Chinese outward foreign direct investment (OFDI) in developed economies has increased substantially in recent years, driven by policy liberalization and structural adjustments in China’s economy. Efforts to accurately describe the dimensions of this increase are complicated by problems with official statistics and the complexity of deal structures. This article introduces the major problems of capturing data on global cross-border investment flows and elaborates on the particular difficulties of measuring Chinese outward FDI. It identifies alternative datasets that can help to better capture the scope and patterns of the Chinese overseas investment and uses one of them to describe the growth of Chinese investment in the EU and the US since 2000, highlighting similarities and differences in investment patterns in the world’s two biggest economies.  相似文献

With a rapidly growing population and limited resources, accountability has taken on increased importance, especially in the area of public management. To assess the effectiveness of public spending on education in the Caribbean, this article compares performance in five Caribbean nations, looking at input indicators such as the teacher–pupil ratio, expenditure per pupil, the number of adequately trained teachers as a proportion of total teaching staff, and public commitment to education. It analyses their impact on output indicators, including performance in English and mathematics, the repetition rate, and survival rate to the final grade in school. The article concludes that the levels of efficiency in the development of human capital in the Caribbean are very uneven, and that serious challenges face Caribbean countries as they seek to maximise the returns on their investment in education.  相似文献

This is the second part of an extended article; Part I, ‘Democracy and the Military: An Epitaph for Frankenstein's Monster?’ appeared in the previous issue of this journal. Part II takes as its starting point the theoretical analysis developed in Part I and applies it to three empirical cases, South Korea, Chile and Ghana. Behind the superficial similarity between the way the transition to democracy has been ‘crafted’ in the three countries, there lie significant variations which have also complicated the tasks of controlling the military and consolidating democracy.  相似文献

This article examines the factors that facilitate or impede the strengthening of popular participation in local democracy in Latin America through a comparative analysis of the Chilean and Brazilian cases. This comparative analysis illustrates the importance of structural reforms, the institutional configuration of local government and the role of political parties vis-à-vis civil society in either enhancing or impeding popular participation in local democracy. In short, it argues that popular participation will be strong and effective where structural reforms expand the resource base and policymaking authority of local leaders, local institutions strengthen accountability and facilitate citizen input in decision-making, and political parties attempt to organize and mobilize groups and constituents at the grass-roots. Where these conditions do not hold, the reverse will be true. These conclusions are drawn from analysis of the development of popular participation and local democracy in Porto Alegre, Brazil (a positive example) and Santiago, Chile (a negative example).  相似文献

Globalization has led to new health challenges for the twenty-first century. These new health challenges have transnational implications and involve a large range of actors and stakeholders. National governments no longer hold the sole responsibility for the health of their people. These changes in health trends have led to the rise of global health governance as a theoretical notion for health policy making. The Southeast Asian region is particularly prone to public health threats such as emerging infectious diseases and faces future health challenges including those of noncommunicable diseases. This study looks at the potential of the Association of Southeast Asian Nations (ASEAN) as a regional organization to lead a regional dynamic for health cooperation in order to overcome these challenges. Through a comparative study with the regional mechanisms of the European Union (EU) for health cooperation, we look at how ASEAN could maximize its potential as a global health actor. Our study is based on primary research and semistructured field interviews. To illustrate our arguments, we refer to the extent of regional cooperation for health in ASEAN and the EU for (re)emerging infectious disease control and for tobacco control. We argue that regional institutions and a network of civil society organizations are crucial in relaying global initiatives, and ensuring the effective implementation of global guidelines at the national level. ASEAN’s role as a regional body for health governance will depend both on greater horizontal and vertical integration through enhanced regional mechanisms and a wider matrix of cooperation.  相似文献

This paper presents a model analysis in support of the assertion that parity at lower forces levels does not by itself improve military stability in central Europe. Most of all, a stable military regime requires that force concentrations can be constrained in a verifiable manner the more, the lower the mutual force levels become. However, this is not to be obtained with a doctrine of linear defense by means of homogeneous forces consisting of the traditional highly mobile multi‐purpose forces designed to be employed in all combat modes. Theoretically, a stable situation would result if the antagonists adopted a two‐component defense consisting of ‘reactive’ defense elements deployed in some depth and incapable of being employed in large scale offensive operations and of a smaller fraction (about 20%) of the traditional armor forces serving as operational reserves.

The basic dilemma of nearly all reactive defense elements proposed in the West‐German military reform debate rests with the generally shared assumption that mobility is incompatible with defensiveness. However, the ratios at which the traditional elements would have to be substituted by stationary reactive elements are quite high. Thus, a new type of mobility is required for reactive defense elements that permits to counter‐concentrate quickly without being useable for large scale offensive maneuver.  相似文献

This article examines Austria's position as a small, neutral state in the international society as framed by the English School. This examination is chiefly done in the face of the effects of great power conflicts and their impact on Western Europe's society of states. In doing so, the article provides insights to the fundamental puzzles concerning the ways power is managed between states, great and small alike. The article surveys how war (such as in South Ossetia in 2008) and war-like incidents affected Austria's position in the international society and the understanding of its place in great power conflicts between East and West. I argue that neutrality, despite European integration in the context of a peaceful international society, remains a political option for small states such as Austria. This option is especially lively if there is a domestic sentimental attachment to it and sticking to it does not undermine domestic or European and international foreign policy rationale and interests.  相似文献

