ABSTRACT

Cross-border trade is central to the socio-economic structure of the former Soviet republics and their integration in the world economy. In the Caucasus and Central Asia, bazaars have functioned as nodes that enable multi-directional, cross-border trade. While there have been studies on the bazaar trade in the Soviet successor states, few have used quantitative methods. Drawing from 600 structured interviews with traders in Dordoi (Bishkek) and Lilo (Tbilisi), the data from Dordoi highlight the relationship between informality and entrepreneurship, unlike Lilo, where there are clearer markers of formality, but where bazaar trade also seems to be less profitable. The data from the 600 interviews illustrate that Dordoi functions as a globalized trading hub, its transnational linkages forged by the bazaar traders and the buyers themselves. By contrast, trade in Lilo is more localized. Hence, ‘globalization from below’ presents itself differently across the post-Soviet space.  相似文献

ABSTRACT

Suitcase trade is a common activity along state borders in Asia. Existing scholarship has often viewed such suitcase trade as locally embedded activities characterised by informality. This article contends that this perception underestimates the diversity and complexity of suitcase trade. This is illustrated with a case study of the Pearl River Delta region of southern China, where thousands of suitcase traders carry goods across the borders between mainland China and its two Special Administrative Regions of Hong Kong and Macao. Several patterns of operation run in parallel, ranging from petty traders working alone to highly-organised group operators. While each individual transaction is small scale and based on informal networks, the entire chain of operations is run by syndicates that are highly organised, commercial, with well-defined divisions of labour, and on a large scale. We describe such a combination of organisational competence and informal networks as “organised informality.” The concept allows us to expand the analytical horizon to cover those cross-border exchanges that incorporate modern commercial practices in otherwise non-formal settings. It also bridges the oft-criticised dichotomies of formal-informal and licit-illicit.  相似文献

ABSTRACT

On the southern Philippine island of Mindanao, scholars have documented a precarious land tenure, livelihood, and security situation for many smallholders. Agrarian political economy studies provide insightful analyses of the underlying causes of much poverty and violence on the island. Less attention has been given to cases of smallholder success. This article proposes that conditions for smallholder farming, even among ethnic minority groups, are more varied across the island than the literature suggests. In upland villages of north-central Mindanao, agrarian transition is a multi-directional process that produces different outcomes among households, kin groups, and villages. The main case study is a thriving mixed swidden and fixed field Maranao-Muslim farming village. Almost all the households in the village have successfully claimed land as their own and diversified and improved their livelihoods in recent times. To explain these positive outcomes, the article uses a relational approach and draws on anthropological literature on kinship, land tenure, and place to assess the bargaining power of smallholders in land deals. A stronger cross-fertilization of key insights in agrarian political economy and anthropological literature on kinship enriches the debate on agrarian transition in the southern Philippines.  相似文献

ABSTRACT

Marked in part by a narrow river, the border between the neighbouring provinces of Loei in Thailand and Sayaboury in the Lao PDR appears to be porous and unregulated. While a Friendship Bridge regulates large-scale international trade, an extensive amount of informal, small-scale trade continues to flow across smaller checkpoints and other parts of the river. Trade along these sites is not only highly organised, most of it also happens under the gaze of border officials. This article examines the material and power exchanges that occur at local checkpoints between the different actors involved in the facilitation and restriction of trade. Between Loei and Sayaboury, trade is regulated according to a spectrum of licitness that is constantly negotiated and renegotiated between traders and officials. Negotiations rely on the social relations between these actors and involve practices of gift-giving and bribery, which blur the boundaries between reciprocity and corruption. By focusing on the interactions between state and non-state actors, this article sheds light on the way the informal economy is configured by checkpoint politics.  相似文献

