This article argues that two types of “brainisation” hinder development studies researchers in their phronetic understanding of poor people’s realities. It first provides a literature review on two types of knowledge and their differences, as well as two types of brainisation and how they prevent development studies scholars gaining a holistic understanding of the marginalised. Subsequently, a comparative analysis is conducted on two World Development Reports. Finally, alternative scenarios are outlined for the “debrainisation” of development studies and researchers’ mind-sets by learning from the fundamental features of human life.  相似文献

This study focuses on American television news coverage of a specific issue, acid rain, in Canadian‐American affairs. It attempts to bring into focus the interaction of the formal characteristics of the news and political orientations of the viewing audience to offer an alternative approach to the pluralistic models that dominate media and foreign policy research. This article presents evidence of a global trend of autocratization. The most visible feature of democracy – elections – remains strong and is even improving in some places. Autocratization mainly affects non-electoral aspects of democracy such as media freedom, freedom of expression, and the rule of law, yet these in turn threaten to undermine the meaningfulness of elections. While the majority of the world’s population lives under democratic rule, 2.5 billion people were subjected to autocratization in 2017. Last year, democratic qualities were in decline in 24 countries across the world, many of which are populous such as India and the United States. This article also presents evidence testifying that men and wealthy groups tend to have a strong hold on political power in countries where 86% of the world population reside. Further, we show that political exclusion based on socio-economic status in particular is becoming increasingly severe. For instance, the wealthy have gained significantly more power in countries home to 1.9 billion of the world’s population over the past decade.  相似文献

Can general mechanisms governing social life (necessity) and the possibility of multiple outcomes in socio-historical processes (contingency) be incorporated into a single theoretical framework? In recent years, the critical realist philosophy of science has emerged as an intellectual strand within international relations (IR) that makes theoretical claims about necessary social processes while recognizing the irreducible role of contingency. However, critical realist scholars treat contingency as an ‘externality’, thereby declining to theorize social processes that result in contingent outcomes. Here, it is argued that contingency emerges out of the combination of events and processes as theorized by the law of uneven and combined development. This provides a general conceptualization that treats differentiated historical outcomes, and their contingencies, as inherent to human development. Out of these assumptions a workable approach to historical sociology in IR can be developed—one predicated upon uncovering the form of historical ‘combination’, the contingent fusion of elements, in international systems.  相似文献

This article borrows from the literature on transitional democracies to examine levels of support for democracy and non-democratic alternatives among immigrants travelling from partly and non-democratic countries to Canada. It evaluates how immigrants who grew up under authoritarian rule come to adapt to democracy. The findings indicate that immigrants from partly and non-democratic countries experience tensions in their adaptation to democracy, expressing strong democratic desires but also manifesting what could be interpreted as lasting imprints of their socialization under authoritarian rule. Immigrants from partly and non-democratic countries exhibit strong support for democracy (they almost all believe it is a good form of government, the best one, and understand democracy in broadly similar terms as the rest of the population). Yet, if democracy is the main game in town for the immigrants, it is not the only one; immigrants from partly and non-democratic countries are significantly more likely than people socialized in a democratic political system to support other forms of governments that are non-democratic. The article thus argues for the lasting impact of authoritarianism on people's democratic outlooks despite the presence of strong democratic desires.  相似文献

For the past sixty‐seven years, the Council on Foreign Relations has dedicated itself to enlarging the public dialogue on matters affecting U.S. foreign policy and international affairs. This effort is to be commended. It stands as a testimony to your strong sense of civic responsibility, and it illustrates yet another way in which America's private and public sectors cooperate in matters of national concern.

Forty‐one years ago, Foreign Affairs published the landmark article—"Mr. X"— calling for a bold new approach to the challenges of the post‐war world. At that time, the international structure and order inherited from the nineteenth century had collapsed, and attempts to replace it were directed from two philosophically distinct and antagonistic power centers. This was the era of the Cold War.

America met those challenges with a sense of daring and determination. The Truman Doctrine, the Marshall Plan, NATO—these stand as testimonials to imaginative leadership and effort. The renewed vitality of Western Europe and Japan—protected by the shield of a strong and effective deterrence—are a measure of its success.

