Abstract

Vladimir Putin’s long period in power has so far raised scant discussion about the political concepts that underpin real state and societal unity, and especially about the domestic political implications of these concepts. Despite this, key concepts of his political regime, such as ‘sovereignty’ and ‘sovereign democracy’, have frequently been used in Russian political discourse. This essay examines the way the current Russian administration has used concepts that stress strong societal unity, and the creation of a stable state and societal unity to support the development of real functioning dynamics in the society. It charts the shift from ‘sovereign democracy’ to ‘sovereignty’ around 2011–2012 as a key discursive concept in moving towards a more isolationist international stand and consolidating Putin’s power by emphasising Russia’s unique political tradition, which requires a strong leader as the basis of national unity and to ensure Russian sovereignty.  相似文献

Abstract

This article supports growing calls to ‘take small states seriously’ in the international political economy but questions prevailing interpretations that ‘smallness’ entails inherent qualities that create unique constraints on, and opportunities for, small states. Instead, we argue that discourses surrounding the ‘inherent vulnerability’ of small states, especially developing and less-developed states, may produce the very outcomes that are attributed to state size itself. By presenting small states as a problem to be solved, vulnerability discourses divert attention away from the existence of unequal power structures that, far from being the natural result of smallness, are in fact contingent and politically contested. The article then explores these themes empirically through discussion of small developing and less-developed states in the Commonwealth and the World Trade Organization (WTO), considering in particular how smallness has variously been articulated in terms of what small states either cannot or will not do.  相似文献

This paper addresses the ambiguity of the term ‘sovereignty’ in food sovereignty (FS), intending to clarify the ‘aspirational sovereignty’ that food sovereignty movements indicate as the ideal configuration of power that would allow FS to flourish, or which might help measure movement towards FS. Since aspirational sovereignty is conditioned by existing power relations, the paper elaborates components of ‘actually existing sovereignty’, based on readings of a variety of political and social science literatures. By critically assessing the difference between actually existing and aspirational sovereignty across three geographic–political levels, the paper offers strategic options for constructing FS, and suggests what such an elaborated definition of FS’s sovereignty might offer future research on FS.  相似文献

Abstract

What strategies do de facto states employ in conducting their diplomacy? This article examines Transnistria’s Order of Friendship, a state award that primarily targets foreigners, by analysing the profiles of all known award recipients. The Order is found to be a political tool to enhance Transnistria’s domestic and external legitimacy in the absence of recognised sovereignty. The findings confirm the literature on Transnistria’s ‘bandwagoning’ with Russia, indicate that a patron’s support must be actively sought rather than taken for granted, and—since many awardees are from jurisdictions other than the patron state Russia—point to the need to examine the foreign policy of de facto states more holistically.  相似文献

Abstract

In power, the Vietnamese Communist Party has experienced three ‘moments’ of growth, each with some differences of detail and of meanings: ‘traditional communism’; the transition from a planned to a market economy in the 1980s; and, since 1992, a ‘socialist-oriented market economy’. For each, the article discusses the ideologically defined nature of change; intentionality—‘how growth was to happen’; and the quantitative data used. It suggests that critiques throughout the period have engaged with the intentionality issue: in the first moment, by isolating the socialist relations of production within socialist construction as the cause of difficulties; more recently, by engaging with the lack of effective policy despite contemporary ideology's unreliable belief in policy as key to growth.  相似文献

The paper compares political ideas and acts in the Soviet Union under Gorbachev and in Communist Vietnam. It argues that the Gorbachev group, committed to progressive change, concluded that power granted to them by their position in the Soviet system needed to be eliminated, creating a ‘boot strap’ problem. To secure progressive change they had first to destroy their own power base. By contrast, the ruling Vietnamese Communist Party (VCP) attempted, in the two decades after the emergence of a market economy in 1989–1991, to rule an increasingly open society through Soviet political institutions. By the late ‘noughties’ Vietnam faced a crisis of domestic sovereignty, with politics largely a matter of spoils, with policy largely irrelevant and unimplementable, and usually blocked by powerful interests. The paper argues that Hinsley's notion of the sovereignty issue makes this situation far easier to analyse. It argues that the Gorbachev group's analysis would have led to them predicting that the VCP's attempt to use Soviet institutions to rule over a globalising and increasingly open society with a market economy would lead to a crisis of political authority, and that they would have been correct. This leads to the counter-intuitive position that the Communist Party of the Soviet Union was a success ? in that it managed to solve a serious political problem, i.e. how to create the preconditions for a political system suited to a market economy in a relatively open society – and the VCP a failure.  相似文献

