Abstract

American public administration as a field is “mature” in terms of its identity, roles, knowledge, and open-system nature. Yet it lacks maturity in the sense of an adequate sense of self-worth. This “inferiority complex” is revealed by the field's obsession with two intertwining, persistent themes: a perceived state of societal illegitimacy and of permanent need for reform.  相似文献

This article examines Estonia's economic institutions, performance and vulnerability to the global economic crisis in the context of the varieties of capitalism framework. It shows that Estonia shares many characteristics of a liberal market economy, but that there are also some features which do not fit the classical model, notably its corporate governance institutions. It also suggests that the varieties of capitalism framework can account for key features of Estonia's economic performance, including its growth trajectory and adjustment to the global financial crisis. The article also reflects on the broader significance of these findings for understanding post-communist capitalism.  相似文献

International relations scholars concede a vital role for anarchy in structuring state behaviour towards survival. Anarchy provides strong incentives for power-maximising behaviour, since states that do not act accordingly risk death by conquest. This assumption raises an important question: if international anarchy is pervasive, leading to processes where only the fit survive, how do we explain the survival of fragile and failing states? Under conditions of self-help such states should be tempting targets, yet these vulnerable states avoid death by conquest. Fragile and failing states survive because international order is based on a sovereignty regime backed by major powers. International order is more salient than anarchy and provides better vantage points to understand the absence of state death. Elements of international order, like the relational hierarchies between dominant and subordinate states, no longer tolerate state death. This largely explains the survival of fragile and failing states.  相似文献

It is argued that conditions for social justice in developing countries are deficient under both state capitalism (“democracy”) and neopatrimonialism. Development assistance is similarly constrained, but it also has shortcomings in relation to “democracy” promotion. Political economy analyses can provide authentic insights into how poor people negotiate for public goods, but such interactions seem unlikely to yield sustainable social justice for most citizens. The assessment calls for a reconfiguration of power relations and a more egalitarian distribution of public goods within and between countries, which is what most people are predisposed to want and are entitled to expect and enjoy.  相似文献

Max Weber descended from Anglo-German merchant families with world-wide connections. This helped make him a cosmopolitan nationalist. Fittingly Weber at first tried to pursue a career in international commercial law. Family connections informed his understanding of South American wheat exports and North American railroad capitalism and of the tariff issues resulting therefrom. This in turn influenced his critique of the Prussian agrarian capitalists, especially of their opposition to trading in grain futures. Weber championed a strong capital market and efficient exchanges. His economic policies remain of exemplary interest insofar as they link the presumptive, if contested, national interest with an unsentimental acceptance of the world economy.  相似文献

This article examines why Japan decided to promote an international development nongovernmental organization (IDNGO) policy in 1989. While Reimann's 2003 and 2010 analyses argue that international norms and pressure account for the establishment of this policy, I find that domestic actors' interpretations and policy processes significantly contributed to producing it. I argue that the IDNGO policy reflects a shift in policy‐makers' perceptions of Japanese identity from a “merchant nation” to a “leader.” This reconstruction entails new sets of interests regarding building a positive global reputation and friendly relationships not only with other states, but also with “grassroots” citizens at home and abroad. This study highlights that identity is changeable and that domestic policy processes and actors need to be taken into more serious consideration. Demonstrating the importance of NGOs and grassroots people in constructing Japanese state identity, this article suggests that targets of recognition in international relations go beyond the state level.  相似文献

This paper’s main aim is to contribute to the debate on the impact of China’s rise on the established norms and practices in the field of international development. To do so, it zooms in on a single infrastructure project, the Jakarta-Bandung high-speed rail line, which involved intense competition between China and Japan. Specifically, it examines how competition between China, a non-Western emerging power, and Japan, an OECD member, led to a recalibration of both China and Japan’s approaches to infrastructure financing in the region. The findings suggest that rather than straight convergence or competition between diverging models, there is an ongoing process of two-way adjustment between China, and representatives of the dominant global norms and practices. We also argue that to understand the implications of China’s participation in the field of international development, and its impact on the ‘rules of the game’ of global governance, researchers should avoid positioning inquiries within the premises of China’s one-directional impact on the development assistance regime. Rather, it is necessary to take into account a complex set of relationships including China, host countries and other ‘socialised’ actors, and the process of negotiation between them.  相似文献

