Opinion polls as a linkage mechanism between the public and politics have rarely been examined in a parliamentary context. In our comparative study (Germany, New Zealand, Switzerland and the United Kingdom) we analyse if and how polls are invoked by MPs with different roles in parliamentary debates. Focusing on three theoretical aspects (responsiveness, populism and deliberation), we find that polls are indeed invoked to bring the views of the public into parliamentary debate to some degree, but they are also often used merely to support policies already developed in the political realm. Fears of the populist effect of polls are exaggerated; polls, in fact, have a positive influence on the discursive quality of parliament. Looking at parliamentary roles, we find very different patterns of poll use: while MPs oriented towards their constituencies use polls in the most direct and participatory vein, others mediate public opinion as displayed by polls through different institutions (the party, the parliament) or through expertise.  相似文献

Understanding the rise to power is central to the study of politics. Yet, we still know little about the career paths of influential politicians like ministers. The literature assumes that dominant preparliamentary occupations (e.g., lawyer, local offices) predict promotion. We move beyond this potential ecological fallacy and suggest a perspective that emphasizes the role of gatekeepers and political human capital like national political experience and education. We leverage complete career data of all Dutch MPs (N = 1,263; 1945–2012) and study their (= 4,966) opportunities to obtain a cabinet position. A sequence analysis with fuzzy clustering reveals eight career paths in both the professional and political domain. A logistic regression analysis that uses these career paths as predictors shows that prominent occupations and communicative experience do not constitute the pathway to ministerial power; a university education and preparliamentary national political experience do. Findings support the value of political human-capital theory to understand political promotion.  相似文献

The Canadian federal parliament is unique among Westminster parliamentary democracies due to the unusually high level of voluntary and involuntary MP turnover that occurs at each general election. This article builds on existing research to test the hypothesis that the MP career duration is related to MPs' expectations about parliamentary roles, insofar as voluntary turnover is concerned. Data on MPs drawn from historical records collected by the Library of Parliament and from surveys conducted in 1993 and 2001 1 are used to develop an event history model which estimates the hazard of voluntary career termination when different parliamentary roles are taken into consideration. Findings suggest that a number of individual factors play a role in voluntary turnover, most notably that MPs who enter Parliament hoping to affect policy are the most likely to move on.  相似文献

This article analyses different standard measures of legislative turnover. Two main concerns are discussed: (1) the very definition of turnover: incoming MPs versus first-term MPs; and (2) the level of analysis: the whole chamber versus political groups. To illustrate this discussion, turnover in the French lower chamber, the Assemblée Nationale, is studied. It is shown that the choice of a particular measure is not trivial since empirical results are affected by the definition adopted. If the distinction between incoming and first-term MPs does not greatly modify results, the choice of the level of analysis leads to contradictory results. It is shown that the very logic of electoral contests leads to renewal mostly among those who lost previous elections, while incumbent majorities that lose elections hardly experience renewal. As both these phenomena coexist for every single election, aggregate measures of turnover do not account for these contradictory tendencies and tend to concentrate on alternation rather than turnover.  相似文献

ABSTRACT

Since the Treaty of Lisbon, the desire of parliaments to adapt to their new powers has led to a new wave of Europeanisation. However, the early warning system (EWS) and the political dialogue with the Commission constitute only a small part of parliamentary scrutiny for regional parliaments, which still largely rely on traditional tools such as mandates, debates and questions. Therefore, this paper studies a traditional mechanism of scrutiny, parliamentary questions, in order to understand how they can be used in an EU context. The study shows that Europeanisation is progressing slowly. Interestingly, the vast majority of MPs who ask EU-related questions are not members of the European Affairs Committee. In addition, questions focus primarily on the implementation stage rather than the policy-making stage. Finally, the content of parliamentary questions shows that regional parliaments have a distinctive territorial approach to EU affairs.  相似文献

This article details the distinctive style and political commitments that Green members of parliament (MPs) bring to representative democracy in Australia. Based on in-depth interviews with 16 sitting federal and state Green MPs, it examines the extent to which the political culture, grassroots organisation and values of this left-libertarian party influence the parliamentary role orientations and legislative behaviour of its MPs, and how this fits with existing research on parliamentary representatives. The analysis reveals mixed results: while the legislative priorities and representative focus of MPs appear to be influenced more by previous social movement and parliamentary experience rather than overarching party orientations, the party's culture has had a strong impact on MPs' views regarding issues of conscience and their style of representation. Drawing on the comparative experience of Green parties throughout Western Europe, this article utilises the prism of role orientations to assess the conflicting imperatives Australian Green MPs face in staying true to their movement origins while their party becomes increasingly professional and influential in the parliamentary arena.  相似文献