This two‐part article analyses the attempts to reform the socialist financial system in China by diversifying financial assets and introducing capital markets. The approach used is that of political economy, in the sense of elucidating the interplay between political and economic interests, actors and issues in the reform process.

Part I discusses the issue of bonds by governments and enterprises. Although the reform era has seen gradual progress towards something resembling a bond ‘market’ in terms of a diversification of bond types and growing competition between bond issues, there is no evidence that this has improved allocative efficiency in the economy. Rather, bonds have functioned as one instrument in a complex struggle for resources between political, institutional and economic actors in the context of a continuing ‘shortage economy’. This competitive system falls far short of a true ‘market'; rather it embodies powerful systemic factors reflecting the basic structural and institutional features of a semi‐reformed socialist economy.

One of these systemic factors is the institution of social ownership of the means of production which has been called into question by the emergence of shares and share markets, a process we discuss in Part II. Share issues have in the event been economically unimportant but politically important since they challenge the ideological and institutional underpinnings of a ‘socialist’ economy. The key to the future of this form of financial liberalisation depends not merely on further progress in complementary areas of economic reform policy, but also on a resolution of these fundamental political issues.  相似文献

This article presents and analyses the findings of a research project on power relations in the context of development partnerships with civil society on HIV/AIDS in Mozambique, Rwanda and South Africa, and engages in a critical dialogue with governmentality analysis. It argues that contemporary neoliberal government needs to be understood as context-specific articulations of three forms of power discussed by Foucault – sovereignty, discipline and biopower – and, in the global domain, a fourth form of power – (new) imperialism. Further, the analysis demonstrates how the introduction of a ‘package of (de-)responsibilisation’ shapes CSOs’ activities so that they become competitive service providers, use evidence-based methods and produce measurable results. Addressing the issue of resistance, it shows how the transfer of responsibilities may involve tension and struggle – a politics of responsibility.  相似文献

Abstract

While much debate on climate change has emerged around food, forest and land politics, the fisheries sector has only recently become more visibly implicated in these discussions. Similarly, in comparison to food and agrarian movements, fishers’ resistance to intensified mitigation efforts and resource exclusion is still significantly understudied academically, and receives little attention in political spheres. This highlights a critical gap in both food and climate politics literature, which this paper aims to present a framework for addressing. To do so, it contextualises the emergence of overlapping processes of exclusion in global fisheries, and explores the implications global food system transformations have had in the fisheries sector, and the reactions this has spurred from South African fishers. It then traces the convergence of fishers’ movements with other resource justice movements, and how this has contributed to the rise of ‘fisheries justice’. Finally, it presents four interlinked propositions – highlighting food sovereignty, resource access and conflict, climate change and mitigation, convergences between movements, and alternatives proposed by fishers – as a framework for how incorporating fisheries and fishers’ movements can broaden our understanding of transnational social movements, and expand the depth and scope of food and climate politics.  相似文献

Abstract

According to the ‘rebels-turned-narcos’ premise, increasing involvement in the illicit drug industry causes insurgent groups to lose sight of their political aims, as they shift their focus to profit-making. The (former) Colombian rebel group, the FARC-EP, became a paragon for this idea. Drawing on primary research, we argue that the FARC-EP’s involvement in the illicit drug economy was itself political. Their involvement included governance activities, which are by their very nature political. Furthermore, these activities formed part of the FARC-EP’s political project, aimed at ensuring the reproduction of the peasant smallholder economy. Our argument challenges the rebels-turned-narcos premise more broadly by showing why involvement in the illicit drug economy, on its own, is insufficient evidence to posit the depoliticization of an insurgent group.  相似文献