This article disaggregates aid data to enrich our understanding of the patterns of post-conflict aid. We find that the front-loading of aid after a peace agreement, detected by previous research, has not been the general pattern. To begin with, relief and aid need separating out, commitments and disbursement distinguished, and four-year averages replaced by annual figures. Detailed analysis of seven post-conflict cases confirms that the political contexts of donation and implementation, including political assessments of peace agreements, have considerable influence on aid patterns. Finally, high levels of aid and rapid economic growth are not essential preconditions for sustaining peace. More significant are the short-term stabilisation strategies adopted and the distributive effects of structural adjustment.  相似文献

This is a comparative content analysis, over a five year period from 1987 to 1991, of the coverage of South African news in international radio broadcasting, specifically Voice of America, Radio Moscow and Radio RSA. This study takes as its point of departure the premise that different ideologies produce differing concepts of news, and this in turn will produce differing images of South Africa in that news. As there is no suitable theory to explain the findings of this study, a triadic model of international radio broadcasting news has been constructed, based on a Three World's taxonomy. This study establishes the importance of South Africa to international radio news, the topics covered, and determines the trends and differences in that coverage over the study period. These findings are discussed in terms of ideologically determined news values.  相似文献

The European Union (EU) constitutes an evolving diplomatic milieu characterized by high levels of interconnectedness among the politico-administrative apparatuses of member states. The article assesses whether the continued presence of member state bilateral embassies in the EU is residual and largely emptied of function, or whether they are adapting their role to new requirements in the EU policy environment. An analytical framework is developed conceptualizing diplomatic representation around three variables—function, access and presence—and two scenarios of change dynamics in the structures of bilateral diplomacy in the EU are proposed. These are then utilized to evaluate empirical evidence gathered in embassies of six member states in London and Vienna. The findings reveal a process of gradual ‘re-gearing’ of embassy functions towards EU matters, shifting patterns of communication and access, and ‘domestication’ of diplomatic presence in terms of personnel and agenda. Overall, this amounts to a shift towards EU-oriented bilateralism.  相似文献

Since 2004, the EU has created 11 EU centers and two center-modeled programs in East Asia as an integral part of its public diplomacy in order to “promote the study, understanding, and support of the EU and its policies.” All of these centers were jointly established by the EU and local universities, and more than 50 % of their funding is offered by the EU institutions. Among these centers and programs, the EU Center in Taiwan (EUTW) distinguishes itself from the others in two ways. On one hand, similar to the EU Center in Singapore, it acts as a national center rather than a university center. On the other hand, it was jointly inaugurated by a consortium of seven universities rather than one or two universities across the island. Therefore, this paper aims to evaluate the EU public diplomacy in Asia with the help of soft power theory and an in-depth case study of the EUTW. I will firstly review the development of the EU Studies and EU-related communities in Taiwan before the EUTW was formally inaugurated in May 2009. In the second part, I will present an in-depth analysis of the structure and functioning of the EUTW in terms of EU public diplomacy on the island. In the third part, the work of EUTW in the promotion of study, understanding, and even support of the EU and its policies will be evaluated with help of an institutionalist framework. In the end, I will give a balance sheet of the EUTW in terms of EU public diplomacy before drawing into some conclusions.  相似文献

In their dispute with their tenants, in what is known as the Okara Military Farms dispute, army landlords in the Punjab province of Pakistan resorted to state terrorism conducted by paramilitary troops, in alliance with other state agencies, in an unsuccessful attempt to break farmer resistance to attempts to remove their security of tenure. Analysis of the dispute provides strong support for the argument that state violence can, in some instances, be categorised as a specific form of terrorism. The article, therefore, aims to contribute to the growing literature on state terrorism which has been neglected as a legitimate and important topic for scholarly inquiry.  相似文献

The stories that we hear as we conduct development research or implement development projects are often relegated to the margins of development studies. This article argues that these stories require our attention, for they are windows on to indigenous narratives of development and our placement in those narratives. Examining these stories as efforts to emplot experiences of development and encounters with development professionals within particular narratives enables us to better understand our own positionality in the communities in which we work, and therefore better understand the opportunities and challenges that our research/interventions present to the emergence of a truly participatory development.  相似文献

From the perspective of Kosovo, this article contributes to a growing literature focusing on the substance of donor-driven democracy promotion. Drawing on extensive empirical research between 2010 and 2012, the research provides greater insights into which donors are providing what sort of assistance; how the content and focus of aid are decided and formulated; and the behaviour of the European Union (EU) and other large donors compared with small bilaterals and private foundations. By including the category of ‘governance-oriented’ assistance to classify donor initiatives, a more nuanced mapping of priorities and strategies is offered, which distinguishes between those measures designed to engage civil society (developmental), those focusing on institutions and elite level change (political), and interventions specifically designed to promote closer interaction between government and nongovernmental actors. The conclusion reached is that, although overall levels of aid to Kosovo have remained relatively stable since 2008, donor behaviour is in flux, with evidence of an emergent distinction between what larger donors offer and the provision of smaller bilaterals and private foundations. This, it is argued, has serious implications for the capacity of the EU to continue providing extensive aid across a wide range of issues and policy areas as part of its pre-accession assistance.  相似文献

This paper provides a constructivist explanation of the political weakness of the EU in East Asia. By examining the corporate identity of the EU as well as its social identities towards ASEM, China and Japan, I argue that the identities which the EU has constructed towards the outside world and in relation to the region, based on self recognitions of its superpower status and the defence of certain political values, is disliked by both China and Japan for different reasons. Without the support of the two regional superpowers, the EU is not capable of getting involved in the resolution of East Asian hard political affairs.
