The use of child soldiers has been increasing in the Democratic Republic of Congo, South Sudan, and the Central African Republic. To understand the implications of this on regional security, the study employed a strict textual analysis of the relevant literature on the use of child soldiers in these countries. The study found that the limited protection of refugee camps, poverty, and kidnappings are the major factors contributing to the recruitment of child soldiers. Moreover, the conflict over resources and that of religious differences has torn families apart and increase population displacement in these countries. The study concluded that the conflicts in these countries have not received the attention they deserve and although the United Nations has intervened, the lack of attention by the African Union and state governments means the problem will only escalate, threatening the livelihoods of children and regional security altogether.  相似文献

How do local situations matter? It is tempting to explain the creation of a new peacekeeping operation (PKO) by the willingness to solve a local security problem. However, main contributor countries to UN and EU PKO in the Central African Republic in 2014, have sent hundreds of troops without a genuine interest in the local situation. Thus, how, why and when links to the ground are made? Having presence on the ground gave some actors levers in the negotiations. The contact with the ground impact the construction of expectations. How does the European Union integrate new values into the text of its treaties? A growing body of literature indicates that, in the past three decades, new norms and values have entered the EU's discourse, resulting in what is usually termed ‘normative power Europe’. Yet the research and knowledge to‐date about the EU's discursive assimilation of new values and norms is surprisingly poor. As any institutional change, such integration has the potential to undermine the coherence of the EU's identity and thus also its objective to ‘speak with one voice’. This article explores the EU's discursive management of the continuity‐versus‐change imperative by analysing the integration of new values into the text of its treaties. This issue is addressed based on a quantitative content analysis on the full texts of European founding treaties between the 1950s and 2009. Findings show that the distribution of the EU's values in the text is not uniform: while the language of market economy and democracy is pervasive, the values of peace, European identity, rights and social justice are mentioned less frequently and in restricted linguistic environments. To account for the differences in the integration of values into the EU's treaty discourse, the article develops the notion of a discursive mechanism of differentiated value integration (MDVI). This rationale echoes the logic of differentiation in policy implementation employed by the EU. It is claimed here that, applied in the European discursive arena, MDVI allows radically different readings of the same text. This helps the EU to maintain a coherent value identity while at the same time enabling change.  相似文献

Abstract

The European Union is presently at a major crossroads. The Laeken process which launched the EU onto an explicit constitution-making process, has ground to a halt after the negative referendum results in France and the Netherlands. The European Council at its June 16–17, 2005 meeting decided to postpone the ratification process (by then 10 states had ratified and 2 had rejected) and instead issue a period of reflection. These events represent a significant re-politicization of the European integration process. From a research perspective they underline the need to study the dynamic interrelation between the emerging European polity and its social constituency. In this article we present a research framework for analysing EU-constitutionalization in terms of polity building and social constituency building. In empirical terms, this implies looking at the structured processes of intermediation that link institutional performance back to popular concerns and expectations. Going beyond the contentious politics approach we propose that the character of the emerging EU social constituency and its pervading effects on the EU-constitution-making process should be understood not only in terms of public voice (i.e., as ‘organized civil society’) but also in terms of public silence.  相似文献

Does the EU governance of the Central and Eastern European candidate states unleash a process of Europeanisation? It is argued here that the current enlargement has generated its own mode of governance, characterised by asymmetry and conditionality. Enlargement governance has recently focused on developing administrative capacity or 'institution-building', defined as the creation of institutions necessary for the adoption and implementation of the acquis communautaire. This article examines horizontal administrative reform and attempts to define the conditions determining the success or failure of the EU's efforts in institution-building. The absence of common EU rules and norms, and the variation of domestic preferences about administrative reform, lead to varying degrees of success in administrative institution-building.  相似文献

This article revisits Majone's famous argument about accountability in the regulatory state in reference to the European Union's (EU) Economic and Monetary Union. We show that the EU has entered the stage of a “para-regulatory state” marked by increasing EU regulation in areas linked to core state powers. Despite the redistributive and politicized nature of these policy areas, the EU's “para-regulatory state” has continued to rely on its regulatory model of accountability, focused on decisionmaking processes, and interest mediation. In line with Majone, we describe the model as procedural and contrast it to substantive accountability – which is necessary when regulation has clear redistributive implications. Using two case studies from fiscal policy and monetary affairs, we illustrate the predominance of procedural accountability as exercised by the European Parliament and EU Courts. We complement the empirical analysis with a normative discussion of how substantive accountability could potentially be rendered in both fields.  相似文献

This article reviews the relationship between the semiotic implications of the emerging concept of the African Renaissance, and the historical trajectory of semiotic studies in South Africa. Linked with the residual ideological territories occupied under the rubrics of ‘semiotics’ and/or ‘semiology’ are the ways these discourses have been re-articulated or re-presented within the politics of the post-apartheid era. As a concept of the ‘post’, therefore, the semiotic implications of a projective strategy like the African Renaissance require more than the mindless dyadism of linguistic semiology. The article sketches the outline of the case for a radical appropriation of the semiotics embedded in C.S. Peirce's pragmatism as a way of constituting the reality of ‘Renaissance’ concepts in terms of a Task. The place of semiotics within the broader philosophical and analytical programme is illustrated by means of a table that links semiotics, pragmatism, and radical theory. The table indicates how the issues discussed in this article can be seen to fall under a schema that foregrounds Peirce's realization that aesthetic and ethical concepts are prior to those based purely on logic. As such, therefore, the article suggests that topics in social or cultural semiotics are more readily amenable to semiotic interpretation and analysis under a pragmatic rather than a linguistic methodological regime.  相似文献

The 1999 Australian republic referendum was intended to finalise the nation-building process begun in the mid-nineteenth century and to exploit growing national consciousness in the wake of post-World War II cosmopolitan immigration and the 1988 bicentenary. Despite strong republican support recorded by opinion polls and a broadly favourable media climate the proposal to institute a republic was defeated. The article summarises the campaign and explores some of the reasons that have been advanced, including the part played by the prime minister, for its outcome; it concludes that 'the model' might have been a contributory factor, but probably not the sole explanation. A re-run is unlikely before the election of a sympathetic, probably Labor, government. The episode illustrates the immensity of the difficulty facing republicans in Britain where similarly favourable conditions are inconceivable in the foreseeable future.  相似文献

The consequences of the introduction of municipal autonomy inPoland, the Czech Republic, and Slovakia are analyzed from thememoirs of 131 mayors and councilors concerning their firstelectoral term during the period 1990 to 1994. The analysisfocuses on the mechanisms of mobilization and selection of anew local elite. Subsequently, the most frequent motive of thememoirs is discussed, namely, the want of local integrationand tactics applied by local leaders to enhance integration.The recovery of local roots and traditions is the most frequentway to reach this objective, but it appears to have two-sidedconsequences. On the one hand, the fostering of local identityenhances communal integration and active citizenship. On theother hand, it initiates a drive toward municipal fragmentation.Also, the situation of local minorities may worsen in the process.Thus, the study demonstrates some more general phenomena comingfrom the assertion of local autonomy in Central Europe.  相似文献
