This article examines policing in Sierra Leone four years after the civil war. It evaluates the achievements in the area of policing against the major policing challenges in African post-conflict societies. These are recruitment and (re)training of a civilian force; establishing an organizational culture that is accountable and responsive to citizen concerns; organizational rebuilding and re-equipment; utilizing the resources of commercial and community organized policing; and establishing a sustainable basis. The research finds that for all the positive achievements, the fact remains that the government of Sierra Leone still does not exert effective control over, nor is it able to deliver state policing services to, significant parts of its own territory. The 7,000 active police officers are too small in number and too limited in resources to provide all Sierra Leone's citizens with a service that protects them from crime and investigates crime. Its fundamental weaknesses mean that post-conflict internal security programmes may have to look again at others who currently authorize and provide policing. It may be that some community led policing groups can be harnessed and if necessary reformed to assist the police in establishing the rule of law.  相似文献

Various studies have concluded that economic life did not die out during the conflict in Sierra Leone, but took on different forms. Different stakeholders at all levels were engaged in economic activities during the war. The specific roles of women in the shadow economy are under-researched, with the result that most analysis and policy-options are inadequate. While some of Sierra Leone's market women strategically participated in war economies to ‘do well out of war’, most did so out of the need to survive. With the end of the war, market women have been able to make a successful transformation to peace economies through micro-credit assistance.  相似文献

This paper assesses the main elements of SSR process in Sierra Leone, against its historical background as well as the imperatives of a responsive and responsible security sector. The reform of the security sector in Sierra Leone has enhanced the restoration of public safety in the country, and the positive features of the process relate to the inclusion of SSR as the first pillar of the country's poverty reduction strategy, and the emphasis of SSR on the decentralisation of the security apparatus. Significant gaps however remain. Donor dependency and the ‘youth question’ are continuing challenges. Arguably, the most significant deficiency is the fact that the security sector has not been adequately embedded in a democratic governance framework. There is an absence of functional oversight mechanisms, and a failure to involve other actors beyond the executive arm of government in the governance of the security sector. The paper cautions that SSR can be successful only as part of an overarching democratic post conflict reconstruction framework.  相似文献

Twenty years since the signing of the Peace Accords, shifts have taken place in Guatemala’s landscape of collective struggles for democracy. Instead of the historical peasant movements or the civil society organizations based in Guatemala City that dominated collective action in the context of the Accords, over the past decade local, rural nodes of resistance to neo-liberal policies have consolidated as the most sustained attempts to instil a democratizing impetus. In the context of Guatemala’s post-war state, captured by legal and illegal elite factions, this rural agency is directed primarily towards the municipal and community level. It is framed around the defence of territory and emerges on the basis of local meanings and practices. By analysing the case of an organizational process promoted by indigenous communities in Guatemala’s northern highlands, I argue for paying attention to these organizational patterns despite their limited geographical projection. I derive the importance of this collective agency from their attempts to transcend a purely antagonistic stance by reconfiguring local political interactions and making their immediate surroundings more democratic.  相似文献

This article focuses on the construction of “soldier” and “victim” by post-conflict programs in Sierra Leone. Focusing on the absence of individual testimonies and interviews that inform representations of women and girls post-conflict, this article demonstrates that the ideal of the female war victim has limited the ways in which female combatants are addressed by disarmament, demobilization, and reintegration (DDR) programs in Sierra Leone. It is argued that titles given to female soldiers such as “females associated with the war,” “dependents,” or “camp followers” reveal the reluctance of reintegration agencies to identify females who participated in war as soldiers. In addition, I argue that men and masculinity are securitized post-conflict while women—even when they act in highly securitized roles such as soldiers—are desecuritized and, in effect, de-emphasized in post-conflict policy making. The impact of this categorization has been that the reintegration process for men has been securitized, or emphasized as an essential element of the transition from war to peace. In contrast, the reintegration process for females has been deemed a social concern and has been moralized as a return to normal.  相似文献

Externally-led security sector reform (SSR) in conflict-affected countries may require an array of different and timely interventions to restructure the whole security architecture of a state. Whilst the intent of these efforts is political, their nature is usually technical, operational and targeted at military, police, justice or intelligence actors, or relevant groups in the civilian policy sectors. Because of their urgency, there is seemingly little or no room for research to influence the implementation of these activities. Nevertheless, academic studies on SSR have flourished in recent years, and case studies, ‘lessons learned’ and recommendations for policy-makers now enrich this burgeoning literature. This paper analyses one of the early cases of an externally-led SSR intervention, namely the United Kingdom (UK) assistance programme in conflict-affected Sierra Leone. It seeks to understand whether and how research and knowledge on topics relevant to SSR influenced the development and implementation of the UK's SSR assistance policy in this country. Building on the Sierra Leonean case study, it then examines some general issues and themes, which characterise the use of research in SSR policy in conflict-affected environments.  相似文献

This article investigates the determinants of armed group organization and the downstream effects of organization on civil wars. It demonstrates that the interaction between geographical and technological factors influences the types of hierarchical organizations that armed groups develop. It then argues that variations in the types of hierarchies developed by armed groups have important consequences for principal-agent relations, which in turn affect groups' overall level of military effectiveness. Using evidence from field research conducted in Liberia and Sierra Leone, the model's plausibility is examined in comparative case studies of four armed groups that fought in those countries from 1989–2003.  相似文献