ABSTRACT

Nowadays legislatures are largely based on committee systems. This enables a division of work and specialisation, in the context of highly complex politics and policy development. It seems clear that MP specialisation in the field of the committee they serve on is an important political asset, both for MPs and their parliamentary party group. This paper presents the Committee Parliamentary Specialization Index. This index measures the degree an MP is specialised in the jurisdiction of the committee they serve on. In the second part of the paper, the index is applied to the Spanish Congreso de los Diputados, an interesting case for testing this multi-faceted index, to find institutional, political and individual factors that better explain the degree of MP specialisation.  相似文献

Parliamentary students from James Madison onwards have argued that bi‐cameral legislatures provide more efficient checks on parliamentary majorities than unicameral legislatures. Yet there is a growing tendency to abolish second chambers or to establish unicameral parliaments. This note challenges the case for bicameralism through a study of Art. 42 of the Danish Constitution (which allows one‐third of the MPs to demand a referendum on bills enacted by the majority in the Folketinget). It is formally shown that the minority veto efficiently prevents the majority from enacting changes to the status quo without acknowledging the position of the minority party. The findings are contrasted with survey findings and interviews with MPs.  相似文献

ABSTRACT

Drawing on qualitative case studies of two specific European decision-making processes in the agricultural and environmental sectors, this paper discusses how and why Belgian regional parliaments activated (or not) their control mechanisms to scrutinise their respective regional ministers. The findings show that parliamentary scrutiny of the agricultural and environmental policy fields has undergone a process of institutional and behavioural Europeanisation. Belgian regional parliaments rely mostly on classical parliamentary tools aimed at gathering information and, to a lesser extent, on constraining instruments aimed at influencing their government. Rather than trying to influence the EU negotiations, the MPs try to assess the potential impact of the reforms on their regional policy sectors. The findings also demonstrate that domestic media coverage and political salience of the EU negotiation associated with important implementing powers of regional parliaments have a positive effect on the level of scrutiny conducted by Belgian regional assemblies.  相似文献

An influential literature underlines how much parliamentary communication of European Union (EU) affairs could offer to democracy in the EU. Yet members of parliaments (MPs) seem unmoved by their potential. MPs are strategic about their communication, and this study questions the suitability of EU affairs to their re-election strategies. Analysing the messages posted on Twitter by regional and national MPs from Ireland and the United Kingdom over a four-month period, this article shows that clear electoral safety and strong political responsibility increase the communication of EU affairs. This suggests that the low electoral benefits and the high political complexity of EU affairs are significant deterrents to parliamentary communication of these affairs. As a result, the voices of Eurosceptic MPs echo disproportionately louder on Twitter.  相似文献

The controversy over UK membership of the European Union shows no sign of abating, even though 20 years have passed since the unprecedented referendum which was supposed to settle the issue. The political and constitutional implications of UK membership are such that growing scholarly interest in the subject is quite understandable. One aspect of the question which awaits proper investigation, however, is the quality of public debate. This neglect is surprising, given regular opinion‐poll findings that the UK electorate feels ill‐informed about Europe and looks to its politicians to remedy the deficiency. This study, which uses both qualitative and quantitative methods to analyse five key parliamentary discussions of the European issue, reveals a marked deterioration in the factual accuracy of contributions by MPs. It offers some possible explanations of this trend, and suggests how this kind of research might be developed further.  相似文献

ABSTRACT

The article analyses the participation of the Italian Parliament in the scrutiny of EU affairs after the entry into force of the Treaty of Lisbon and its implementation through the national Law 234/2012. The empirical analysis highlights that notwithstanding the presence of favourable institutional and political conditions, the involvement of the Italian Parliament in EU affairs moderately increased. The Treaty of Lisbon and Italian legislation improved Parliament’s rights to participate in the ascending phase but without altering significantly the balance of powers between the European Commission and NPs, and between the Italian Parliament and the Government. Moreover, MPs perceive the EWS and the PD as not impactful on decision-making at the EU and the national level.  相似文献

In the run-up to the elections of 18 September 2016, suggestions were made that a change in the rules for electing the State Duma (a return to a mixed majority-proportional system) would affect the qualitative composition of the deputy corps.11. See for example Kynev, Lyubarev, Maximov 2015; Mintusov (ed.) 2016; Mixed districts 2016. Today, a year since the Duma campaign, we already have sufficient information to move from hypothetical arguments to a specific study not only of the composition, but also the style of work of the new parliament.

Existing data allow us to say that two different tendencies exist in the Duma. One of them is connected with the change in the composition of the deputy corps, caused by the addition of a majority component, which has influenced the principles of selecting candidates, and by a number of other causes—from the assumption of a low turn-out to the emergence of new bans and restrictions in legislation. Another involves the change in style of work of the lower chamber of the Federal Assembly. Besides efforts directly toward reducing scandalous behavior and overcoming the reputation of a “maniacal printer,” this concerns attempts by the leadership of the Duma in general and individual parliamentary groups to regulate and centralize the lawmaking process as much as possible. If the first tendency involves increasing political independence of deputies (as a consequence of the increase of the importance of their personal qualities at elections), the second means an even greater reduction of their influence on decisions taken by the Duma. Theoretical and empirical models of legislative decision making in parliamentary democracies typically neglect the policy preferences of individual MPs and instead focus on political parties and possible institutional constraints. We argue that MPs actually make judgments and decisions on the basis of their preferences, which are shaped by their personal characteristics. However, given the strength of parties in most parliamentary systems, the impact of personal characteristics on legislative behavior is rarely visible. Therefore, we examine a moral issue. Looking at cosponsorship, parliamentary speeches, and votes in the German Bundestag, we analyze the legislative procedure on the regulation of preimplantation genetic diagnosis (PGD) in Germany in 2011. We show that the legislative behavior of MPs does not only reflect partisan conflict but is also influenced by the preferences of the constituents and MPs’ own personal characteristics such as: religious denomination, gender, and parental status.  相似文献