Abstract

Johannesburg’s mining land has defined the city’s geography, yet remains unevenly developed and liminal in urban policy. Rather than a planning failure, I argue this is a product of state-sanctioned corporate hegemony over mining land. Through the case of Johannesburg’s biggest mining-turned-property company, the paper problematises binaries of ‘state’ and ‘market’ by drawing out the deeply historical, spatialised, political and always-more-than-human vicissitudes of this mining-urban regime. These include the mapping and unmapping that render mining land terra incognita to the state while shoring up corporate power; the multiple visions and contestations over what is to be done with the land, and finally, how different and contingent temporalities shape and limit those visions in practise.  相似文献

Abstract

Taking Syria’s armed conflict as a case study to illustrate the processes of normative contestation in international relations, this article is interested in re-examining the typology of Russia as a ‘rising power’ to account for ‘rise’ in a non-material dimension. The article integrates the concept of ‘rising power’ with the literature on international norm dynamics to reflect on the rationale for Russia’s engagement in Syria despite adverse material preconditions. It will argue that Russian norm divergence from alleged ‘Western’ norms illustrates Moscow’s ambition to co-define the conditions for legitimate transgressions of state sovereignty.  相似文献

Abstract

Through the experience of 30 rural migrants to Hanoi, this paper reconstructs their livelihood histories, linking the experience of our migrant subjects with wider transformations in Vietnam’s economy and society. We argue for an ‘everyday’ political economy that recognises the fluid connections between the state, society and economy, and the individual. While highlighting the indeterminacy and contingency of life, we recognise the wider context that contributes to the production of the livelihood textures we discern. The characteristic livelihood pathways of the migrant households are shown to echo research undertaken in rural, often less economically vibrant, contexts.  相似文献

Following the stagnation of negotiations with the African, Caribbean and Pacific states, the centrepiece of the European Union's (EU's) trade and development strategy has been a reform of the Generalised System of Preferences. Although policy-makers in the Commission's Directorate General for Trade have argued they are ‘refocusing’ these preferences on the ‘neediest’, by rendering a significant proportion of emerging economies' exports ineligible for the scheme, this article argues that the reform is actually part of a broader ‘reciprocity’ agenda being pursued in the context of the current economic crisis. This is about ensuring the EU possesses sufficient offensive leverage in ongoing free trade agreement negotiations, rather than representing any mercantilist move towards greater domestic protection. In arguing that the EU's developmental trade agenda is increasingly subordinated to commercial imperatives, this article adds to a literature that has situated the study of EU trade and development policy within the field of political economy.  相似文献

Abstract

This paper challenges dominant understandings of ‘rising powers’ by developing a decentred, relational account of Russia and China in Central Asia. We ask whether Moscow and Beijing’s regional integrative strategies do not guide, but rather are led by, everyday interactions among Russian and Chinese actors, and local actors in Central Asia. Rising powers, as a derivative of ‘Great Powers’, are frequently portrayed as structurally comparable units that concentrate power in their executives, fetishise territorial sovereignty, recruit client states, contest regional hegemony and explicitly oppose the post-1945 international order. In contrast, we demonstrate that the centred discourse of Eurasian integration promoted by Russian and Chinese leaders is decentred by networks of business and political elites, especially with regard to capital accumulation. Adopting Homi K. Bhabha’s notion of mimicry (subversion, hybridity) and J. C. Scott’s conception of mētis (local knowledge, agency), and using examples of Russian and Chinese investments and infrastructure projects in Central Asia, we argue that in order to understand centring discourse we must look to decentring practices at the periphery; that is, rising power is produced through ongoing interactions between actors at the margins of the state’s hegemonic reach.  相似文献