If the West loses in Afghanistan and its region, the most important reason will be that we are pursuing several different goals simultaneously, most of which are in contradiction to the others. Western governments need to choose between these goals, and co-ordinate a strategy in pursuit of the most desirable and achievable ones. The creation of a democratic Afghanistan needs to be recognised as a hopeless fantasy. Instead, the West should imitate the Soviet Union in the late 1980s and concentrate on creating an effective military force that can survive Western withdrawal and continue to fight the Taleban. In the meantime, something to be avoided at all costs is the further destabilisation of Pakistan, since Pakistan in the end constitutes a far greater potential threat to the region, the West and the world than does Afghanistan.  相似文献

This study examines alternative understandings of democracy and democracy promotion advanced by the US, EU, Russia and China in Central Asia using frame analysis. In the context of this study, ‘frames’ refer to the relatively cohesive sets of beliefs, categories and value judgements as well as specific ways in which these ideas are packaged for the targets of international democratization. The study assesses the implications of alternative representations of democracy promotion and competing models of governance for the prospects of democratization in Central Asia. It concludes that the substance of US and EU democracy promotion in Central Asia has neglected the cultural and political contexts of these states, while the Russian and Chinese models of governance and development have provided a better match to the interests of the ruling elites.  相似文献

This article attempts to bring together research on democratization and democratic consolidation with research on civil war termination. The post-civil war environment is contentious and the transition toward democracy achieved after a civil war is susceptible to failure. The side that wins the democratic elections in a post-war state may use its democratically won power to dismantle the institutions of democracy and repress the opposition. The fear of constant marginalization in the political processes as well as the fear of being repressed might create incentives for the defeated party to return to civil war. By utilizing the expected utility framework, this article suggests that former rivals would support democratic transition if they were confident that inclusive institutions ensured that they could achieve their political interests through the democratic processes. After analysing the data on post-civil war transitions toward democracy (TTD) from 1946–2005, I found that the proportional representation system and the parliamentary system are the most important institutions that help sustain the post-civil war TTD.  相似文献

Conflict between dominant and subordinate ethnic groups in eastern Europe has greatly complicated efforts to build stable and just democratic systems in the region. Leaders of new states as well as rulers whose authority extends from the communist era have attempted to create political systems where competition is clearly along ethnic lines. Polarisation and violence have resulted from the manipulation of ethnic feeling, but there are also a range of factors which have encouraged majority and minority representatives to show mutual restraint at crucial moments.

The internationalisation of East European nationality disputes and the gradual acceptance by a number of states of group rights to stand alongside individual ones, have cooled down a number of disputes and possibly forestalled new ones. But the national question will be a troubling one for many still‐fragile democracies unless strong external incentives are offered which encourage states to conciliate internal minorities and estranged neighbours.  相似文献

There have been enormous political, economic, and social changes in West Papua. Every governor of West Papua has designed programmes to boost economic development and reduce poverty. The influx of migrant workers under the ‘transmigration programme’ into West Papua has limited the job opportunities for indigenous people in the labour market. This article concludes that the local government's strategies failed to deliver suitable development programmes to the local people, which resulted in increased poverty, the continuing poor development of the education system, and the deterioration of the population's health condition, with a rise in the number of Papuans infected with HIV and AIDS.  相似文献

Recent developments have raised new concerns regarding the prospects of democracy in Latin America, particularly in what are often defined, although not unanimously, as cases of competitive authoritarianism, including Bolivia, Ecuador, Venezuela, and Nicaragua. In light of their significance and diffusion on a global level, understanding how these regimes emerge is important, especially when they replace democratic or imperfectly democratic regimes such as in the cases examined in this study. What explains the emergence of competitive authoritarian regimes (CARs), particularly when the starting point is democratic or imperfectly democratic? What are the region’s democratic prospects after the emergence of various CARs in the last two decades? Through the comparative analysis of competitive authoritarian attempts in Bolivia, Ecuador, Honduras, Nicaragua, and Venezuela, I argue that the same passages and challenges required to transform a democratic regime into a CAR makes incumbents' features and strategies particularly important, especially the ability to weather potentially lethal institutional crises and limit the legitimacy costs associated with competitive authoritarian manipulations. Incumbents have proved more successful in these challenges and hence in their competitive authoritarian attempts when combining charisma and the elaboration of a democratic discourse including the diffusion of new democratic values.  相似文献

China's multi-faceted endeavour to expand its influence in Africa has attracted worldwide scholarly and media attention. This article examines the different moments of China's soft power endeavour, from projection through its state media to representation and lived experiences in South Africa and Zimbabwe, two African countries which receive a significant level of attention in China's policymaking. Through interdisciplinary methodologies such as content analysis, online questionnaires and in-depth interviews conducted in China, South Africa and Zimbabwe, the authors found that China's state-engineered soft power initiatives have resulted in partial success in the two countries. The conclusions indicate that China faces many challenges in fully accomplishing its intended goal. The findings provide new insight into China's political impact in Africa within the context of Beijing's growing influence on Africa's political and economic future.  相似文献

ABSTRACT

More than 11,000 people died during the 2014–15 Ebola epidemic. It devastated the communities concerned and set back progress in building health systems and socio-economic development more broadly. Concentrated in three poor West African countries, Guinea, Liberia, and Sierra Leone, the tremors reverberated worldwide, spurring mobilisation of vast human and financial resources. The epidemic highlighted contemporary challenges for public health, particularly in fragile states, with lessons extending far beyond health sectors. Religious actors played distinctive roles at various points and across different sectors. This article focuses on religious responses to the 2014 Ebola epidemic and implications for public health practitioners.  相似文献