Under the government of President Joko Widodo, Indonesia's state‐owned enterprises (SOEs) have become the driver of the national development strategy. The current administration is actively using SOEs to conduct development projects based on the belief that SOEs are able to fix market failures and support the fiscally constrained government. In order to strengthen the role of SOEs, the Indonesian government is pursuing a medium‐term plan of creating sector‐based holding companies. The government expects that these state‐owned holding companies (SOHCs) will enable SOEs to expand investment and benefit from synergies. However, considering political hurdles in implementing this policy, the process of establishing SOHCs is expected to advance gradually. The government also continues to face challenges clarifying and communicating the rationale behind creating SOHCs. This paper examines the current political economic context of SOE ownership reorganisation in Indonesia and diverse views on the expected consequences of forming SOHCs.  相似文献

Turkey is fully engaged in its “hydraulic mission,” very extensively and rapidly “developing” water resources throughout its territory. The extensive hydraulic development attempts conducted by the Turkish government create local, national, inter-state, and transnational contestations among the different interest groups. A great deal of scholarly literature has analyzed the rationale behind Turkey’s massive-scale hydraulic development. While some studies link Turkey’s hydraulic mission to its energy and food security, others highlight the importance of domestic conflicts, as in the case of the Kurdish issue in the southeast. However, few works examine the relationship between hydraulic development and state- and nation-making processes in the early period of the republic. This paper seeks to analyze the role of hydraulic development in state- and nation-making in the context of Turkey by looking at the institutional documents published by official authorities and speeches made by key politicians. Drawing mainly upon the theory of water nationalism and its related conceptual frameworks, this study argues that hydraulic development has formed one of the important components of the modernization process in Turkey, thereby playing a significant role in its state- and nation-making processes.  相似文献

Exploring the increasing propensity of 'semi-peripheral' polities and spaces to host major games as a pivotal strategic response to the exigencies of globalisation, it is contended that pursuing such events is intimately connected to the perceived expansion of 'marketing power' on the one hand, and to the legitimisation and celebration of conceptions of national identity and political orders, on the other. Given that various contingencies bear upon these sought-after outcomes, this analytical framework underscores the significance of questions about global inequality, power and identity to explain the apparent allure of global games. Hence, to determine whether major games deliver the kind of benefits proclaimed by proponents, requires asking questions about (1) identity building and signalling; (2) development and (3) political liberalisation and human rights.  相似文献

Collaborative governance has emerged recently as an alternative to the traditional sector-based, single-actor approaches for addressing complex governance challenges. However, previous research has given little attention to collaborative governance within international policy contexts. To address this gap, an integrative collaborative governance framework is used to analyze product development partnerships (PDPs) that seek to develop vaccines to prevent the spread of devastating diseases within the developing world. The analysis indicates that PDPs are helping address acute governance challenges and are emblematic of the increasing importance of nonprofit organizations in collaborative governance regimes. Implications for research on collaborative governance are also discussed.  相似文献

Abstract

Iran and Turkey have competed for regional power projection in Syria and sought through cooperation to find a peaceful end to the conflict in the Astana talks, while also at the same time confronting each other in Idlib province via proxies. This simultaneity of competition, cooperation and confrontation in the Syrian Crisis presents a picture of a relationship that is riddled with contradictions and is in effect a paradox. The question that must be asked is, how can we understand this puzzle of competition, cooperation and confrontation in Turkish–Iranian relations in the Syrian Crisis? International historical sociology (IHS) research brings in discussions on the longue durée, narratives, domestic constraints and, most important, the international which can help decipher this intellectual puzzle. Moreover, the ‘relationality’ of each country’s policies in Syria combined with IHS can help unlock the puzzle of the Turkish–Iranian relationship in the Syrian Crisis and provide insight into the debate surrounding the outbreak of war.  相似文献

‘Postcolonial studies’ is the term given to the study of diaspora and the ideology of colonialism. Since the 1970s, when postcolonial studies was termed ‘Third World’ literature, and the 1980s, when it became ‘Commonwealth’ literature, the persistence of the framework of centre and margin, coloniser and colonised, has endured as a lens with which to view human identity and cultural expression. However, the relationship of postcolonial studies to international development is less well explored. Much of postcolonial studies is concerned with articulating patterns of gain, loss, inclusion, exclusion, identity formation and change, cultural evolution and human geographical dispersal in the wake of the after-effects of colonial rule. Postcolonial critics examine texts and images in order to make inferences about the significance of cultural identity and expression under these conditions. Often this is with a diachronic view of history. International development studies offers postcolonial critics a synchronic perspective on both the policy and materiality of political ideologies affecting cultural identity and expression. This paper looks at how the relationship between postcolonial and international development studies might be furthered in a dialectical exchange. Postcolonial critics such as Said and Pollard et al offer a critical understanding that informs policy making in international development contexts.  相似文献

Throughout the summer of 2000 United Nations officials, both military and civilian, toiled long and hard to establish "The Blue Line" between Israel and Lebanon. The author, a former UN Military Observer who was part of that process, casts a critical eye over the manner in which the "withdrawal line" was delineated and examines its potential to endure. He concludes by arguing that regional pressures may well conspire against the long term survivability of the Blue Line project and suggests that the time is ripe for the UN to undertake a re-evaluation of its operations in the region.‐  相似文献

