblast of the Russian Federation, this paper examines the role played by overseas donor agencies within the Samara Environmental Movement (SEM). In examining both the quality and quantity of donor assistance received, it reveals a number of dysfunctions arising from this aid, and in particular, a lack of contextualisation and mis-direction of the assistance offered vis-à-vis citizen participation, alongside other behavioural impacts of donor funding within the SEM itself. 相似文献

This article proposes to look afresh at the legacies of communism in urban spaces in post-1989 Poland. Specifically, it investigates the fate of Red Army monuments and explores how these public spaces have been used in the multifaceted and multileveled process of post-communist identity formation. The article suggests that Red Army monuments constitute sites for the articulation of new narratives about the country's past and future which are no longer grounded in the fundamental division between “us” (the nation) and “them” (the supporters of communism) and which are far from being fixed in the binary opposition of the banished and the embraced past. The reorganization of public memory space does not only involve contesting the Soviet past or affirming independence traditions but is rather the outcome of multilayered processes rooted in particularities of time and space. Moreover, the article argues that the dichotomy “liberator versus occupier,” often employed as a viable analytical tool by scholars investigating the post-communist memorial landscape, impedes our understanding of the role played by Soviet war memorials in the process of re-imagining national and local communities in post-1989 Eastern Europe. 相似文献

An academic gathering – be it a symposium, a conference, or a round-table – to examine the work of a fellow scholar is invariably timely. At the very least it presupposes a consensus on the basic significance of the subject being addressed and a collective decision to address it. As a launch of a new book (in Ukraine a phenomenon known as prezentatsiia), it provides the welcome opportunity to discuss a new contribution and with that to fill in and redraw our map of the field. If more than one work or project is involved, it provides a still greater opportunity, and indeed poses a scholarly obligation, to see the larger picture and to engage in stock-taking and rethinking. By contextualizing, problematizing, and where need be, deconstructing, we recalibrate our understanding and thus revive the field and our commitment to it. Clearly, the process of laudatio, of paying homage to achievements spanning a whole career, also contributes to this. 相似文献

New York: New York Press, 1997: 270; for a different translation of the same sentiment, see Ernest Renan, “What is a Nation,” in Nationalism in Europe from 1815 to the Present: A Reader. Ed. Many historians today tend to agree with Renan's statement and are doing their best to “get history right” as they search for alternatives to national history.