This paper examines the socially engaged art project Nine Urban Biotopes (9UB), an international exchange between European and South African cultural organisations. Two artist residencies offer case studies of collaborative arts and research practice. The ways that these case studies are read as ‘failures’ and ‘successes’ illustrate the complexities of North-South collaborations. This project, the partnership that sustained it and the residencies that were central to it, exemplify, in modest ways, how public sociology can be realised in modest ways in a global context. This paper shows, with examples, that whilst partnership and collaboration are emphasised in institutional and policy discourse, in practice these arrangements are filled with tension and unequal power relations between partners. An evaluative methodology premised on sociological practice allows the tensions that are inherent in partnership and collaboration to be recognised and productively interrogated. It also allows us to reimagine what ‘success’ and ‘failure’ looks like in research partnerships by working with the antagonisms that are integral to collaboration.  相似文献

This essay examines how the Ukrainian and Russian government-owned newspapers, Uriadovyi Kurier and Rossiiskaya Gazeta, represent people displaced by the war in Donbas, analysing the political goals revealed by these publications’ attitudes towards the displaced. While the Ukrainian publication delimits the nation by distinguishing ‘real’ internally displaced people (IDPs) deserving help and ‘fake’ IDPs guilty of siphoning Ukrainian taxpayers’ money to rebel-held areas, the Russian paper foregrounds the Russian state's competence in managing displacement while silencing the displaced themselves.  相似文献

Abstract

This article challenges the claim, along with the statistics that support it, that self-employment is by far the dominant employment status in the informal economy. The article begins by reviewing key insights from relevant literature on the informal economy to argue that conventional notions of ‘wage employment’ and ‘self-employment’, while unfit for capturing the nature and variety of employment relations in developing countries, remain central to the design of surveys on the workforce therein. After putting statistics on Tanzania’s informal economy and labour force into context, the analysis reviews the type of wage employment relationships that can be found in one instance of the informal economy in urban Tanzania. The categories and terms used by workers to describe their employment situation are then contrasted with those used by the latest labour force survey in Tanzania. The article scrutinises how key employment categories have been translated from English into Swahili, how the translation biases respondents’ answers towards the term ‘self-employment’, and how this, in turn, leads to the statistical invisibility of wage labour in the informal economy. The article also looks at the consequences of this ‘statistical tragedy’ and at the dangers of conflating varied forms of employment, including wage labour, that differ markedly in their modes of operation and growth potential. Attention is also paid to the trade-offs faced by policy-makers in designing better labour force surveys.  相似文献

ABSTRACT

Indonesian Maritime Affairs and Fisheries Minister, Susi Pudjiastuti, has become a political superstar on the back of the media attention gained with her tough stance in fighting illegal fishing since 2014. But, beyond the headlines, little is known of the political struggles unleashed by her approach, on how her policies have affected the political economy of the industry, and on whether her reforms are sustainable. Drawing on over 30 in-depth interviews, this article fills the gap. The picture that emerges is complex and fluid: the minister has made progress in limiting the reach of the foreign-led fisheries mafia, but achieved limited success in convincing Indonesians to invest in the industry or in building a constituency to support her drive. Through the lens of the political economy of the fisheries, this article also offers a window into how politics is contested in increasingly ‘populist’ Indonesia.  相似文献

ABSTRACT

Each Passover since 2009, hundreds of East African asylum seekers and Israeli activists have gathered for ‘Refugee Seder’, a public event to support Sudanese and Eritrean communities in Israel. Featuring a ceremonial seder meal, storytelling, speeches, and a dance party, Refugee Seder draws on age-old Jewish rituals and contemporary global black pop musics to symbolize Africans as members of the Israeli national collective. This article explores Refugee Seder’s modified commemorative practices, which engage dual narratives of Jewish nationalism and cultural cosmopolitanism. I show how seder rituals enable African participants to temporarily embody a Jewish spiritual identity, and how black pop musics help publicly reframe Africans’ ‘blackness’ as a cultural asset instead of a political liability. Ultimately, I argue that Refugee Seder distills larger ideologies of identity and belonging that are deeply rooted in Israeli collective consciousness, and which shape the trajectories of ‘refugee issue’ politics and policy-making.  相似文献
