Accounts of the “new regionalism” two decades ago identified a growing trend towards co-ordinated state action at the regional level in pursuit of both security and political economy concerns – new in terms of its “bottom-up” character, post-Cold War logic, heterogeneous focus, and relation to globalisation. More recently, proponents of “regulatory regionalism” have suggested that regional projects reshape and transform states themselves. This article identifies an emerging “world market regionalism,” within which regions are addressed in terms of their position within the world market, and regional projects are strategically oriented towards the “completion of the world market” in its dual aspect as expansion of trade and transformation of social relations of production. The focus is on the purposive transformation of the region in pursuit of global competitiveness. A detailed account is given of such a project of world market regionalism developed over the last two decades at the Asian Development Bank. It is aimed at transforming the region, and individual states within it, into a space contributory to a wider global project aimed at “completing the world market” and transforming both the social relations of production and individual attitudes and behaviour.  相似文献

The Asian Development Bank's rural road development scheme in Laos is designed to increase the opportunity for rural communities to participate in neighbouring emerging markets.Yet, this improved infrastructural strategy may result in increased social disparities betweenregions and within communities. This paper addresses the possible impact on intra-communityinequality using endowment and network data from a southern Lao commune. The objective is to analyse the way in which the village hierarchical social structure impedes individuals' ability to access emerging markets. The social hierarchy hinders the benefits of improved roads and marketisation trickling down to the poorest. Disruption to the trickledown effect means that existing rural development and anti-poverty strategies tend to favour the wealthy and well connected, and further marginalise the poor in the community. Therefore, it is crucial to recognise the importance of the village social hierarchy and define its contribution to the persistence of povertyand reinforcement of inequalities of opportunities for the rural poor. Policies need to directlytarget those of lower stratification by addressing underlying reasons for intergenerational inequalities of opportunity.  相似文献

The World Bank's endorsement in the 1990s of institutional reforms as a constitutive dimension of economic development led to the adoption of a governance agenda. The paper analyses the role the Bank exercised in Argentina and explains its influence in the adoption of a new state model, of new state civil society relations and on particular key components of democracy. This paper argues that while the Bank has helped to set up an agenda of reform regarding governance problems, the push for particular policies and practices has also produced partial and contradictory results on the consolidation of democracy.  相似文献

ABSTRACT

The foundation of current legal protection for animals in China is based on the principle of “rational utilization.” This utilitarian attitude supports the exploitation of animals through the legal means of resource management. However, through a process of public education and the construction of recent legislation, attitudes toward animals are rapidly changing in China. After the introduction of the concept of animal welfare in China in 1989, preliminary socioeconomic events such as early laboratory animal science, animal cruelty reports, pet ownership, engagement in international trade, and the severe acute respiratory syndrom (SARS) epidemic helped spur a trend away from a purely utilitarian attitude toward more positive associations with animals among members of the Chinese public. This phenomenon will be analyzed through the actions of non-governmental organizations, the media, academia, and international business to influence education and the development of legislation to promote animal protection practices. In addition, recent events will be used to illustrate political realities in China that impede the full promotion of animal welfare protection.  相似文献

Over the years, since the mid-1990s, World Bank-prescribed health policy reforms have successfully introduced market-based private-managed healthcare model in the developing world. This article presents a portrait of the private healthcare model, explores the factors that facilitated the introduction of this model in developing countries and examines the impact of the model on the health rights and health conditions of the poor. It argues that health reforms designed to promote private-managed care in developing countries affect the poor severely and violate their basic health rights, the rights to stay disease-free and lead a healthy life. A host of factors produced by the private-managed care model, most notably reduced social spending on public health, dismantling of public health systems and the ever expansionary grip of private sector health services have effectively diminished the health rights of the poor.  相似文献

Labour markets across industrialised countries have seen an increasing polarisation between insiders and outsiders as a result of labour market deregulation and welfare retrenchment, with governments responding to rising pressure from employers. But where are trade unions in this process of labour market deregulation and dualisation? Insider/outsider as well as producer coalition approaches portray organised labour as a structurally conservative force that is ready to prioritise the interests of insiders at the expense of those at the margins of the labour market. Rather than protecting the entire working class, unions are seen as being “complicit” in labour market dualisation that leaves an ever greater number of workers vulnerable. Our examination of the Korean case, though commonly perceived as an example of unions pursuing particularistic interests, does not comply with this image, but shows greater union inclusiveness in the face of socio-economic and socio-political challenges. Understanding the change in Korean trade union strategies, we highlight the critical importance of union identities shifting towards social movement unionism, in addition to the perceived imperative to revitalise the movement in order to remain a meaningful social force.  相似文献