国际秩序是由国家、国际组织等多种行为体构成的共同体,既包括确认秩序成员资格和调整成员互动的规范与规则,也包含反映秩序成员利益分配的地位或位置排序。共同社会化是崛起国与国际秩序成员共同调适,就秩序的规则与规范构成、利益分配份额以及崛起国在秩序中的地位与行为取得共识的过程。它具有调适过程的协商性、调适目标的共识性、调适结果的不确定性等特点。崛起国可从“改革+示善”两方面出发,实施共同社会化国际秩序战略。一方面,崛起国可主动改革国际秩序,加强治理能力,提升自身在国际秩序中的地位。另一方面,崛起国也需要以实际行动表明对改革秩序的善意,以获得外界的认可和支持。当今中国的国际秩序实践体现了共同社会化特点,既推动秩序改革,提升治理能力,提升中国在国际秩序中的影响力,又通过履行承诺展现改革的善意与效益。今后,中国可继续采用共同社会化的国际秩序战略,从有所作为地推进国际秩序改革、积极战略示善、理性处理对美关系、合理匹配成本与收益等方面出发,不断优化自身复兴的外部秩序环境。  相似文献

Our globalising world is presently in a state of global turmoil. Risk, uncertainty, and insecurity are the terms that shape global/regional/national/local affairs and developments. The refugee crisis and the war against ISIL constitute the twin crises creating seismic impacts and consequences that in turn escalate risk and turmoil. Turkey is situated at the heart of these two crises, being very much affected by them and, therefore, perceived as a pivotal actor in the way in which the West is dealing with them. Yet, the West’s current instrumentalist and functionalist approach to Turkey as a buffer state designed to contain these two crises in the MENA does not offer an effective and sustainable solution to these crises, much less provide the stability and order that is direly needed in regional and global affairs.  相似文献

The special issue ‘Fragile States: A Political Concept’ investigates the emergence, dissemination and reception of the notion of ‘state fragility’. It analyses the process of conceptualisation, examining how the ‘fragile states’ concept was framed by policy makers to describe reality in accordance with their priorities in the fields of development and security. The contributors to the issue investigate the instrumental use of the ‘state fragility’ label in the legitimisation of Western policy interventions in countries facing violence and profound poverty. They also emphasise the agency of actors ‘on the receiving end’, describing how the elites and governments in so-called ‘fragile states’ have incorporated and reinterpreted the concept to fit their own political agendas. A first set of articles examines the role played by the World Bank, the oecd, the European Union and the g7+ coalition of ‘fragile states’ in the transnational diffusion of the concept, which is understood as a critical element in the new discourse on international aid and security. A second set of papers employs three case studies (Sudan, Indonesia and Uganda) to explore the processes of appropriation, reinterpretation and the strategic use of the ‘fragile state’ concept.  相似文献

A central theme of the literature on rising powers is that new aspirants to great power status pose a challenge to the underlying principles and norms that underpin the existing, Western-led order. However, in much of the literature, the nature and significance of rising powers for international order are imprecisely debated, in particular the concept and practice of ‘contestation’. In this article, we aim to establish a distinction between normative contestation and what can be thought of as ‘contestation over representation’: that is, contestation over who is setting and overseeing the rules of the game rather than the content of the rules themselves and the kind of order that they underpin. The paper engages with debates on international order and international society, and its empirical basis is provided by a thorough analysis of the discourse of rising power summitry.  相似文献

国际秩序转型的动力、过程和方向是政策界与理论界关注的核心议题。历史上的国际秩序转型通常以暴力方式实现,旧的秩序被完全推翻,获胜大国及其集团围绕自身利益建立一套新的秩序安排。在当今时代,暴力方式难以为继,新兴大国只能通过一些相对和平的手段改变既有利益分配格局,以此推动秩序的渐进调整。进入21世纪以来,国际制度竞争成为国际秩序转型的核心动力,崛起国寻求提升在制度体系内的物质利益和规则主导权,守成国则试图利用制度体系内的优势地位维护既得利益。崛起国的制度竞争策略包括改革既有制度、创建新的包容守成国的制度和排斥守成国的制度,守成国针对崛起国的行动而制定相应的反制策略。双方的制度竞争通过改变既有利益分配的不同维度来决定国际秩序的转型模式。当前,中国通过改革既有制度和创建新的包容守成国的制度实现了物质利益和规则主导权的提升,中美两国在国际制度领域的持续互动将决定未来国际秩序转型的进程。  相似文献
