Abstract. The failure of the Green parties at recent elections in Sweden and Germany makes it necessary to consider the future of 'new politics' in each country. With reference to modern organisation theory, the goal of this article is to explain the different character of the Green parties in both countries in terms of external political resources. Above all the features of new social movements on the one hand and the different party systems on the other are of particular importance. It is argued that both factors have an impact on the cleavage structure and social change in Sweden and Germany, as well as being important for the organizational survival of Green parties in both countries. The conclusion is that 'new politics' and the Greens have a more promising future in Germany than in Sweden.  相似文献

The article explores party member attitudes towards internal party democracy and party leadership in Danish and Norwegian parties. The focus is on the relationship between party members' public policy values (measured by means of 'old politics' and 'new politics' value dimensions) and their organizational values (i.e. ideas about internal democracy), but the members' educational and activism levels as well as indicators capturing factors specific to individual parties are also applied to explain party members' organizational values. We find that positions on the two policy value dimensions are related to party members' organizational values. But the relationships are not particularly strong, and their signs are contrary to expectations. One explanation may be that the 'new politics' literature draws a misleading picture of the organizational values of New Left and New Right party members – at least in the Danish and Norwegian cases. We also find that the social democratic parties in both countries differ considerably from the other parties in the sense that the dissatisfaction with the leadership was much stronger in these parties.  相似文献

The 'new politics of the welfare state,' the term coined by Pierson (1996) to differentiate between the popular politics of welfare expansion and the unpopular politics of retrenchment, emphasizes a number of factors that distinguish countries' capacities to pursue contentious measures and avoid electoral blame. Policy structures, vested interests, and institutions play a prominent role in accounting for cross-national differences in leaders' abilities to diffuse responsibility for divisive initiatives. One important omission from the 'new politics' literature, however, is a discussion of partisan politics. 'Old' conceptualizations of the political right and left are implicitly taken as constants despite radical changes in the governing agenda of many leftist parties over the last decade. Responding to this oversight, Castles (1998) has recently probed the role of parties with respect to aggregate government expenditures, only to concludethat parties do not matter under 'conditions of constraint.' This article contends that parties are relevant to the 'new politics' and that, under specified institutional conditions, their impact is counterintuitive. In some notable cases the left has had more effect inbruising the welfare state than the right. One explanation for these cross-cutting tendencies is that parties not only provide a principal source of political agency, they also serve as strategies, thereby conditioning opportunities for political leadership. By extension, they need to be situatedwithin the 'new politics' constellation of blame-avoidance instruments.  相似文献

Since the mid-twentieth century, elite political behavior in the United States has become much more nationalized. In Congress, for example, within-party geographic cleavages have declined, roll-call voting has become more one-dimensional, and Democrats and Republicans have diverged along this main dimension of national partisan conflict. The existing literature finds that citizens have only weakly and belatedly mimicked elite trends. We show, however, that a different picture emerges if we focus not on individual citizens, but on the aggregate characteristics of geographic constituencies. Using biennial estimates of the economic, racial, and social policy liberalism of the average Democrat and Republican in each state over the past six decades, we demonstrate a surprisingly close correspondence between mass and elite trends. Specifically, we find that: (1) ideological divergence between Democrats and Republicans has widened dramatically within each domain, just as it has in Congress; (2) ideological variation across senators’ partisan subconstituencies is now explained almost completely by party rather than state, closely tracking trends in the Senate; and (3) economic, racial, and social liberalism have become highly correlated across partisan subconstituencies, just as they have across members of Congress. Overall, our findings contradict the reigning consensus that polarization in Congress has proceeded much more rapidly and extensively than polarization in the mass public.  相似文献

