Diverse societies present different challenges for police forces that have to gain the trust and legitimacy of minorities. Police forces must develop the ability to engage with diversity and overcome their own biases and prejudices in order to better serve minorities. Police reforms, however, may fail to address the challenge successfully if core problems are not clearly identified. In such a case, reforms may be misdirected and fail to achieve the desired results. This paper, based on a study of the Arab minority in Israel, suggests a bottom-up approach that concentrates on identifying the attitudes of minority groups as the basis for any reform plan. A survey was conducted among Arab citizens to identify general attitudes, perceptions of over-policing and under-policing and assessment of three potential reforms; recruitment of minority members into the police, community involvement in policing, and cultural training for police officers.  相似文献

In recent years, Arab-Palestinian citizens in Israel are in search of ‘a new vocabulary of citizenship’, among other ways, by resorting to ‘alternative educational initiatives’. We investigate and compare three alternative schools, each challenging the contested conception of Israeli citizenship. Our findings reveal different educational strategies to become ‘claimants of rights’, yet all initiatives demonstrate the constraints Arab citizens face while trying to become ‘activist citizens’ (E.F. As austerity becomes the new normal for advanced nations, questions are raised about whether nations can make the hard choices necessary to bring about a sustainable fiscal future. The political defeat experienced by so many European governments undertaking fiscal consolidations points to the vulnerabilities that leaders will face. This article shows that how some Organization of Economic Cooperation and Development (OECD) nations have survived the daunting politics of fiscal consolidation by timing actions for periods of economic recovery and political honeymoons following elections and by pursuing deficit reduction strategies that emphasize broad sweeping changes yielding high potential for dramatic economic gains over the longer term. Unlike many European nations today, the seemingly endless appetite for US treasuries by worldwide markets give the United States the luxury of choosing to begin deficit reduction only when the economy strengthens. However, the absence of market pressure also reduces the sense of urgency, consigning national leaders to create internal crises such as the 2012 “fiscal cliff” to force their own hand. While the polarized politics characterizing our party system does not bode well for concerted fiscal action, divided government carries the potential for spreading political risks and promoting more sustainable fiscal outcomes, as it has in our recent history and in other nations as well.  相似文献

Israel's Palestinian citizens have historically enjoyed limited individual rights, but no collective rights. Their status as rights-bearing citizens was highlighted in 1967, with the imposition of Israel's military rule on the non-citizen Palestinians living in the occupied territories. It was the citizenship status of its Palestinian citizens that qualified Israel, a self-defined “Jewish and democratic state”, as an “ethnic democracy”. In October 2000 Israeli police killed 13 citizen Palestinians who participated in violent but unarmed demonstrations to protest the killing of non-citizen Palestinians in the occupied territories. Both the citizen Palestinian demonstrators and the police were engaged in acts of citizenship: the former were asserting their right as Israeli citizens to protest the actions of their government in the occupied territories, while the latter attempted to deny them that right and erase the difference between citizen and non-citizen Palestinians. Significantly, no Jewish demonstrator has ever been killed by police in Israel, no matter how violent his or her behavior. In November 2000 a commission of inquiry was appointed to investigate the killings. Its report, published in September 2003, is yet another act of citizenship: it seeks to restore the civil status of the citizen Palestinians to where it was before October 2000, that is, to the status of second-class citizens in an ethnic democracy. The Commission sought to achieve this end by undertaking a dual move: while relating the continuous violation of the Palestinians' citizenship rights by the state, it demanded that they adhere to their obligation to protest this violation within the narrow limits of the law. This article's key question is: could the Commission, by viewing the behavior of the Palestinian protestors as legitimate civil disobedience, have encouraged the evolution of Israel from an ethnic to a liberal democracy?  相似文献

'It takes a critical mass of women, e.g. 30 percent, to make a difference in polities' This statement is common today, even among women politicians themselves. However, the theory of the importance of the relative size of the minority has not been sufficiently developed in political science. Based on the experience of women in Scandinavian politics (today being a minority of about 30 percent), the article discusses six areas for which an increase in the proportion of the minority might lead to changes in for instance the political culture, the political discourse or the reaction to women as politicians. The article suggests that the concept of a critical mass is replaced by one of critical acts , which would seem to be more relevant when studying human beings.  相似文献