ABSTRACT

A significant part of China-Pakistan cross-border trade falls within the category of shadow economy. Most Pakistani traders in Xinjiang cannot afford to ship containers through the Khunjerab Pass and rather carry the goods purchased in China with them on the daily buses to Sost, Pakistan, thus avoiding customs duties. This form of border economy, though falling outside of the regulatory regime, is far from being informal. Rather, it is based on a network of contacts on both sides of the border and made possible by the particular institutional and infrastructural setting of the area. Based on long-term fieldwork in both Xinjiang and Pakistan, this article shows the complexity of these transactions, their transnational nature and the performativity that characterises them. It also highlights the role of online technologies and social networks in the cultivation of those relations, and the ability of traders to navigate often-changing norms and the flows that characterise the market. Eventually, the article suggests a new definition for “the market” as it emerges from the experience of traders in Xinjiang. For them the market is neither simply based on trust, social relations and the continuous flow of information; nor does it correspond to the global, culture-free market economy  相似文献

ABSTRACT

This article explores the question of how Albanian Salafi Muslims have engaged with and provided religious interpretations to issues peculiar to Albanians’ historical and sociopolitical context, as well as considering the ethnic group’s recent engagement in Middle Eastern conflicts. Utilizing Salafism’s doctrinal concepts of takfir (excommunication of another Muslim) and al-wala’ wa-l-bara’ (loyalty and disavowal) as guiding analytical tools, the article investigates Albanian Salafi Muslims’ position and discourse on the following three Albanian-specific issues: (i) engagement with the secular state by voting for their representatives (leaders); (ii) the question of nation and nationalism; and (iii) the question of militant Islamism related more recently to the Syrian conflict. Though there are different nuances among Albanian Salafi Muslims, the article shows the sharper distinctions and divergences that exist between the mainstream and rejectionist Salafis when considering the ways they have engaged with the three issues under analysis. Also, despite the general agreement in literature about Salafism’s globalized acculturalization impact on localized Islam(s), the analysis deduces Salafism’s ‘re-culturalized’ and ‘re-nationalized’ face in the Albanian-specific context, something prevalent among the mainstream Salafi Muslims of this ethnic group in the Balkans.  相似文献

This article offers an explanation of the latent xenophobia in post‐unification eastern Germany from the perspective of national identity. Easterners over‐emphasised ethnicity as the one remaining identity pillar that was still not threatened by the transition processes of unification. However, instead of focusing on the ‘self — on pride in tradition, history and culture, easterners concentrated on the ‘other’ on ethnic exclusion and ethnic chauvinism. The united Germany therefore faces the challenge of filling the empty shell of German ethnicity with a positive meaning.  相似文献

ABSTRACT

This article traces the multiple ways of ‘manufacturing’ Islamic lifestyles in the urban environment of Tajikistan's capital city, Dushanbe. The city's bazaars serve as a lens through which to observe the conjunction of its booming trade business with Dubai alongside its growing Islamic commodity culture and a religious reformism that is inspired by the materiality and non-materiality of a progressive and hybrid Dubai Islam. Bringing together long-distance trade, urban consumption practices and new forms of public piety in the mobile livelihood of three bazaar traders and sellers, the article provides insights into how the commodification of Islam informs notions of urbanity and modernity in Tajikistan. These notions correspond to the launching of urban renewal and the meta-narrative of Dushanbe's future as a modern city on the rise. Furthermore, the article illustrates the ways in which Dushanbe's Muslims turn bazaars into an urban laboratory for religious agency and cultural identities.  相似文献

ABSTRACT

A centre for Asian and intercontinental immigration and export-oriented production, Guangzhou city is at the forefront of China’s global interactions. Based on ethnographic fieldwork, this article examines informal governance mechanisms that co-ordinate the circulation of goods and capital between China and Africa. The question addressed is: What roles do mobility and sojourning play in governing trade relations? The analysis is informed by research from three fields: economics scholarship on the trade–migration nexus, ethnographic studies of informal trans-border trade, and historical accounts of long-distance trade in pre-colonial and colonial eras. These traditions point to different ways in which the mobility of people and goods are interlinked. In the case of China–Africa interactions, the flow of goods has increased in tandem with the number of visits by African itinerant traders. The empirical discussion demonstrates that the emergence of intercontinental movements of goods and people between China and Africa was predicated on the brokering role played by African sojourners in Guangzhou. Of particular importance was informal hospitality and logistics infrastructure set up by Africans in the late 1990s, which subsequently evolved and adapted. This infrastructure has facilitated the mobility of people and goods and increased the pace at which trading capital circulates.  相似文献

