Scholars debate whether states or markets drive economic policy in the context of internationalization. Unpacking the market–state dichotomy, liberal pluralists and institutionalists alike conduct sectoral analysis to examine economic policies and outcomes. They debate the relative importance of sectors versus factors and the impact of sectoral coalitions, structural characteristics, and institutional trajectories. Building on previous scholarship, this article argues that state imperatives, such as national security and technological advancement, are an important guide to understanding dominant patterns of economic policy, defined as state goals, government–business relations, and state methods. Beyond that, the organization of institutions and structural sectoral attributes influence the ways in which actual policy outcomes vary across sectors and time. Case studies of the liberalization and subsequent reregulation of foreign direct investment across subsectors of telecommunications in China substantiate this argument. Evidence from other industries further validates this explanatory model.  相似文献

This paper addresses the transformations of local cultural governance following the popularisation of the creative city thesis. While the economic impact of the arts in urban settings has been a topic of great interest in recent years and an amply documented theme, little is known about the consequence of such development knowledge and practice on the local cultural policy arena where it takes roots. Moreover, given the popularity and the enthusiasm for such strategies within municipal governments, we have seen a growing tendency to implement the creative city strategy and to formulate cultural policies that follow it in rural and smaller communities which are quite different from the more extensively documented urban and metropolitan cases. Through case studies of three cities in Northern Ontario (Canada), we can identify a number of changes in cultural governance and policy logics. Overall, the creative city narrative appears to be detrimental to typical arts advocacy in smaller communities since it leads to the domestication of the arts.  相似文献

This article explores the political and economic forces involved in the development of privatization policies within the health care sector in Thailand. It is suggested that many of the motivating factors behind private sector growth are outside of the health sector; the general macroeconomic environment and tax incentives have stimulated private sector expansion. Within the Ministry of Public Health a preoccupation with improving care in rural areas and an unclear policy line on the private sector has facilitated this expansion. Only recently has private sector growth come to the policy agenda. During this lag period a number of interest groups have developed. It will be difficult to overcome these entrenched interests in order to change policy direction. Meanwhile, problems of rapid cost inflation and inequity face the Thai health care system. Although this case study focuses upon the health care sector in Thailand it would appear relevant both to other sectors and to other countries. The relationship between development models based upon pro-private, pro-market tenets and the establishment of a satisfactory social policy is questioned.  相似文献

英国是世界上最早以政府名义提出文化战略和发展创意产业的国家,目前创意产业已经成为其产业体系重要的组成部分。创意城市是在经济全球化的背景下,由产业转移和产业升级推动、伴随城市更新和创意产业兴起而出现的一种新型的城市形态和发展模式。创意、创意产业和创意城市之间存在着密切的关系:创意产业和创意城市都以创意为基础,创意产业是创意城市形成和发展的经济引擎,创意城市是创意产生和创意产业兴起的空间基础。创意产业与创意城市在兴起的动力方面存在某些类似之处,除了来自于产业内部和城市区域的创新推动之外,创意产业还与政府政策、产业转型、人才培养和文化理论等因素密不可分。英国创意城市与创意产业兴起的经验为我国提供了有益的启示与借鉴:明确创意产业与创意城市的关系,因地制宜地构建城市创新体系;通过政府的介入和城市的创新建设,为创意产业的兴起提供政策和空间支持;依靠创意产业的推动和创意元素的导入,为城市的创新发展提供经济和文化动力。  相似文献