Some Arab states witnessed a number of uprising, which ranged from violent reactions toward their people, such as in Syria, Libya, Egypt, and Yemen, while some countries were trying to prevent these revolutions by using different measures, in which can be described as "cosmetic surgeries", such as Morocco and Tunisia. There are a number of factors, which leads Arab states to what is known "the failed state". These states for more than three decades had failed to achieve a minimum of political stability, well-being, economic, and social development for their people, to keep up with global changes in political, economic, and social reforms. Some political factors affecting Arab uprising, including lack of political reform, democracy, human rights violations, illegitimate governments, and absence of anti-corruption policy. Arab states governments had failed to achieve the minimum requirement of economic development, to solve economic chronic difficulties in transitional economies, in fields, such as food and water security, human resources development, and economic development at local and regional levels. In addition, there are social factors ignite the Arab uprising. Including high rate of unemployment, deterioration of industrial and agricultural sectors, uncontrolled migration to cities consequently increase pressure on social services and economic development of cities.  相似文献

During the 1970s, both the Crimean Tatars and Meskhetian Turks in Soviet Central Asia compared their plight to that of the Palestinians. The Stalin regime deported both the Crimean Tatars and Meskhetian Turks from their homelands to dispersed settlements in Central Asia. The similarities between the Soviet policies of expelling and permanently excluding the Crimean Tatars and Meskhetian Turks from their homelands and similar Israeli policies towards the Palestinians are not entirely coincidental. The Zionists based their mass expulsion of Palestinians in 1948 and subsequent prohibition on allowing them to return to their homes in part on the Soviet model. The similarities between the two instances of ethnic cleansing are due in large part to this conscious emulation of Stalin's methods by the Zionists.  相似文献

This study examines the associations between religious affiliation and religiosity and support for political violence through a nationwide sample of Israeli Jews and Muslims. Based on structural equation modeling, the findings show that by and large Muslims are more supportive of political violence than Jews and more religious persons are less supportive of political violence. Deprivation, however, was found to mediate these relations, showing that the more deprived – whether Muslims or Jews, religious or non-religious persons – are more supportive of political violence. The explanatory strength of religion and deprivation combined in this manner was found to be stronger than any of these variables on their own. The findings cast doubt on negative stereotypes both of Islam and of religiosity as promoting political violence. They suggest that governments which want peace at home, in Israel as elsewhere, would do well to ensure that ethnic and religious differences are not translated into, and compounded by, wide socio-economic gaps.  相似文献

Based on the second wave of the Citizen Political Ambition Panel Study, we provide the first thorough analysis of how gender affects women and men's efficacy to run for office. Our findings reveal that, despite comparable credentials, backgrounds, and experiences, accomplished women are substantially less likely than similarly situated men to perceive themselves as qualified to seek office. Importantly, women and men rely on the same factors when evaluating themselves as candidates, but women are less likely than men to believe they meet these criteria. Not only are women more likely than men to doubt that they have skills and traits necessary for electoral politics, but they are also more likely to doubt their abilities to engage in campaign mechanics. These findings are critical because the perceptual differences we uncover account for much of the gender gap in potential candidates’ self‐efficacy and ultimately hinder women's prospects for political equality.  相似文献

This article introduces the symposium on the representation of immigrant-origin and ethnic minorities in Europe. It argues for the importance of research on this topic, noting the large, established populations of immigrant-origin citizens and their descendants across Western European countries and these minorities’ underrepresentation in elected bodies. Current research gaps concern both empirical knowledge and the theoretical conceptualisation of immigrant and ethnic minority political involvement. The article argues that existing research on representation needs to be extended to suit the cases of immigrants and ethnic minorities. It ends by providing a brief overview of each contribution to the symposium.  相似文献