Abstract

By December 2005, violence in the South of Thailand had taken the lives of more than one thousand people. In this article, the voices of southerners are presented as they were recorded during the author's two-year stay in Pattani Province and various Malay-Muslim villages in southern Thailand. Verbatim excerpts from tok imams (religious teachers), overseas scholars, academics, fisherfolk, and locals of various ethnicity and religious groups illustrate perspectives and frustrations about the violence. Fears, suspicions, and confusion are the most prominent emotions embedded in these conversations. These excerpts illustrate the foremost concerns of the common people in the South, among them, impertinent threats to livelihood security and peaceful ethnic coexistence in the region.  相似文献

ABSTRACT

This article argues that in the AKP era, gender and sexuality play a central role in reshaping the secular-religious divide to instil ‘yeni milli’ (new national) – or as AKP members call it, ‘yerli ve milli’ (homegrown and national)- values. Adopting a feminist and reflexive approach, this article seeks to demonstrate that Erdo?an and the AKP have used gender and sexuality-related issue areas not as diversions to highjack the public agenda, as it is often assumed, but as a medium to regulate the neoliberal redistribution of conservative values. After a brief presentation of the historical background of the gendered evolution of the secular-religious divide in Turkish politics, this article focuses on the following three particular cases: the policies and discourse on LGBTI rights; the link that was established between the reproductive rights of women and ethnic identity; and how the AKP created new types of ‘other men’ and ‘other women.’ The article also seeks to show that in each case the meanings attributed to the secular and the religious in the secular-religious divide have shifted accordingly and that shift was reflective of, and was used to instil the particular set of values supportive of particular political positions.  相似文献

ABSTRACT

Trading in Astana’s Central Bazaar rests on mutually beneficial people-to-people contacts, or personal networks. Twenty-five years after the Soviet collapse, personal networks are pivotal in whether one succeeds in an informal market economy. I argue that networks cannot be disassociated from trader motivation, which serves as a measure of how these networks evolve over time. I describe how those traders who were driven primarily by lifting themselves out of economic precarity tended to build strong social networks; these strong social networks sometimes evolved into ‘unconditional’ social networks, by which I mean a trader supporting others even though doing so has no commercial benefit. At the other extreme were traders driven by ambition and goal attainment. I argue that such traders are less likely to establish and maintain social networks. Between these two extremes is a middle ground, where traders alternate between strong and weak social networks.  相似文献

ABSTRACT

This article analyses the trajectories of two transnational networks present in the Chinese city of Yiwu: Afghan merchants who trade goods in and out Afghanistan, Tajikistan and Pakistan; and Uzbek traders (citizens of either Tajikistan or Uzbekistan) who commercialize their merchandise in and out Tajikistan, Uzbekistan and Russia. Our aim is to capture an ethnographically grounded understanding of informal markets and economies by analysing the notion of trade ‘outside the law’, including the contested yet widely used category of the ‘smuggler’. By paying attention to the fluidity of trading practices ‘outside the law’, we also address the uses and limitations of metaphors widely used in scholarly analysis of informal markets: notably those of ‘lower’ and ‘higher’ forms of globalization, and the transposition of formal-legal and informal-illegal exchanges onto the notions of economic ‘centres’ and ‘peripheries’.  相似文献

ABSTRACT

In the past few years there has been a rise of inter-ethnic violence in China. While ethno-cultural repression and ineffective state policies are correctly attributed as key culprits behind this reality, this article suggests that socio-economic factors play a fundamental contributory role as well. Using the Xinjiang case, the article maps ethnic tensions and violence as a manifestation and expression of a growing and heightened ethno-cultural consciousness stemming from ethnic minorities’ low socio-economic status due, in part, to internal Han migration, and a labour market process – involving agency and structure – that has shaped a split and segmented labour market.  相似文献