Until new legislation was passed in 2011, community ties and continuity of representation were the major criteria deployed by the United Kingdom's Boundary Commissions when defining parliamentary constituency boundaries. Equality of electorates is now the paramount criterion, and the Commissions' first proposals using that new format substantially fractured many of the existing constituencies. MPs were able to respond to the Commissions' proposals under the altered public consultation procedures. Only a small majority did so, however: there were significant differences across the political parties in both response rates and the nature of the responses, the majority of which used community ties as the main grounds for either supporting or opposing the Commissions' proposals.  相似文献

The article investigates the factors shaping the number and content of interpellations, a form of parliamentary questions by members of parliament (MPs) in post-regime change Hungary. Four theoretical propositions regarding the functions of interpellations are examined in this context: political control; policy-oriented information seeking; parliamentary group leadership; and constituency service. A new database of 4096 observations for the period between 1990 and 2014 is compiled in order to analyse these hypotheses. Computer-assisted content analysis techniques and count data regressions are used to describe the text of interpellations in terms of their geographical and policy content. Results show that opposition MPs interpellate more, whereas representatives of single-member districts and regional lists interpellate less than their peers. Representatives from single-member districts and regional lists make more reference to local issues in general, but not to their own district or county. Finally, policy specialisation increases the likelihood of submitting pertinent parliamentary questions.  相似文献

This article presents a comparative study of the interrelationship between parliamentary party groups and their extra‐parliamentary party organisations in liberal democracies. Starting with a historical overview of the most important party changes that have taken place since the 1960s, a typology of parliamentary party/party organisation relations is suggested. The following variables are identified as being of particular importance in shaping the structure of power in political parties: position of parliament in the political system; (non‐)existence of the incompatibility rule; effects of the electoral system; competition structure and degree of polarisation of the party system; political culture; conditions under which parties emerged; (non‐)existence of public funding for parties; degree of professionalisation of the political elite.  相似文献

Since Maastricht there has been a growing realisation in the institutions of the European Union, that the unfettered flow of information is vital to the health of the whole European project. Some moves have been made towards more transparent decision‐making, but progress has been slow and is limited by a culture which values confidentiality, particularly in intergovernmental negotiations. The free flow of information is especially important to national parliaments if they are to exercise any influence in the EU. The House of Commons Select Committee on European Legislation has recently pronounced the scrutiny system to be ‘in deep crisis’ because of chaotic decision‐making and a disregard for the rights of national parliaments. Many Westminster MPs feel frustrated by the difficulty of keeping track of EU legislation. The paper suggests that the ingredients of an improved information system already exist. A wealth of current information can be derived from EU‐related electronic databases and through direct links between the European Parliament and national parliaments. It proposes that a new current awareness service for the House of Commons, distributed via the parliamentary network and as hard copy, could focus information for MPs in a much more accessible way.  相似文献

The role of MPs changes over time. Commentators have identified five separate roles that an MP may carry out for which communication with constituents may be a key factor in determining the success of an MP. One of the latest, and currently underdeveloped, forms of direct political communication to constituents is e-newsletters from MPs. This article addresses how MPs are using their e-newsletter to help fulfil each of their parliamentary roles. A content analysis of the e-newsletters of seven MPs sent out regularly over a 1-year period from April 2003 to March 2004 was conducted. The data found that e-newsletters best helped fulfil both the political and non-political aspects of the constituency role. However, the article concludes that e-newsletter communication is primarily one-way, but that if it was two-way it might help MPs in all of their roles.  相似文献

When Members of Parliament (MPs) disagree publicly with their party, this provides a signal to voters regarding both their political views and their character valence. We argue that the strength of this signal to voters depends on the personal career costs an MP incurs by dissenting. The greater the perceived costs of dissent to the MP, the more positively voters should react to dissent. In line with this theory, we use a series of conjoint analysis experiments in Britain, Germany, and Austria to show that: (1) dissent has a more positive effect on voter evaluations in systems where the costs of dissent are higher, and (2) more costly types of dissent have a greater impact on voter evaluations. These findings have important implications for understanding how voter evaluations of MPs depend on beliefs about parliamentary systems and how parliamentary institutions condition the link between voters and MPs.  相似文献