ABSTRACT

This article analyzes Chinese contributions to the Afro-Asian Writers’ Bureau’s efforts to reinvent World Literature from an anti-imperialist and anti-capitalist perspective. The Afro-Asian Writers’ Bureau was founded as a counter-narrative to Eurocentric conceptions of World Literature and universal culture. The AAWB’s vision was inspired by a Marxian understanding of worldliness. Relying on Chinese archival materials, this article shows how Chinese representatives to the AAWB, including Zhou Yang and Mao Dun, shifted from an explicitly Soviet, socialist-realist model for World Literature inspired by Maxim Gorky to a progressively independent, nationalist course in the wake of the Sino-Soviet split. The story of the AAWB is one of competing universal visions. The Chinese contributions to the AAWB are also reflected in China’s current expanding cultural influence and soft power in the Global South.  相似文献

How does divided government affect the probability of economic policy change, and thus policy risk on financial markets? In contrast to the standard balancing model we argue that divided government, i.e., partisan conflict between the executive and the legislative branches, negatively affects the possibility of economic policy change. Using a simple spatial model we demonstrate that one should expect divided government to increase the probability of policy gridlock. Since divided government reduces the probability of economic policy change, financial markets can operate under lower policy risk in times of divided than in periods of unified government. For the empirical evaluation we exploit the fact that stock return volatility provides us with a measure of risk. If the gridlock argument does hold, stock return fluctuations should be lower under divided than under unified government. Our results confirm that divided government has a volatility reducing effect on the German stock market. This supports the view that divided government lowers policy risk.  相似文献

ABSTRACT

This article discusses the discontent that increased against the Robert Mugabe led government as a result of grave socio-economic and political grievances, and in the context of accessible social media platforms which mobilised and empowered disenfranchised Zimbabweans to challenge the regime after the 2013 elections. Among other factors, the mounting discontent was caused by the belated payment of civil servants’ salaries, inability to create employment opportunities, refusal to enact electoral reforms, rampant corruption and the introduction of import ban restrictions. This led to the formation of civic organisations which demanded the resignation of Mugabe and these included, but were not limited to, #Tajamuka and #ThisFlag. In response, the Mugabe led government used rigid and repressive measures targeting the protesters, as well as traditional and social media platforms to safeguard itself.  相似文献

ABSTRACT

This article elaborates on the functionalities of Facebook and WhatsApp, and the possibilities and limitations of their usage in the anti-mining campaign in Bangka, Indonesia, with special focus on the participation and offline–online intertwining of communication processes. The research reported in this article contributes to a deeper understanding of the relationship between social media and political protest in the context of discriminatory natural resource extraction in Indonesia. In 2017, the alliance against the mining activities of the Chinese company PT Mikgro Metal Perdana in Bangka, which consisted of villagers, activists, tourism operators and divers, succeeded in ousting PT MMP from Bangka. Social media enhanced mobilisation, communication, knowledge transfer, transparency, and solidarity in this anti-mining campaign. Through WhatsApp, the rapid transmission of information and communication was facilitated when urgent action was needed. The Facebook group Save Bangka Island not only provided general information but also enhanced solidarity, cohesion and the creation of an “imagined community.” However, it is also found that social media sites are stratified spaces where villagers – the primary affected group – are excluded because of their lack of Internet access.  相似文献

This article focuses on the Italian and Spanish models of growth and analyses labour market, human capital and innovation policy reforms since the mid 1990s. The comparison with France and Germany shows the constraints that have hindered the rise of institutional complementarities and the competitiveness of the two Mediterranean countries already before the introd uction of the euro and the outbreak of the 2008 crisis. The analysis highlights both similarities and structural differences between Italy and Spain and demonstrates the long-term institutional conditions that explain why the economic breakdown has had such a deep impact on the two countries.  相似文献

This article investigates the importance of place‐of‐origin communities to an understanding of the impact of migrant remittances on local development, employing the concept of social capital. Two aspects of social capital (each present prior to migration) are shown to be of significance–family relationships and community organisation. Drawing on recent research in two peasant communities in Oaxaca, Mexico, social capital is used to examine the relevance of non‐migrants in shaping the outcomes of migration in communities of origin. Evaluation of migrant remittances and home‐town associations demonstrates the developmental significance of non‐migrants and communities of origin.  相似文献

ABSTRACT

This article connects micro and macro scales of inequality to Lithuanians’ decisions to depart to Sweden during the economic crisis with austerity measures and its aftermath (2008–2013). This period revealed unequal opportunities regarding the quality of life that were largely created by the gradual re-commodification of labor as well as unaddressed income and social inequalities which had existed since the 1990s. Nevertheless, macro inequalities did not directly lead to the exit decision. Rather, this was bound to the individual’s perception of the leaving opportunity and (possible) quality of life for oneself and one’s family across time and space.  相似文献

Sport's transformative potential is known to support marginalised children, to deal with traumatic experiences and instil positive values; yet hosting mega sporting events (MSEs) can have negative impacts. Drawing on participatory research with favela‐based children during the 2014 World Cup in Brazil, this article argues that MSEs bring a macro‐securitisation of urban life, which causes considerable harm. This paper also suggests that the inclusion of children's voices in advocacy debates can challenge top‐down securitisation and might allow MSEs to foster further positive social transformation. Therefore, juxtaposed with causing harm, macro‐securitisations can open opportunities for children to take action and have their voices heard.  相似文献