This article deals with the deeply controversial side of cultural tourism in mapping the position of the sex industry. In doing so, it places sex tourism in two epistemic contexts: one context expands the notion of cultural policies, the other notes the implicit and explicit origins and effects of cultural policies affecting sex work, although these positions are not mutually exclusive. Sex tourism, we argue, poses a particular challenge to the understandings embedded in these contexts. The sex industry points us to the limits of cultural policies, both in terms of expanding the scope of cultural industries and also in documenting their effects. So far, while we expand the list of cultural industries, the sex industry remains as the industry that must not speak its name. Officials do not want to name it; neither do they do much to stop it. Naming and mapping sex tourism is then a useful place to start. For empirical substantiation, Thailand is our case study. We document the cultural and economic importance of sex work. In doing so, we also remain sensitive to the context of racism, stigma, trafficking, and HIV/AIDS issues that intersect sex work.  相似文献

This article compares the relationship between economic development and public policy in two of the most prosperous regions of the 1980s: Massachusetts in the United States and Baden-Württemberg in West Germany. Beginning with a critique of the theory of the product life-cycle, the article examines the rise and fall of traditional industries in Massachusetts and their survival in Baden-Württemberg. It then goes on to consider the rise–but also the vulnerability–of the high-tech and financial firms in Massachusetts, as well as the more robust, though almost invisible growth of these sectors in Baden-Württemberg. The burden of the argument is that there are, strictly speaking, no ‘mature’ industries and public policies aimed at stimulating innovation are most successful when the latter is integrated into the local industrial structure as a whole rather than isolated into a distinct high-tech sector.  相似文献

What effect do pro‐market economic policies have on labour rights? Despite significant debate in policy and academic circles about the consequences of economic liberalisation, little is known about the labour rights effects of pro‐market policies. Extant literature has focused only on the possible outcomes of market‐liberalising policies, such as trade and investment flows, rather than directly assessing market‐friendly policies and institutions. Moreover, this line of research has found mixed results on how these outcomes influence labour conditions. To provide a comprehensive assessment of this linkage, this article combines data on five distinct policy areas associated with economic liberalisation with data on labour rights for the period 1981–2012. The results indicate that pro‐market policies – except the ones involving rule of law and secure property rights – undermine labour rights. Thus while there are some positive economic and political outcomes associated with market‐supporting policies, economic liberalisation comes at the cost of respect for labour rights.  相似文献

This article questions the specific challenges that the management of culture poses for government.2 Unlike some ‘public good’ policy domains, such as prisons, defence or infrastructure, or benefit provisions such as unemployment, disability or health measures, the complex area of cultural policy cannot be justified in instrumental terms as an essential ‐ or unavoidable ‐ policy of government. Nonetheless, the cultural lobby is an effective and indefatigable pressure on government. The area of culture is just one small component of the public agenda that governments are obliged to support. Given other pressing portfolios, why do governments continue to take an interest in culture? Moreover, recent government policies seem to be setting up problems for the future such that governments will find it hard if not impossible to extricate themselves from a problematic relationship. So, what is the hold that culture has over governments? Traditionally, the answer seemed to be a combination of boosterism and cultural capital. Governments liked to bask in the reflected glory of cultural success believing that it contributed to their legitimacy and cultural competence. The glow of elite culture was seen to rub off onto political incumbents and their regimes. But in an age of pressures on government to justify public expenditure and meet accountability regimes, cultural support continues to appear on the funding agenda and governments continue to become embroiled in debates about competing support formulae. This relates to both the nature of ‘culture’ and broader definitions under the banner of ‘cultural policy’ as well as the nature of the sector which is, at once, elitist, institutionalized, commercial, highly specialist, niche and industry ‐ all premised on intangible nature of ‘creativity’. Paradoxically, contrary to other trends in public policy, arts and cultural funding has reverted to forms of patronage as the centrepiece of broadly defined policies of access, equity and self‐sufficiency. How has this policy portfolio managed to buck the trends of other domains of government attention? This article attempts to open some new ways of examining the question.3  相似文献