In 2008 David Cameron declared that the Conservative party was 'ready for government' and suggested that 'the change we need is not just from Labour's old policies to our new policies… It's about a change from old politics to new politics'. This 'new politics' narrative is something of a cliché: British constitutional history reveals a regular pattern whereby opposition parties renege upon implementing far-reaching constitutional and democratic reforms once they win power. It is in this context that this article draws upon documentary analysis and a number of interviews to examine the Conservative party's position on constitutional reform and democratic renewal. It concludes that although the Conservative party has spent the last decade decrying the 'destruction' of the constitution it has undertaken little detailed preparatory work in relation to how it might seek to alter the governance of Britain. As a result the research presented in this article provides a number of insights into elite politics, strategic game-playing and executive veto capacities within a context of growing political disengagement from politics and falling levels of trust in politics.  相似文献

A substantial literature over the years has focused on the relationship between political alienation and ideology. Much of this research contends that conservatives are more alienated than liberals because philosophically they believe that the best government is that which governs least. A close reading of the literature, however, reveals little consistency in the empirical findings. Survey data from Norway, Sweden, and the United States are used to provide a more extensive and consistent test of the hypothesis. Ideology is defined as both left/right self-identification and policy preference on economic and "new political" issues. The evidence reveals that in Scandinavia higher levels of alienation are found among conservatives, whereas in the US the left has been consistently more alienated, except on "new politics" issues. The discrepancy between the citizen's preferred ideological orientation and that which the public perceives the government to take, is used to explain the different findings for the three countries and the shifts in the relationship between ideology and alienation across time.  相似文献

In this article the development of new political organizations in Russia is discussed. The authors acknowledge the fact that the new parties and organizations are still weak and not well organized. bur they nevertheless play a significant role in the preservation of democracy in Russia. Several stages in the party creation process can be discerned. Before the 1991 attempted coup d'état the Communist Party of the Soviet Union still played a dominant role, while a number of smaller political organizations emerged. After the dissolution of the CPSU. the centre groupings dominated the political scene. Gradually. the level of political polarization increased. as evidenced by the 1993 elections which spelled victory for the post-communists and ultra-nationalists. Using sartori's definitions, the authors analyse the party and organizations with the help of a left-right continuum, which portrays some differences in Russian politics without covering all cleavages. The important regional differences in party formation are illustrated with empirical data from the Murmansk region. During the Gorbachev period a number of informal organizations emerged which gradually developed into parties critical of the CPSU. Initially, social democratic organizations were strong on the Kola Peninsula, but they declined in importance due to internal disagreement. In the 1993 elections, the largest parties in this region were the ultra-nationalist Liberal Democratic Party and the market-oriented Russia's Choice. In Russia as a whole, the post-election period manifested itself in increasing political polarization and successive retreat from the marker-reform policies. Clearly, the road to a well-functioning system of parties in Russia is still a long one.  相似文献

This contribution evaluates the mediating role of different political contexts and levels of democratic consolidation on the effect of party system polarization on ideological vote and discusses how this relationship enhances democratic representativeness. The influence of party system polarization on ideological voting is analyzed in two areas: the voters' competence in identifying parties' ideological positions; and the voters’ tendency to vote for the most ideologically proximate party, which is one of the key features of the spatial theories of voting. Using data from the Comparative Study of Electoral Systems (CSES) from 1996 to 2019 and multilevel modelling techniques, the paper compares how those features vary across different types of countries, particularly older and newer democracies, and different regions of the world.  相似文献

Various conceptions of 'Environmentalism' and 'New Politics' are surveyed and their logical inconsistencies are identified. It is argued that only a conception of the crisis of industrial society, not the least evident in Eastern Europe, enables a consistent understanding of 'new politics'. From this conception, stressing the limits of man's mastery over nature on the one hand and the limits of the expansion of formal rationality on the other, the ambivalences in 'New Politics' between 'pre-industrial' and 'post-industrial' solutions are identified. The article sketches how the 'post-industrial' position can be developed. Neoliberalism and 'green' politics are identified not only as adversaries but rather as competing responses to the crisis of industrialism and the compatibility of 'green' and social democratic politics is analysed.  相似文献