Today, America faces another historic challenge occasioned neither by war nor post‐war dislocations. Rather, it results from changes set in motion by a new and powerful dynamic which in recent years has exploded onto the world scene—the grand spectacle of the Information Revolution.  相似文献

New evidence from the Russian archives offers proof that Winston Churchill's calls for top‐level talks, 1953–54, were greeted with mistrust and scepticism by Moscow. Soviet policy makers realized that Churchill was weak, entirely dependent on American policy and unable to act as mediator between East and West. They were also sceptical as to whether any real progress could be made during an Anglo‐Soviet summit meeting and, instead, pressed for four‐power talks at Foreign Minister level. Finally, the Soviet records shed light on the impact of the power struggle within the Kremlin on its responses to Churchill's initiative, with Vyacheslav Molotov preventing Georgi Malenkov from meeting the British Prime Minister.  相似文献

The European Union has a unique opportunity to develop a positive strategy towards Ukraine. A pro-EU government is now in power in Kyiv, there is a revived civil society pressing for democratic reforms and the actions by Russia have both reinforced Ukraine’s pro-West line and led to the priority given Moscow being questioned by some member states. It is therefore essential to grant Ukraine a membership perspective to strengthen this trend and encourage Kyiv to confront and overcome the basic problems that face the country.  相似文献

The flight of the German Kaiser to the Netherlands at the end of the First World War led to a crisis in Anglo‐Dutch relations. Prime Minister David Lloyd George made the trial of the Kaiser a key issue in the British general election campaign of December 1918. Article 227 of the Treaty of Versailles called for the Kaiser's surrender by the Netherlands government for trial before an international tribunal, a request the Dutch repeatedly refused during the period January to March 1920. Using both British and Dutch sources, this article highlights the internal Dutch debate over the fate of the Kaiser, and the confusion and hypocrisy with which the problem was handled by the British government.  相似文献

This article examines how the Lisbon Treaty's changes to the European Union's (EU's) Area of Freedom, Security and Justice (AFSJ) have affected its ‘democratic deficit’. How this issue is perceived depends on one's conceptual understanding of democratic legitimacy. This article reviews key scholarly perspectives on this matter and organizes these according to Schmidt's concepts of ‘inputs’, ‘throughputs’ and ‘outputs’. The article then applies this framework to specific innovations of the Lisbon Treaty, including new roles for the European Parliament and Court of Justice in the AFSJ. The article concludes that the EU's latest treaty has improved its democratic deficit in some regards, but that many issues of democratic legitimacy remain.  相似文献

Since the disappearance of the Soviet Union, the three states of South Caucasus or Trans-Caucasus (Azerbaijan, Armenia, and Georgia) and the five of Central Asia (Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, and Turkmenistan) have played up their role as intermediaries between Europe and Asia and have tried to constitute the Caspian as an entity. This new Trans-Caspian road obeys political and economic logics as the states of the South Caucasus along with those of Central Asia are interested in bypassing Russia and developing their bilateral relations to acquire new markets in Europe and in Asia. Despite the existence of sometimes divergent, sometimes convergent interests, and the non-negligible political and economic risks, none of the states of the South Caucasus, nor those of Central Asia, want to undermine the dynamic of Trans-Caspian rapprochement.  相似文献

This article examines the changing nature of women's political participation in Greece and argues that the period since 1974 has seen a shift from political participation through women's involvement in popular democratic struggles to the increasing incorporation of the women's movement by the Greek ‘party‐state’. From 1967–74 Greece lived under the repressive dictatorship of the Colonels. Yet Greece now enjoys some of the most progressive legislation in Europe in the area of equality between the sexes. Most of the demands of the Greek women's movement of the late 1970s were already translated into public policy provisions by the 1980s.

Women's issues came to be accepted on to the political agenda in Greece in part as a result of women's participation in national struggles for liberation and democracy through which they developed close links with the parties of the Left. In the short term, collaboration with the newly formed or newly liberated parties of the Left brought important rewards for the women's organizations and allowed women a voice in Greek politics for the first time. However, it is argued that collaboration has also had its costs ‐ not least of which has been the linkage of progress on women's issues with the spoils of political office.  相似文献

Development research has been through many stages over the past few decades and during this time has experienced fluctuating appreciation by development practice. There is an increasing gap between different ways of doing development research. For some, the purpose of development research is primarily to influence policies, and in order to do this development research has to reframe its whole approach, language, and methodology. Others maintain that development research needs to distance itself, maintain an analytical and even critical approach towards development practice, and become an academic discipline in its own right.  相似文献