By comparing three Chinese pillar industries, automobile, petroleum, and machinery, this paper analyzes how the development of uneven institutional configurations bred sectoral variation in transitional China. In 1994, at the dawn of the Chinese socialist market economy, the State Council issued guidelines for national industrial policy and proposed the enactment of similar growth-promoting policies for all pillar industries. The level of policy enactment and the resulting outcomes, however, vary significantly across the industries. Previous literature on China's rapid industrialization has sought to build a single model encompassing China as a whole, and has emphasized either the state's institutional capacity or China's unique governance mechanisms. This study investigates China's industrialization by taking account of the uneven development of institutional capacity amid macro institutional reforms. Every idea and institution evolved at a different pace in these reforms, and the incremental nature of the reforms further deepened the gaps between sectors. This paper argues that, due to this uneven development, the Chinese state was not strong enough to be considered a developmental state until at least the early 2000s.  相似文献

Abstract

This article uses extensive fieldwork data to focus on the question of how Chinese and Japanese companies are competing in neighboring countries of Asia, and what economic forces will shape their future growth in the region. It begins by briefly discussing the history of Chinese and Japanese investment in the South and Southeast Asian regions. It traces the development of Japanese overseas investment policies, as well as China's more recent ‘Going Out’ government program to encourage overseas flows of capital. It then builds on prior political economy work as it uses case study focuses, with primary data based on the author's fieldwork research in several nations of Southeast Asia and in India, of the two key sectors of automobiles and electronics. It compares and contrasts the investment strategies of companies from each country, as well as the successes and failures of investments in the industries. It finds that Japanese companies’ advantages lie in industries utilizing advanced technology and management skills. Though the Japanese continue to lead in many areas, including automobiles, they have begun to face competition and potentially reduced profits in vital manufacturing areas. Meanwhile, Chinese overseas companies have made significant advances in the consumer electronics sector, using low prices and good quality, though overseas automobile investments have gained little traction. The article concludes that, if the Chinese can improve their product quality, capitalize on improving managerial skills and a deeper level of experience in the region, and establish brands they can sell with reliable distribution networks, Japanese companies could face losses to their Asian neighbor in these important parts of the continent they have dominated for decades.  相似文献

This article explicates John Goldthorpe's recent analytical distinction between ‘corporatist’ and ‘dualist’ tendencies in Western political economies. By linking these categories to macro‐economic strategies, the role of trade unions and the circumstances under which state policy is initiated, this dichotomy can be of value in the analysis of these polities. The article examines the major characteristics of British and Swedish labour market policy in the areas of wage policy, trade unions and training and education as they relate to the respective macro‐economic policies adopted by British and Swedish governments. These provide examples of the presence and development of corporatist and dualist tendencies in these two countries.  相似文献

Biotechnology, rather than being defined as a distinct industry like steelmaking or shipbuilding, is instead a scientific knowledge base—a rapidly evolving technology—that has economically valuable applications in such diverse industries as pharmaceuticals, medical diagnostics, agriculture, bioenvironmental remediation, and chemical processing. Biotechnology has captured the imagination of ambitious scientific investigators and investors seeking high rates of return, as well as state economic development officials who hope to anchor the industry in their locality and reap the industry's economic and employment rewards. Biotech is still at an early stage of its development, and there are many competing hypotheses about its future development. Most importantly, biotechnology involves the commercialization of science resources in which the federal and state governments have made substantial investment. One key question is how to leverage this investment for future economic growth. This article explores the policy issue related to the commercialization of biotechnology, its role as an engine of economic development, and the appropriate public policy response.  相似文献

For much of this century, the rural policies of Australian governments were directed at providing a viable social and economic base for rural communities and country towns. Policies which provided the conditions for stable growth in the agricultural economy, together with equitable levels of access to services such as schools, hospitals and public housing, were seen as instrumental in the development of stable rural communities. More recently, however, the process of global economic restructuring, agricultural adjustment, farm amalgamation and rapid technological change, have contributed to the declining socio‐economic viability of many rural areas. This pattern of decline has been compounded over recent years by the emergence of state and federal government policies based upon the principles of ‘neoliberalism’. The emergence of this approach to rural policy has meant that state and federal governments have, increasingly, withdrawn from effective regional development strategies, rationalised the levels of public service provision, and devolved much of the responsibility for community well‐being to the local level. This paper critically reviews the changing governmental approaches to rural development, and reflects upon some of the outcomes of these policy changes in the wheatbelt of Western Australia.  相似文献