The topic of the article is a comparison of voter reactions in Sweden and Norway towards some current political issues. The analysis is based upon nationwide election surveys in 1976 (Sweden) and in 1977 (Norway). Despite the fact that the party systems are different in several ways, the patterns of political attitudes in the two electorates are surprisingly similar. The analysis suggests that political cleavages are basically the same in these two neighbouring countries. Likewise the location of corresponding parties in the two systems is approximately the same in relation to specific cleavages.  相似文献

During the last 50 years, political polarization in the US House of Representatives has intensified. One explanation for this trend emphasizes the importance of congressional redistricting. This paper analyzes the relationship between political polarization and redistricting in the context of two trade liberalization bills. The results of the paper indicate that redistricting has not contributed significantly to party polarization over trade policy although it has produced a partisan shift in favor of trade liberalization. Redistricting does not appear to impact political polarization largely because district-level characteristics currently are dominated by broader, national factors such as party affiliation. The results of the paper clearly demonstrate this point by showing that changes in party affiliation have a much greater impact on voting behavior than changes in district characteristics. The paper also finds, however, that institutional control of the redistricting process at the state level has influenced political polarization with respect to trade policy.  相似文献

Abstract. This paper examines the politicization of gender inequality through a cross-national analysis of attitudes towards inequality between men and women. The data were obtained from national surveys in the United States, Britain, West Germany, Australia and Italy. In all of these countries, attitudes towards gender inequality were found to be associated with the 'left-right' cleavage over economic inequality and redistribution, but they were unrelated to 'new politics' issues. It was also found that attitudes towards gender inequality were more closely integrated into the left-right cleavage in those countries where there was greater awareness of gender issues, and that they had very little net impact on partisanship. Thus high levels of awareness of gender inequality are not associated with the emergence of a new cross-cutting political cleavage. It is concluded that inequality of opportunity between men and women does not constitute part of a new politics agenda, nor does it cross-cut other sources of political interests. It is more plausibly seen as a new element of the well-established left-right cleavage. Consequently, it leaves the structure of political divisions relatively intact.  相似文献

Lack of party competition may impair government efficiency. If the voters are ideologically predisposed to cast their votes in favor of one political party, they may reelect an underperforming incumbent. Party polarization may magnify this effect since the median voter faces a higher cost of selecting a better, but ideologically distant incumbent. Alternatively, if the electorate is evenly divided between parties, polarization may induce parties to invest more effort in improving their election prospects. The current paper analyzes efficiency in Norwegian local governments. Efficiency has been measured by means of panel data on government service output over a 10-year period. Electoral dominance has been measured as number of elections wherein one party bloc receives at least 60 % of the votes, measured over six consecutive elections. Party polarization is defined as the ideological distance between the two party blocs, and it is measured on basis of survey data on the ideological preferences of elected politicians. Lack of party competition reduces efficiency, the effect being stronger in governments where more party polarization exists. These agency losses are larger in high-revenue municipalities.  相似文献

Previous literature has distinguished two types of polarization: ideological and affective. However, little is known on how the interconnection of these two polarizations (which we call overlapping polarization) varies depending on the political context. Is affective polarization always associated with ideological polarization? What is the role of the institutional framework (i.e., democratic age and popular election of the head of state) and the party system (i.e., elite polarization and number of parties) in determining how wide this overlap is? This article examines the contextual determinants of overlapping polarization by using information from the four first CSES waves. According to our analyses, the individual-level positive effect of ideological polarization on affective polarization is stronger when the party system is ideologically polarized and in older democracies, and is weaker in presidential democracies and when the number of parties is higher.  相似文献