Abstract

This article assesses the role of British colonial education in Condominium Sudan in shaping the mindsets of Sudan’s first generation of Islamists between 1946 and 1956. Drawing on post-colonial theorists such as Nandy and Bhabha, it contends that the experiences of the pioneers of Sudan’s Islamic movement at institutions such as Gordon Memorial College and Hantoub Secondary School moulded their understandings of both ‘modernity’ and ‘tradition’. As a result of their colonial education, Islamists deployed discourses concerning both ‘progress’ and ‘cultural authenticity’ that bore remarkable parallels with colonial essentialism, even as they announced a decisive break with the colonial past. Much like the conventional nationalists, they used the space created by the colonial educational institutions to establish an ideological community that transcended the narrow ethnic and regional divides previously fostered by the British. At the same time, Islamists and colonialists alike shared a contempt for Marxists and ‘deculturated’ effendis, and Muslim Brothers’ aspirations to escape the ‘English jahiliyya’, however counter-intuitive this may seem, bore similarities with the worldviews of colonial officials concerned with preventing what they saw to be the excessive impact of urbanization and modern education on Sudan.  相似文献

Abstract

The article assumes that in the beginning of development of a newly independent state the rationale of language legislation is closely related to nation-state building. Later, depending on minority-majority relations, ethnic containment may become more important. As democratization and globalization advance, the management of linguistic diversity might emerge as a principal issue. The article tests this general assumption on the language legislation of the Baltic states of Estonia, Latvia and Lithuania in 1989–2001. It appears that while nation building, nation-state building and ethnic containment can be easily identified, the management of language diversity is not yet prominent in this legislation.  相似文献

ABSTRACT:

This article proposes that the Emergency counterinsurgency campaign of the British colonial state should be viewed as a conjunctural episode of dispossession of Malayan laboring people. Conjunctural episodes of dispossession of working people through state violence and racialized rhetoric emerge as a response to crises in capitalist accumulation occurring at multiple and overlapping scales of capitalist systems – the imperial, the national/colonial, and the local/regional. During these episodes state and capitalist strategies destroy political organizations and solidarities among laboring people and demoralize them over long periods of time, through processes simultaneously material and semiotic. Employing new theorizations of the global anthropology of labor, this article first examines the postwar and Emergency years when the multiethnic and industry-wide bases of Malayan trade unions were destroyed while an estimated half a million working people were forcibly concentrated in so-called New Villages. This had the effect of suppressing a discourse of class and class struggle in favor of a dominant discourse of ethnic conflict. In an effort to articulate class struggle despite the presence of this dominant discourse of essential ethnic difference this essay examines the formation of a new working men's “society” in 1978–1980 and a dispute between truck drivers and truck owners in northern Malaysia.  相似文献

ABSTRACT

This paper explores the livelihoods, experiences and identities of immigrant informal traders and shopkeepers in the Buffalo City Metropolitan area, which encompasses the centres of East London, Mdantsane and King Williams Town. We primarily use a socio-spatial perspective to analyse informal activity, and offer a particular perspective on how informality has encouraged a type of ‘informal citizenry’ among traders. We argue that informal trading has a very particular history in the region, and that East London’s notoriety as a ‘border city’ and a regional frontier has created a fractured space, which is best expressed through the experiences of migrants and entrepreneurs. We point out that informality is a driver of economic empowerment and equality among traders, but also of xenophobia and difference.  相似文献

Abstract

One of the many challenges that Estonia faced when it gained independence was the minority question. The history of certain minorities, above all that of the Baltic Germans, has already been studied fairly intensively. Nevertheless, the scope of all previous studies has been rather narrow (the position of a single minority). This article traces the history of all ethnic minorities in Estonia and views them from a broader perspective. Answers are sought to the following questions: What were the ethnic relations like in Estonia in 1918–1925? Why were they so? Did they change in the course of time? The article is based on the systematic study of Estonian press and archival sources. It constitutes an expanded version of the conclusion of the author's Finnish-language monograph Ajan ihanteiden ja historian rasitteiden ristipaineissa: Viron etniset suhteet vuosina 1918–1925.  相似文献