For their part, policymakers in traditionalisticstates prefer exclusionary incentives that tend to reinforceexisting patterns of domination. The article examines the European Commission's use of its legal powers over mergers. It discusses and tests two views. One is that the ‘neoliberal’ Commission has ended previous industrial policies of aiding ‘national champion’ firms to grow through mergers and instead pursues a ‘merger‐constraining’ policy of vigorously using its legal powers to block mergers. The other is that the Commission follows an ‘integrationist policy’ of seeking the development of larger European firms to deepen economic integration. It examines Commission decisions under the 1989 EC Merger Regulation between 1990 and 2009. It selects three major sectors that are ‘likely’ for the ‘merger‐constraining’ view – banking, energy and telecommunications – and analyses a dataset of almost 600 Commission decisions and then individual merger cases. It finds that the Commission has approved almost all mergers, including by former ‘national champion’ firms. There have been only two prohibitions over 20 years in the three sectors and the outcome has been the creation of larger European firms through mergers. It explains how the Commission can pursue an integrationist policy through the application of competition processes and criteria. The wider implication is that the Commission can combine competition policy with achieving the ‘industrial policy’ aim of aiding the development of larger European firms.  相似文献

This article presents an up‐to‐date view of leading U.S. nanoscientists' perceptions about the regulation of nanotechnology. Our analysis draws from the results of a 2011 mail survey with 444 of the most prolific nanoscientists in the United States to explore their perceptions about existing nanotech policies, the development of new nanotech policies, and mandatory policies about the implementation of safe lab practices for federally funded nanoresearch. In addition to exploring the scientists' perceptions about these pressing policy issues, we also test relationships between their perceptions about regulation and control variables such as gender, disciplinary affiliation, and political ideology. Last, the results of the 2011 data collection are compared with a similar mail survey that was conducted in 2007 with leading U.S. nanoscientists to explore any changes over the four‐year time period in scientists' perceptions about nanotechnology policy making, and governmental involvement in nanotechnology research.  相似文献

Structural policy has two elements: rules of competition and concentration in the marketplace, and deliberate attempts to structure industrial sectors. Historically, Europe, Japan, and the U.S. have pursued quite dissimilar structural policies, reflecting their differing perceptions of the national interest, different international imperatives, and different conceptions of the role of the state. The automobile industry offers sharp cross-country comparisons of structural policy at i t s most vigorous. In this paper, the successes and failures of U.S. antitrust activity toward the automobile industry are considered in comparison to the relative absence of such policies abroad. Similarly, governments' attempts to develop internationally competitive automobile industries in Europe and Japan contrast with the domestic regulatory orientation in the U.S. This historical analysis suggests the current need for reorientations in national structural policies in order to deal effectively with internationalized markets, firms, and competition in the automobile and other industries today.  相似文献

Abstract

Since the early 1980s, an increasing number of initiatives have been introduced to link housing programs and policies with efforts designed to promote family economic self‐sufficiency. This article reviews a set of programs that have worked to manipulate various components of the housing bundle to improve the economic well‐being of acutely poor families. They include programs that modify the characteristics and services available in the local community, alter families’ residential location, provide incentives and opportunities for homeownership, and link the provision of housing subsidies to increasing local capacity for service delivery.

This article suggests that the centrality of housing in fostering or impeding economic mobility makes it a key element in dealing with acute poverty and part of a creative strategy for intervening in the dynamics of poverty. Several important areas need to be taken into account when evaluating current policy; and multiyear evaluations will be necessary to determine the success of these programs.  相似文献