From the standpoint of its critics, postmodernism represents the disintegration of the modern philosophical and ethical tradition into relativism and corrosive scepticism. But it may also be seen in a more positive light. I do not mean the light shed by the uncritical optimism of defenders who identify it with openness and true toleration. I mean, rather, that it may be seen as a step towards a more modest conception of man and of politics than has characterized the past two centuries. This modesty as yet assumes only a precarious form in postmodern thought, but ways are suggested here by which it may be reinforced. In particular, so far as politics are concerned, the postmodern stress upon difference appears to point towards a rediscovery of the contemporary relevance of the classical ideal of civil association. It is this ideal which represents the most effective means of coming to terms with the 'new politics' which postmodernism represents the politics, that is, of 'inclusion', devoted to hitherto excluded sexual, racial, and ecological issues. In so far as this interpretation of postmodernism is a plausible one, it lends some support to the view of Agnes Heller and Ferenc Feher that we may be entering an era of 'settling in', following upon the era of ideology. To give their precise words: 'If modernity is the drama of permanent revolution, postmodernity may be characterized as the epic of settling-in.' (The Postmodern Political Condition, p.158.) Out of the disintegration of philosophy and the critique of liberal foundational doctrine, then, it may be that the way is being paved for a more viable framework for limited politics.  相似文献

While left and right are the main terms to distinguish political views in Western Europe, the family socialization of citizens has mainly been studied in terms of partisan preferences rather than identification with these ideological blocks. Therefore, this study investigates the intergenerational transmission of left-right ideological positions in two European multiparty systems. To investigate expectations regarding gendered patterns in political socialization, ideological transmission between mothers, fathers, daughters and sons are analyzed, making use of German and Swiss household data. The results underline the relevance of the family in the transmission of political ideology in multiparty systems, showing high contemporary parent–child concordance in ideological positioning in line with classic work in political socialization. Moreover, the study demonstrates how the gender-generation gap in political ideology is consequential for this process. Young women consistently place themselves on the left of men across all combinations of parental ideology, which indicates that the gender-generation gap trumps other gendered patterns in intergenerational transmission. Consequently, daughters are less likely than sons to take over their parents’ rightist positions, while parent–son transmission is equally large on the left and the right. This also means that left-leaning parents have a general advantage over right-leaning parents in having their ideological identification reproduced by their daughters. The study highlights the importance of differentiating between the transmission of left- and right-wing ideology in political socialization processes. Moreover, it demonstrates that the distinction by offspring gender is imperative when studying the intergenerational transmission of traits that display gender differences within and between parental and offspring generations. The findings point at the active role of especially female offspring in the political socialization process, as they seem to be more strongly impacted by influences outside the family that sustain generational processes of further gender realignment.  相似文献

This article ties in with a growing international literature examining the link between party politics and welfare service privatization in modern welfare states. In recent decades, a central aspect of policy change in Sweden is that private actors have come to produce publicly financed welfare services on a more regular basis. This overall privatization trend is furthermore characterized by substantial geographical variation across Sweden's 290 municipalities. The ideological attitudes of local politicians have been recognized as particularly important for understanding this development. This article examines the extent to which local politicians’ ideological attitudes regarding welfare service privatization are best explained with a partisan approach emphasizing between‐party polarization as opposed to a critical perspective that points to the proclaimed significance of ideological consensus between left and right parties in certain municipal contexts. Using multilevel modelling and survey data collected from elected politicians in municipal governments, the empirical findings show substantial differences in attitudes between Conservatives and Social Democrats, irrespective of municipal characteristics – most notably the degree of welfare service privatization. Hence, the results strongly indicate that the partisan approach is much more fruitful compared to the consensus approach as a general explanation for local politicians’ attitudes towards welfare service privatization in Sweden. Accordingly, a conclusion is that comparisons at the subnational level within countries are important as a complement to country‐comparative studies when attempting to understand the link between political partisanship and welfare service privatization in modern welfare states.  相似文献

On the basis of surveys of Danish and Norwegian political party members, this article shows that female presence is comparatively high in Danish and Norwegian parties, and that there are a number of consistent and politically significant gender differences in political opinions within the parties. These gender gaps are largest regarding issues that are not central to the ideological core of the parties and on issues where women are particularly affected. The study still reveals the importance of party in the sense that the differences between the members of different parties are greater than the gender gaps within parties. In the Nordic party systems, gender as such does not constitute a political force transcending the left–right dimension.  相似文献
